[G.O. Ms. No. 333, Home (Cinema), 1st July 2025, ஆனி 17, விசுவாாவாசு, திருவாள்ளுவார் ஆண்டு-2056.] No. SRO A-20/ 2025.—In exercise of the powers conferred by Section 10 of the Tamil Nadu Cinemas (Regulation) Act, 1955 (Tamil Nadu Act IX of 1955), the Governor of Tamil Nadu hereby makes the following amendments to the Tamil Nadu Cinemas (Regulation) Rules, 1957. Amendments. In the said Rules,─ (1) in rule 11, in sub-rule (1), in clause (a), the expression “on the strength of a Certificate of Training in Form H issued by the Department of Employment and Training” shall be omitted; (2) in Form G, for the conditions prescribed under the heading “Sixth and Seventh Pages of Booklet”, the following Conditions shall be substituted, namely:- “Conditions:- (i) The licence holder shall be fully aware of his duties and responsibilities prescribed under these Rules. He shall be physically and mentally fit to undertake activities including operation and maintenance of projection systems, its associated equipment, maintaining comfortable temperature levels inside auditorium, fire-extinguishers, fire-fighting systems, evacuation of public in emergencies, ability to administer first-aid treatment for shock and injuries. He shall demonstrate proficiency in the above skills to the Inspecting Office during the cinema inspections. Any incompetency identified and duly reported by the Inspecting Officer shall render the licence liable to suspension or cancellation. (ii) The licence is valid for five years and shall be renewed at the interval of five years or until the licensee attains the age of 70 years, whichever is earlier. (iii) The licence holder shall send intimation to the Chief Electrical Inspector to Government and to the jurisdiction Electrical Inspector, whenever he proceeds on leave, resigns or accepts new appointment. (iv) The application for renewal shall be submitted online through the portal of Electrical Inspectorate Department or directly to the Chief Electrical Inspector to Government till such time the online process is enabled. (v) The application for renewal of licence shall be made atleast three months prior to the date of expiry of the licence along with a fee of Rs.250/- (Rupees two hundred and fifty only) remitted into a Government Treasury through online to the credit of the Government under the head of account (0043 00 103 AA 21672): Provided that for the application for renewal made belatedly but received within the date of expiry of the licence, a penalty of Rs.50/- (Rupees fifty only) for each month or part thereof, shall be paid by the applicant in the said head of account, along with the application fee. (vi) Application for renewal received after the expiry of the licence shall be treated as new application, attracting a fee of Rs.500/- (Rupees five hundred only) remitted online to the credit of the Government under the said head of account (0043 00 103 AA 21672). (vii) Documents required for renewal of licence.─ (a) The original licence to be renewed if applicable; (b) Two passport-size photographs of the applicant (5 cm x 7.5 cm) taken within three months before the date of application or digital photograph of required resolution; (c) The specimen signature of the applicant; (d) Proof of permanent and present addresses. (viii) The licence shall be produced before the Electrical Inspector or any of the Inspecting Officer whenever demanded”;July 30, 2025] TAMIL NADU GOVERNMENT GAZETTE 49 (3) in Form H, under the sub-heading “Qualification and eligibility of candidates for undergoing the training”, for the expression “Age: Minimum 21 years and not above 35 years” the expression “Age: Minimum 21 years and not above 70 years” shall be substituted; (4) in APPENDIX-II, for the Regulations for the Issue of Digital Projection Technician Licence, the following Regulations shall be substituted, namely:- “Regulations for the Issue of Digital Projection Technician Licence (See rule 11) 1. Application for licence.─ (i) Applicant must possess either a certificate of training in Form H issued by the Department of Employment and Training or relevant qualification and experience outlined in regulations 3 and 4 of this APPENDIX; (ii) The application shall be submitted online through the portal of Electrical Inspectorate Department or directly to the Chief Electrical Inspector till such time the online process is enabled; (iii) A fee of Rs.500/- (Rupees five hundred only) shall be remitted online into the Government Treasury under the head of account “0043 00 103 AA 21672” with the copy of e-challan receipt enclosed; (iv) Documents required for issuance of licence:- (a) The original Certificate of Training in Form H issued by the Department of Employment and Training (or) 8th passed with Experience certificate (or) relevant Industrial Training Institute (ITI) with Experience certificate (or) Diploma with Experience certificate (or) Engineering Degree certificates (or) Cinema Operator licence with Experience certificate as per regulations 3 and 4 of this APPENDIX; (b) Two passport-size photographs (5 cm x 7.5 cm) taken within three months before the date of application or digital photograph of required resolution; (c) The specimen signature of the applicant; (d) Proof of permanent and present addresses. (copy of address proof should be uploaded (or) enclosed) 2. Validity and renewal of licence.