Environment in Tamil Nadu Ministerial Service.

No. SRO B-42/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the
Governor of Tamil Nadu hereby makes the following rules:-
2. (i) The rules hereby made for the posts of Superintendent and Assistant shall be deemed to have come into force
on the 13th October 1995.
(ii) The rules hereby made for the post of Typist shall be deemed to have come into force on the 20th October 2003.
RULES
The General and the Special Rules applicable to the holders of the permanent posts in Categories 1,12 and 17 of the
Tamil Nadu Ministerial Service shall, respectively, apply to the holders of the temporary posts of Superintendent, Assistant
and Typist, sanctioned from time to time for the Department of Environment, subject to the modifi cations specifi ed in the
following rules:-
2. Constitution.- The posts shall constitute as temporary additions to the respective categories in the said Service.
3. Appointing authority.- The appointing authority for the posts shall be the Director, Department of Environment.
4. Promotions.-(1) Promotion to the post of Superintendent shall be with reference to the seniority list of Assistant in
the Department of Environment.
(2) Promotion to the post of Assistant shall be with reference to the combined seniority list of Junior Assistant, Typist
and Steno- Typist Grade-III in the Department of Environment.
5. Tests:-(1) No person shall be eligible for appointment to the post of Superintendent by promotion, unless he has
passed the Account Test for Subordinate Offi cers, Part - II.
(2) No person shall be eligible for appointment to the post of Assistant by promotion unless he has passed the
Account Test for Subordinate Offi cers; Part - I and the Tamil Nadu Government Offi ce Manual Test.
6. Pay.- (1) The holders of the post of Superintendent shall be paid a monthly pay calculated in the scale of
Rs.1600-50-2300-60-2660 and the holders of the post of Assistant shall be paid a monthly pay calculated in the scale of
Rs. 1200-30-1560-40-2040 :
Provided that on and from the 1st January 1996, the holders of the post of Superintendent shall be paid a monthly pay
calculated in the scale of Rs.5700-175-9200 and the holders of the post of Assistant shall be paid a monthly pay calculated
in the scale of Rs. 4000-100-6000:
Provided also that on and from the 1st January 2006, the holders of the post of Superintendent shall be paid a monthly
pay calculated in the Pay Band of PB2 Rs.9,300-34,800 with Grade Pay of Rs. 4,300 and the holders of the post of Assistant
shall be paid a monthly pay calculated in the Pay Band of PBl Rs.5,200-20, 200 with Grade Pay of Rs 2,800.
(2) The holders of the post of Typist shall be paid a monthly pay calculated in the scale of Rs.3200-85-4900:
Provided that on and from the 1st January of 2006, the holders of the post of Typist shall be paid a monthly pay
calculated in the Pay Band of PB2 Rs.5200-20200 with Grade Pay of Rs.2,400.

No. SRO B-43/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the
Governor of Tamil Nadu hereby makes the following rules:-
The rules hereby made shall be deemed to have come into force with effect from on 22nd September, 1970.
RULES
The General and the Special Rules applicable to the holders of the permanent post in the Tamil Nadu Handlooms
and Textiles Subordinate Service shall apply to the holders of the temporary post of Driver in the Handlooms and Textiles
Department, subject to the modifi cations specifi ed in the following rules, namely: –

3. Appointment:– Appointment to the post shall be made as follows: –
(i) By direct recruitment (or)
(ii) By recruitment by transfer from Tamil Nadu Basic Service.
4. Appointing Authority:– The appointing authority for the post shall be as follows: –
1. Offi ce of the Director of Handlooms and Assistant Director (Administration).

2. Offi ce of the Deputy Director/ Assistant Deputy Director/Assistant Director
Director of Handlooms and Textiles. concerned
3. Enforcement Wing Offi ces in the Deputy Director/Assistant Director
Handlooms and Textiles Department. (Enforcement Wing).
5. Qualifi cation: – (a) Age: No person shall be eligible for appointment to the post by direct recruitment, if he has
completed or will complete thirty years of age on the fi rst day of July of the year in which the selection for appointment is made.
(b). Other Qualifi cations: – No person shall be eligible for appointment to the post unless he possesses the
following qualifi cations, namely: –
(i) Must have passed VIII Standard;
(ii) Must possess a current driving license (i.e. Light Motor Vehicle and Heavy Motor Vehicle) issued by a
licensing authority specifi ed in rule 4 of the Tamil Nadu Motor Vehicles Rules, 1940; and
(iii) Must have practical experience in driving light motor vehicles for a period of not less than two years.
6. Reservation of appointments:– The rule relating to reservation of appointments (General rule 22) shall apply for
appointment to the post by direct recruitment.
7. Probation:– Every person appointed to the post by direct recruitment shall, from the date on which he joins duty, be
on probation for a total period of two years on duty within a continuous period of three years.
Provided that every person appointed to the post by recruitment by transfer shall, from the date on which he joined duty,
be on probation for a total period of one year on duty within a continuous period of two years;
8. Pay:– The holder of the post will be paid a monthly pay calculated in the scale of pay Basic Scale 50-1-60 and as
revised from time to time. Provided that the monthly pay shall be calculated in the pay band of Rs.5200-20200 Grade pay
of Rs. 2400 with effect from 01-01-2006.
Provided further that the monthly pay shall be calculated in the Pay Matrix of level-8 - Rs.19,500- 62,000 with effect
from 01-01-2016.
9. Saving Clause:- Nothing contained in these rules shall adversely affect any person holding the post on the date of
issue of these rules.

