LATA WANKHEDE: SHRI RAJESH VERMA: SHRI ARUN BHARTI: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) the details of the progress of infrastructure projects sanctioned for the modernization of Food Corporation of India (FCI) godowns during 2025-2026 in the States of Bihar and Madhya Pradesh; (b) the total number of modern steel silos constructed under the Public-Private Partnership (PPP) model to minimize storage losses in Bihar and Nladhya Pradesh during the last one year; (c) the total capital expenditure allocated and utilized for implementing the Depot Online System in the food storage facilities across Bihar and Madhya Pradesh; (d) whether any delays in land acquisition or environmental clearances have hindered the timely completion of the proposed silo projects in the said States; and (e) the details of the measures being taken by the Government to integrate modern moisture control and automated weighing systems in all State-managed godowns in Bihar and Madhya Pradesh? ANSWER MINISTER OF STATE FOR MINISTRY OF CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA) (a) : in the state of Bihar, Construction ofGodown of 4590 MT at FSDNarayanpur Anant, Muzaffarpur, was sanctioned during FY 2024-2025 under Asset Monetization Scheme. After completion of construction, the godown was taken over by FCI in May-2026.Further, under the Asset monetization scheme, PSD Phulwarisharif (8,120 MT), FSD Mol<ama (2,240 MT) depots have been selected for Asset Monetization and are currently under consideration. In the state oflVladhya Pradesh, no proposal for the construction of SILOs was undertaken during FY 2025–26. In order to improve the infrastructure of the godowns, several works have been undertaken by FCI which includes replacement of old damaged Bituminous (BT) roads by Cement Concrete (CC) roads,replacement of old damaged Asbestos Cement (AC) sheet roof with pre color coated GI profile roof sheet, upgradation of illumination system and installation of DG Set as power backup at all Food Storage Godowns. The details of the progress of such works sanctioned for the modernization of Food Corporation of India (FCI) godowns during 2025-26 in the state of Bihar and Madhya Pradesh is placed at Annexure-A & Annexure-B respectively. (b): in the state of Bihar, SILOs at 06 locations with capacity 03 LMT are completed and tender awarded for 05 locations with capacity 1.75 LMT during the FY. 2025-26. (Annexure –C) Further, the details of modern steel SILOs constructed under the Public-Private Partnership (PPP) mode in Madhya Pradesh is as under: 1. Damoh (50000MT) 2. (luna (5000C)MT) 3 . Ujjain (75000MT) 4. Dhar (50000MT) (c): The Depot Online System (DOS) was implemented as a Pan-India project in FCI. Hence, the capital expenditure for the project was allocated and utilized at the national level, and no State-wise bifurcation of the allocated or utilized expenditure, including for Bihar and Madhya Pradesh, is available. (d) & (e): Land is acquired by private entities for the construction of Silo as per the tender terms. Under Asset Monetization, FC:1’s owned land parcel is also offered. Data/ information regarding the measures being taken to integrate modern moisture control and automated weighing systems in all state-managed godowns in the States of Bihar and Madhya Pradesh is not compiled/maintained at Central Government level. &####Annexure-A referred to in the reply to Part (a) ofUnstarred Question No. 3998 in the Lok Sabha on 12.08.2026.
