(1) इन दिशाषनिेशों का संजिप्त नाम स्ट्पेजसदिक पथै ोिेन फ्री जलटोपेजनयस िन्नामेई के बीि उत्सपािन और पालन के जलए हचै री और िामों को जिजनयजमत करने के दििाजनिेि कहा िाएगा । (2) य ेराजपत्र म ेंउनके प्रकाशन की तारीख को प्रिृत्त होंगे। स्ट्पजे सदिक पथै ोिने फ्री जलटोपजे नयस िन्नामईे बीि उत्सपािन और पालन के जलए हचै री और िामों को जिजनयजमत करन ेके जलए दििाजनिेि भाग I हचै री के सचं ालन के जलए सरु िा उपाय और जिजनयम 1. एल. िन्नामईे के प्रिनन हते ु आििे न के मानिंड - (1) प्राजधकरण द्वारा जनर्िचष्ट आिश्यक िैि सुरिा सुजिधाओं के साथ बीि उत्सपािन म ें लगी या इस काय च में सलं ग्न होन े का आिय रखन े िाली हचै ररयां तटीय िलकृजि प्राजधकरण 2069 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अजधजनयम, 2005 (2005 का 24) और उसके तहत बनाए गए जनयमों के तहत एल. िन्नामेई के स्ट्पेजसदिक पथै ोिेन फ्री ब्रूडस्ट्टॉक को आयात करने की अनुमजत के जलए या एल. िन्नामेई के स्ट्पेजसदिक पैथोिेन फ्री दकिोर (10 ग्राम आकार तक) को पालन पोिण कर ियस्ट्क ब्रूडस्ट्टॉक तक बड़ा करने के जलए और एल. िन्नामेई के पोस्ट्ट लािाच के उत्सपािन और जबक्री करन े हते ु पंिीकरण के जलए आिेिन करने के पात्र होंगी । (2) तटीय िलकृजि प्राजधकरण जनयम, 2024 के जनयम 9 म ें जनधाचररत प्रदक्रया के अनुसार हचै री के पंिीकरण के जलए हचै री संचालक जनधाचररत प्रारूप म ें आिश्यक िस्ट्तािेि सलं ग्न करत े हुए और 10,000/- (िस हिार रुपय)े के पंिीकरण िुल्क का भगु तान करत े हुए प्राजधकरण को आिेिन प्रस्ट्तुत करेगा । जनरीिण उद्दश्े य के जलए प्राजधकरण द्वारा गरित एक टीम द्वारा हचै री सुजिधाओं के उजचत जनरीिण के पश्चात एल. िन्नामेई के पालन के जलए हचै री को प्राजधकरण द्वारा की मंिरू ी िी िाएगी । (4) हचै री में जिजभन्न उत्सपािन सुजिधाओं के बीच िास्ट्तजिक रूप से िासल ेअथिा एकांतता या दिर िासला रखने के जलए अिरोध के जनमाचण एि ं प्रदक्रया और उत्सपाि प्रिाह जनयंत्रण के कायाचन्ियन के माध्यम स े िैि सुरिा जनयंत्रण दकया िाएगा । (5 ) हचै री सुजिधा म ें पररसर की पररजध के चारों ओर एक िीिार या बाड़ होगी, जिसम ें िानिरों और अनजधकृत व्यजियों के प्रिेि को रोकने के जलए पयाप्तच ऊंचाई होगी तादक इस माग च स े रोगज़नक़ के प्रिेि के िोजखम को कम करने म ें मिि जमल सके, साथ ही समग्र सुरिा म ें सधु ार हो सके । 2. स्ट्िच्छता आिश्यकताएँ - (1) हचै री म ें प्रिेि केिल इस ित्रे म ें काम करन े के जलए जनयुि कर्मचयों तक ही सीजमत रहगे ा और सुजिधा म ें प्रिेि करन े िाल े कर्मचयों का ररकॉडच सुरिा कर्मयच ों द्वारा बनाए रखा िाएगा। (2) कमचचाररयों सजहत दकसी भी व्यजि का प्रिेि अजनिाय च रूप स े िॉिर और चेंजिंग रूम के माध्यम स े होगा तादक ि े सुजिधा म ें प्रिेि करन े स े पहले स्नान कर सकें और काम करन े िाले कपड़े और िूत े बिल सकें और काय च जिफ्ट के अंत म ें भी यही प्रदक्रया अपनाई िाएगी । (3) िाहन के टायरों (गेट पर टायर धोना), परै ों (50 पीपीएम एजटटि इंजडडएंट हाइपोटलोराइट घोल िाले िुटबाथ), और हाथों [आयोडीन-पीिीपी युि बोतलें (20 पीपीएम और/या 70% अल्कोहल))] के जडजसन्फ़ेिन के जलए प्रािधान दकया िाएगा और जडजसन्फ़ेिन का उपयोग इकाई म ें प्रिेि करन ेऔर बाहर जनकलने पर दकया िाएगा । 