1. संजिप्त िीर्चक और प्रारंभ. - (1) इन दििाजनििे ों को स्ट्पेजसदिक पैथोिन फ्री (एसपीएफ़) पेजनयस मोनोडोन बीि उत्सपािन और पालन के जलए दििाजनिेि कहा िाएगा । (2) य ेरािपत्र म ेंउनके प्रकािन की तारीख से प्रिृत्त होंगे। स्ट्पजे सदिक पथै ोिन फ्री (एसपीएफ़) पजे नयस मोनोडोन बीि उत्सपािन और पालन के जलए दििाजनिेि क. ब्रडू स्ट्टॉक पालन या न्द्यजू ललयर ब्रीडडंग सजु िधा की स्ट्पजे सदिक पथै ोिन फ्री जस्ट्थजत- (1) ब्रूडस्ट्टॉक पालन सुजिधा या न्द्यूजललयर ब्रीडडगं सुजिधा में रख े गए झींगा (श्रीम्प) की जनगरानी कायचक्रम द्वारा रोग की जस्ट्थजत स े मुजि का इजतहास होना चाजहए, कम स ेकम िो िर्च की जनरंतर अिजध के जलए । 2041 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (2) स्ट्पेजसदिक पैथोिन फ्री का तात्सपयच ह ै दक सुजिधाएं, संचालन और प्राणी जििेर् रूप से सूचीबद्ध रोगज़नकों, जिश्व पिु स्ट्िास्ट््य संगठन द्वारा सूचीबद्ध रोगज़नकों और भारत के जलए डचंता िाल े अन्द्य रोगज़नकों से मिु ह;ैं और स्ट्पेजसदिक पैथोिन फ्री स्ट्टॉक का उत्सपािन करने िाली सुजिधा को सरकार की नाजमत एिेंसी द्वारा स्ट्पेजसदिक पैथोिन फ्री जस्ट्थजत के जलए भी प्रमाजणत दकया िाएगा । ख. सगं रोध.- (1) मूल पोस्ट्ट लािाच को पालकर ब्रडू स्ट्टॉक म ें तयै ार करन े के साथ साथ हचै री और ब्रूडस्ट्टॉक गणु न केंरों द्वारा आयाजतत सभी ब्रूडस्ट्टॉक और ििे में लाए गए प्रत्सयेक स्ट्पेजसदिक पैथोिन फ्री स्ट्टॉक को सगं रोध स े गुिरना होगा, भले ही ि े भारतीय िेत्र के द्वीपों से मुख्य भूजम तक लाए गए हों । (2) जिजिष्ट रोगिनक मुि एल. िेन्नामई के आयात के जलए यथाजनर्िचष्ट और पिुधन आयात अजधजनयम, 1898(1898 का 9) के अधीन भारत सरकार के कृजर् मंत्रालय की अजधसूचना संख्या का. आ. 2482 (अ), तारीख 15 अलटूबर, 2008 द्वारा यथा अजधसूजचत सभी संगरोध दििाजनिेि जिसमें िैि सुरिा अपेिाएँ, सीमा-पूि च संगरोध अपेिाए,ँ संगरोध अपेिाए,ँ संक्रामणमुि प्रदक्रया आदि िाजमल ह ैं, जिजिष्ट रोगिनक मुि पी. मोनोडोन के मामल े में भी लागू होंग े। ग. स्ट्पजे सदिक पथै ोिन फ्री पी. मोनोडॉन के जलए हचै री के प्रचालन के जलए रिोपाय और जिजनयम 1. स्ट्पजे सदिक पथै ोिन फ्री पी. मोनोडोन के प्रिनन हते ु आििे न के मानिंड - (1) प्राजधकरण द्वारा जिजनर्िचष्ट आिश्यक िैि सुरिा सुजिधाओं के साथ बीि उत्सपािन म ें लगी या इस कायच में संलग्न होने का उद्देश्य रखने िाली हचै ररयां पी. मोनोडोन के स्ट्पेजसदिक पैथोिन फ्री ब्रडू स्ट्टॉक को आयात करने की अनुमजत के जलए या स्ट्िििे ी स्ट्पेजसदिक पैथोिन फ्री स्रोत स े प्राप्त करन े और स्ट्पेजसदिक पैथोिन फ्री पी. मोनोडोन के पोस्ट्ट-लािाच का उत्सपािन और जबक्री करने हते ु आिेिन करन े के जलए पात्र होंग े। (2) तटीय िलकृजर् प्राजधकरण जनयम, 2024 के जनयम 9 म ें जनधाचररत प्रदक्रया के अनुसार हचै री के पंिीकरण के जलए हचै री संचालक जनधाचररत प्रारूप म ें आिश्यक िस्ट्तािेि संलग्न करते हुए और 10,000/- (िस हिार रुपये) के पंिीकरण िुल्क का भुगतान करते हुए प्राजधकरण को आिेिन प्रस्ट्तुत करेगा । (3) जनरीिण उद्दश्े य के जलए प्राजधकरण द्वारा गरठत एक टीम द्वारा हचै री सुजिधाओं के उजचत जनरीिण के बाि पी. मोनोडोन के पालन के जलए हचै री को प्राजधकरण द्वारा ही मंिूरी िी िाएगी । (4) हचै री में जिजभन्न उत्सपािन सुजिधाओं के बीच िास्ट्तजिक रूप से िासले अथिा एकांतता या दिर िासला रखने के जलए अिरोध के जनमाचण एिं प्रदक्रया और उत्सपाि प्रिाह जनयंत्रण के कायाचन्द्ियन के माध्यम स े िैि सुरिा जनयंत्रण दकया िाएगा । (5 ) हचै री सुजिधा म ें पररसर की पररजध के चारों ओर एक िीिार या बाड़ होगी, जिसम ें िानिरों और अनजधकृत व्यजियों के प्रिेि को रोकने के जलए पयाचप्त ऊंचाई होगी तादक इस मागच स े रोगज़नक के प्रििे के िोजखम को कम करने म ें मिि जमल सके, साथ ही समग्र सुरिा म ें सुधार हो सके । 