(1) इन दििाजनिेिों का संजिप्त नाम तटीय िलकृजि म ें लाइि फीड कल्चर इकाइया ाँ और प्रबंधन दििाजनिेि, 2025 ह ै। (2) य ेरािपत्र में उनके प्रकािन की तारीख से प्रिृत होंगे। 2. लाइि फीड इकाइयों के जलए आििे न मानिडं .- (1) लाइि फीड इकाईयां िो लाइि फीड के उत्सपािन में कायारत या काया करने के आिजयत, जिनके पास इन दििाजनिेिों के पैराग्राफ 10 के अधीन यथाजिजनर्िाष्ट आिश्यक ििै सुरिा सुजिधाएं और आंतठरक संगरोध सुजिधा ह,ै तटीय िलकृजि प्राजधकरण अजधजनयम, 2005 (2005 का 24) (जिसे इसम ें इसके पश्चात उक्त अजधजनयम कहा गया ह)ै और उसके अधीन बनाए गए जनयमों के उपबंधों के अनुसार तटीय िलकृजि इकाईयों के जलए लाइि फीड का उत्सपािन और जिक्रय करने के जलए रजिस्ट्रीकरण के जलए आिेिन करने के जलए पात्र होंगी। 5812 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (2) इकाई प्रचालक उक्त जनयमों के जिजहत प्ररूप 2 में प्राजधकरण को आिेिन प्रस्ट्ततु करेगा, जिसमें उक्त जनयमों की अनुसूची 2 में यथाजिजनर्िाष्ट अपेजित िस्ट्तािेि सम्यक रूप स े संलग्न होंगे तथा उक्त जनयमों के जनयम 9 म ें जिजहत प्रदक्रया के अनुसार लाइि फीड इकाई के रजिस्ट्रीकरण के जलए िस हिार रुपए की रजिस्ट्रीकरण फीस का संिाय करना होगा। (3) आिेिन के साथ अिसंरचना, िैि-सुरिा उपायों, उत्सपािन िमता, प्रौद्योजगकी सहायता, रोिगार सृिन, प्रचालन की अथाव्यिस्ट्था आदि को उपिर्िात करते हुए जिस्ट्तृत पठरयोिना ठरपोटा प्रस्ट्तुत की िाएगी। (4) लाइि फीड उत्सपािन के जलए इकाई का अनुमोिन प्राजधकरण द्वारा उक्त जनयमों के जनयम 11 म ें अजधकजथत प्रदक्रया के अनुसार इस प्रयोिन के जलए प्राजधकरण द्वारा गठित टीम द्वारा इकाई के सम्यक् जनरीिण के पश्चात दिया िाएगा। 3. उपयक्तु लाइि फीड का चयन.- (1) फाइटोपलांकटन (सूक्ष्म ििै ाल की जिजभन्न प्रिाजतयां), िूपलांकटन (रोठटफसा, आटेजमया, कोपपोड्स, एजम्फपोड्स) और पॉलीचेट िोम्सा को लाइि फीड के रूप म ेंमाना िा सकेगा। (2) प्रिाजतयों की पहचान िैज्ञाजनक रूप स े रूपात्समक और आणजिक औिार द्वारा मानक प्रदक्रया का उपयोग करके की िाएगी और उसका अजभलखे बनाए रखा िाएगा। (3) कैंजडडैट प्रिाजतयों के आकार और पोिण संबंधी अपिे ाओं के सििृ होने िाले लाइि फीड को उसके जिजभन्न िीिन चरणों के जलए चुना िाएगा। 4. स्ट्थल चयन.- (1) लाइि फीड इकाइयों को अजधमानतः हचै री या कृजि स्ट्थलों के जनकट स्ट्थाजपत दकया िाएगा और िैि-सुरिा कारणों को ध्यान म ेंरखत े हुए उन्ह ेंअन्य उत्सपािन सुजिधाओं से पृथक रखा िाएगा। (2) िहां लाइि फीड इकाइयां अलग-अलग अिस्ट्थानों पर जस्ट्थत ह,ैं िहां रोगिनकों के प्रििे और क्रॉस संििू ण स े बचने के जलए सािधानी बरती िाएगी। (3) पयााप्त क्वाजलटी िाला िल उपलब्ध होगा और मापिडं तटीय िलकृजि के जिजनयमन के जलए का.आ. 1496 (अ), तारीख 20 माचा, 2024 के जलए अजधसूजचत दििाजनििे ों के पैराग्राफ 4 के अनुसार बनाए रखे िाएगं े। 5. लाइि फीड कल्चर इकाइयों के जलए अपिे ाएं .- (1) लाइि फीड कल्चर के जलए फाइबर प्रबजलत पलाजस्ट्टक सीमेंट या प्रबजलत सीमेंट कंक्रीट या कांच या पलाजस्ट्टक या उच्च घनत्सि पॉलीइजथलीन या पॉलीइजथलीन या पॉलीजिनाइल क्लोराइड से बन े कल्चर टैंक या आधानों या काबोय या फ्लास्ट्क का उपयोग दकया िाएगा। (2) सूक्ष्म िैिाल के जलए भीतरी, मध्यिती और बाहरी कल्चर इकाइयां बनाई िाएंगी। (3) िुद्ध स्ट्टॉक बनाए रखने के जलए लाइि फीड के जलए स्ट्टॉक कल्चर कि बनाया िाएगा। (4) क्रॉस-संििू ण (िैसे सूक्ष्म ििै ाल और रोठटफ़सा) से बचन े के जलए अलग-अलग कल्चर इकाइयााँ बनाई िाएंगी। (5) लाइि फीड की िृजद्ध को अनुकूलतम बनाने के जलए उजचत िातन, तापमान जनयंत्रण और प्रकाि की जस्ट्थजत बनाई िाएगी। 