3. पानी का प्रििे - (1) हचै री की प्रत्सयेक कायाचत्समक इकाई म ें अन्य सभी िल आपूर्त च प्रणाजलयों स े अलग स्ट्ितंत्र िल उपचार सुजिधा होगी और पानी के उपयोग को कम करने और िैि सुरिा म ें सुधार करने के जलए, जििेि रूप स े उच्च िोजखम िाले िेत्रों म,ें हचै री की प्रत्सयेक कायाचत्समक इकाई के जलए अलग रीसटयलुच ेिन जसस्ट्टम का उपयोग दकया िाएगा । (2) हचै री के िलािय या सेटजलंग टैंक म ें सबसे पहल े भरे िाने िाल े पानी को सब-सैंड िेल्ल पॉइंट्स, सैंड दिल्टेसच (ग्रजे िटी या प्रैिर), या मिे बगै दिल्टर के माध्यम स े प्रारंजभक दफ़ल्टररंग द्वारा स्रोत पानी म ें मौिूि िटै टर और रोगिनकों के प्रिेि को रोकने के जलए दफ़ल्टर और उपचाररत दकया िाएगा । (3) टलोरीनीकरण या ओिोनेिन या ऐस े अन्य उपयिु कीटाणुनािकों द्वारा प्राथजमक जडसइनिेकिन के बाि, और जनपटान के बाि, पानी को दिर स े एक महीन दिल्टर के साथ दफ़ल्टर दकया िाएगा और दिर पराबैंगनी प्रकाि (अल्रािायोलेट लाइट) या ओिोन का उपयोग करके कीटाणरु जहत दकया िाएगा। (4) िल आपूर्त च प्रणाली म ें सदक्रय काबचन दिल्टर का उपयोग, एजथलीन डायमाइन टेरा एजसरटक एजसड और तापमान और लिणता जिजनयमन िाजमल हो सकता ह।ै 4. िल उपचार और अपजिष्ट िल का जनिहच न - (1) हचै री स े जडस्ट्चािच दकए गए पानी को अस्ट्थायी रूप स े रोका िाएगा और जडस्ट्चािच स े पहले हाइपोटलोराइट घोल (>20 पीपीएम सदक्रय टलोरीन कम स े कम साि जमनट के जलए) या अन्य प्रभािी कीटाणुनािक स े उपचाररत दकया िाएगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (2) सुजिधा म ें उपयोग दकए िाने िाले समुद्री िल को एक भंडारण टैंक म ें पहुचं ाया िाएगा िहां इस े सबसे पहले हाइपोटलोराइट सोल्यूिन (कम से कम 30 जमनट के जलए 20 पीपीएम सदक्रय घटक) और तत्सपश्चात सोजडयम थायोसल्िेट (प्रत्सयेक पीपीएम टलोरीन रेसीड्यू के जलए 1 पीपीएम) और मिबूत एरेिन के साथ उपचाररत दकया िाएगा । (3) कोई भी अपजिष्ट िल टलोरीनेिन और डीटलोरीनिे न के जबना हचै री स े बाहर नहीं छोड़ा िाएगा तादक लािाच को प्राकृजतक िल म ें िाने स े रोका िा सके और इस प्रािधान को िाजमल करन े के जलए प्रिाह उपचार प्रणाली (एिफ्लुएंट रीटमेंट जसस्ट्टेम) को जडिाइन दकया िाएगा । 5. उपकरणों का जडसइनिेकिन - (1) प्रयुि कंटेनरों और होज़ों को आगे उपयोग करने स े पहले हाइपोटलोराइट घोल (20 पीपीएम) स े धोया और कीटाणरु जहत दकया िाएगा । (2) प्रत्सयेक ब्रूडस्ट्टॉक के होजल्डगं टैंक म-ें (i) उपकरणों का एक अलग सेट जिसे स्ट्पष्ट रूप स ेजचजननत दकया िाएगा और टैंकों के पास रखा िाएगा; और (ii) प्रत्सयेक दिन के उपयोग के अतं म ें सभी उपकरणों को कीटाणरु जहत करने की सुजिधा उपलब्ध होगी । 6. सगं रोध - संगरोध प्रदक्रया, भारत सरकार, कृजि मंत्रालय, पिुपालन, डेयरी और मत्सस्ट्यपालन जिभाग म ें पिधु न आयात अजधजनयम, 1898 (1898 का 9) की धारा 3 की उपधारा (1) के अधीन िारी की गई तारीख 15 अटटूबर, 2008 की अजधसूचना संख्या क. आ. 2482 (अ) द्वारा भारत के रािपत्र, असाधारण, भाग II, खंड 3, उप-धारा (ii) म ें प्रकाजित अजधसूचना म ें जनर्िष्टच अनुसार होगी । 7. हचै री म ें ब्रडू स्ट्टॉक - (1) बीि उत्सपािन के जलए हचै री म ें केिल सगं रोध के माध्यम स े उपलब्ध स्ट्पेजसदिक पथै ोिेन फ्री ब्रूडस्ट्टॉक का उपयोग दकया िाएगा । (2) तालाब म ेंपाल ेगए ब्रूडस्ट्टॉक का उपयोग सख्त िर्िचत ह।ै एल. िन्नामेई बीि उत्सपािन में िाजमल हचै ररयां हचै री पररसर के भीतर दकसी अन्य प्रिाजत का उपयोग नहीं करेंगी। 8. बीि उत्सपािन और जबक्री - (1) नौप्ली को केिल उन हचै ररयों को बेचा िाएगा जिन्ह ें उजचत िैि सरु िा प्रोटोकॉल के साथ स्ट्पेजसदिक पैथोिेन फ्री एल. िन्नामेई के बीि पालन के जलए प्राजधकरण द्वारा अनुमजत िी गई ह।