2. स्ट्िच्छता अपिे ाए ँ - (1) हचै री म ें प्रिेि केिल इस ित्रे म ें काम करने के जलए जनयुि कर्मचयों तक ही सीजमत रहगे ा और सुजिधा म ें प्रिेि करने िाल े कर्मचयों का ररकॉडच सरु िा कर्मचयों द्वारा बनाए रखा िाएगा। (2) कमचचाररयों सजहत दकसी भी व्यजि का प्रिेि अजनिाय च रूप स े िॉिर और चेंडिगं रूम के माध्यम से होगा तादक िे सुजिधा म ें प्रिेि करन े स े पहल े स्नान कर सकें और काम करन े िाल े कपड़े और ितू े बिल सकें और काय च जिफ्ट के अंत म ेंभी यही प्रदक्रया अपनाई िाएगी । (3) इकाई म ें प्रिेि करन े और बाहर जनकलन े पर, िाहन के टायरों (गेट पर टायर धोना), पैरों (>50 पीपीएम एजलटि इंजडडएंट हाइपोललोराइट सोल्यूिन िाले िुटबाथ), और हाथों (आयोडीन यिु बोतल)ें पाजलजिनाईलपायोरोजलडोन (पीिीपी) (20 पीपीएम और/या 70% अल्कोहल) को जडसइंिेलट दकया िाएगा । 3. पानी का प्रििे - (1) हचै री की प्रत्सयेक कायाचत्समक इकाई में अन्द्य सभी िल आपूर्तच प्रणाजलयों स े अलग स्ट्ितंत्र िल उपचार सुजिधा होगी और पानी के उपयोग को कम करन े और िैि सुरिा म ें सुधार करने के जलए, जििेर् रूप स े उच्च िोजखम िाले िेत्रों म,ें हचै री की प्रत्सयेक कायाचत्समक इकाई के जलए अलग रीसलयलुच ेिन जसस्ट्टम का उपयोग दकया िाएगा ।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (2) हचै री के िलािय या सेटडलंग टैंक में सबसे पहले भरे िाने िाले पानी को सब-सैंड िेल्ल पॉइंट्स, सैंड दिल्टेस च (ग्रेजिटी या प्रैिर), या मेर् बैग दिल्टर के माध्यम स े प्रारंजभक दफ़ल्टररंग द्वारा स्रोत पानी म ें मौििू िैलटर और रोगिनकों के प्रिेि को रोकने के जलए दफ़ल्टर और उपचाररत दकया िाएगा । (3) ललोरीनीकरण या ओिोनिे न या ऐस े अन्द्य उपयुि कीटाणुनािकों द्वारा प्राथजमक जडसइनिेकिन के बाि, और जनपटान के बाि, पानी को दिर स े एक महीन दिल्टर के साथ दफ़ल्टर दकया िाएगा और दिर पराबैंगनी प्रकाि (अल्रािायोलेट लाइट) या ओिोन का उपयोग करके कीटाणरु जहत दकया िाएगा। (4) िल आपूर्तच प्रणाली म ें सदक्रय काबचन दिल्टर का उपयोग, एजथलीन डायमाइन टेरा एजसरटक एजसड और तापमान और लिणता जिजनयमन िाजमल हो सकता ह।ै 4. िल उपचार और अपजिष्ट िल जनकासी - (1) हचै री स े जडस्ट्चािच दकए गए पानी को अस्ट्थायी रूप स े रोका िाएगा और जडस्ट्चािच स े पहले हाइपोललोराइट घोल (>20 पीपीएम सदक्रय ललोरीन कम स े कम साठ जमनट के जलए) या अन्द्य प्रभािी कीटाणुनािक से उपचाररत दकया िाएगा। (2) सुजिधा म ें उपयोग दकए िाने िाल े समुरी िल को एक भडं ारण टैंक म ें पहुचं ाया िाएगा िहां इस े सबस े पहल े हाइपोललोराइट सोल्यूिन (कम से कम 30 जमनट के जलए 20 पीपीएम सदक्रय घटक) और तत्सपश्चात सोजडयम थायोसल्िेट (प्रत्सयेक पीपीएम ललोरीन रेसीड्यू के जलए 1 पीपीएम) और मिबूत एरेिन के साथ उपचाररत दकया िाएगा । (3) कोई भी अपजिष्ट िल ललोरीनेिन और डीललोरीनेिन के जबना हचै री स े बाहर नहीं छोड़ा िाएगा तादक लािाच को प्राकृजतक िल म ें िाने से रोका िा सके और इस प्रािधान को िाजमल करने के जलए प्रिाह उपचार प्रणाली (एिफ्लुएंट रीटमेंट जसस्ट्टेम) को जडिाइन दकया िाएगा । 5. उपकरणों का जडसइनिेकिन - (1) प्रयुि कंटेनरों और होज़ों को आगे उपयोग करने स े पहले हाइपोललोराइट घोल (20 पीपीएम) स ेधोया और कीटाणुरजहत दकया िाएगा । (2) प्रत्सयेक ब्रूडस्ट्टॉक के होडल्डगं टैंक म-ें (i) उपकरणों का एक अलग सेट जिसे स्ट्पष्ट रूप स े जचजननत दकया िाएगा और टैंकों के पास रखा िाएगा; और (ii) प्रत्सयेक दिन के उपयोग के अतं म ें सभी उपकरणों को कीटाणरु जहत करने की सुजिधा उपलब्ध होगी । 6. हचै री म ें ब्रडू स्ट्टॉक - (1) संगरोध के माध्यम से साफ़ दकए गए केिल स्ट्पेजसदिक पथै ोिन फ्री ब्रडू स्ट्टॉक का उपयोग बीि उत्सपािन के जलए हचै री म ें दकया िाएगा। (2) जनर्िष्टच प्राजधकारी द्वारा स्ट्पेजसदिक पैथोिन फ्री के रूप में प्रमाजणत ब्रूडस्ट्टॉक के अलािा अन्द्य का उपयोग सख्त िर्िचत ह।ै (3) स्ट्पेजसदिक पैथोिन फ्री पी. मोनोडोन बीि उत्सपािन में िाजमल हचै ररयां हचै री पररसर के भीतर दकसी अन्द्य गैर-स्ट्पेजसदिक पैथोिन फ्री प्रिाजतयों का उपयोग नहीं करेंगी। 