No. JSWNEL/NREDCAP/2023- 24/001, dt: 11.01.2024 and 19.01.2024 3.From the Vice Chairman & Managing Director, New and Renewable Energy Development Corporation of Andhra Pradesh (NREDCAP), letter No. NREDCAP/SE/APREEP/0115/2024, dt: 25.01.2024. *** O R D E R:- Government of Andhra Pradesh is giving priority for promotion of Renewable Energy Power projects and has been rolling out multiple initiatives, programs, policies and incentives to accelerate the development of the renewable energy sector. The State is having good RE power potential particularly in Rayalaseema region where huge extents of lands have been identified for promotion of RE power projects by inviting private investments. 2. Further, the Government of India has committed at the 26th session of the Conference of the Parties (COP26) to the United Nations Framework Convention on Climate Change (UNFCCC) held in Glasgow, United Kingdom to reach 500 GW Non-fossil energy capacity by 2030 and achieve the target of net zero emissions by 2070. 3. Government of Andhra Pradesh has issued orders vide following G.Os for large scale promotion of Wind Power, Solar Power and Wind-Solar hybrid Power Projects: 1.AP Solar Power Policy -2018 issued vide G.O.Ms.No.1, dt:03.01.2019 2.AP Wind Power Policy -2018 issued vide G.O. Ms. No:2, dt: 03.01.2019 3.AP Wind Solar Hybrid Power Policy -2018 issued vide G.O.Ms.No.3, dt:03.01.2019 4.Amendment order G.O.Ms No.35, dt: 18.11.2019 and G.O.Ms No.1, dt:01.03.2021. Page 1 of 5File No.ENE01-APRE0MISC/1/2024-MLO-ENE-Part(1) GO MS/17/2024/ENE01-Energy 5.AP RE Export Power Policy 2020 issued vide G.O.Ms.No.20, dt: 17.07.2020. 4. In the reference 2nd read above, M/s. JSW Neo Energy Ltd., Mumbai, have submitted proposal for allocation of 3350 MW Solar Power Projects at the following locations: S.No. Mandal District Capacity (MW) 1 Chakrayapet YSR 400 2 Mudigubba Sri Sathya Sai 1050 3 Kanganapalle, Rapthadu Ananthapuramu 1050 4 D Hirehale & Bommeanhal Ananthapuramu 850 Total 3350 5. The proposal of M/s. JSW Neo Energy Ltd. has been placed before State Investment Promotion Board (SIPB) meeting held on 30.01.2024. The SIPB have taken the following decisions: a. SIPB has agreed for allotment of 3350 MW Solar Power capacities at the following locations without overlapping with the areas allotted already to other developers for RE power capacities and Wind Resource Assessment Studies, i. Chakrayapeta Mandal in YSR District (400 MW) ii. Mudigubba Mandal, Sri Sathya Sai District (1050 MW) iii. Kanaganapalle and Rapthadu Mandals in Ananthapuramu District (1050 MW) iv. D Hirehal and Bommeanhal Mandals in Ananthapuramu District (850 MW). b.SIPB has agreed for allocation of revenue lands available if any, on lease basis in the above mandals and also in other mandals if the suitable lands are not available in the requested mandals and total extent shall not exceed 20,100 acres @ 6 acres/ MW. c. SIPB has agreed to extend support from Local and State Level Government Bodies for land registration and project execution through Nodal Agency. d.SIPB has agreed for facilitation for 400/220 KV Transmission Line Corridor through APTRANSCO as per the prevailing regulations/ guidelines. e. SIPB has agreed to facilitate through the Nodal Agency for arranging permission for utilization of Ground Water as per the prevailing policies, for the purpose of cleaning of Solar Modules. SIPB has agreed to facilitate through the Nodal Agency for arranging permission for allocation of water (400 Million Litre per Year) from nearby water reservoir if any as per the prevailing policies for the purpose of cleaning of Solar Modules. g. SIPB has agreed to extend incentives under AP RE Export Policy 2020. h.SIPB has agreed to extend the single window facilitation as per the prevailing policies through the Nodal Agency as per the AP RE Export Policy 2020. 6. Government after detailed examination of the proposal of M/s. JSW Neo Energy Ltd in consultation with various stakeholders i.e, Revenue Dept., EFS&T Dept in the light of the decisions taken in the State Investment Promotion Board, has further issued orders as follows: i. Allotment of 3350 MW Solar Power Projects in the following mandals: a. Chakrayapeta Mandal in YSR District (400 MW) b. Mudigubba Mandal, Sri Sathya Sai District (1050 MW) c. Kanaganapalle and Rapthadu Mandals in Ananthapuramu District (1050 MW) d. D Hirehal and Bommeanhal Mandals in Ananthapuramu District (850 MW) ii. Allotment and allocation of revenue lands available if any, on lease basis in the above mandals and also in other mandals if the suitable lands are not available in the requested mandals and total extent shall not exceed 20,100 acres @ 6 acres/ MW. iii. The nodal agency shall ensure the support to the developer from Local and State Level Government Bodies for land registration and project execution through Nodal Agency. iv. APTRANSCO shall facilitate for construction of the 400/220 KV Transmission Line Corridor by the developer through as per the prevailing regulations/ guidelines. v. Facilitate through the Nodal Agency for arranging permission for utilization of Ground Water as per the prevailing policies, for the purpose of cleaning of Solar Modules. vi. Facilitate through the Nodal Agency for arranging permission for allocation of water (400 Million Litre per Year) from nearby water reservoir if any as per the prevailing policies for the purpose of cleaning of Solar Modules. Extend the single window facilitation as per the prevailing policies through the Nodal Agency as per the AP RE Export Policy 2020. ix. Green Energy Development Charges shall be levied @ Rs.1,00,000 /MW/Year for the entire life of the project starting from the date of commissioning of 1st phase of the project on AC/DC capacity, whichever is higher. x. Statutory fees as per the AP Solar Power Policy 2018 and AP RE Export Power Policy 2020 shall be paid by the developer. xi. Eligible grants if any from MNRE/ Central Government will be considered for extending the same to the proposed solar power projects as per the policies of Govt. of India without any financial commitment from Govt. of Andhra Pradesh. xii. Connectivity of CTU/STU will be recommended duly fulfilling the connectivity requirement of earlier sanctioned/agreements entered with project developers. xiii. APTRANSCO shall facilitate for evacuation of power from the proposed RE Power Projects to the nearest CTU sub-stations. Necessary evacuation facility till the nearest CTU shall be developed by M/s JSW Neo Energy Ltd. xiv. The Power generated from these RE power projects would be connected to Power Grid/CTU substations and delivered outside the State with no obligation for DISCOMs to purchase power. However, DISCOMs shall have first right of refusal. xv. The project shall be completed within 6 years in phases as proposed by them from the date of handing over of revenue lands available if any, failing which the total lands will be resumed back to the Government. xvi. The NRECAP shall ensure project commissioning by the Company within the committed timelines, no transfer of capacity sanction is allowed until the project achieves its Commercial Operation Date (COD), and NREDCAP shall not entertain any changes in any manner without prior permission of the Competent authority. 7. The Revenue Department/EFS&T Dept./Industries & Commerce Dept. /APTRANSCO shall take necessary action accordingly pertains to their issues.
