## Report on Amendment to Anti-Dumping Duty on Ceramic Tableware and Kitchenware
**1. Executive Summary:**
This report analyzes a corrigendum notification issued by the Directorate General of Trade Remedies (DGTR), Department of Commerce, Ministry of Commerce and Industry, Government of India. The notification concerns an anti-circumvention investigation related to anti-dumping duty imposed on imports of "Ceramic Tableware and Kitchenware, excluding knives and toilet items" originating in or exported from China PR, circumvented by imports from Malaysia. The core purpose of this amendment is to correct a value in the duty table of the Final Findings issued on August 3, 2021. The key finding is a correction of the amount in Column No. 9 for serial numbers 1, 2, and 3, changing "1.32" to "1.04".
**2. Introduction:**
This report aims to provide an informative overview of a corrigendum notification regarding anti-dumping duty on ceramic tableware and kitchenware. This analysis is based solely on the provided official government text.
**3. Policy Overview:**
* This notification amends the Final Findings issued vide notification No. 7332020DGTR dated 03.08.2021, related to an anti-circumvention investigation concerning the anti-dumping duty imposed on imports of Ceramic Tableware and Kitchenware from China PR circumvented via imports from Malaysia.
* **Core Objective:** The primary objective, as evidenced by the text, is to rectify an error in the duty table within the Final Findings of the anti-circumvention investigation.
**4. Background and Rationale:**
The notification addresses a specific error in the original anti-dumping duty determination. The need for this amendment arises from an inaccurate value listed in the duty table of the Final Findings. The amendment aims to ensure the accuracy and enforceability of the anti-dumping duties. The specific error involved the correction of "1.32" to "1.04", suggesting a previous miscalculation or typographical error in the original publication.
**5. Key Provisions / Changes:**
This notification is a corrigendum, meaning it corrects an error in a previously published document. The specific change introduced by the amendment is:
* **Specific Part Changed:** The duty table in the Final Findings notification No. 7332020DGTR dated 03.08.2021, under paragraph 52.
* **New Rule/Provision:** For serial numbers 1, 2, and 3, the value in Column No. 9, which previously stated "1.32", is corrected to "1.04".
* **Difference/Effect of the Change:** This change directly affects the amount of anti-dumping duty applicable to the specified items. The correction from "1.32" to "1.04" indicates a decrease in the duty amount initially assigned in the Final Findings. This could potentially impact the cost of imports and the competitiveness of domestic manufacturers.
**6. Target Audience and Stakeholders:**
Based on the provided text, the primary target audience and stakeholders include:
* Importers of "Ceramic Tableware and Kitchenware, excluding knives and toilet items" from Malaysia.
* Domestic manufacturers of similar ceramic tableware and kitchenware in India.
* Exporters of "Ceramic Tableware and Kitchenware, excluding knives and toilet items" from China PR, due to the original anti-dumping duty.
* Customs authorities responsible for enforcing the anti-dumping duty.
* Legal and trade professionals advising on import/export regulations.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Directorate General of Trade Remedies (DGTR), Department of Commerce, Ministry of Commerce and Industry is the responsible agency.
* **Timelines/Procedures:** The amendment is effective from the date of notification (August 12, 2021). The procedure for implementing the corrected duty amount falls under the existing framework for anti-dumping duty collection.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is to rectify the anti-dumping duty, ensuring that the correct amount is levied. The amendment could potentially:
* Result in lower anti-dumping duties for importers, leading to reduced import costs on the specific goods covered.
* Affect the competitive landscape for domestic manufacturers, depending on the magnitude of the duty reduction.
**9. Conclusion:**
The corrigendum notification issued by the DGTR serves to correct an error in the duty table of the Final Findings regarding anti-dumping duties on ceramic tableware and kitchenware circumventing duties from China PR via Malaysia. The correction, changing the value from "1.32" to "1.04," is a significant adjustment that directly impacts the amount of anti-dumping duty levied. This amendment highlights the importance of accuracy in trade remedy measures and demonstrates the DGTR's commitment to ensuring fair trade practices. The change likely impacts both importers and domestic manufacturers within the affected sector.
