[G.O. Ms. No. 38, Law(OP-III), 2nd February 2017.] No. SRO B-13/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu, in supersession of the rules published with the Law Department Notification No.SRO B-152/1976, at pages 158 and 159 in Part III—Section 1 (b) of the Tamil Nadu Government Gazette, dated the 7th April 1976, and Notification No.SRO B-362/1986 at pages 474 to 475 in Part III—Section 1 (b) of the Tamil Nadu Government Gazette, dated the 27th August 1986, hereby makes the following amendments to the Special Rules for the Tamil Nadu General Subordinate Service (Section 13 in Volume III of the Tamil Nadu Services Manual, 1970). 2. The amendments hereby made shall be deemed to have come into force on the 11th February 2014. AMENDMENTS In the said Special Rules,— (1) in Part-I, after the heading “Class-II” and the entries thereunder, the following heading and entries shall be inserted, namely :— “CLASS-III Translation Officer and Translator in the Official Language (Legislative) Wing, Law Department.”, (2) in Part-II, after the heading Class II and the Rules thereunder, the following Class and Rules shall be inserted, namely:— “CLASS-III TRANSLATION OFFICER AND TRANSLATOR IN THE OFFICIAL LANGUAGE (LEGISLATIVE) WING OF LAW DEPARTMENT. 1. Constitution.- This Class shall consist of the following categories, namely:— Category 1 - Translation Officer Category 2 - Translator 2. Appointment.—Appointment to the categories specified in column (1) of the Table below shall be made by the methods specified in the corresponding entries in column (2) thereof:— THE TABLE Category Method of Appointment (1) (2) (1) Translation Officer (i) Direct recruitment; or (ii) Promotion from category 2 ; or (iii) Recruitment by transfer from any other service. (2) Translator (i) Direct recruitment; or (ii) Recruitment by transfer from any other service. 3. Qualifications.- (a) Age.- No person shall be eligible for appointment to the category by direct recruitment, if he has completed or will complete the age of thirty years on the first day of July of the year in which the selection for appointment is made. (b) Other Qualifications:- No person shall be eligible for appointment to the categories specified in column (1) of the Table below by the method specified in the corresponding entries in column (2), unless he possesses the qualifications specified in the corresponding entries in column (3) thereof:—Mar. 8, 2017] TAMIL NADU GOVERNMENT GAZETTE 31 THE TABLE Category Method of Qualification Appointment (1) (2) (3) (1) Translation Officer (i) Direct recruitment. (i) (a) B.L.Degree (3 years or 5 years) or its equivalent; or (b) Second Class Masters’ Degree in Tamil; and (ii) Proficiency in Tamil: Provided that, other things being equal, preference shall be given to the persons having experience in translation of Deeds, Agreements, Bills, Acts, Rules, Orders or Notifications from English to Tamil. (ii) Promotion from Category 2 Must have served in category 2 for a period of not less than three years. (iii) Recruitment by transfer (i) (a) B.L. Degree (3 years or 5 years) or from any other Service. its equivalent; or (b) Second Class Masters’ Degree in Tamil; (ii) Experience for a period of not less than three years in preparing or settling Legislative Bills or Rules or Notifications or Orders; or Experience for a period of not less than three years in translation of Legislative Bills, Acts, Rules, Deeds or Agreements from English to Tamil; and (iii) Proficiency in Tamil. (2) Translator (i) Direct recruitment. (i) (a) B.L. Degree (3 years or 5 years) or its equivalent; or (b) Bachelors’ Degree with Tamil in Part I; and B.G.L. Degree; or (c) Second Class Masters’ Degree in Tamil; and (ii) Proficiency in Tamil: Provided that other things being equal, preference shall be given to the persons with previous experience in translation of Deeds, Agreements, Bills, Acts, Rules or Orders from English to Tamil. (ii) Recruitment by (i) (a) B.L. Degree (3 years or 5 years) or transfer from any its equivalent; or other service. (b) Bachelors’ Degree with Tamil in Part I; and B.G.L. degree; or (c) Second Class Masters’ Degree in Tamil; and DTP—III-1(b)-(10)-232 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b) (ii) Experience for a period of not less than two years in translation of Legislative Bills, Acts, Rules, Deeds or Agreements from English to Tamil; and (iii) Proficiency in Tamil. 4. Appointing authority.- The appointing authority for the categories shall be the Secretary to Government in Law Department. 5. Probation.- Every person appointed to a category by direct recruitment shall, from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years: Provided that every person appointed to a category by recruitment by transfer shall, from the date on which he joins duty, be on probation for a period of one year on duty within a continuous period of two years. 6. Pay and Allowances.- There shall be paid to the holders of the posts specified in column (1) of the Table below, a monthly pay calculated in the pay band with Grade Pay specified in column (2) thereof:- THE TABLE Posts Pay (1) (2) (1) Translation Officer Rs.15,600-39,100+Grade Pay Rs.5,400/- (2) Translator Rs. 9,300-34,800+Grade Pay Rs.4,600/- 7. Preparation of annual list of approved candidates and crucial date.- A list of approved candidates for appointment to the categories by promotion and by recruitment by transfer shall be prepared annually and the crucial date on which the candidates should have acquired the prescribed qualifications shall be the 1st July of every year. 8. Reservation of appointment.-The rule relating to reservation of appointments (rule 22 of the General Rules for the Tamil Nadu State and Subordinate Services) shall apply for appointment to the categories by direct recruitment: Provided that with effect on and from the 15th September 2016, the provisions contained in section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for appointment to the categories by direct recruitment. Ms. No. 17, Rural Development and Panchayat Raj (E3), 14th February 2017, ñ£C 2, ¶¡ºA, F¼õœÀõ˜ ݇´-2048.] No. SRO B-14/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendment to the Special Rules for the Tamil Nadu Panchayat Development Engineering Subordinate Service (Section 56 in Volume III of the Tamil Nadu Services Manual, 1970):- 2. The amendment hereby made shall be deemed to have come into force with effect on and from 5th August 2014.Mar. 8, 2017] TAMIL NADU GOVERNMENT GAZETTE 33 AMENDMENT In the said Rules, in rule 5, for sub-rule (b), the following sub-rule shall be substituted, namely:— “(b) The direct recruitment to the posts shall be made by calling for candidates from Employment Exchanges in the District and also by giving advertisements in atleast two vernacular News Papers having wide circulation in that district inviting applications for the posts from eligible candidates, as and when vacancy arises and selection by Selection Committee which shall follow the prescribed selection procedure issued by Government from, time to time and the Committee shall be constituted by the District Collector concerned”.