6. िल क्वाजलटी प्रबधं न.- (1) तटीय िलकृजि का जिजनयमन करन े के जलए दििाजनिेिों के परै ाग्राफ 4 के अनुसार इष्टतम स्ट्तरों के जलए तापमान, पीएच, लिणता और घुजलत ऑक्सीिन सजहत िल क्वाजलटी मापिंडों की जनयजमत जनगरानी सुजनजश्चत की िाएगी। (2) लाइि फीड कल्चर के जलए उपयोग दकए िान े िाल े िल को रेत जनस्ट्पिं न, कारतूस जनस्ट्पंिन और पराबैंगनी जनस्ट्पंिन का उपयोग करके उजचत रूप से उपचाठरत या जनस्ट्पदं ित दकया िाएगा। (3) जनस्ट्पंिक दकए गए िल को भीतरी या स्ट्टॉक कल्चर के जलए रोगाणुरजहत, ओिोनीकृत और डी-ओिोनीकृत दकया िाएगा। 7. लाइि फीड इकाइयों के जलए िल जनिहा न प्रोटोकॉल.- (1) बाहरी इकाइयों स े दकसी भी िघु ाटनाग्रस्ट्त कल्चर या रोग के प्रकोप के मामले म,ें िल जनकासी प्रणाली में छोड़ने से पहले कल्चर के िल को क्लोरीनयुक्त और जिक्लोरीनयुक्त दकया िाएगा। (2) इकाइयां अपजिष्ट िल को सीधे खुले िल जनकायों में नहीं छोड़गें ी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (3) अपजिष्ट िल को बजहःस्राि उपचार प्रणाली में न्यनू तम िो दिन के जलए रोके रखा िाएगा। 8. कल्चर की जस्ट्थजतया.ाँ - (1) लाइि फीड (जििेि रूप से सूक्ष्म िैिाल) की िृजद्ध को सहायता प्रिान करन े के जलए पोिक तत्सिों को आमतौर पर माजत्सस्ट्यकी पिधाठरयों या आईसीएआर/सीएसआईआर/सरकारी संस्ट्थानों के िैज्ञाजनकों के परामि ासे पोिक माध्यमों द्वारा सुजनजश्चत दकया िाएगा। (2) माजत्सस्ट्यकी पिधाठरयों या भारतीय कृजि अनुसंधान पठरिि के िैज्ञाजनकों द्वारा जसफाठरि दकए गए पोिक तत्सि स्ट्तर हाजनकारक सूक्ष्मिीिों की अजतिृजद्ध से बचने के जलए िैज्ञाजनक तथा औद्योजगक अनुसंधान पठरिि या सरकारी संस्ट्थानों में िैि जिजिधता बनाए रखी िाएगी। (3) माजत्सस्ट्यकी पिधाठरयों या भारतीय कृजि अनुसंधान पठरिि के िैज्ञाजनकों द्वारा जसफाठरि दकए गए उपयक्तु प्रकाि स्रोत और प्रकाि अिजध िैज्ञाजनक तथा औद्योजगक अनसु ंधान पठरिि या सरकारी संस्ट्थानों स े सूक्ष्म िैिाल या अन्य लाइि फीड की िृजद्ध को कल्चर प्रणाली में बढािा िने े के जलए सहायता की व्यिस्ट्था की िाएगी। (4) सूक्ष्म िैिाल प्रिाजतयों की जिजिष्ट अपिे ाओं के आधार पर प्रकाि की तीव्रता और अिजध को बनाए रखा िाएगा, िैसा दक माजत्सस्ट्यकी पिधाठरयों या भारतीय कृजि अनुसंधान पठरिि या िैज्ञाजनक और औद्योजगक अनुसंधान पठरिि या सरकारी संस्ट्थानों के िैज्ञाजनकों द्वारा जसफाठरि की गई ह।ै (5) अजधक भीड़भाड़ (जििेि रूप से पॉलीचेट िोम्सा 0.5 दकग्रा/एम2 स े अजधक नहीं) को रोकने के जलए माजत्सस्ट्यकी पिधाठरयों या भारतीय कृजि अनुसंधान पठरिि या िैज्ञाजनक और औद्योजगक अनुसंधान पठरिि या सरकारी संस्ट्थानों के िैज्ञाजनकों द्वारा जसफाठरि दकए गए लाइि फीड का उजचत भंडारण घनत्सि बनाए रखा िाएगा। (6) उक्त जनयमों के जनयम 18 के उपजनयम (1) (ग) के अधीन जिजहत प्रजतजिद्ध औिधीय रूप स े सदक्रय पिाथ ा और रोगाणरु ोधी कमाकों का उत्सपािन प्रणाली म ेंउपयोग नहीं दकया िाएगा। 9. स्ट्िास्ट््य जनगरानी.- (1) अिांजछत िीिों के संििू ण या अजतिृजद्ध को जनयंजत्रत करने के जलए माजत्सस्ट्यकी पिधाठरयों या भारतीय कृजि अनुसंधान पठरिि या िैज्ञाजनक और औद्योजगक अनुसंधान पठरिि या सरकारी संस्ट्थानों के िैज्ञाजनकों द्वारा जसफाठरि दकए गए लाइि फीड कल्चर के जलए स्ट्िास्ट््य मापिडं ों और घनत्सि की जनयजमत जनगरानी की िाएगी। (2) लाइि फीड की क्वाजलटी और आकार का जनधाारण करन े के जलए सूक्ष्म परीिण दकया िाएगा। (3) लाइि फीड इकाई को संभालन े के जलए समर्पात तकनीकी व्यजक्तयों को जनयुक्त दकया िाएगा। 10. आतं ठरक सगं रोध सजु िधा.