Ms. No. 113, Health and Family Welfare (AA2), 19th April 2017, Chithirai 6, Hevilambi, Thiruvalluvar Aandu-2048.] No. SRO B-26/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendment to the rules issued with the Health and Family Welfare Department Notification No.SRO. B-46/2008 published at pages 142-143 of Part III - Section 1(b) of the Tamil Nadu Government Gazette, dated the 15th October, 2008. AMENDMENT In the said Rules, for rule 3, following rule and the Explanation there under shall be substituted, namely:- “3. Appointment - Appointment to the post shall be made by promotion from the category of Reader in Nursing as per the Civil Nursing List seniority. Explanation: The Civil Nursing List means the list in which the seniority of Nurses are maintained as per their appointment order” J. RADHAKRISHNAN, Principal Secretary to Government. HIGHER EDUCATION DEPARTMENT Amendments to the Special Rules for the Tamil Nadu Educational Service [G.O. Ms. No. 77, Higher Education (B1), 20th April 2017, CˆF¬ó 7, «ýM÷‹H, F¼õœÀõ˜ ݇´-2048.] No. SRO B-27/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Educational Service (Section 8 in Volume-II of the Tamil Nadu Services Manual) 2. The amendments hereby made shall be deemed to have come into force with effect from the 5th May, 2010. AMENDMENTS In the said Special Rules, (1)In the Annexure, in the Table, for the entries in columns (4) and (5) against the post “Principals Engineering Colleges” in column (3), category “I” and class “V” in columns (2) and (1) respectively, the following entries shall respectively be substituted, namely:- “Promotion, and 1. B.E/B.Tech and M.E/M.Tech in relevant branch with First class or equivalent Direct Recruitment either in B.E/B.Tech or M.E/.M.Tech and Ph.D or equivalent, in appropriate discipline. Post Ph.D publications and guiding Ph.D students is highly desirable, and 2. Minimum of ten years experience in teaching I research I industry out of which at least 3 years shall be at the level of Professor. OR Minimum of thirteen years experience in teaching and I or Research and / or Industry. 3. In case of research experience good academic record and books I research paper publications/Intellectual Property Rights I patents record shall be required as deemed fit by the expert members of the Selection Committee. If the experience in industry is considered, the same shall be at managerial level equivalent to Professor level with active participation record in devising I designing, developing, planning, executing, analyzing, quality control innovating training, technical books/ research paper publications I Intellectual Property Rights I patents etc as deemed fit by the expert members of the Selection Committee. 4. Flair for Management and Leadership is essential. 5. B.E/B.Tech and M.E I M.Tech in relevant branch with first class or equivalent Direct Recruitment either in B.E I B.Tech or M.E I M.Tech and Ph.D or equivalent, in appropriate discipline, Post Ph.D publications and guiding Ph.D students is highly desirable, and 2. Minimum of ten years experience in teaching I research I industrial experience of which at least five years should be at the level of Associate Professor. OR Minimum of thirteen years experience in teaching and I or Research and I or Industry. 3. In case of research experience, good academic record and books I research paper publications I Intellectual Property Rights I patents record shall be required as deemed fit by the expert members of the Selection Committee. 4. Equivalence for Ph.D. is based on publication of 5 international Journal papers, each Journal having a cumulative impact index of not less than 2.0 with incumbent as the main author and all 5 publications being in the authors’ area of specialization. 2. Ph.D. shall be from a recognized University. 3. For an incumbent Assistant Professor, experience at the level of Assistant Professor will be considered equivalent to experience at the level of Associate Professor, provided the incumbent Assistant Professor has acquired or acquires Ph.D. Degree in the relevant discipline. 4.Experience at Diploma Institutions is also considered equivalent to experience in degree level Institutions at appropriate level and as applicable. However, qualifications as above shall be mandatory. 5.If a class/division is not awarded, minimum of 60% marks in aggregate shall be considered equivalent to first class/ division. If a Grade Point System is adopted, the Cumulative Grade Point Assessment (CGPA) will be converted into equivalent marks as below: Grade Point Equivalent Percentage 6.25 55% 6.75 60% 7.25 65% 7.75 70% 8.25 75% (3) after rule 17, the following rule shall be added namely; “18 Saving Clause: Nothing contained in these rules shall adversely affect the persons holding the posts of Principals and Professors in Government Engineering Colleges on the date of publication of these rules in the Tamil Nadu Government Gazette”.64 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b) Amendments to the Adhoc Rules for the Post of Associate Professor in Engineering subjects in Tamil Nadu Educational Service [G.O. Ms. No. 78, Higher Education (B1), 20th April 2017, CˆF¬ó 7 «ýM÷‹H, F¼õœÀõ˜ ݇´-2048.] No. SRO B-28/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the rules published with the Education and Public Health Department Notification S.R.O. No. A 952 of 1964, dated the 10th September 1964 published at pages 973-974 of Part V of the Tamil Nadu Government Gazette, dated the 30th September 1964. 2. The amendments hereby made shall be deemed to have come into force with effect from 5th May, 2010. AMENDMENTS In the said Rules, (1) For the expression “Assistant Professor” wherever it occurs, the expression ”Associate Professor” shall be substituted. (2) In rule 3(i), for the expression “Lecturers”, the expression “Assistant Professors” shall be substituted. (3) In rule 5, for item (i),(ii),(iii), the following shall be substituted, namely:- (i) (a) B.E / B.Tech and M.E / M.Tech in relevant branch with first class or equivalent either in B.E / B.Tech or M.E / M.Tech and Ph.D or equivalent, in appropriate discipline; (b) Post Ph.D publications and guiding Ph.D students is highly desirable; and (ii)Minimum of five years experience in teaching / research / industry experience of which TWO years post Ph.D experience is desirable. (iii) In case of Architecture, Professional Practice of 5 years as certified by the Council of Architecture shall also be considered valid. Explanation:-. 1. Ms. No. 33, Highways and Minor Ports (HK1), 21st April 2017, CˆF¬ó 8, «ýM÷‹H, F¼õœÀõ˜ ݇´-2048.] No. SRO B-29/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendment to the Special Rules for the Tamil Nadu Highways Engineering Subordinate Service. (Section 15 of Volume III of the Tamil Nadu Services Manual, 1970) 2. The amendment hereby made shall be deemed to have come into force with effect from the 22nd February, 1977. AMENDMENT In the said Special Rules, for the expressions “Supervisor” and “Supervisors”, wherever they occur, the expressions “Junior Engineer” and “Junior Engineers” shall, respectively, be substituted.
