QUALIFICATION: i) Must be holder of a degree in Law granted by a University established by Law in India; ii) Must be practicing as an Advocate in the High Court or in a Subordinate Court on the last date fixed for receipt of applications and must have so practiced for a period not less than SEVEN years as on such date. Note: Public Prosecutor/Assistant Public Prosecutor/Government Counsel in full time employment of the State having not less than seven years of continuous practice immediately preceding the last date fixed for receipt of online applications are also eligible for appointment. AGE LIMIT: Must not have attained the age of Forty-Eight years in the case of candidates belonging to Scheduled Castes or Scheduled Tribes and Forty-Five years in the case of others, as on the last date fixed for receipt of online applications. (1)2 Note: The maximum age limit is relaxed by three years in case of Ex-servicemen candidates. SCALE OF PAY: ₹144840-194660. PROBATION: A candidate selected will be initially on probation for TWO years or for extended period, if necessary and he/she must undergo such training as may be specified by the High Court. The vacancies marked with asterisk symbol (*) indicate that they are carried forward from the previous recruitment as backlog vacancies. 2. ‘Person with benchmark disability’ means person having disability with one arm (OA) or one leg (OL) or both legs (BL). 3. The above classification of vacancies has been made keeping in view the relevant Government Orders in force. COMPETITIVE EXAMINATION: I. The Competitive Examination for recruitment of District Judges shall consist of 3 stages namely (a) Preliminary Examination (b) Main Examination and (c) Viva- voce:- (a) PRELIMINARY EXAMINATION: The Preliminary Examination shall be conducted by way of Objective Type Question Paper with multiple choices of 1½ hours (Ninety minutes) duration consisting of 100 marks. The syllabi for the said examination shall be the following, namely:- Part-A - Civil Law. Part-B - Criminal Law. Part-C - General Knowledge (Test of reasoning and Mental aptitude).3 (b) MAIN EXAMINATION: The Competitive Written Examination for recruitment of District Judges shall consist of: (i) Written examination of two papers each of three hours duration with 150 maximum marks for each paper - one in Civil Law and another in Criminal Law. (ii) It is compulsory for all candidates to answer at least one of the papers in English language and in so far as the other paper is concerned, it shall be optional for the candidates to answer the same either in English or in Kannada in which event the said paper shall be answered entirely in the language in which option is exercised. (c) VIVA-VOCE: (i) The viva-voce shall carry maximum 50 marks. (ii) The candidate’s General knowledge, grasp on principles of law and suitability for appointment as District Judge shall be tested. (1) Minimum marks for pass in the Preliminary Examination shall be 50 for candidates belonging to Scheduled Castes and Scheduled Tribes and 60 for others. (2) The minimum marks for pass in each paper of the written examination carrying 150 marks, shall be 50 marks in each paper for candidates belonging to Scheduled Caste/Scheduled Tribe and 60 marks for others. However, total marks to be secured for pass in the written examination shall be 120 marks out of 300 for Scheduled Caste/Scheduled Tribe and 150 marks out of 300 for others. In order to be considered under General Category, a candidate belonging to Scheduled Caste/Scheduled Tribe has to secure the minimum marks prescribed for General category in the Preliminary Examination, Main Written Examination and Viva-voce. (3) From among the candidates who are eligible for Viva-voce as per clause (2), as far as may be, such number of candidates as is equal to three times the number of vacancies notified, having regard to the number of vacancies in each reserved category, selected in the order of merit, shall be called for Viva- voce. (4) Candidate belonging to a Scheduled Caste or a Scheduled Tribe who obtains minimum of forty percent and a candidate not belonging to a Scheduled Caste or Scheduled Tribe, who obtains a minimum marks of fifty percent in the viva-voce shall be eligible to be considered for selection to the posts. (5) Selection of candidates shall be made in the order of merit on the basis of aggregate of the marks obtained in the Written Examination and Viva-voce test, subject to the Government Orders relating to reservation of posts for Scheduled Castes, Scheduled Tribes and other backward classes. Provided that no candidate who has secured less than the minimum marks specified above:4 (i) in any paper of the Written Examination shall be eligible for Viva-Voce. (ii) in any paper of the Written Examination or in viva-voce shall be eligible for appointment as District Judge. DISQUALIFICATION FOR APPOINTMENT: No person shall be eligible for appointment to the service – (a) Unless he/she is a citizen of India; (b) if he/she is compulsorily retired, removed or dismissed from judicial service or from service in Government or Statutory or Local Authority or if a candidate after being selected as a Judicial Officer has been discharged from service during probationary period; (c) if he/she has been convicted of an offence involving moral turpitude or who is or has been permanently debarred or disqualified by the High Court or the Union Public Service Commission or any State Public Service Commission from appearing for examinations or selections conducted by it or has been removed from its roll by any Bar Council; (d) if any penalty or punishment has been imposed by the Bar Council or any Disciplinary Authority which in the opinion of Selecting Authority, makes the applicant unsuitable for a judicial post; (e) if he/she directly or indirectly influences the Recruiting Authority by any means for his/her candidature; (f) if the marital status of the candidate is bigamous. Those who are desirous of applying for the post of District Judge are required to submit their application through online by visiting the High Court website http://karnatakajudiciary.kar.nic.in/recruitment.php MODE OF PAYMENT OF FEE