- (1) यान प्राजप्त स्ट्थल पर पहुचं ने स े पहले हचै री या लाइि फीड इकाई पठरसर में टायर बाथ से गुिरेगा। (2) सम्पणू ा माल को आंतठरक सगं रोध सुजिधा केंद्र पर उतार दिया िाएगा। (3) उतराई म ें िाजमल सभी कर्माकों को उतराई से पूि ा और पश्चात् म ें अपन े हाथ, एप्रन, कोट और िूत े कीटाणुरजहत करना होगा। (4) सगं रोध अनुभाग म ेंसंिर्धता लाइि फीड के रखरखाि के जलए पयााप्त स्ट्थान होगा। (5) रोगिनकों से संिजू ित प्रिाजतयों का उपयोग कल्चर के जलए नहीं दकया िाएगा। (6) लाइि फीड या िन्य स े एकजत्रत नमूनों (िैसे सूक्ष्म िैिाल, रोठटफसा, कोपपोड्स, एजम्फपोड्स और पॉलीचटे िम्सा) के पृथक्करणों की, आतं ठरक संगरोध सुजिधा म ें जिश्व पि ु स्ट्िास्ट््य संगिन द्वारा यथासूचीबद्ध रोगिनकों और भारत के जलए चचंतािनक रोगिनकों के जलए िांच की िाएगी। (7) चूंदक कल्चर म ें संक्रमण स े बचन े के जलए जिजिष्ट रोगज़नक़ मुक्त पॉलीचेट की जसफाठरि की िाती ह,ै इसजलए लाइि फीड के रूप म ें िलकृजि में उपयोग दकए िान े िाले पॉलीचेट को जिश्व पिु स्ट्िास्ट््य संगिन द्वारा सूचीबद्ध सभी रोगज़नक़ों और भारत के जलए चचंतािनक रोगज़नक़ों से मुक्त होना चाजहए। (8) नमनू े को भारत के जलए चचंतािनक सुसंगत रोगिनकों के परीिण के जलए नीलांकराय जस्ट्थत िलीय संगरोध सुजिधा प्रयोगिाला या भारतीय कृजि अनुसंधान पठरिि - केंद्रीय खारा िलिीि पालन अनुसंधान संस्ट्थान की प्रयोगिाला या दकसी अन्य मान्यता प्राप्त प्रयोगिाला को भेिा िाएगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (9) दकसी भी सुसगंत रोगिनक का पता चलन े की जस्ट्थजत म,ें नमनू े को जिजधमान्यकरण या पुजष्ट के जलए रेफरल प्रयोगिाला के रूप म ें भारतीय कृजि अनुसंधान पठरिि - केंद्रीय खारा िलिीि पालन अनुसंधान संस्ट्थान को भेिा िाएगा। (10) पुजष्ट होन े की जस्ट्थजत म,ें इकाई प्रचालक संक्रजमत स्ट्टॉक को नष्ट कर िगे ा तथा प्राजधकरण को सूजचत करत े हुए संक्रमण के प्रसार को रोकन े के जलए उसे िला िगे ा। 11. क्वाजलटी जनयत्रं ण और ििै सरु िा.- (1) लाइि फीड की क्वाजलटी, उनकी पोिण सामग्री के जलए जनयजमत रूप स े परीिण करके, अपेिा कल्चर जस्ट्थजतयों के आधार पर सुजनजश्चत की िाएगी। (2) लाइि फीड को हािेस्ट्ट के बीच उनकी क्वाजलटी बनाए रखने के जलए उजचत रूप से सग्रं हीत दकया िाएगा। (3) लाइि फीड कल्चर प्रणाली के जलए िैि सुरिा का दक्रयान्ियन माजत्सस्ट्यकी पिधाठरयों या भारतीय कृजि अनुसंधान पठरिि या िैज्ञाजनक और औद्योजगक अनुसंधान पठरिि या सरकारी संस्ट्थानों के िज्ञै ाजनकों के परामि ा स े दकया िाएगा। 12. हािचे स्ट्टंग तकनीक.- (1) लाइि फीड को नुकसान पहुचं ान े या स्ट्रेचस्ट्संग स े बचान े के जलए हािेचस्ट्टंग की सरल पद्धजतयों का उपयोग दकया िाना चाजहए। (2) लाइि फीड को जिकास के उपयुक्त चरण पर हािेस्ट्ट दकया िाएगा तादक यह सुजनजश्चत दकया िा सके दक ि े जिजभन्न िीिन चरणों की कैंडीडेट प्रिाजतयों के जलए पोिण की िजृ ष्ट से उपयुक्त ह।ैं (3) लाइि फीड उत्सपाि तटीय िलकृजि प्राजधकरण द्वारा रजिस्ट्रीकृत हचै री या इकाइयों और सरकार द्वारा अनुमोदित इकाइयों को ही जिक्रीत दकया िाएगा। 13. अजभलखे ों का रखरखाि.- (1) इकाई प्रचालक लाइि फीड की खरीि या आयात, भडं ारण घनत्सि, िल क्वाजलटी मापिंड, फीड मात्रा, स्ट्िास्ट््य प्रबंधन, जिकास मापिंड, प्रयुक्त इनपुट, हािेस्ट्ट और जिपणन ब्यौरे आदि का ठरकाड ा रखेंगे तथा इन दििाजनििे ों के प्ररूप ढ-1 में प्राजधकरण को प्रस्ट्ततु की िाने िाली अपनी त्रैमाजसक अनुपालन ठरपोटा में इनका उल्लेख करेंगे। (2) इकाई प्रचालक प्राजधकृत कार्माक या पिधारी द्वारा मांग ेिाने पर अजभलेख प्रस्ट्तुत करेगा। 