These projects involve the construction of Road Over Bridges (ROBs) on the Kota-Mathura and Kota-Ruthiyai sections. The notification aims to facilitate the timely completion of these infrastructure projects by invoking provisions of the Railways Amendment Act 2008. This report provides an overview of the notification, its key provisions, affected stakeholders, and likely outcomes, based solely on the information presented in the provided text.
**2. Introduction:**
This report aims to provide information regarding Notification S.O. 1929E issued by the Ministry of Railways, West Central Railway. The analysis is based solely on the provided text of the notification and aims to offer stakeholders a clear understanding of its purpose, provisions, and potential impact.
**3. Policy Overview:**
This is a *new* policy notification.
* **Core Objective(s):** Based on the provided text, the core objective of this notification is to designate specific railway infrastructure projects, specifically the construction of Road Over Bridges (ROBs), as "Special Railway Projects." This designation is likely intended to expedite their completion by leveraging the powers conferred by clause 37A of section 2 of the Railways Amendment Act 2008.
**4. Background and Rationale:**
This is a new policy. The policy likely addresses the need for improved railway infrastructure and safety by replacing level crossings with ROBs. The designation as "Special Railway Projects" suggests that these projects may face specific challenges (e.g., land acquisition, regulatory hurdles) that warrant the application of expedited procedures under the Railways Amendment Act 2008. The construction of ROBs enhances safety, reduces traffic congestion, and improves the efficiency of both rail and road transportation.
**5. Key Provisions / Changes:**
This is a new policy, therefore we'll focus on the entire text.
The notification explicitly designates the following projects as "Special Railway Projects":
* Construction of Road Over Bridge on LC No. 117, Kota-Mathura section, Bundi District, Rajasthan.
* Construction of Road Over Bridge on LC No. 134, Kota-Mathura section, Bundi District, Rajasthan.
* Construction of Road Over Bridge on LC No. 136U, Kota-Mathura section, Bundi District, Rajasthan.
* Construction of Road Over Bridge on LC No. 71, Kota-Ruthiyai section, Baran District, Rajasthan.
* Construction of Road Over Bridge on LC No. 72, Kota-Ruthiyai section, Baran District, Rajasthan.
The notification states that the designation is made "In exercise of the powers conferred by clause 37A of section 2 of the Railways Amendment Act 2008" and is effective "from the date of publication of this Notification in the Official Gazette." This implies that the Central Government is invoking specific legal powers to facilitate these projects.
**6. Target Audience and Stakeholders:**
Based on the provided text, the directly affected stakeholders include:
* **Residents and commuters:** in the Bundi and Baran districts of Rajasthan who use the level crossings that will be replaced by ROBs.
* **Construction companies and contractors:** involved in the construction of the ROBs.
* **Railway authorities:** particularly the West Central Railway, responsible for overseeing and managing these projects.
* **Local authorities:** in Bundi and Baran districts, responsible for coordinating with the railway authorities.
* **Supply chain and logistics providers:** supporting the construction activities.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:** The Ministry of Railways (West Central Railway) is the primary responsible body. The Chief Project Manager, Construction (DY.CECIIKOTA VIJAY PANDEY) is identified as a key contact.
* **Timelines or procedures:** The notification takes effect immediately upon publication in the Official Gazette. No specific timelines are mentioned in the provided text, but the "Special Railway Project" designation implies expedited procedures and potentially streamlined approvals. Further information of this designation would be found in the Railways Amendment Act 2008.
**8. Expected Outcomes / Impact of Changes:**
The intended outcomes of designating these projects as "Special Railway Projects" are likely to include:
* **Faster project completion:** Expedited procedures are intended to accelerate the construction process.
* **Improved safety:** Replacement of level crossings with ROBs will significantly reduce the risk of accidents.
* **Reduced traffic congestion:** ROBs will eliminate delays caused by level crossing closures, improving traffic flow.
* **Enhanced connectivity:** Improved transportation infrastructure will facilitate economic activity and regional connectivity.
**9. Conclusion:**
Notification S.O. 1929E designates five ROB construction projects in Rajasthan as "Special Railway Projects" under the Railways Amendment Act 2008. This designation is intended to expedite project completion, enhance safety, and improve transportation infrastructure in the affected regions. The notification highlights the government's commitment to infrastructure development and modernization of the railway network. The timely implementation of these projects will have a positive impact on the local communities and the overall transportation system.