─ (i) Licence shall be issued by the Chief Electrical Inspector to Government upon verification of submitted details; (ii) The licence is valid for five years and shall be renewed at the interval of five years or until the licensee attains the age of 70 years, whichever is earlier; (iii) The application for renewal shall be submitted online through the portal of Electrical Inspectorate Department or directly to the Chief Electrical Inspector to Government till such time the online process is enabled; (iv) The application for renewal of licence shall be made atleast three months prior to the date of expiry of the licence along with a fee of Rs.250/- (Rupees two hundred and fifty only) remitted into a Government Treasury through online to the credit of the Government under the head of account (0043 00 103 AA 21672): Provided that for the application for renewal made belatedly but received within the date of expiry of the licence, a penalty of Rs.50/- (Rupees fifty only) for each month or part thereof, shall be paid by the applicant in the said head of account, along with the application fee; (v) Application for renewal received after the expiry of the licence shall be treated as new application, attracting a fee of Rs.500/- (Rupees five hundred only) remitted online to the credit of the Government under the said head of account (0043 00 103 AA 21672). 3. Transitional provisions for the existing licence holders.─ (i) Holders of existing Cinema Operator’s Licence who have not completed the age of 70 years and with at least one year of experience in digital projection as on the application date shall apply for a Digital Projection Technician Licence within six months from the date of publication of this notification; (ii) Applications submitted after the six-months time limit mentioned in clause (i) shall not be considered; (iii) Training is exempted based on hands-on experience gained for the holders of existing cinema operator’s licence; (iv) The applicant shall remit a fee of Rs.250/- (Rupees two hundred and fifty only) online into the Government Treasury under the head of account “0043 00 103 AA 21672” and upload/enclose the copy of e-challan receipt.50 TAMIL NADU GOVERNMENT GAZETTE [Part III-Sec.1(a) 4. Qualification and Experience for issuing a new Digital Projection Technician Licence.─ (i) The applicant must have passed 8th standard and must have accrued ten years of full time experience in the field of film and digital projection, fire-fighting, basic knowledge on electricity, resuscitation of persons suffering from electric shock, installation wiring, Uninterruptible Power Supply (UPS), electronic equipment, computers, Air conditioning equipment, evacuation of public during emergencies, in a licensed cinema theatre under the supervision of a licensed Digital Projection Technician/ Operator; (or) (ii) The applicant must have passed 10th standard and must have obtained a certificate of training in Form H from the Department of Employment and Training for having undergone a short term training course in the subject of film and digital projection, fire-fighting, basic knowledge on electricity, resuscitation of persons suffering from electric shock, installation wiring, Uninterruptible Power Supply (UPS), electronic equipment, computers, Air conditioning equipment, evacuation of public during emergencies; (or) (iii) The applicant must hold Industrial Training Institute (ITI) certificate from recognized institutions of National Council for Vocational Training (NCVT) or State Council for Vocational Training (SCVT) in Electrician (or) Instrument Mechanic (or) Information Communication Technology System Maintenance (or) Information Technology (or) Electronics Mechanic (or) Refrigeration and Air conditioning Technician (or) Technician Power Electronics Systems and must have completed a six months full time practical experience in film and digital projection, fire-fighting, basic knowledge on electricity, resuscitation of persons suffering from electric shock, installation wiring, Uninterruptible Power Supply (UPS), electronic equipment, computers, Air conditioning equipment, evacuation of public during emergencies, etc., in a licensed cinema theatre under the supervision of a licensed Digital Projection Technician/ Operator; (or) (iv) The applicant must hold three-Year Diploma certificate from a recognized University (or) Institute (or) Board in Electrical and Electronics Engineering (or) Electronics and Communication Engineering (or) Instrumentation and Control Engineering (or) Information Technology (or) Electronics (or) Computer Engineering (or) Computer Networking (or) Communication and Computer Networking (or) Refrigeration and Air Conditioning (or) Computer Engineering and Internet Of Things (IOT) (or) Electrical Engineering and Electric