फा.स.ं टी-16017/09/2020-आईगॉट-कमयम ोगी.—भारत सरकार ने जसजिल सेिा क्षमता जिकास में पररितमनकारी
बदलाि के माध्यम से दिे के सुिासन में िृजि करने के जलए राष्ट्रीय जसजिल सेिा क्षमता जिकास कायमक्रम
(एनपीसीएससीबी)-जमिन कममयोगी का अनुमोदन दकया ह।ै इस राष्ट्रीय कायमक्रम का एक प्रमुख घटक क्षमता जिकास
आयोग ह।ै तदनुसार, जनम्नजलजखत संरचनाओं, कायों और जिम्मेदाररयों के साथ क्षमता जिकास आयोग (इसके बाद ‘आयोग’
के रूप में संदर्मभत) का एतद्वारा गठन दकया िाता ह।ै
2. आयोग की संरचना
2.1 आयोग में एक अध्यक्ष और दो सदस्ट्य होंगे।
2.2 अध्यक्ष और सदस्ट्यों की सेिा की जनबंधन और ितें समय-समय पर अजधसूजचत दकए गए अनुसार होंगी।
3. सजचिालय
आयोग के सजचिालय की अध्यक्षता समय-समय पर यथाअनुमोददत अन्य अपेजक्षत कममचाररयों के साथ एक सजचि (भारत
सरकार के संयुक्त सजचि के ग्रेड में) द्वारा की िाएगी।

4. काय मऔर जिम्मदे ाररया ं
आयोग की, अन्य बातों के साथ-साथ, िार्मिक क्षमता जिकास योिनाएं तैयार करने में समन्िय करने, योिना के कायामन्ियन
की जनगरानी और मूल्यांकन करने और जसजिल सेिकों को प्रजिक्षण प्रदान करन े िाली प्रजिक्षण संस्ट्थाओं में साझा संसाधनों
के सृिन को सुजिधािनक बनाने की जिम्मेदारी होगी। आयोग के कायों में जनम्नजलजखत िाजमल होंगे-
(I) क्षमता में सुधार करने और साझा संसाधनों के जनमामण के जलए एक सामंिस्ट्यपूणम व् यापक दजृ िकोण
जिकजसत करने के जलए भारत सरकार के जिभागों, संगठनों और एिेंजसयों के साथ समन्िय करना।
(II) जिभागों, मंत्रालयों और सहभागी संगठनों की िार्मिक क्षमता जिकास योिनाओं को तैयार करने में
सहयोग करना और संकजलत योिनाओं को अनुमोदन के जलए प्रधानमंत्री सािमिजनक मानि संसाधन
पररिद (पीएमएचआरसी) को प्रस्ट्तुत करना। इसके बाद, आयोग कायामन्ियन की आिजधक प्रगजत की
जनगरानी करेगा और इस संबंध में सरकार को िानकारी दगे ा।
(III) लक्ष्य की प्राजि के साथ-साथ जसजिल सेिाओं की जस्ट्थ जत पर िार्मिक मानि संसाधन ररपोटम तैयार करना;
और डीओपीटी के अनुमोदन से इसे सािमिजनक करना।
(IV) सरकार में उपलब् ध मानि संसाधनों की िांच करना और क्षमता जिकास प्रयासों के पररणामों का
आकलन करना; और मंजत्रमंडल सजचिालय समन्िय इकाई को अनुमोदन और आिश्यक मागमदिमन के
जलए इसका मूल्यांकन प्रस्ट्तुत करना।
(V) अध्यापन जिज्ञान, योग्यता ढांचे, योग्यता अंतराल मूल्यांकन आदद पर अनुसंधान करने के जलए सरकारी
प्रजिक्षण संस्ट्थानों के साथ समन्िय सजहत प्रजिक्षण और क्षमता जिकास, अध्यापन जिज्ञान और
कायमप्रणाली के मानकीकरण के संबंध म ें जसफाररिें करना।
(VI) कार्ममकों/मानि संसाधन और क्षमता जिकास के क्षेत्रों में नीजतगत हस्ट्तक्षेपों पर कार्ममक और प्रजिक्षण
जिभाग को जसफाररिें करना।
(VII) क्षमता जिकास के जिजभन्न पहलुओं िैसे अध्ययन सामग्री का जनमामण, सक्षमता मानजचत्रण, फीडबैक आदद
के संबंध में आईगॉट-कममयोगी से प्राि आंकडों का जिश्लेिण करना।
(VIII) प्रधानमंत्री सािमिजनक मानि संसाधन पररिद (पीएमएचआरसी) और मंजत्रमंडल सजचिालय समन्िय
इकाई के समग्र मागमदिमन में िार्मिक िैजिक सािमिजनक मानि संसाधन जिखर सम्मेलन आयोजित करना
और जिखर सम्मेलन के पररणाम और पररणामी ररपोटम तैयार करना।
(IX) संसदीय जनगरानी और जनयंत्रक एिं महालेखा परीक्षक द्वारा अनुपालन के उद्देश्य से कार्ममक और
प्रजिक्षण जिभाग को सभी संबंजधत िानकारी प्रदान करना।
(X) िार्मिक क्षमता जिकास योिनाओं के अनुपालन और उपलजब्धयों और साझा आंतररक और बाह्य संकाय
सजहत साझा जिक्षण संसाधनों की पाररजस्ट्थजतकी प्रणाली के जनमामण के उद्देश्य से सभी जसजिल सेिकों को
प्रजिक्षण प्रदान करने में प्रिृत्त संस्ट्थाओं का कायामत्मक पयमिेक्षण करना।
(XI) कायमक्रम के जलए ज्ञान-भागीदारों का अनुमोदन करना।
5. कार्ममक एिं प्रजिक्षण जिभाग द्वारा आयोग की सहायता की िाएगी।
6. आयोग और उसके सजचिालय से संबंजधत व्यय राष्ट्रीय जसजिल सेिा क्षमता जिकास कायमक्रम (एनपीसीएससीबी)
के जलए सृजित दकए गए बिटीय िीिों के नामे दकया िाएगा ।