ै (2) जबक्री के जलए पीएल चरण तक नौपली का पालन करने िाली हचै ररयां प्राप्त नौपली की संख्या और उत्सपादित और बेची गई पीएल का ररकॉड च बनाए रखेंगी और िॉमच-बी - I म ें अपनी त्रैमाजसक अनुपालन ररपोटच प्राजधकरण को जनयजमत आधार पर प्रस्ट्तुत करेंगी, ऐसा न करन ेपर भजिष्य म ेंनौप्ली प्राप्त करन े के जलए हचै ाररयों की मान्यता रद्द कर िी िाएगी । (3) पोस्ट्ट-लािाच केिल उन्हीं दकसानों को बेचा िाएगा जिन्होंने जििेि रूप से एल. िन्नामेई की खेती के जलए प्राजधकरण के साथ पंिीकरण कराया ह ै। (4) प्राजधकरण द्वारा िारी पंिीकरण प्रमाणपत्र की एक प्रजत हचै री संचालक द्वारा जनरीिण के जलए रखा िाएगा। (5) बीि उत्सपािन के साथ-साथ जबक्री का जिस्ट्तृत ररकॉडच क्रेता या दकसान के नाम और पत े सजहत रखा िाएगा । 9. रोग ररपोर्टिंग और ररकॉड च रखरखाि- (1) हचै री म ें दकसी भी बीमारी के िैलन े की सूचना तरु ंत प्राजधकरण को िी िाएगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (2) हचै ररया ं आयाजतत ब्रडू स्ट्टॉक का ररकॉड च बनाए रखेंगी, जिसम ें स्रोत, आयाजतत मात्रा, मृत्सय ु िर की संख्या, उत्सपादित अंड,े उत्सपादित नौपली, उत्सपादित पोस्ट्ट-लािाच, बेचा गया पोस्ट्ट-लािाच, दकसान का नाम और पता जिसको बेचा गया, पंिीकरण और प्राजधकरण द्वारा िारी दकए गए अनुमजत प्रमाण पत्र की जतजथ और संख्या िाजमल होगी और ये ब्योरे इन दििाजनिेिों के िॉमच- I म ें प्राजधकरण को प्रस्ट्ततु की िान े िाली त्रैमाजसक अनुपालन ररपोटच म ें प्रस्ट्तुत करें । 10. जनरीिण - प्राजधकरण द्वारा प्राजधकृत व्यजि समय-समय पर िौरा करेगा और ब्रूडस्ट्टॉक, बीि उत्सपािन और जबक्री की जस्ट्थजत की िांच करेगा। 11. बकैं गारंटी - इन दििाजनिेिों का अनपु ालन सुजनजश्चत करने के जलए अनुमोदित हचै री को जनगरानी िीस के तौर पर पचास हिार रुपय े का भुगतान करना होगा और तटीय एक्वाकल्चर प्राजधकरण जनयम, 2023 के अनुसरण में तटीय िलीय कृजि प्राजधकरण के पि म,ें इन दििाजनिेिों का अनपु ालन सुजनजश्चत करन े के जलए पांच लाख रुपय े की बैंक गारंटी िमा करनी होगी और उल्लंघन करने पर बैंक गारंटी इनिोक की िाएगी । भाग II िामों की मिं रू ी और सचं ालन के जलए मानिडं और जिजनयम िामों के जलए पात्रता मानिडं .- (1) प्राजधकरण के साथ पिं ीकृत िल कृजि दकसान, एल . िन्नामेई के पालन की अनुमजत के जलए एक अलग आिेिन प्रस्ट्तुत करेंग े: (2) प्राजधकरण द्वारा प्राजधकृत जनरीिण िल िामच का जनरीिण करेगा और एल. िन्नामईे पालन के जलए सुजिधा की उपयुिता के संबंध म ें िल की जसिाररि के आधार पर प्राजधकरण के सजचि द्वारा आिेिनों को एल. िन्नामेई की खेती के जलए अनुमजत िारी करन े पर प्राजधकरण द्वारा जिचार दकए िाने हते ु संसाजधत दकया िाएगा । (3) बाड़, िलािय, पजियों को भगान,े प्रत्सयेक तालाब के जलए अलग उपकरण आदि सजहत पयाचप्त िैि सुरिा उपाय िाम च स्ट्थाजपत करेंग,े और उन कर्मचयों द्वारा प्रबंजधत दकया िाएगा िो िैि सुरिा उपायों के प्रबंधन म ें प्रजिजित या अनुभिी ह।ैं (4) िामों म ें उनके आकार की परिाह दकए जबना एक प्रिाह उपचार प्रणाली होगी िो िसल के िौरान जनकलने िाल े अपजिष्ट िल को संभालन े म ें सिम हो। (5) संचयन प्रिाह उपचार प्रणाली (एिफ्लुएंट रीटमेंट जसस्ट्टम) के आकार के आधार पर हािेजस्ट्टंग अनुक्रजमक होगा और अपजिष्ट िल की गुणित्ता दििाजनिेिों के अधीन जनधाचररत मानकों के अनुरूप होगी। 2. िल जनकासी प्रोटोकॉल - (1) बीमारी के दकसी भी प्रकोप के मामले म,ें जडस्ट्रेस्ट्स हािेजस्ट्टंग केिल िाल के माध्यम स े दकया िा सकता ह ैऔर ड्रेनेि में िल की जनकासी स े पहल े पानी को टलोरीनयुि और डीटलोरीनीकृत दकया िाएगा । (2) अपजिष्ट िल को कम स े कम िो दिनों की अिजध के जलए प्रिाह उपचार प्रणाली (एिफ्लएु ंट रीटमेंट जसस्ट्टम) म ें रखा िाएगा। (3) िो िाम,च फ़ार्मिंग के जलए ज़ीरो िॉटर एटसचेंि जसस्ट्टम का पालन करत े ह,ैं िे भी एल. िन्नामेई की खेती कर सकते ह।