2. फायदा(cid:7061)ािहय(cid:7298) को सुिवधाजनक और िनबा(cid:6981)ध फायद े (cid:7079)दान करने के िलए, (cid:7079)सिू त (cid:7079)सिु वधा काय(cid:6981)(cid:7059)म (एमबीपी) के
काया(cid:6981)(cid:7008) वयन करने के भारसाधक रा(cid:6996) य(cid:7298)/संघ रा(cid:6996)य (cid:6979)े(cid:7074) (cid:7079)शासन(cid:7298) के मिहला और बाल िवकास िवभाग अपिे (cid:6979)त सभी (cid:7018)य व(cid:7021)थ ाए ं
करेगा िजनम (cid:7286)िन(cid:7013)न िलिखत सि(cid:7013) मिलत ह,(cid:7289) अथा(cid:6981)त:्—
(1) (cid:7021) थानीय मीिडया के मा(cid:7007) यम से (cid:7018)य ापक (cid:7079)चार और बाल िवकास प(cid:7407)रयोजना अिधका(cid:7407)रय(cid:7298), पय(cid:6981)वे(cid:6979)क(cid:7298),
आंगनवाड़ी के(cid:7008) (cid:7076)(cid:7298) के मा(cid:7007) यम स े (cid:7018)य ि(cid:7020)ट क सूचनाए ं (cid:7079)सूित (cid:7079)सिु वधा काय(cid:6981)(cid:7059)म (एमबीपी) के भावी फायदा(cid:7061)ािहय(cid:7298)

NOTIFICATION
New Delhi, the 22nd February, 2017
S.O. 599(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits
or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables
beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar
obviates the need for producing multiple documents to prove one’s identity;
And, whereas, the Ministry of Women and Child Development in the Government of India is
administering Maternity Benefit Programme (MBP), a Centrally Sponsored, Conditional Cash Transfer
Scheme for pregnant women and lactating mothers to improve their health and nutrition status to provide
better enabling environment by providing cash incentives to pregnant women and lactating mothers;
And whereas, the pregnant women and lactating mothers who are 19 years or above and up to two live
births, are provided cash incentive of Rupees Six Thousand (Rs. 6,000/-) in two instalments upon fulfilling
certain health and nutritional conditions;
And whereas, the said Maternity Benefit Programme offered at Anganwadi Centres involves recurring
expenditure from the consolidated fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of
Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (herein after referred to the said
Act), the Central Government hereby notifies the following, namely:––
1.(cid:32) (1) Individuals desirous of availing the benefits under MBP are hereby required to furnish proof
of possession of Aadhaar number or undergo Aadhaar authentication.
(2) Any individual desirous of availing the benefits under MBP, who does not possess the
Aadhaar number or has not yet enrolled for Aadhaar shall have to make application for Aadhaar
enrolment by 31st March, 2017 provided she is entitled to obtain Aadhaar as per section 3 of the
said Act and such individual may visit any Aadhaar enrolment centre [list available at Unique
Identification Authority of India (UIDAI) website www..uidai.gov.in] to get enrolled for
Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Women
and Child Development Department of the States/Union Territory Administrations which
requires an individual to furnish Aadhaar is required to offer enrolment facilities for the
beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment
centre located in the respective Block or Taluka or Tehsil, the Women and Child Development
Department in the State Governments or Union Territory Administrations may provide4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI
or may provide Aadhaar enrolment facilities by becoming UIDAI Registrar:
Provided that till the time Aadhaar is assigned to the beneficiaries, benefits under the Maternity
Benefit Programme shall be given to such individual subject to the production of the following
identification documents, namely:––
(a) (i) if she has enrolled her Aadhaar Enrolment ID slip; or
(ii) a copy of her request made for Aadhaar enrolment, as specified in sub- paragraph (2) of
paragraph 2, and
(b) (i) Bank or Post Office photo passbook; or (ii) Voter ID Card; or (iii) Ration Card; or (iv)
Kishan Photo Passbook; or (v) Passport; or (vi) Driving License; or (vii) PAN Card; or
(viii) MGNREGS job Card; or (ix) Employee Photo Identity Card issued by the
Government or any Public Sector Undertaking; or (x) Any other Photo Identity Card issued
by State Governments or Union Territory Administrations; or (xi) Certificate of identity
with photograph issued by a Gazetted Officer on official letterhead; or (xii) Health Card
issued by Primary Health Centre (PHC) or Government Hospital; or (xiii) any other
document specified by the State Government or Union Territory Administration; and
(c) an undertaking that she is not availing maternity benefits under Maternity Benefit
Programme from any other Anganwadi Centre:
Provided further that the above documents shall be checked by an officer designated by the State
Government or Union Territory Administration for that purpose.
2.(cid:32) In order to provide convenient and hassle free benefits to the beneficiaries, the Women and Child
Development Department of the States/Union Territory Administrations in charge of implementing the
Maternity Benefit Programme, shall make all the required arrangements including the following, namely:––
(1) Wide publicity through local media and individual notices through the offices of Child
Development Project Officers, Supervisors, Anganwadi Centres shall be given to the prospective
beneficiaries of Maternity Benefit Programme to make them aware of the requirement of
Aadhaar under the scheme and they may be advised to get themselves enrolled for Aadhaar at
the nearest enrolment centres available in their areas, in case they are not already enrolled. The
list of locally available enrolment centres shall be made available to them.
(2) In case beneficiaries are not able to enroll due to non-availability of Aadhaar enrolment centres
in the Blocks or Talukas or Tehsils, the Women and Child Development Department in the
State Governments or Union Territory Administrations is required to create enrolment facilities
for Aadhaar at convenient locations and the beneficiaries may be requested to register their
request for Aadhaar enrolment by giving their name, address, mobile number and other details as
specified in the proviso to sub-paragraph (3) of paragraph 1, with the Child Development
Project Office or Anganwadi Centre, etc.
3. This notification shall come into effect from the date of its publication in all States and Union
Territories except the State of Assam, Meghalaya and Jammu and Kashmir.
