Summary of AC EMU Rake Manufacturing for Mumbai Suburban Railway
Overview
The Union Minister for Railways, Shri Ashwini Vaishnaw, has announced that the Ministry of Railways is prioritizing the production of 238 Air-Conditioned (AC) EMU rakes. This initiative is designed to ensure the timely availability of rolling stock to coincide with infrastructure developments under the Mumbai Urban Transport Project (MUTP).
Production Distribution and Specifications
The manufacturing of the 238 rakes will be distributed across three major production units based on an indicative programme:
Integral Coach Factory (ICF), Chennai: 120 rakes
Rail Coach Factory (RCF), Kapurthala: 71 rakes
Modern Coach Factory (MCF), Raebareli: 47 rakes
To facilitate expeditious manufacturing and supply, the Railway Board has approved procurement based on existing and proven Research Designs and Standards Organisation (RDSO) and ICF specifications.
Timeline and Objectives
The project aims to bridge the gap between infrastructure commissioning and rolling stock induction. The planned timeline is as follows:
Commencement of Supply: 2027
Project Completion: 2030
By delivering the first trainsets in 2027 and completing the full requirement by 2030, the Ministry intends to enable optimum utilization of the newly commissioned infrastructure.
Mumbai Urban Transport Project (MUTP): The infrastructure initiative under which the manufacturing and induction of 238 AC EMU rakes have been prioritized.
Mumbai Suburban Railway: The specific railway network where the newly manufactured air-conditioned rakes will be deployed.
Railway Board: The approving authority for the procurement and manufacturing of the sanctioned AC EMU rakes.
Integral Coach Factory (ICF): The lead production unit responsible for manufacturing the largest portion (120) of the sanctioned AC EMU rakes.

Union Minister for Railways, Shri Ashwini Vaishnaw, has informed that the Ministry of Railways has
prioritised the manufacturing of 238 AC EMU rakes through its Production Units, Integral Coach Factory
(ICF), Chennai, Rail Coach Factory (RCF), Kapurthala, and Modern Coach Factory (MCF), Raebareli.
The step has been taken to ensure the timely availability of rolling stock in line with the commissioning of
infrastructure under the Mumbai Urban Transport Project (MUTP).
An indicative production programme provides for 120 AC EMU rakes through ICF, 71 rakes through RCF
and 47 rakes through MCF, taking the total to 238 rakes. Indian Railways’ Production Units have proven
capability in manufacturing modern passenger rolling stock, including Air-Conditioned EMUs, Vande
Bharat trainsets and Vande Metro trainsets. The Railway Board has approved procurement of the
sanctioned AC EMU rakes on existing and proven RDSO/ICF specifications, facilitating expeditious
manufacturing and supply of the rolling stock.
The supply is planned to commence from 2027, with the entire sanctioned quantity scheduled for
completion by 2030. The availability of the first trainsets during 2027, followed by completion of the
entire requirement by 2030, will help bridge the gap between infrastructure commissioning and rolling
stock induction and enable optimum utilisation of the infrastructure.