7. बीि उत्सपािन और जबक्री - (1) नॉप्ली को अन्द्य हचै ररयों को केिल तभी बेचा िा सकता ह ै िब प्राजधकरण द्वारा अनुमजत िी गई हो और केिल परीिण और प्रमाजणत पोस्ट्ट-लािाच ही बेचा िाएगा। (2) उत्सपािन से जबक्री तक स्ट्पजे सदिक पैथोिन फ्री पी. मोनोडोन के पोस्ट्ट-लािाच को उजचत िैि सुरिा सुरिा उपायों के साथ स्ट्पेजसदिक पैथोिन फ्री सुजिधा में बनाए रखा िाएगा। (3) पोस्ट्ट-लािाच केिल उन दकसानों को बेचा िाएगा जिन्द्होंने जििेर् रूप से पी. मोनोडोन पालन के जलए प्राजधकरण के साथ पंिीकरण कराया है, और स्ट्पेजसदिक पैथोिन फ्री पी. मोनोडोन पालन के जलए प्राजधकरण द्वारा िारी पंिीकरण प्रमाण पत्र की एक प्रजत हचै री संचालक द्वारा जनरीिण के जलए रखा िाएगा । (4) क्रेता या दकसान के नाम और पते सजहत बीि उत्सपािन और जबक्री का जिस्ट्तृत ररकॉडच रखा िाएगा । 8. रोग ररपोर्टगिं और ररकॉड च रखरखाि - (1) हचै री म ें दकसी भी बीमारी के िैलन े की सचू ना तरु ंत प्राजधकरण को िी िाएगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (2) हचै ररयां आयाजतत ब्रडू स्ट्टॉक का ररकॉडच बनाए रखेंगी, जिसम ें स्रोत, आयाजतत मात्रा, मृत्सय ु िर की संख्या, उत्सपादित अंड,े उत्सपादित नौपली, उत्सपादित पोस्ट्ट-लािाच, बेचा गया पोस्ट्ट-लािाच, दकसान का नाम और पता जिसको बेचा गया, पंिीकरण और प्राजधकरण द्वारा िारी दकए गए अनुमजत प्रमाण पत्र की जतजथ और सख्ं या िाजमल होगी और ये ब्योरे इन दििाजनिेिों के िॉमच-ग-I म ेंप्राजधकरण को प्रस्ट्तुत की िाने िाली त्रैमाजसक अनुपालन ररपोटच म ें प्रस्ट्तुत करें । 9. जनरीिण - प्राजधकरण द्वारा अजधकृत कोई भी व्यजि समय-समय पर िौरा करेगा और ब्रडू स्ट्टॉक, बीि उत्सपािन और जबक्री की जस्ट्थजत की िांच करेगा। 10. अनाजधकृत हचै री या िामों म ें स्ट्टॉक का जिनाि - जनरीिण िल या प्राजधकरण के प्राजधकृत अजधकारी द्वारा हचै री या िामों के जनरीिण के िौरान, यदि कोई अनजधकृत बीि उत्सपािन, स्ट्पेजसदिक पैथोिन फ्री की जबक्री स्ट्पेजसदिक पैथोिन फ्री पी. मोनोडॉन का बीि या कल्चर िेखा िाता ह,ै तो जनरीिण िल स्ट्टॉक को िब्त, जनपटान या नष्ट कर सकता ह,ै िैसा िह उजचत समझे। 11. बकैं गारंटी - इन दििाजनिेिों का अनुपालन सुजनजश्चत करने के जलए अनुमोदित हचै री को जनगरानी िल्ु क के तौर पर पचास हिार रुपय े का भुगतान करना होगा और तटीय िलकृजर् प्राजधकरण जनयम, 2024 के अनुसरण म ें तटीय िलीय कृजर् प्राजधकरण के पि म,ें इन दििाजनििे ों का अनुपालन सुजनजश्चत करन े के जलए पांच लाख रुपय े की बैंक गारंटी िमा करनी होगी और उल्लंघन करने पर बैंक गारंटी इनिोक दकया िाएगा । घ . िामों का अनमु ोिन और प्रचालन के जलए मानिडं और जिजनयम 1. स्ट्पजे सदिक पथै ोिन फ्री पी. मोनोडॉन पालन के जलए िामों का पात्रता मानिंड.- (1) प्राजधकरण के साथ पंिीकृत िलकृजर् दकसानों को स्ट्पेजसदिक पैथोिन फ्री पी. मोनोडॉन की खेती के जलए अनुमजत के जलए एक अलग आिेिन प्रस्ट्तुत करना होगा । (2) प्राजधकरण द्वारा अजधकृत जनरीिण िल िामच का जनरीिण करेगा और पी. मोनोडोन पालन के जलए सुजिधा की उपयुिता के संबंध म ें िल की जसिाररि के आधार पर प्राजधकरण के सजचि द्वारा आिेिनों को पी. मोनोडोन की खेती के जलए अनुमजत िारी करने पर प्राजधकरण द्वारा जिचार दकए िाने हते ु संसाजधत दकया िाएगा । (3) बाड़, िलािय, पजियों को भगाने, प्रत्सयेक तालाब के जलए अलग उपकरण आदि सजहत पयाचप्त िैि सुरिा उपाय िामच स्ट्थाजपत करेंग,े और उन कर्मचयों द्वारा प्रबंजधत दकया िाएगा िो िैि सुरिा उपायों के प्रबंधन म ें प्रजिजित या अनुभिी ह।ैं (4) िामों का आकार िैसा भी हो िहा ँ एक एिफ्लुएंट रीटमेंट जसस्ट्टेम होगा िो पालन के िौरान जनकलन े िाल े अपजिष्ट िल को संभालन े में सिम हो। एिफ्लुएंट रीटमेंट जसस्ट्टेम के आकार के आधार हािेडस्ट्टंग सीकुएंजियल होगी और अपजिष्ट िल की क्वाजलटी प्राजधकरण द्वारा िारी दििाजनििे ों के तहत जनधाचररत मानकों के अनुरूप होगी ।(≤10 (5). एसपीएफ़ पी. मोनोडोन के कम स्ट्टॉककंग डेनजसटी (≥10 पीएल /एम 2) के साथ पालन के मामले म ें , 5 हले टेयर से कम के िामच के जलए एिफ्लुएंट रीटमेंट जसस्ट्टेम िैकजल्पक ह।