## Report on the Indian Administrative Service Fixation of Cadre Strength Fourth Amendment Regulations, 2025 **1. Executive Summary:** This report analyzes the Indian Administrative Service (IAS) Fixation of Cadre Strength Fourth Amendment Regulations, 2025, as published in the Gazette of India. This amendment modifies the Indian Administrative Service Fixation of Cadre Strength Regulations, 1955, specifically concerning the cadre strength for the state of Punjab. The key change involves a revised structure of Senior Duty Posts within the Punjab government, outlining the number and designation of positions, thus altering the overall cadre distribution. The report details these changes, identifies affected stakeholders, and infers the potential impact of these adjustments on governance and administration in Punjab. **2. Introduction:** This report aims to provide a comprehensive overview of the Indian Administrative Service Fixation of Cadre Strength Fourth Amendment Regulations, 2025, based solely on the information presented in the provided policy text. The analysis focuses on understanding the changes introduced by this amendment, its implications for the Punjab cadre, and its potential impact on various stakeholders. **3. Policy Overview:** * This report concerns an **Amendment** to the Indian Administrative Service Fixation of Cadre Strength Regulations, 1955. * **Core Objective(s):** The primary objective, as inferred from the text, is to revise and update the cadre strength and composition of the Indian Administrative Service (IAS) for the state of Punjab. This involves specifying the number and designation of Senior Duty Posts within the Punjab State Government. **4. Background and Rationale:** As an amendment to the 1955 regulations, the likely reason for this specific amendment is to address potential imbalances or inefficiencies in the existing cadre structure for Punjab. The provided text suggests a need to adjust the allocation of IAS officers across various departments and levels within the state government. This could be driven by factors such as evolving administrative needs, changes in departmental priorities, or a need for optimized resource allocation within the IAS cadre in Punjab. **5. Key Provisions / Changes:** This section focuses specifically on the changes introduced by the 2025 amendment: * **What is being changed:** The amendment directly substitutes the "Punjab" section within the Schedule of the Indian Administrative Service Fixation of Cadre Strength Regulations, 1955. * **What the *new* rule/provision is:** The new rule establishes a detailed list of "Senior Duty Posts under the State Government of Punjab," specifying the designation and number of posts for each. This includes positions such as: * Chief Secretary to the Government (1) * Additional/Special Chief Secretary Agriculture and Farmers welfare cum Financial Commissioner Agriculture and Farmers welfare (1) * Additional Deputy Commissioners/General (23) * Central Deputation Reserve not exceeding 40% of item 1 above (52) * TOTAL AUTHORISED STRENGTH (242) * **Difference/Effect of this Change:** The amendment replaces the previous cadre structure for Punjab with a newly defined structure. This likely reflects a redistribution of IAS officers across different departments, potentially leading to changes in the operational capacity and focus of those departments. The revised list provides a clear and updated overview of the sanctioned IAS positions within the Punjab government. Specifically, the "Total Authorized Strength" is noted to change from 231 to 242. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders directly affected by this amendment are: * IAS officers currently serving or planning to serve in the Punjab cadre. * The Government of Punjab, particularly the departments and positions listed in the amended schedule. * The Department of Personnel and Training (DoPT), responsible for managing the IAS cadre. * Citizens of Punjab, who may experience indirect effects through changes in governance and public service delivery. **7. Implementation Aspects (Inferred):** Based on the text, the following implementation aspects can be inferred: * **Responsible Agency/Bodies:** The Central Government (through the Department of Personnel and Training) is the primary responsible agency, acting in consultation with the Government of Punjab. * **Timelines/Procedures:** The amendment came into force on the date of its publication in the Official Gazette (April 21, 2025). No specific procedures are outlined in the provided text, but it can be assumed that the Department of Personnel and Training (DoPT) will be responsible for implementing the revised cadre structure and ensuring appropriate postings of IAS officers. * **Changes:** The implementation of the change specifically requires that transfers and postings within the Punjab government adhere to the revised distribution of Senior Duty Posts. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of these specific changes introduced by the amendment is to: * Improve the efficiency and effectiveness of the Punjab administration by aligning the cadre strength with current needs and priorities. * Ensure a more balanced distribution of IAS officers across different departments and levels of government. * Provide clarity and transparency regarding the sanctioned positions within the Punjab IAS cadre. * Optimize the utilization of IAS officers' expertise and skills to enhance public service delivery. * Lead to a change in Total Authorized Strength from 231 to 242. **9. Conclusion:** The Indian Administrative Service Fixation of Cadre Strength Fourth Amendment Regulations, 2025, represents a significant update to the cadre structure for the state of Punjab. By revising the distribution of Senior Duty Posts, this amendment aims to improve administrative efficiency, optimize resource allocation, and enhance public service delivery. The changes outlined in the provided text directly affect IAS officers in the Punjab cadre and have potential implications for the overall governance and administration of the state. This amendment is important as it reflects the evolving needs of the Punjab administration and signifies an effort to adapt the IAS cadre to meet these challenges.