14. उल्लघं न के जलए िाजस्ट्त.- यदि प्राजधकरण के जनरीिण िल द्वारा इकाईयों के जनरीिण के िौरान कोई अप्राजधकृत लाइि फीड उत्सपािन या कोई अन्य कायाकलाप पाया िाता ह,ै तो जनरीिण िल उक्त अजधजनयम की धारा 14 के अधीन यथाजिजहत िाजस्ट्त अजधरोजपत करने सजहत स्ट्टॉक को अजधहरण, जनपटान या नष्ट कर सकेगा, िैसा िह उजचत समझे। प्ररूप ढ-1 [पैराग्राफ 13(1) िेख]ें लाइि फ़ीड इकाइयों स ेत्रमै ाजसक अनपु ालन ठरपोटा का रूपजिधान: ठरपोटा में जनम्नजलजखत सूचना अतं र्िाष्ट होगी, अथाात:- 1. इकाई का नाम और पता 2. रजिस्ट्रीकरण और आयात सबं ंधी अनुज्ञा प्रमाण पत्र की तारीख और संख्या 3. िुद्ध/खरीि ेगए/आयाजतत स्ट्टॉक कल्चर का स्रोत 4. िुद्ध /खरीिे गए / आयाजतत स्ट्टॉक कल्चर की मात्रा (एमएल/एलटी/दकलोग्राम/ग्राम/एमटी) 5. पठरिहन मृत्सयु िर (%) 6. संगरोध मृत्सयु िर (%) 7. चक्रों/बैचों की कुल संख्या[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 8. उत्सपादित िुद्ध/स्ट्टॉक कल्चर की कुल मात्रा (एमएल/एलटी/दकलोग्राम/ग्राम/एमटी) 9. साधारण िलीय स्ट्िास्ट््य जनगरानी और दकसी भी असामान्य मृत्सयु िर/न्यनू -उत्सपािन पर ठरपोटा 10. जिक्रीत िुद्ध/स्ट्टॉक कल्चर की कुल मात्रा (एमएल/एलटी/दकलोग्राम/ग्राम/एमटी) 11. लाइि फीड का जिक्रय सबं ंधी ब्यौरा (इसमें जिसे जिक्रीत दकया गया ह,ै उसका नाम, पता, रजिस्ट्रीकरण संख्या की सूचना सजम्मजलत होगी) (तटीय िलकृजि प्राजधकरण/सरकार द्वारा िारी हचै री/इकाइयों के रजिस्ट्रीकरण प्रमाण पत्र की प्रजत संलग्न की िाएगी) स्ट्थान: हस्ट्तािर तारीख: प्राजधकृत हस्ट्तािरी का नाम [फा. सं. ि-े 1903336/2/2024- DOF (ई -23648)] नीतू कुमारी प्रसाि, संयुक्त सजचि MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (Department of Fisheries) NOTIFICATION New Delhi, the 29th August, 2025 S.O. 3982(E).—In pursuance of the provisions of section 3 of the Coastal Aquaculture Authority Act, 2005 (24 of 2005), read with clause (n) of rule 3 of the Coastal Aquaculture Authority Rules, 2024 (hereinafter referred to as the said rules), the Central Government hereby make the following guidelines for regulating live feed culture units and management in coastal aquaculture, namely:- 1. Short title and commencement.- (1) These guidelines may be called the Guidelines for Live Feed Culture Units and Management in Coastal Aquaculture, 2025. (2) They shall come into force from the date of their publication in the Official Gazette. 2. Application criteria for live feed units.- (1) Live feed units engaged or intending to be engaged in the production of live feed having the required biosecurity facilities and in-house quarantine facility as specified under paragraph 10 of these Guidelines, shall be eligible to apply for registration in accordance to the provisions of the Coastal Aquaculture Authority Act, 2005 (24 of 2005) (hereinafter referred as the said Act) and the rules made thereunder, to produce and sell live feed for coastal aquaculture units. (2) The unit operator shall submit an application in the prescribed Form II of the said rules, to the Authority, duly enclosing the required documents as specified in Schedule II of the said rules, and payment of a registration fee of rupees ten thousand for registration of live feed unit in accordance with the procedure