ै 2. िल जनकासी प्रोटोकॉल - (1) बीमारी के दकसी भी प्रकोप के मामले म,ें जडस्ट्रेस्ट्स हािेडस्ट्टंग केिल िाल के माध्यम स े दकया िा सकता ह ै और ड्रेनेि में िल की जनकासी स े पहल े पानी को ललोरीनयिु और डीललोरीनीकृत दकया िाएगा । (2) अपजिष्ट िल को कम से कम िो दिनों की अिजध के जलए प्रिाह उपचार प्रणाली म ेंरखा िाएगा। (3) िो िामच, फ़ार्मिंग के जलए ज़ीरो िॉटर एलसचेंि जसस्ट्टम का पालन करते ह,ैं िे भी पी. मोनोडोन का पालन कर सकते ह।ैं 3. ििै जिचारणा - स्ट्पेजसदिक पैथोिन फ्री पी. मोनोडोन पालन के जलए अनुमोदित िामों म ें एक ही तालाब या िामच में एक साथ दकसी अन्द्य गरै -एसपीएि क्रस्ट्टेजियन प्रिाजत के पालन की अनुमजत नहीं ह ै। 4. स्ट्पजे सदिक पथै ोिन फ्री पी. मोनोडोन पालन मानिंड - (1) परीजित और प्रमाजणत बीि केिल स्ट्पेजसदिक पैथोिन फ्री पी. मोनोडोन ब्रूडस्ट्टॉक के प्रिनन और बीि बेचन ेके जलए अजधकृत हचै ररयों से ही खरीिा िाएगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (2) स्ट्टॉककंग डेनजसटी 30 संख्या/एम2 से अजधक नहीं होगा । (3) अपजिष्ट िल मानकों का कड़ाई से अनुपालन अजनिायच होगा और प्रत्सयेक मामले में प्राजधकरण द्वारा अजधकृत जनरीिण िल तटीय िलीय कृजर् प्राजधकरण जिजनयम, 2008 में अजधकजथत प्रदक्रयाओं के अनसु ार अपजिष्ट िल की क्वालीटी की जनगरानी करेगा। 5. िामों पर ररकॉड च रखरखाि - (1) दकसानों को उस हचै री का नाम और पता िहा ं से उन्द्होंने बीि खरीिा था, खरीिी गई मात्रा, हचै री के िैध पंिीकरण की संख्या और तारीख आदि का जिस्ट्तृत ररकॉडच रखना होगा। (2) दकसान उत्सपादित, बेची गई झींगा की मात्रा और जिस प्रोसेसर को बेचा गया उसका नाम और पता ररकॉड च करेंग ेऔर इस ेजनरीिण के िौरान प्राजधकरण द्वारा अजधकृत जनरीिण िल को उपलब्ध कराया िाएगा। ड. पजे नयस मोनोडोन पालन के जलए पिं ीकृत िाम च को जलटोपजे नयस िन्ने ामईे पालन की अनमु जत िेन े के जलए मानिंड. - Short title and commencement. – (1) These guidelines may be called the Guidelines for Seed Production and Culture of Specific Pathogen Free Penaeus monodon. (2) They shall come into force from the date of their publication in the Official Gazette. Guidelines for seed production and culture of Specific Pathogen Free Penaeus monodon A. Specific Pathogen Free Status of Broodstock Rearing or Nuclear Breeding Facility.- (1) Shrimp that are maintained in the broodstock rearing facility or Nuclear Breeding Centre shall have a history of freedom from disease status documented through a surveillance programme, at least for a continuous period of two years.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 (2) Specific pathogen free implies that the facilities, operations and animals are free of the specifically listed pathogens, World Organisation for Animal Health listed pathogens and other pathogens of concern to India; and the facility producing the specific pathogen free stock shall also be certified for the specific pathogen free status by the designated agency of the Government. B. Quarantine.- (1) All the broodstock including parent post larvae meant for rearing into broodstock imported by hatcheries and Broodstock Multiplication Centres shall undergo quarantine including every specific pathogen free stock brought into the country even if they are brought from the islands of the Indian territory to the mainland. (2) All the quarantine guidelines including biosecurity requirements, preborder quarantine requirements, disinfection methods, etc., as provided for import of specific pathogen free L. vannamei and as notified vide notification of the Government of India in the Ministry of Agriculture, number S.O. 2482 (E), dated the 15th October, 2008 under the Livestock Importation Act, 1898 (Act 9 of 1898), shall be applicable in the case of specific pathogen free P. monodon too. C. Safeguards and Regulations for Operation of Hatcheries for Specific Pathogen Free P. monodon 1. Criteria for application to breed specific pathogen free P. monodon.