ैं 3. ििै सरु िा सबं धं ी - (1) यदि पड़ोसी िामच िेिी प्रिाजतयों की खेती कर रह े ह,ैं िो गरै -स्ट्पेजसदिक पैथोिेन फ्री ह,ैं तो स्ट्पेजसदिक पैथोिेन फ्री एल. िन्नामेई की खेती की अनुमजत नहीं िी िाएगी, टयोंदक भारत म ें पने ेअस मोनोडोन म ें ररपोट च दकए गए सभी िायरल रोगिनकों से एल. िन्नामेई को िोजखम ह ै। (2) एल. िन्नामेई के पालन के जलए अनुमोदित उसी िाम च म ें िेलदिि और दफ़नदफ़ि प्रिाजतयों की खते ी की अनुमजत नहीं िी िाएगी ।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (3) एक प्रिाजत स े िसू री प्रिाजत के पालन में जिफ्ट करने के जलए प्राजधकरण द्वारा समय समय पर इस प्रयोिनाथ च िारी दकए गए मानिंडों के अनुसार तालाब की तैयारी के िौरान पयाप्तच ड्राइ आउट अिजध बनाए रखी िाएगी । 4. एल. िन्नामईे पालन के जलए मानिंड - (1) केिल एल. िन्नामेई ब्रूडस्ट्टॉक के आयात या एल. िन्नामेई बीि उत्सपािन के जलए प्राजधकृत हचै ररयों स े ही परीजित और प्रमाजणत बीि खरीिा िाएगा । (2) पारंपररक जमट्टी तालाब प्रणाजलयों के जलए स्ट्टॉककंग डेनजसटी 60 सं / एम2 स ेअजधक नहीं होगा । (3) अपजिष्ट िल मानकों का कड़ाई स े अनुपालन अजनिाय च आिश्यकता होगी और प्रत्सयके मामले म ें प्राजधकरण द्वारा प्राजधकृत जनरीिण िल तटीय िल कृजि प्राजधकरण जिजनयम, 2008 म ें जनधाचररत प्रदक्रया के अनुसार अपजिष्ट िल की गुणित्ता की जनगरानी करेगा। 5. िामों म ें ररकॉड च का रखरखाि - (1) दकसानों को उस हचै री के नाम और पत े का जिस्ट्ततृ ररकॉड च रखना होगा िहां स े उन्होंने बीि खरीिा ह,ै खरीिी गई मात्रा, हचै री के िैध पंिीकरण की संख्या और तारीख का भी ररकाडच रखना होगा । (2) दकसान उत्सपादित, बेची गई झींगा की मात्रा और प्रोसेसर या प्रजतजनजध या एिेंट का नाम और पता, जिसे बेचा गया, ररकॉडच करेंगे और यह ररकॉडच जनरीिण के िौरान प्राजधकरण द्वारा प्राजधकृत जनरीिण िल को उपलब्ध कराया िाएगा। 6. अनजधकृत स्ट्टॉक का जिनाि - यदि प्राजधकरण की जनरीिण टीम द्वारा िामों या हचै री के जनरीिण के िौरान एल. िन्नामेई का कोई अनजधकृत बीि उत्सपािन या पालन िेखा िाता ह,ै तो जनरीिण टीम को यदि उजचत लगता ह ै तो िह स्ट्टॉक को िब्त कर सकती ह,ै उसका जनपटान कर सकती ह ैया उसे नष्ट कर सकती ह।ै िॉम च बी-I [भाग- I, 8(2) और 9(2) िेख]ें हचै ररयों स े त्रमै ाजसक अनपु ालन ररपोट च का प्रारूप ररपोटच म ें जनम्नजलजखत िानकारी होगी: 1. नाम और पता 2. पंिीकरण प्रमाणपत्र और आयात की अनुमजत की तारीख और संख्या 3. आयाजतत ब्रडू स्ट्टॉक की संख्या, नर और मािा 4. पररिहन मृत्सय ु िर 5. संगरोध मृत्सय ुिर 6. स्ट्पॉजनंग की कुल संख्या 7. उत्सपादित अंडों की कुल संख्या 8. उत्सपादित नौपली की कुल संख्या 9. उत्सपादित पोस्ट्ट-लािाच की कुल संख्या 10. सामान्य िलीय स्ट्िास्ट््य मानीटररंग और दकसी असामान्य मृत्सय ुिर पर ररपोटच 11. दकसानों को बेच े गए पोस्ट्ट-लािाच की कुल संख्या6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 12. जिन दकसानों को बेचा गया उनका जििरण (नाम, पता, पंिीकरण संख्या की िानकारी िाजमल होगी) और तटीय िल कृजि प्राजधकरण द्वारा िारी एल. िन्नामेई के पालन के जलए अनुमजत पत्र की प्रजत । स्ट्थान: हस्ट्तािर तारीख : प्राजधकृत हस्ट्तािरकता च का नाम [िा. स.ं िे-1903336/2/2024-डीओएफ़ (ई-23648)] नीतू कुमारी प्रसाि, संयुि सजचि MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (Department of Fisheries) NOTIFICATION New Delhi, the 15th March, 2024 S.O. 1457(E).