ORDER:-
Whereas, an inquiry under Rule 20 of the Andhra Pradesh Civil Services
(Classifcation, Control and Appeal) Rules, 1991 is being held against Sri Puli
Venkata Ramanaiah, S/o. Late Krishnaiah, Ex-Executive Engineer, Civil
(Construction-II), Rayalaseema Thermal Power Project (RTPP), V.V. Reddynagar,
Yarraguntla Mandal, YSR district, now working as Executive Engineer (Civil),
O/o.Chief Engineer, Operations & Maintenance, Sri Damodaram Sanjeevaiah
Thermal Power Station (SDSTPS), APGENCO, Nelatur Village, Muthukur Mandal,
SPSR Nellore district, for acquisition and possession of assets disproportionate to
his known sources of income.
2. And whereas, the material evidence put forth by the Delinquent Ofcer and
submissions, with regard to second allegation i.e., “(a) being a public servant,
failed to obtain prior permission from the Competent Authority to
purchase/dispose of assets and (b) non-submission of Annual Property Returns toFile No.ENE01-APPG0SERM(AAO)/1/2022-VIGI

the Competent Authority”, the Managing Director, APGENCO has initiated
disciplinary proceedings and also concluded the disciplinary proceedings by
awarding penalty of “stoppage of two increments with cumulative efect”.
3. Now, therefore, in exercise of the powers conferred by sub-rule (2) of Rule
20 of the said rules, the disciplinary authority hereby appoints Sri R.P. Thakur,
I.P.S. (Retd.), Member, Commissionerate of Inquiries, General Administration
Department as the Inquiring Authority to conduct regular enquiry into the frst
allegation i.e., “acquisition of assets Disproportionate to the known sources of
income to the tune of Rs.17,35,740-“, against Sri Puli Venkata Ramanaiah, S/o.
Late Krishnaiah, Ex-Executive Engineer, Civil (Construction-II), Rayalaseema
Thermal Power Project (RTPP), V.V. Reddynagar, Yarraguntla Mandal, YSR district,
now working as Executive Engineer (Civil), O/o.Chief Engineer, Operations &
Maintenance, Sri Damodaram Sanjeevaiah Thermal Power Station (SDSTPS),
APGENCO, Nelatur Village, Muthukur Mandal, SPSR Nellore district.
4. Copies of the relevant material and Written Statement of Defence received
from the Delinquent Ofcer and Draft Articles of Charges, Statements of
Imputations, List of Witnesses and List of Documents are herewith enclosed. The
Inquiring Authority shall complete the Inquiry and furnish the Inquiry Report to
Government within three months positively, with his own attestation in duplicate.