Vehicle Technology and must have completed a six months full time practical experience in film and digital projection, fire-fighting, basic knowledge on electricity, resuscitation of persons suffering from electric shock, installation wiring, Uninterruptible Power Supply (UPS), electronic equipment, computers, Air conditioning equipment, evacuation of public during emergencies, etc., in a licensed cinema theatre under the supervision of a licensed Digital Projection Technician/ Operator; (or) (v) The applicant must hold Bachelor of Engineering or Bachelor of Technology in Electrical and Electronics Engineering (or) Electronics and Instrumentation Engineering (or) Instrumentation and Control Engineering (or) Electronics and Communication Engineering (or) Computer Science and Engineering (or) Information Technology (or) Computer and Communication Engineering (or) Electronics and Tele Communication Engineering (or) Computer Science and Business Systems (or) Computer Science and Design from a recognized University (or) Institute; (vi) Applicants who possess the qualifications under clauses (i), (iii) and (iv) above must register with the Chief Electrical Inspector to Government before beginning their full time experience through the respective owner or authorised person of the cinema theatre. Full time experience without prior registration will not be recognised for the issue of licence: Provided that Applicants who possess the qualifications under clauses (i), (iii) and (iv) above, as the case may be, as on the date of this notification, can apply directly for a new licence. Such applicants must provide an experience certificate as outlined in clause (vii) below and valid proof of employment; (vii) Upon successful completion of the full time experience, applicants must obtain certificate from the cinema theatre owner or his authorised person which shall also bear the signature and details of the licensed Digital Projection Technician / Operator who supervised the full time experience; (viii) Applicants who possess the qualifications under clause (v) above can apply directly for a new licence. 5. A candidate who has undergone the training conducted by the Department of Employment and Training, but has not obtained a licence from the Chief Electrical Inspector to Government within a period of three years from the date of issue of the Certificate of Training shall not be eligible for a Digital Projection Technician’s licence unless he completes the training course for Digital Projection Technician conducted by the Department of Employment and Training again. 6. The Digital Projection Technician shall report to the Chief Electrical Inspector to Government and to the jurisdiction Electrical Inspector whenever he proceeds on leave, resigns or accepts appointment in another cinema theatre. 7. Fees once paid shall not be refunded.July 30, 2025] TAMIL NADU GOVERNMENT GAZETTE 51 8. If the licence is lost, a duplicate of a licence may be granted on payment of a fee of Rs.250/- (Rupees two hundred and fifty only) remitted online to the credit of the Government under the head of account (0043 00 103 AA 21672) and enclose/upload the e-chalan along with the copy of police complaint made (in case of Digital Projection Technician Licence was lost or mutilated or defaced or damaged). 9. (i) The Digital Projection Technician licence holder must fully aware of his duties and responsibilities prescribed under the provisions of the Tamil Nadu Cinemas (Regulation) Rules, 1957. (ii) He shall be physically and mentally fit to undertake activities including operation and maintenance of projection system, its associated equipments, maintaining comfort level temperature inside auditorium, fire-extinguishers, fire-fighting systems, evacuation of public in emergencies, ability to administer first-aid treatment for shock and injuries. He shall demonstrate proficiency in the above skills to the Inspecting Officer during the cinema inspections. (iii) Any incompetency identified and duly reported by the Inspecting Officer shall render the licence to suspension or cancellation. 10. Digital Projection Technician licence granted to any person under these regulations shall be liable to be withdrawn, suspended or cancelled by giving notice, if, the Digital Projection Technician has not complied with these provisions or if found incapacitated or involved in malpractices or has impersonated. The decision of the Chief Electrical Inspector to Government shall be final in all matter of issue of licences, their renewals, suspension and cancellation. 11. The Government may, by order in writing, exempt, subject to such conditions and restrictions as they may impose, any candidate from all or any of the provisions of the foregoing regulations. 12. Grievances regarding issuance, renewal, or cancellation/ suspension may be lodged through the online portal of the department. 13. The online portal of Electrical Inspectorate shall have a public dashboard to display details of total number of applications received, licences issued, average time taken and fees incurred”.