No. SRO B-44/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the
Governor of Tamil Nadu hereby makes the following amendment to the Special Rules for the Tamil Nadu Jail Subordinate
Service (Section 17 in Volume III of the Tamil Nadu Services Manual, 2016):-
AMENDMENT
In the said Special Rules, in PART Il, under the heading "Branch-I Executive Staff", in rule 5, after sub-rule (b) the
following sub-rule shall be added, namely:-
"(c) No women shall be eligible for appointment by direct recruitment to the post of Assistant Jailor in Class I (General
Section) under Category 2".
Amendments to the Special Rules for the Tamil Nadu Police Service.

No. SRO B-45/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the
Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Police Service
(Section 22 in Volume II of the Tamil Nadu Services Manual, 2016).
(1) (i) The amendments hereby made in respect of the category of Chief Reporter shall be deemed to have come
into force with effect on and from the 2nd July 1987.
(ii) The amendments hereby made in respect of the category of Senior Chief Reporter shall be deemed to have
come into force with effect on and from the 8th September 2005.
AMENDMENTS
In the said Special Rules,-
(1) in rule 1, after class II and the categories thereunder, the following Class and categories shall be added, namely:-
"Class III
Category 1 Senior Chief Reporter
Category 2 Chief Reporter.";
(2) in rule 2, in the tabular column, in columns (1) and (2), after the heading "Class Il" and the entries thereunder in
column (1) and column (2), the following heading and entries shall be added, namely:-
"Class III
Category 1
Senior Chief Reporter. Promotion from among the holders of post of
Chief Reporter.
Category 2
Chief Reporter By recruitment by transfer from
among the holders of the post of
Senior Reporter in the Tamil Nadu
Police Subordinate Service.";
(3) in the proviso to rule 2A, for the expression "and Additional Superintendent of Police (Technical) by promotion and
Deputy Superintendent of Police (Technical)", the expression "Additional Superintendent of Police (Technical) and Senior Chief
Reporter by promotion and Deputy Superintendent of Police (Technical) and Chief Reporter" shall be substituted;June 6, 2018] TAMIL NADU GOVERNMENT GAZETTE 71
(4) in rule 4, after sub-rule (F), the following sub-rule shall be added, namely:-
"(G) No person shall be eligible for appointment to the Categories specifi ed in column (1) of the Table below, by the
methods of recruitment specifi ed in column (2) thereof, unless he possesses the qualifi cations specifi ed in the corresponding
entries in column (3) thereof :-

(ii) in sub-rule (b), for the expression "Class Il shall be the Inspector General of Police", the expression "Classes
Il and III shall be the Director General of Police" shall be substituted;
(6) in rule 8, in sub-rule (c), in the second proviso, after the expression "Category 3B in Class II", the expression "and
Categories 1 and 2 in Class Ill" shall be inserted;
(7) in rule 9, in sub-rule (cc), after clause (ii), the following clause shall be added, namely:-
"(iii) All postings and transfers in respect of categories 1 and 2 in Class III shall be made by the Additional Director
General of Police, Intelligence, Chennai.";
(8) in rule 13, after sub-rule (b), the following sub-rules shall be added, namely:-
"(c) The Category of Senior Chief Reporter shall be under the administrative control of the Additional Director
General of Police, Intelligence.
(d) The Category of Chief Reporter shall be under the administrative control of the respective Range Deputy Inspectors-
General of Police or the respective Commissioners of Police in the case of cities".

in volume III of the Tamil Nadu Services Manual, 1970):-
AMENDMENT
In the said Special Rules, in rule 7, for the expression "three months", the expression "fi ve months" shall be substituted.
