[G.O. Ms. No. 187, Animal Husbandry, Dairying and Fisheries (AH7), 16th December 2016, Margazhi 1, Thunmugi, Thiruvalluvar Aandu-2047.] No. SRO B-7/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following rules:- 2. The rules hereby made shall be deemed to have come into force on and from 11th January 1978. RULES The General and the Special Rules applicable to the holders of the permanent post in the Tamil Nadu Animal Husbandry Service shall apply to the holders of the temporary post of Assistant Engineer (Electrical) sanctioned in Institute of Veterinary Preventive Medicine, Ranipet, subject to the modifications specified in the following rules:- 2.Constitution.—The post shall be constituted as a separate category in the said service. 3. Appointment.—Appointment to the post shall be made as follows:- (i) by direct recruitment; or (ii) by transfer from the Tamil Nadu Animal Husbandry Service; or (iii)by recruitment by transfer from any other service: Provided that if no qualified candidates are available in item (ii) and (iii) above, appointment shall be made by direct recruitment. 4.Appointing Authority.—The appointing authority for the post shall be the Director, Institute of Veterinary Preventive Medicine, Ranipet. 5.Qualification.—(a) Age.—No person shall be eligible for appointment to the post by direct recruitment, if he has completed or completes 30 years of age on the 1st day of July of the year in which the selection for appointment is made. (b)Other Qualifications.—No person shall be eligible for appointment to the post by the methods of appointment specified in column (1) of the table below, unless he possess the qualifications specified in the corresponding entries in column (2) thereof:- THE TABLE Methods of appointment. Must be an approved probationer in the respective service and having a minimum left over service of five years prior to retirement in the Animal Husbandry Department.Feb. 1, 2017] TAMIL NADU GOVERNMENT GAZETTE 19 6.Rule of Reservation.—The rule 22 of General Rule for Tamil Nadu State and Subordinate Services shall apply to direct recruitment. 7.Tests.—Every person appointed to the post of Assistant Engineer (Electrical) by direct recruitment or recruitment by transfer shall pass the Animal Husbandry Department Manual Test and Account Test for Executive Officers within the period of probation. He shall not be eligible for increment if he fails to pass the said tests within the period of probation and second and subsequent increments shall be stopped without cumulative effect until he passes the above said tests. 8.Probation.—(a) Every person appointed to the post of Assistant Engineer (Electrical) by direct recruitment shall, from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years. (b) Every person appointed to the post of Assistant Engineer (Electrical) by recruitment by transfer shall, from the date on which he joins duty, be on probation for a total period of one year on duty within a continuous period of two years. 9. Pay.—The monthly pay for the holder of the post shall be calculated in the scale of Rs.425-20-525-25-700. Provided that the monthly pay shall be calculated in the Pay Band of Rs.9300-34800 with Grade Pay of Rs.5100 with effect on and from the 1st January 2006. 10. Savings.—Nothing contained in these Rules shall adversely affect any persons holding the post as on the date on which these rules shall come into force. GAGANDEEP SINGH BEDI, Secretary to Government.