AND FINAL SUBMISSION OF APPLICATION: On submission of application through online, the candidate shall make online payment of prescribed fee through State Bank of India (SBI) e-pay payment gateway. The fee can be paid through online mode only i.e., Net Banking/Debit Card/Credit Card/UPI. Payment of fee by any other mode (challan payment) will not be accepted. On satisfying that the information furnished in the application is complete in all respects and payment of fee has been made successfully, the candidate must finally submit the application by clicking ‘FINAL SUBMIT’ button. Once the candidate has clicked the ‘Final Submit’ button, the System will automatically generate his/her application by assigning Application Number. The candidate should take printout of his/her application and keep it for future reference. The candidate shall take note of the fact that the submission of application process will be completed only if he/she remits the prescribed fee successfully and5 thereafter submits the application by clicking the ‘FINAL SUBMIT’ button. Online applications which are not followed by successful payment of prescribed fee and which are not finally submitted will be treated as incomplete and they will not be taken into consideration. Date of commencement of 19.10.2023 submission of online application The last date for submission of 17.11.2023 (Till 11.59 P.M.) online application The last date for remittance of fee 18.11.2023 (Till 11.59 P.M.) through online mode only 1) Preliminary Examination Fee: The Candidate shall remit an amount of ₹1,000/- (Rupees One Thousand only). But, in the case of candidate belonging to SC/ST/Category-I, the fee payable shall be ₹500/- (Rupees Five Hundred only). 2) Main Examination Fee shall be payable by each candidate who is successful in the Preliminary Examination and eligible to appear for the Main Examination immediately within 15 (Fifteen) days from the date of announcing the result of the Preliminary Examination, failing which, their candidature will not be considered for Main Examination. The candidate shall remit an amount of ₹1,500/- (Rupees One Thousand and Five Hundred only). But, in the case of candidate belonging to SC/ST/Category-I, the fee payable shall be ₹750/- (Rupees Seven Hundred and Fifty only). 3) Fee once paid shall not be refunded under any circumstances. 4) Candidates shall appear for the Preliminary Examination, Main Examination and Viva-Voce at their own cost. 5) Candidates are required to submit their application through Online Mode only and applications submitted by any other mode will not be entertained. 6) The candidates shall possess the following certificates/documents as on the last date fixed for receipt of online applications: (i) Certificate of Enrolment as Advocate/Pleader, issued by the Bar Council. (ii) List of cases conducted independently during the last three years with particulars of such cases. (iii) Certificate issued by the Presiding Officer of the Court in which the candidate is actually practicing or Certificate issued by the Registrar (Judicial)/Additional Registrar General, if he/she is practicing in the High Court, indicating that he/she is a practicing Advocate. The certificate shall also indicate that he/she has been practicing as an Advocate for a period not less than seven years as on the last date fixed for receipt of online applications.6 (iv) Two character certificates of good character (one from the Principal of the Institution/College in which the candidate has last studied with study details and another from a respectable person not being a relative who is well acquainted with the candidate). (v) Income Tax return, if any, to show the annual income from the profession during the preceding three years. 7) The Public Prosecutor/Assistant Public Prosecutor–cum-Assistant Government Pleader shall submit his/her application through online not later than the date and time fixed for receipt of online applications. If he/she is selected, the candidate is required to obtain “No Objection Certificate” from the Competent Authority to accept his/her appointment, soon after his/her selection is notified and produce the same to the authority competent to appoint him/her to the post to which he/she is selected, before issuance of order of appointment. 8) Candidates claiming reservation under SC/ST and Category-I/II(A)/II(B) shall possess the caste certificate in the format as prescribed by the Government of Karnataka and issued by the Competent Authority, as on the last date fixed for receipt of online applications and produce the same as and when directed by the Selection Committee. 9) Candidates claiming reservation under Ex-servicemen category shall possess the certificate of release or discharge from military service, as on the last date fixed for receipt of online applications and produce the same as and when directed by the Selection Committee. 10) Candidates claiming reservation under Rural category should have studied from 1st standard to 10th standard in rural areas. The candidate shall possess the Rural Study Certificate in the format as prescribed by the Government of Karnataka in its Order No.DPAR 96 SRR 2005 dated 10.08.2005, duly attested by the Head Master of the School and countersigned by the concerned Block Education Officer (BEO), as on the last date fixed for receipt of online applications and produce the same as and when directed by the Selection Committee. 11) Candidates claiming reservation under Person with benchmark disability category shall possess the Certificate issued by the Competent Authority as on the last date fixed for receipt of online applications and produce the same as and when directed by the Selection Committee. 12) Candidates called for document verification at the time of viva-voce shall furnish all the relevant original certificates along with three sets of self-attested copies i.e., SSLC or any equivalent certificate in support of their Date of Birth, Marks Cards and Convocation Certificates of Degree and Law Degree, Caste Certificate, Certificates for having claimed reservation under Rural/Ex–servicemen/Person with benchmark disability category, etc., for verification.R.N.I.