—In pursuance of section 3 of the Coastal Aquaculture Authority Act, 2005 (24 of 2005), read with clause (b) of rule 3 of the Coastal Aquaculture Authority Rules, 2024, the Central Government hereby notifies the following guidelines, namely:- 1. Short title and commencement. – (1) These guidelines may be called the Guidelines for Regulating Hatcheries and Farms for seed production and culture of Specific Pathogen Free Litopenaeus vannamei. (2) They shall come into force from the date of their publication in the Official Gazette. Guidelines for Regulating Hatcheries and Farms for Seed Production and culture of Specific Pathogen Free Litopenaeus vannamei PART I Safeguards and regulations for operation of hatcheries 1. Criteria for application to breed L. vannamei. - (1) Hatcheries engaged or intending to be engaged in seed production having the required biosecurity facilities as specified by the Authority shall be eligible to apply for registration under the Coastal Aquaculture Authority Act, 2005 (24 of 2005) and the rules framed thereunder and for permission to import specific pathogen free broodstock of L. vannamei or specific pathogen free juveniles of L. vannamei (up to 10 g size) for rearing to adult broodstock and to produce and sell post larvae of L. vannamei. (2) The hatchery operator shall submit application in prescribed format to the Authority duly enclosing required documents and payment of registration fee of Rs. 10,000/- (Rupees ten thousand) for registration of hatchery in accordance with the procedure laid down in rule 9 of the Coastal Aquaculture Authority Rule, 2024. (3) Approval of the hatchery for rearing L. vannamei shall be given by the Authority after due inspection of the hatchery facilities by a team constituted by the Authority for this purpose. (4) The hatchery facilities shall have strict biosecurity control through physical separation or isolation of the different production facilities or isolation through the construction of barriers and implementation of process and product flow controls. (5) The hatchery facility shall have a wall or fence around the periphery of the premises, with adequate height to prevent the entry of animals and unauthorised persons to help reduce the risk of pathogen introduction by this route, as well as improve overall security. 2. Sanitary requirement.- (1) Entrance to the hatchery shall be restricted to the personnel assigned to work exclusively in this area and a record of personnel entering the facility be maintained by the security personnel. (2) The entry of any person including staff shall be compulsorily through shower and changing room to enable them to take shower and changing into working clothes and boots before entering into faciltiy and the same procedure shall be followed at the end of the working shift.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 (3) A provision shall be made for disinfection of vehicle tyres (tyre baths at the gate), feet (footbaths containing hypochlorite solution at >50 ppm active ingredient), and hands [bottles containing iodine-PVP (20 ppm and / or 70% alcohol)] to be used upon entering and exiting the unit. 3. Water intake. - (1) Each functional unit of the hatchery shall have independent water treatment facility isolated from all other water supply