-(1) Hatcheries engaged or intending to be engaged in shrimp seed production having the required biosecurity facilities as specified by the Authority shall be eligible to apply for registration with the Authority and for permission to import specific pathogen free P. monodon broodstock or to acquire from indigenous specific pathogen free source and to produce and sell post- larvae of specific pathogen free P. monodon. (2) The hatchery operator shall submit application in prescribed format to the Authority duly enclosing required documents and payment of registration fee of Rs. 10,000/- (Rupees ten thousand) for registration of hatchery in accordance with the procedure laid sown in rule 9 of the Coastal Aquaculture Authority Rules, 2024. (3) Approval of the hatchery for rearing specific pathogen free P. monodon shall be given by the Authority after due inspection of the hatchery facilities by a team constituted the Authority for this purpose. (4) The hatchery facilities shall have strict biosecurity control through physical separation or isolation of the different production facilities effective through the construction of barriers and implementation of process and product flow controls. (5) The hatchery facility shall have a wall or fence around the periphery of the premises, with adequate height to prevent the entry of animals and unauthorised persons to help reduce the risk of pathogen introduction by this route, as well as improve overall security. 2. Sanitary requirement.-(1) Entry into the hatchery shall be restricted to the personnel assigned to work exclusively in this area and a record of personnel entering the facility shall be maintained by the security personnel. (2) The entry of any person including staff shall be compulsorily through shower and changing room to enable them to take shower and change into working clothes and boots before entering the facility and the same procedure shall be followed at the end of the working shift. (3) A provision shall be made for disinfection of vehicle tyres (tyre baths at the gate), feet (footbaths containing hypochlorite solution at >50 ppm active ingredient), and hands (bottles containing iodine). Polyvinylpyrolidone (PVP) 20 ppm and/or 70% alcohol) to be used upon entering and exiting the unit. 3. Water intake.- (1) Each functional unit of the hatchery shall have independent water treatment facility isolated from all other water-supply systems and separate recirculation systems may be used for each functional unit of hatchery to reduce water usage and improve biosecurity, especially in high risk areas. (2) Water for the hatchery shall be filtered and treated to prevent the entry of vectors and pathogens that may be present in the source water by initial filtering through sub-sand well points, sand filters (gravity or pressure), or mesh bag filters into the first reservoir or settling tank. (3) After primary disinfection by chlorination or ozonation or such other appropriate disinfectants, and after settlement, the water shall be filtered again with a finer filter and then disinfected using ultraviolet light or ozone or both. (4) The water-supply system may include use of activated carbon filters, the addition of ethylene diamine tetra acetic acid and temperature and salinity regulation. 