Subject: Guidelines for Agreement between Flying Training Organisations and Trainees (Flying Training Circular 02 of 2026) –reg.
The Directorate General of Civil Aviation (DGCA) has issued Flying Training Circular 02 of 2026 which contains guidelines for agreements between Flying Training Organisations
(FTOs) and trainees with the objective of promoting transparency, fair practices and accountability in the conduct of flying training.
The guidelines are intended to provide greater clarity and protection to aspiring trainee pilots and their parents/guardians at the time of enrolment and during the course of training at DGCA-approved FTOs. The list of DGCA-approved FTOs is available on DGCA website.
The guidelines aim to ensure that trainees and their parents/guardians are clearly informed, before enrolment, about: the course and training requirements; complete fee structure and payment schedule;
refund policy and applicable conditions; conditions for discontinuation and transfer of trainees; and the procedure for release and transfer of training records. grievance redressal mechanism.
The guidelines also provide for progressive payment of training fees, transparency in any change in fees or essential terms during training, fair treatment of unutilised fees, and appropriate arrangements for transfer and release of training records where training is discontinued or cannot be continued with the existing FTO.
FTOs are required to maintain appropriate mechanisms for addressing trainee’s grievances and to ensure that financial or contractual matters do not compromise the quality, continuity or safe conduct of flying training.
Trainees and parents/guardians are advised to carefully read the agreement and fee/refund conditions before enrolment, obtain a mutually signed copy of the agreement, 1