systems and separate recirculation systems may be used for each functional unit of hatchery to reduce water usage and improve biosecurity, especially in high-risk areas. (2) Water for the hatchery shall be filtered and treated to prevent the entry of vectors and pathogens that may be present in the source water by initial filtering through sub-sand well points, sand filters (gravity or pressure), or mesh bag filters, into the first reservoir or settling tank. (3) After primary disinfection by chlorination or ozonation or such other appropriate disinfectants, and after settlement, the water shall be filtered again with a finer filter and then disinfected using ultraviolet light or ozone. (4) The water supply system may include use of activated carbon filters, the addition of ethylene diamine tetra acetic acid and temperature and salinity regulation. 4. Water treatment and discharge of wastewater.- (1) The discharged water from the hatchery shall be held temporarily and treated with hypochlorite solution (>20 ppm active chlorine for not less than sixty minutes) or other effective disinfectant prior to discharge. (2) The seawater to be used in the facility shall be delivered into a storage tank where it will be treated with hypochlorite solution (20 ppm active ingredient for not less than thirty minutes) followed by sodium thiosulphate (1 ppm for every ppm of residual chlorine) and strong aeration. (3) No wastewater shall be released out of the hatchery without chlorination and dechlorination, so as to prevent the escape of the larvae into the natural waters and Effluent Treatment System shall be designed to include this provision. 5. Disinfection of implements.- (1) Used containers and hoses must be washed and disinfected with hypochlorite solution (20 ppm) before further use. (2) Each broodstock holding tank shall have,- (i) a separate set of implements which must be clearly marked and placed near the tanks; and (ii) facilities for disinfection of all the implements at the end of each day’s use. 6. Quarantine. - The quarantine procedure shall be as specified in the notification of the Government of India in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries published in the Gazette of India, Extraordinary, Part II, Section 3, sub-section (ii), vide notification No. S.O. 2482(E), dated the 15th October, 2008, issued under sub-section (1) of section 3 of the Livestock Importation Act, 1898 (9 of 1898). 7. Broodstock in hatchery. - (1) Only specific pathogen free broodstock cleared through the quarantine shall be used in the hatchery for seed production. (2) Use of pond-reared broodstock is strictly prohibited. (3) Hatcheries involved in L. vannamei seed production shall not use any other species within the hatchery premises. 