The amendment hereby made shall be deemed to have come into force on and from 1st August 2000. AMENDMENT In the said Regulations, in Annexure V, in rule 1 to sub-rule (a), the following provisos shall be added, namely:— “Provided that no person shall be appointed to the post of Assistant by the methods specified in column (1) of the Table below, unless he possesses the qualifications specified in the corresponding entries in column (2) thereof:— THE TABLE Method of appointment Qualifications (1) (2) (1) Direct recruitment Must hold a degree (2) Promotion from the posts of (i) Must hold a degree Typist and Telephone Operator in the Commission’s Office. (ii) Must have rendered service for a period of not less than two years as Typist or five years as Telephone Operator, as the case may be, in the Commission’s Office. (3) Recruitment by transfer from the (i) must hold a degree posts of Record Assistant, Record Clerk, Driver and Office Assistant in the Commission’s (ii) Must have rendered service for a period of Office. not less than five years in the respective posts in the Commission’s Office. Provided further that eighty percent of the vacancies shall be filled up by direct recruitment, fifteen percent of the vacancies shall be filled up by promotion from the categories of Typist and Telephone Operator and the remaining five per cent of the vacancies shall be filled up by recruitment by transfer from the posts of Record Assistant, Record Clerk, Driver and Office Assistant in the Commission’s Office: Provided also that if sufficient number of qualified and suitable persons are not available for appointment by promotion or by recruitment by transfer, the unfilled vacancies shall be filled up by direct recruitment”.
