## Report: Analysis of Infrastructure Subsectors Harmonized Master List Amendment **1. Executive Summary:** This report analyzes the amendment to the Harmonized Master List of Infrastructure subsectors, as notified on October 11, 2022. The amendment, documented in notification F. No. 1312017-INF, expands the list by including Data Centres and Energy Storage Systems (ESS). These additions, categorized under Communication and Energy respectively, aim to promote investment and development in these crucial sectors. The key finding is that these additions provide clarity and potentially incentivize investments in these specific infrastructure areas. **2. Introduction:** This report provides an overview and analysis of the amendment to the Harmonized Master List of Infrastructure subsectors, as detailed in the provided government notification dated October 11, 2022. The analysis focuses on the changes introduced and their potential implications for the related industries. **3. Policy Overview:** * **Original Policy:** The amendment updates the notification dated April 26, 2021, referencing the Harmonized Master List of Infrastructure subsectors. * **Core Objective(s):** To provide an updated classification of infrastructure subsectors to potentially streamline investment and development by clarifying the categorization and definition of infrastructure assets. **4. Background and Rationale:** * **Rationale for Amendment:** The inclusion of Data Centres and Energy Storage Systems (ESS) suggests a recognition of the growing importance of these sectors to the economy. The amendment likely aims to address the need for specific classification and potentially incentivize investment within these areas. **5. Key Provisions / Changes:** This section details the specific changes introduced by the amendment: * **Specific Part of Original Policy Changed:** The Harmonized Master List of Infrastructure subsectors is being updated. * **New Rule/Provision - Data Centres:** * Data Centres are included as a new item in the category of Communication. * A footnote defines Data Centres as "housed in a dedicated-centralized building for storage and processing of digital data applications with a minimum capacity of 5 MW of IT load." * **New Rule/Provision - Energy Storage Systems (ESS):** * Energy Storage Systems (ESS) are included as a new item in the category of Energy. * A footnote defines ESS and includes the qualifying condition as dense charging infrastructure and grid scale Energy Storage Systems ESS with a minimum qualifying capacity of 200 MWHr, provided that ESS is not being established on merchant basis. * **Effect of the Changes:** The addition of Data Centres and ESS clarifies their status as infrastructure subsectors. This could lead to increased investment in these areas as they become eligible for benefits and incentives associated with infrastructure projects. The definitions also set minimum standards, which may impact project design and investment decisions. **6. Target Audience and Stakeholders:** The direct target audience and stakeholders for these changes include: * **Data Centre Operators and Investors:** Those involved in the development, operation, and investment in Data Centres. * **Energy Storage System Developers and Investors:** Companies and individuals involved in developing and deploying Energy Storage Systems, including dense charging infrastructure and grid-scale ESS. * **Financial Institutions:** Banks and other financial institutions that provide funding for infrastructure projects. * **Government Agencies:** Relevant government departments and agencies involved in infrastructure development and regulation. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Department of Economic Affairs, Policy and Planning Unit, under the Ministry of Finance, is responsible for this notification. Other agencies related to energy and communication may also be involved. * **Timelines/Procedures:** The notification is effective from the date of issue (October 11, 2022). The implications of the updated Harmonized Master List will likely be implemented through existing procedures and guidelines related to infrastructure development. * **Changes Specific Implementation:** Implementation will rely on developers and investors adhering to the definitions provided for Data Centers and ESS. Applications for incentives or other benefits will likely require demonstrating compliance with these defined standards. **8. Expected Outcomes / Impact of Changes:** The intended outcome of these changes is likely to: * **Increased Investment:** Attract more investment into Data Centres and Energy Storage Systems. * **Standardization:** Promote standardization and quality in the development of these infrastructure assets by setting minimum capacity requirements. * **Accelerated Development:** Accelerate the deployment of Data Centres and ESS to support the growing digital economy and energy transition. * **Grid stability** Promote grid stability and use of green energy through ESS. **9. Conclusion:** The amendment to the Harmonized Master List of Infrastructure subsectors, specifically the inclusion of Data Centres and Energy Storage Systems (ESS), represents a significant step towards recognizing and supporting the development of these critical infrastructure areas. The clarifications provided by the definitions could lead to increased investment and standardization, ultimately contributing to a more robust digital economy and a more sustainable energy future. Industry players are advised to carefully review the updated list and definitions to understand the implications for their operations and investment strategies.