NOTIFICATION
New Delhi, the 1st April, 2021
F. No. T-16017/09/2020-iGOT.—Government of India has approved the National Programme for
Civil Services Capacity Building (NPCSCB) - Mission Karmayogi to enhance governance in the country
through transformational change in the Civil Service Capacity Building. A key component of the National
Programme is the Capacity Building Commission. Accordingly, the Capacity Building Commission
(hereinafter referred to as ‘The Commission’) is hereby constituted with the following compositions,
functions and responsibilities.
2. Composition of the Commission
2.1 The Commission will comprise of a Chairperson and two Members.
2.2 The terms and conditions of service of Chairperson and Members shall be as notified from time to
time.
3. Secretariat
The Secretariat of the Commission will be headed by a Secretary (in the grade of Joint Secretary to
Government of India) with otherrequisite staff as approved from time to time.
4. Functions and Responsibilities
The Commission will have the responsibility, inter-alia, of coordinating the preparation of annual capacity
building plans, undertake monitoring and evaluation of plan implementation and facilitate creation of
shared resources amongst Training Institutions imparting training to civil servants. The functions of the
Commission shall include the following:-
(i) Coordinate with Departments, Organizations and Agencies of the Government of India for
evolving a harmonious de-siloed approach to improve capacity and build shared resources.
(ii) Facilitate preparation of Annual Capacity Building Plans of Departments, Ministries and
participating Organizations and submit the collated Plans for approval to the Prime Minister’s
Public Human Resource Council (PMHRC). The Commission will thereafter monitor and report
the periodical progress of implementation to the Government.
(iii) Prepare the Annual HR Report on the health of Civil Services along with target achievement;
and making itpublic with the approval of the DoPT.
(iv) Undertake Audit of Human Resources available in Government and assess outcomes of the
Capacity Building efforts; and present an evaluation of the same for approval and necessary
guidance to the Cabinet SecretariatCoordination Unit.
(v) Make recommendationson standardization of training and capacity building, pedagogy and
methodology including coordination with Government Training Institutions to carry out research
on pedagogy, competency framework, competency gap assessment etc.
(vi) Make recommendations on policy interventions in areas of personnel/HR and Capacity Building
to DoPT.
(vii) Undertake analysis of data emit from iGOT–Karmayogi pertaining to different aspects of
capacity building such as content creation, competency mapping, feedback etc.
(viii) Holding the Annual Global Public HR Summit under the overall guidance the Prime Minister’s
Public Human Resource Council (PMHRC) and the Cabinet Secretariat Coordination Unit and
preparing the outcome and output report of the Summit.
(ix) Providing all the relevant information to DoPT for purposes of Parliamentary oversight and

(x) Exercise functional supervision overInstitutions engaged in the imparting of training to all Civil
Servants, for purposes of adherence to and achievements of annual capacity building plans; and
the creation of an eco-system of shared learning resources including shared internal and external
faculty.
(xi) Approve Knowledge Partners for the programme.
5. The Commission will be serviced by the Department of Personnel and Training.
6. The expenditure in respect of the Commission and its Secretariat will be debitable to the Budget
Heads created for the National Programme for Civil Services Capacity Building (NPCSCB).