4. Water treatment and discharge of wastewater.-(1) The discharged water from the hatchery, shall be held temporarily and treated with hypochlorite solution (>20 ppm active chlorine for not less than sixty minutes) or other effective disinfectant and appropriately dechlorinated prior to discharge.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (2) The seawater to be used in the facility shall be delivered into a storage tank where it will be treated with hypochlorite solution (20 ppm active ingredient for not less than thirty minutes) followed by sodium thiosulphate (1 ppm for every ppm of residual chlorine) and strong aeration. (3) No wastewater shall be released out of the hatchery without chlorination and dechlorination and Effluent Treatment System shall be designed in accordance with the desires and capacity as specified by the Authority to include this provision. 5. Disinfection of implements.- (1) Used containers and hoses must be washed and disinfected with hypochlorite solution (20 ppm) before further use. (2) Each broodstock holding tank shall have-, (i) a separate set of implements which must be clearly marked and placed near the tanks; and (ii) facilities for disinfection of all the implements at the end of each day’s use. 6. Broodstock in hatchery.- (1) Only specific pathogen free broodstock cleared through the quarantine shall be used in the hatchery for seed production. (2) Use of broodstock other than those certified as Specific Pathogen Free by the designated authority is strictly prohibited. (3) Hatcheries involved in specific pathogen free P. monodon seed production shall not use any other non- Specific Pathogen Free species within the hatchery premises. 7. Seed production and sale.- (1) Nauplii may be sold to other hatcheries only when permitted by the Authority and only tested and certified post-larvae shall be sold. (2) Post-larvae of specific pathogen free P. monodon right from production to sale shall be maintained at the specific pathogen free facility with proper biosecurity safeguards. (3) Post-larvae shall be sold only to the farmers who have registered with the Authority specifically for the culture of P. monodon, and a copy of the certificate of registration issued by the Authority for culturing specific pathogen free P. monodon shall be retained by the hatchery operator for inspection. (4) The detailed record of the seed production as well as sale including the name and address of the buyer or farmer shall be maintained. 8. Disease reporting and record maintenance. - (1) Any disease outbreak in the hatchery shall be reported immediately to the Authority. (2) The hatcheries shall maintain a record of the imported broodstock or indigenously certified broodstock of specific pathogen free status with details of source, quantity imported, or procured from indigenous sources, the number of mortality, eggs produced, nauplii produced, post-larvae produced, post-larvae sold, name and address of the farmer to whom sold, date and number of the registration and permission certificate issued by the Authority and report these in their quarterly compliance reports to be submitted to the Authority in Form-C-I annexed to these guidelines. 