prescribed in rule 9 of the said rules. (3) A detailed project report indicating the infrastructure, bio-security measures, production capacity, technology support, employment generation, the economics of operation, etc., shall be submitted along with the application. (4) Approval of the unit for live feed production shall be given by the Authority after due inspection of the unit by a team constituted by the Authority for this purpose in accordance with the procedure laid down in rule 11 of the said rules. 3. Selection of suitable live feeds.- (1) Phytoplankton (different species of microalgae), zooplankton (rotifers, Artemia, copepods, amphipods) and polychaete worms may be considered as live feeds. (2) Identification of species shall be done scientifically morphologically and molecular tools using standard procedure and the record of the same shall be kept properly.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (3) Live feeds that match the size and nutritional requirements of the candidate species shall be chosen for its different life stages. 4. Site selection.- (1) The live feed units are to be preferably located near the hatcheries or farming sites and they shall be isolated from the other production facilities in view of bio-security reasons. (2) Where the live feed units are located in separate locations, care shall be taken to avoid entry of pathogens and cross contamination. (3) There shall be adequate quality water and parameters shall be maintained in accordance with paragraph 4 of the Guidelines for Regulating Coastal Aquaculture notified vide S.O. 1496(E), dated the 20th March, 2024. 5. Requirements for live feed culture units.- (1) Culture tanks or containers or carboys or flasks made of Fibre Reinforced Plastic cement or Reinforced Cement Concrete or glass or plastic or High-Density Polyethylene or Polyethylene or Polyvinyl Chloride shall be used for the live feed culture. (2) Indoor, intermediate and outdoor culture units for microalgae shall be made. (3) The stock culture room for live feeds for maintaining pure stocks shall be made. (4) Separate culture units to avoid cross-contamination (such as microalgae and rotifers) shall be made. (5) Proper aeration, temperature control, and lighting conditions to optimize the growth of live feed shall be made. 6. Water quality management.- (1) Regular monitoring of water quality parameters, including temperature, pH, salinity, and dissolved oxygen for optimal levels in accordance with paragraph 4 of the Guidelines for regulating coastal aquaculture to support live feed growth shall be ensured. (2) The water used for the live feed culture shall be treated or filtered properly using sand filters, cartridge filters and Ultraviolet filters. (3) The filtered water shall be sterilized, ozonized, and de-ozonized for indoor or stock cultures. 7. Water discharge protocols for live feed units.