## Government Securities Auction and Non-Competitive Bidding Facility: Policy Analysis
**1. Executive Summary:**
This report analyzes a government notification regarding the sale/reissue of Government Securities (GS) and a scheme for Non-Competitive Bidding Facility in the auctions of these securities. The core purpose is to facilitate government borrowing through the auction of GS with varying maturities and to encourage wider participation, particularly retail investors, in these auctions via non-competitive bidding. The key findings indicate specific auction details for designated GS, eligibility criteria for non-competitive bidders, and operational guidelines for banks and Primary Dealers (PDs) participating in the scheme.
**2. Introduction:**
This report provides an informative overview of a recent government notification concerning the sale/reissue of Government Securities (GS) and the associated scheme for Non-Competitive Bidding Facility. The analysis is based solely on the information provided within the notification document.
**3. Policy Overview:**
This is a new policy initiative detailed within the notification. The core objectives, as inferred from the text, are:
* To raise funds for the government through the sale and reissue of Government Securities.
* To promote broader participation in government securities auctions, especially among retail investors.
* To provide a mechanism for non-competitive bidding in GS auctions, reserving a portion of the notified amount for this purpose.
**4. Background and Rationale:**
The policy addresses the government's need to finance its expenditures by raising capital through the debt market. The introduction of a non-competitive bidding facility likely aims to:
* Enhance retail investor participation in government securities. Retail investors may be hesitant to participate in competitive bidding due to a lack of market expertise.
* Increase the overall demand for government securities, potentially leading to more favorable borrowing terms for the government.
**5. Key Provisions / Changes:**
This is a new policy, so this section details the main components, rules and actions mandated by the entire provided text:
* **Auction of Government Securities:** The notification announces the sale/reissue of three Government Securities with varying tenures and coupon rates:
* 4.26 GS 2023 (Maturity: May 17, 2023)
* 5.85 GS 2030 (Maturity: Dec. 01, 2030)
* 6.76 GS 2061 (Maturity: Feb. 22, 2061)
* The auction date is June 25, 2021.
* The government retains the option to retain additional subscription up to 6,000 crore.
* **Non-Competitive Bidding Facility:**
* Up to 5% of the notified amount of each security is reserved for non-competitive bidding.
* Eligibility is limited to investors who do not maintain a current account or SGL account with the Reserve Bank of India (RBI), with exceptions for Regional Rural Banks (RRBs) and Cooperative Banks.
* Individual bids are capped at two crore face value per auction.
* Bids must be submitted through a designated bank or Primary Dealer (PD).
* RRBs and Cooperative Banks maintaining SGL/current accounts with RBI can submit bids directly.
* Minimum bid amount is 10,000 face value and multiples thereof.
* Allotment will be at the weighted average yield/price determined in the competitive auction.
* **Operational Guidelines for Banks/PDs:**
* Banks/PDs must maintain Constituent Subsidiary General Ledger (CSGL) accounts for retail investors.
* A single consolidated non-competitive bid must be submitted by each bank/PD.
* Securities will be issued to the bank/PD against payment, regardless of whether they have received payment from their clients.
* Pro-rata allotment may be applied if bids exceed the reserved amount.
* Securities are issued in SGL form only.
* Transfer of securities to clients must be completed within five working days of the issue date.
* Banks/PDs can charge up to six paise per 100 as brokerage/commission.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders include:
* **Retail Investors:** Individuals, firms, companies, corporate bodies, institutions, provident funds, and trusts who are interested in investing in government securities without participating in competitive bidding.
* **Banks and Primary Dealers (PDs):** These entities act as intermediaries, facilitating non-competitive bids from retail investors and handling the allocation and transfer of securities.
* **Reserve Bank of India (RBI):** The RBI conducts the auctions and oversees the implementation of the non-competitive bidding facility.
* **Government of India:** The issuer of the securities and the beneficiary of the funds raised.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Reserve Bank of India (RBI) is responsible for conducting the auction and overseeing the implementation of the scheme. Banks and Primary Dealers (PDs) play a key role in facilitating the participation of retail investors. The Ministry of Finance, Department of Economic Affairs, Budget Division is responsible for issuing the notification.
* **Timelines and Procedures:**
* Auction Date: June 25, 2021.
* Non-competitive bids submission: 10.30 a.m. to 11.00 a.m. on auction date.