9. Inspection.- Any person authorised by the Authority shall periodically visit and check the status of the broodstock, the seed production and sale. 10. Destruction of stock at unauthorised hatcheries or farms. - During the inspection of hatcheries or farms by the inspection team or Authorized Officer of the Authority, if any unauthorised seed production, sale of specific pathogen free seed or culture of Specific Pathogen Free P. monodon is noticed, the inspection team may confiscate, dispose of or destroy the stock, as it thinks fit. 11. Bank Guarantee. - The approved hatcheries shall pay rupees fifty thousand towards monitoring fee and deposit a bank guarantee for five lakhs rupees in favour of the Coastal Aquaculture Authority in accordance with the Coastal Aquaculture Authority Rules, 2024, to ensure compliance of these Guidelines and in the event of any violation, the bank guarantee shall be invoked. D. Norms and Regulations for Approval and Operation of Farms 1. Eligibility criteria for farms to culture specific pathogen free P. monodon.- (1) Aquaculture farmers registered with the Authority shall submit a separate application for permission for farming specific pathogen free P. monodon. (2) The inspection team authorised by the Authority, for specific pathogen free L. vannamei culture, shall inspect the farm intending to culture specific pathogen free P. monodon and based on its recommendation regarding the suitability of the facility for farming of specific pathogen free P. monodon, applications shall be processed by the Secretary of the Authority for approval of the Authority for issuing permission to farms for farming of specific pathogen free P. monodon.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9 (3) Farms culturing specific pathogen free P. monodon shall establish adequate biosecurity measures including fencing, reservoirs, bird-scare, separate implements for each of the ponds and be managed by personnel who are trained or experienced in management of biosecurity measures. (4) Farms irrespective of their size shall have an Effluent Treatment System which is able to handle the wastewater let off during harvest. Harvesting shall be sequential depending on the size of the Effluent Treatment System and the quality of the wastewater shall conform to the standards prescribed under the guidelines issued by the Authority. (5) In low stocking density (≤10 PL/m2) culture of specific pathogen free P. monodon, Effluent Treatment System is optional for farms less than 5 ha. 2. Water discharge protocols. - (1) In case of any outbreak of disease, distress harvesting may be done through netting and the water shall be chlorinated and dechlorinated before release into drainage system. (2) Wastewater shall be retained in the Effluent Treatment System for a minimum period of two days. (3) Farms which follow Zero Water Exchange system of farming may also take up specific pathogen free P. monodon farming. 