- (1) In case of any crashed cultures from outdoor units or outbreak of diseases, the culture water shall be chlorinated and dechlorinated before release into the drainage system. (2) The units shall not discharge wastewater directly to open water bodies. (3) Wastewater shall be retained in the effluent treatment system for a minimum period of two days. 8. Culture conditions.- (1) Nutrients to support the growth of live feeds (especially microalgae) typically through the addition of nutrient media in consultation with the Fisheries officials or Scientists of ICAR/CSIR/Government Institutes shall be ensured. (2) Nutrient levels as recommended by the Fisheries officials or Scientists of Indian Council of Agricultural Research or Council of Scientific and Industrial Research or Government Institutes shall be maintained to avoid overgrowth of harmful microorganisms. (3) Appropriate light sources and photoperiods as recommended by the Fisheries officials or Scientists of Indian Council of Agricultural Research or Council of Scientific and Industrial Research or Government Institutes shall be arranged to promote the growth of microalgae or other live feeds in the culture system. (4) Light intensity and duration based on the specific requirements of the microalgae species as recommended by the Fisheries officials or Scientists of Indian Council of Agricultural Research or Council of Scientific and Industrial Research or Government Institutes shall be maintained. (5) Appropriate stocking density of live feeds as recommended by the Fisheries officials or Scientists of Indian Council of Agricultural Research or Council of Scientific and Industrial Research or Government Institutes to prevent overcrowding (especially polychaete worms not exceeding 0.5 kg/m2) shall be maintained. (6) Prohibited pharmacologically active substances and antimicrobial agents as prescribed under sub-rule (1) (c) of rule 18 of the said rules shall not be used in the production system. 9. Health monitoring.- (1) Regular monitoring of health parameters and density for the live feed culture as recommended by the Fisheries officials or Scientists of Indian Council of Agricultural Research or Council of Scientific and Industrial Research or Government Institutes, shall be done to regulate the contamination or overgrowth of unwanted organisms. (2) Microscopic examinations shall be done to assess the quality and size of the live feeds. (3) Dedicated technical persons shall be engaged to handle the live feed unit.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 10. In-house quarantine facility.- (1) Vehicle shall pass through tyre bath at the hatchery or live feed unit premises before reaching the receiving point. (2) The entire consignment shall be unloaded at the in-house quarantine facility. (3) All the personnel involved in unloading must disinfect their hands, apron, coat and shoes before and after unloading. (4) The quarantine section shall have sufficient space for the maintenance of cultured live feed. (5) The species contaminated with pathogens shall not be used for culture. (6) The isolates of live feeds or wild collected samples (eg. Microalgae, rotifers, copepods, amphipods and polychaete worms) shall be