GRADUATES’ AND 01 TEACHERS’ CONSTITUENCIES – ELECTION COMMISSION OF
INDIA ORDER REGARDING PRODUCTION OF ELECTORAL PHOTO IDENTITY
CARDS OR OTHER ALTERNATIVE DOCUMENTS FOR IDENTIFICATION OF
ELECTORS.

The following Order of the Election Commission of India, New Delhi,
No.3/4/ID/2025/SDR(Councils), dated 5th February, 2025 is published:-
ORDER
Whereas, the Election Commission has been following the policy of compulsory
identification of electors by means of specified identification documents at elections to the
House of the People and Legislative Assemblies from the year 2000 onwards, so as to prevent
impersonation at elections thereby making the right of genuine electors to vote under section 62
of the Representation of the People Act, 1951 more effective; and
2. Whereas, keeping in view the provisions of Rules 35(3) and 37(2)(b) of the Conduct of
Elections Rules, 1961, the Commission has been issuing directions that the electors at election to
House of the People and Legislative Assemblies shall produce their Electors Photo Identity Card
or other specified documents at the polling station and failure or refusal on their part to produce
those Electors Photo Identity Card or documents may result in the denial of supply of a ballot
paper to them and permission to vote; and2 ANDHRA PRADESH GAZETTE EXTRAORDINARY [PART-V
3. Whereas, the said provisions regarding identification of electors and safeguards against
impersonation are equally applicable at elections from Graduates’ and Teachers’ Constituencies,
and as the electors in these constituencies are also electors in assembly constituencies, they
would have been supplied with Electors Photo Identity Card as electors in their respective
Assembly Constituencies;
4. Now, therefore, after taking into account all relevant factors and the legal and factual
position, the Election Commission hereby directs that all the electors in (i) East-West Godavari
Graduates’, (ii) Krishna-Guntur Graduates’ & (iii) Srikakulam-Vizianagaram-
Visakhapatnam Teachers’ Constituencies in the State of Andhra Pradesh and (i) Medak-
Nizamabad-Adilabad-Karimnagar Graduates’, (ii) Medak-Nizamabad-Adilabad-
Karimnagar Teachers’ & (iii) Warangal-Khammam-Nalgonda Teachers’ Constituencies in
the State of Telangana, who have been issued with their EPICs, shall have to produce these
cards to exercise their franchise, when they come to the polling stations for voting at the current
biennial elections to the Andhra Pradesh and Telangana Legislative Councils from the said
Constituencies, notified on 03rd February, 2025 (Monday). However, those electors, who are
not able to produce their EPICs, will have to produce any of the following alternative documents
for establishing their identity: -
i. Aadhaar Card,
ii. Driving License,
iii. PAN Card,
iv. Indian Passport
v. Service identity card issued to its employees by State/ Central government, Public
Sector Undertakings, Local bodies or other Private Industrial Houses.
vi. Official identity Cards issued to MPs/ MLAs/ MLCs.
vii. Service Identity Card issued by the educational Institutions in which the electors of
the concerned Teachers’ / Graduates’ Constituency may be employed,
viii. Certificate of degree/ Diploma issued by University, in original,
ix. Certificate of physical handicap issued by competent Authority, in original,
x. Unique Disability ID (UDID) Card, M/o Social Justice & Empowerment,
Government of India.