3. Biosecurity considerations. - Farms approved for specific pathogen free P. monodon culture shall not be permitted for farming of any other non- specific pathogen free crustacean species simultaneously in the same pond or farm. 4. Norms for culture of Specific Pathogen Free P. monodon. - (1) Tested and certified seed shall be procured only from hatcheries authorised to breed specific pathogen free P. monodon broodstock and sell the seed. (2) Stocking densities shall not exceed 30 no./m2. (3) Strict compliance with the wastewater standards shall be mandatory and inspection team authorised by Authority in each case shall monitor the quality of wastewater as per the procedures laid down in the Coastal Aquaculture Authority Regulations, 2008. 5. Record maintenance at farms. - (1) The farmers shall maintain a detailed record of the name and address of the hatchery from where they procured the seed, quantity procured, number and date of the valid registration of the hatchery, etc. (2) The farmers shall record the quantity of shrimp produced, sold, and the name and address of the processor to whom sold and it shall be made available to the inspection team authorised by the Authority, during inspection. E. Norms for permitting farms which are registered for P. monodon culture to take up L. vannamei culture. - (1) Biosecurity requirements are essential irrespective of the size of the farm for ensuring successful culture. (2) To avoid the risk of disease occurrence using non-disinfected creek water while filling up the ponds, water disinfection prior to stocking should be done in the pond itself, in case if they do not have the reservoir ponds. (3) Zero water exchange system with in-situ bioremediation with probiotics may be followed. (4) All the other biosecurity requirements like filtration, fencing (men, crab, and bird) and disinfection protocol for the labour and implements should be strictly followed. (5) Effluent Treatment System is mandatory in P. monodon farms of above five hectares and case of L. vannamei culture, is mandatory for all farms irrespective of the size when they follow the stocking density of up to sixty numbers per square meter as provided in the Guidelines for L. vannamei culture, in low density culture of L. vannamei, (i.e., twenty numbers per square meter), Effluent Treatment System is left optional for farms of less than five hectares as was followed in the case of P. monodon culture. (6) After the culture and harvest, the water in the pond shall be retained for at least three days for the settlement of suspended particles and disinfected before release. (7) Though these Guidelines are issued having due regard to the bio-security protocols to the benefit of small independent farmers, group farming may be preferred with common reservoirs, common Effluent Treatment System and collective biosecurity protocols.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] FORM C-I [See Para C- 8 (2)] Format for Quarterly Compliance Report from Hatcheries The report should contain the following information: 1. Name and Address 2. Date and number of certificate of registration and permission to import 3. Number of broodstock imported, males and females 4. Transport mortality 5. Quarantine mortality 6. Total number of spawning 7. Total number of eggs produced 8. Total number of nauplii produced 9. Total number of post-larvae produced 10. Report on general aquatic health monitoring and any unusual mortality 11. Total number of post-larvae sold to the farmers 12. Details of the farmers to whom seed sold (should include information on the name, address, Registration Number) and copy of the permission letter for culturing Specific Pathogen Free P. monodon issued by Coastal Aquaculture Authority.