8. Seed production and sale. - (1) Nauplii shall be sold only to the hatcheries permitted by the Authority to rear the seed of specific pathogen free L. vannamei with due biosecurity protocols. (2) Hatcheries rearing nauplii to the post-larvae stage for sale shall maintain record of the number of nauplii received and the post-larvae produced and sold and submit in their quarterly compliance reports in Form- B-I the Authority on a regular basis, failing which the hatcheries shall be derecognised to receive nauplii in future. (3) Post-larvae shall be sold only to the farmers who have registered with the Authority specifically for the culture of L. vannamei. (4) A copy of the certificate of registration issued by the Authority shall be retained by the hatchery operator for inspection. (5) The detailed record of the seed production as well as sale including the name and address of the buyer or farmer shall he maintained.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 9. Disease reporting and record maintenance. - (1) Any disease outbreak in the hatchery shall be reported immediately to the Authority. (2) The hatcheries shall maintain a record of the imported broodstock with details of source, quantity imported, the number of mortality, eggs produced, nauplii produced, post-larvae produced, post-larvae sold, name and address of the farmer to whom sold, date and number of the registration and permission certificate issued by the Authority and report these in their quarterly compliance report to be submitted to the Authority in Form-B-I of these Guidelines. 10. Inspection. - A person authorised by the Authority shall periodically visit and check the status of the broodstock, the seed production and sale. 11. Bank Guarantee. - The approved hatcheries shall pay rupees fifty thousand towards monitoring fee and deposit a bank guarantee for five lakh rupees in favour of the Coastal Aquaculture Authority in accordance with the Coastal Aquaculture Authority Rules, 2024, to ensure compliance with these Guidelines and in the event of any violation, the bank guarantee shall be invoked. PART II Norms and Regulations for Approval and Operation of Farms 1. Eligibility criteria for farms.- (1) Aquaculture farmers registered with the Authority, shall submit a separate application for permission for farming L. vannamei: (2) The inspection team authorised by the Authority shall inspect the farm and based on its recommendation regarding the suitability of the facility for farming of L. vannamei, applications shall be processed by the Secretary of the Authority, for consideration of the Authority for issuing permission to farms for farming of L. vannamei. (3) Farms shall establish adequate biosecurity measures including fencing, reservoirs, bird-scare, separate implements for each of the ponds etc., and be managed by personnel who are trained or experienced in management of biosecurity measures. (4) Farms irrespective of their size shall have an Effluent Treatment System which is able to handle the wastewater let off during harvest. (5) Harvesting shall be sequential depending on the size of the Effluent Treatment System and the quality of the wastewater shall conform to the standards prescribed under the Guidelines. 2. Water discharge protocols.