* Competitive bids submission: 10.30 a.m. to 11.30 a.m. on auction date.
* Result announcement: June 25, 2021, on the RBI website.
* Payment by successful bidders: June 28, 2021.
* Transfer of securities to clients: Within five working days of the issue date.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of the policy include:
* Increased retail participation in government securities auctions.
* Diversified investor base for government debt.
* Potentially reduced borrowing costs for the government due to increased demand.
* Facilitation of government borrowing program.
**9. Conclusion:**
The government notification outlines a new scheme for the sale/reissue of Government Securities and establishes a non-competitive bidding facility designed to promote broader participation in these auctions, particularly among retail investors. The policy details the specific securities being offered, eligibility criteria for non-competitive bidders, and operational guidelines for banks and Primary Dealers. The successful implementation of this policy is expected to diversify the investor base for government debt and potentially lower the government's borrowing costs.

current account with the Reserve Bank of India shall be eligible to submit their non-competitive
bids directly.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]
III. Coverage: Subject to the conditions mentioned above, participation on “non-competitive” basis is open
to any person including firms, companies, corporate bodies, institutions, provident funds, trusts, and any
other entity as may be prescribed by RBI. The minimum amount for bidding will be ` 10,000 (face value)
and thereafter in multiples in ` 10,000 as hitherto for dated stocks.
IV. Other Operational Guidelines:
1. The retail investor desirous of participating in the auction under the Scheme would be required to
maintain a constituent subsidiary general ledger (CSGL) account with the bank or PD through
whom they wish to participate. Under the Scheme, an investor can make only a single bid in an
auction of a dated security. An undertaking to the effect that the investor is making only a single
bid will have to obtained and kept on record by the bank or PD.
2. Each bank or PD on the basis of firm orders received from their constituents will submit a single
consolidated non-competitive bid on behalf of all its constituents for each security in electronic
format on the Reserve Bank of India Core Banking Solution (E-Kuber) System. Except in
extraordinary circumstances such as general failure of the Reserve Bank of India Core Banking
Solution
(E-Kuber) System, non-competitive bid in physical form will not be accepted.
3. Allotment under the non-competitive segment to the bank or PD will be at the weighted average
rate of yield/price that will emerge in the auction on the basis of the competitive bidding. The
securities will be issued to the bank or PD against payment on the date of issue irrespective of
whether the bank or PD has received payment from their clients or not.
4. In case the aggregate amount of bid is more than the reserved amount (5% of notified amount),
pro rata allotment would be made. In case of partial allotments, it will be the responsibility of the
bank or PD to appropriately allocate securities to their clients in a transparent manner.
5. In case the aggregate amount of bids is less than the reserved amount, the shortfall will be taken
to competitive portion.
6. Security would be issued only in SGL form by RBI. RBI would credit either the main SGL
account or the CSGL account of the bank or PD as indicated by them. The facility for affording
credit to the main SGL account is for the sole purpose of servicing investors who are not their
constituents. Therefore, the bank or PD would have to indicate clearly at the time of tendering the
non-competitive bids the amounts (face value) to be credited to their SGL account and the CSGL
account. Delivery in physical form from the main SGL account is permissible at the instance of
the investor subsequently.
7. It will be the responsibility of the bank or the PD to pass on the securities to their clients. Except
in extraordinary circumstances, the transfer of securities to the clients shall be completed within
five working days from the date of issue.
8. The bank or PD can recover upto six paise per ` 100 as brokerage/commission/service charges
for rendering this service to their clients. Such costs may be built into the sale price or recovered
separately from the clients. In case the transfer of securities is effected subsequent to the issue
date of the security, the consideration amount payable by the client to the bank or PD would also
include accrued interest from the date of issue.
9. Modalities for obtaining payment from clients towards cost of the securities, accrued interest
wherever applicable and brokerage/commission/service charges may be worked out by the bank
or PD as per agreement with the client. It may be noted that no other costs such as funding costs
should be built into the price or recovered from the client.[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 7
V. Banks and PDs will be required to furnish information relating to operations under the Scheme to the
Reserve Bank of India (Bank) as may be called for from time to time within the time frame prescribed by
the Bank.
VI. The aforesaid guidelines are subject to review by the Bank and accordingly, if and when considered
necessary, the Scheme will be modified.