screened for pathogens as listed by World Organization for Animal Health and pathogens of concern to India in the in-house quarantine facility. (7) As specific pathogen free polychaete is recommended to avoid infections in the cultures, the polychaete used in the aquaculture as live feed shall be free from all world organization for animal health listed pathogens and pathogens of concern to India. (8) The sample shall be referred to aquatic quarantine facility laboratory at Neelankarai or Indian Council of Agricultural Research – Central Institute of Brackishwater Aquaculture laboratory or any other accredited laboratory for testing of relevant pathogens of concern to India. (9) In the event of detection of any relevant pathogen, the sample shall be sent to Indian Council of Agricultural Research – Central Institute of Brackishwater Aquaculture as a referral lab for validation or confirmation. (10) In case of confirmation, the unit operator shall destroy the infected stock and incinerate for containment of the spread of the infection under intimation to the Authority. 11. Quality control and biosecurity.- (1) The quality of the live feeds by regularly testing for their nutritional content shall be ensured based on the requirement culture conditions. (2) Live feeds shall be stored properly to maintain their quality between harvests. (3) Biosecurity for the live feed culture system shall be implemented in consultation with the Fisheries officials or Scientists of Indian Council of Agricultural Research or Council of Scientific and Industrial Research or Government Institutes. 12. Harvesting Techniques.- (1) Gentle harvesting methods shall be used to avoid damaging or stressing the live feeds. (2) Live feeds shall be harvested at the appropriate stage of development to ensure they are nutritionally suitable for the candidate species of different life stages. (3) Live feed produce shall be sold to the Coastal Aquaculture Authority registered hatcheries or units and the Government approved units only. 13. Maintenance of records.- (1) Unit operators shall maintain records on procurement or import of live feed, stocking density, water quality parameters, feeding quantities, health management, growth parameters, inputs used, harvesting and marketing details etc., and report these in their quarterly compliance report to be submitted to the Authority in Form N-1 of these Guidelines. (2) Unit operator shall produce the records on demand by the authorised personnel or officials. 14. Penalty for violation.- If any unauthorised live feed production or any other practice is noticed during the inspection of the units by the inspection team of the Authority, the inspection team may confiscate, dispose of or destroy the stock including imposing penalties as prescribed under section 14 of the said Act, as it thinks fit. Total quantity of pure/stock culture produced (ml/lt/kg/gm/mt) 9. Report on general aquatic health monitoring and any unusual mortality/under production 10. Total quantity of pure/stock culture sold (ml/lt/kg/gm/mt) 11.