-(1) In case of any outbreak of disease, distress harvesting may only be done through netting and the water shall be chlorinated and dechlorinated before release into drainage system. (2) Wastewater shall be retained in the Effluent Treatment System for a minimum period of two days. (3) Farms which follow Zero Water Exchange system of farming may also take up L. vannamei farming. 3. Biosecurity considerations.-(1) Culture of specific pathogen free L. vannamei shall not be permitted if the neighbouring farms are culturing native species, which are non-specific pathogen free, since L. vannamei is susceptible for all the viral pathogens reported in Penaeus monodon in India. (2) Farms approved for L. vannamei culture shall not be permitted for simultaneous farming of shellfish and finfish species in the same farm. (3) For shifting culture from one species to another, adequate dry out period shall be maintained during pond preparation in accordance with the norms issued by the Authority for this purpose from time to time. 4. Norms for culture of L. vannamei.-(1) Tested and certified seed shall be procured only from hatcheries authorised for import of the L. vannamei broodstock or production of L. vannamei seed. (2) Stocking densities shall not exceed 60 no. / m2 for conventional earthen pond systems (3) Strict compliance with the wastewater standards shall be mandatory requirement and inspection team authorised by the Authority in each case shall monitor the quality of wastewater as per the procedure laid down in the Coastal Aquaculture Authority Regulations, 2008.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9 5. Record maintenance at farms.-(1) The farmers shall maintain a detailed record of the name and address of the hatchery from where they procured the seed, including quantity procured, number and date of the valid registration of the hatchery. (2) The farmers shall record the quantity of shrimp produced, sold, and the name and address of the processor or representative or agent to whom sold and the record shall be made available to the inspection team authorised by the Authority, during inspection. 6. Destruction of unauthorised stock.-If any unauthorised seed production or culture of L. vannamei is noticed during the inspection of farms or hatcheries by the inspection team of the Authority, the inspection team may confiscate, dispose of or destroy the stock, as it thinks fit. Form B-I [See Part-I, 8 (2) and 9(2)] Format for Quarterly Compliance Report from Hatcheries The report shall contain the following information: 1. Name and Address 2. Date and number of certificate of registration and permission to import 3. Number of broodstock imported, males and females 4. Transport mortality 5. Quarantine mortality 6. Total number of spawning’s 7. Total number of eggs produced 8. Total number of nauplii produced 9. Total number of post-larvae produced 10. Report on general aquatic health monitoring and any unusual mortality 11. Total number of post-larvae sold to the farmers 12. Details of the farmers to whom sold (shall include information on the name, address, registration number) and copy of the permission letter for culturing L. vannamei issued by Coastal Aquaculture Authority.
