## Report on the Indian Forest Service Fixation of Cadre Strength Amendment Regulations, 2022 **1. Executive Summary:** This report analyzes the Indian Forest Service Fixation of Cadre Strength Amendment Regulations, 2022, as published in the Gazette of India. This amendment modifies the 1966 regulations concerning the cadre strength of the Indian Forest Service (IFS). The primary change involves revisions to the allocation of Senior Duty Posts within Arunachal Pradesh, Goa, Mizoram, Union Territories, Dadra Nagar Haveli, Daman Diu, National Capital Territory of Delhi, Puducherry, Lakshadweep, Chandigarh Administration and the JK of Administration. This report provides an overview of the amendment, its rationale, specific changes, affected stakeholders, inferred implementation aspects, and expected outcomes. **2. Introduction:** The purpose of this report is to provide an informative overview of the Indian Forest Service Fixation of Cadre Strength Amendment Regulations, 2022, based solely on the published text. This analysis focuses on the changes introduced by the amendment, their potential impact, and relevant implementation aspects, as inferred from the document. **3. Policy Overview:** * **Original Policy:** Indian Forest Service Fixation of Cadre Strength Regulations, 1966. * **Core Objective(s):** The amendment aims to revise and update the cadre strength allocation for the Indian Forest Service across various administrative regions. This includes specifying the number of Senior Duty Posts available under the Governments of Arunachal Pradesh, Goa, Mizoram, Union Territories, Andaman Nicobar Administration, Dadra Nagar Haveli, Daman Diu, National Capital Territory of Delhi, Pudducherry, Lakshadweep, Chandigarh Administration, JK of Administration and Ladakh Administration. The amendment also outlines provisions for Central Deputation Reserve, State Deputation Reserve, Training Reserve, Leave Reserve and Junior Posts Reserve, and positions filled by promotion/direct recruitment. **4. Background and Rationale:** This amendment appears to be driven by a need to adjust the allocation of IFS officers based on evolving administrative needs, reorganization (as evidenced by the reference to the Jammu and Kashmir Reorganisation Act, 2019), and potentially changes in forest management priorities within the specified states and union territories. The removal of entries relating to "JAMMU KASHMIR" and the inclusion of "Post under the JK of Administration" and "Posts under the Ladakh Administration" suggests a direct response to administrative restructuring in the region. **5. Key Provisions / Changes:** The core of this amendment lies in the revised Schedule detailing the distribution of Senior Duty Posts. The amendment: * Substitutes the heading "ARUNACHAL PRADESH, GOA, MIZORAM AND UNION TERRITORIES and the entries relating thereto" with a new listing of Senior Duty Posts for each of the aforementioned regions, as well as Andaman Nicobar Administration, Dadra Nagar Haveli, Daman Diu, National Capital Territory of Delhi, Pudducherry, Lakshadweep, Chandigarh Administration, JK of Administration and Ladakh Administration. * Specifies the number and designation of Senior Duty Posts within each region, covering roles such as Principal Chief Conservator of Forests, Chief Conservator of Forests, Conservator of Forests, and Deputy Conservator of Forests, with specific functional responsibilities (e.g., Wildlife, Planning, Territorial). * Removes the heading JAMMU KASHMIR and entries relating thereto. This indicates that the existing cadre strength allocation for the erstwhile state of Jammu and Kashmir is being replaced. The *effect* of these changes is a re-allocation of IFS officer positions across these administrative regions, potentially reflecting changes in governance structures, forest management priorities, or staffing requirements. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders directly affected by this amendment include: * Indian Forest Service officers currently serving or potentially being assigned to the specified states and union territories. * The Governments of Arunachal Pradesh, Goa, Mizoram, Andaman Nicobar Administration, Dadra Nagar Haveli, Daman Diu, National Capital Territory of Delhi, Pudducherry, Lakshadweep, Chandigarh Administration, JK of Administration and Ladakh Administration responsible for forest management and administration. * The Department of Personnel and Training (DoPT), which oversees the IFS cadre management. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Department of Personnel and Training (DoPT) is the primary responsible body for implementing this amendment, as indicated by the notification. The respective state and union territory governments will also play a crucial role in implementing the revised cadre allocation. * **Timelines/Procedures:** The amendment is deemed to have come into force on the 7th day of January, 2021. However, the text does not specify any concrete procedures for transitioning to the new cadre allocations. It can be assumed that the DoPT will issue further guidelines or instructions to facilitate the implementation process. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of these specific changes is to: * Align the IFS cadre strength with the current administrative and functional needs of each state and union territory. * Ensure an appropriate distribution of officers across different regions and specializations (e.g., wildlife management, territorial forestry, planning). * Facilitate effective forest governance and conservation efforts by providing adequate staffing levels. * Accommodate the restructuring of Jammu and Kashmir. * Clarify reporting structures and promote efficient administration. **9. Conclusion:** The Indian Forest Service Fixation of Cadre Strength Amendment Regulations, 2022, represents a significant update to the IFS cadre allocation across several states and union territories. The revised Schedule details the distribution of Senior Duty Posts, reflecting adjustments in administrative needs and forest management priorities. The amendment is expected to impact IFS officers, state and union territory governments, and the overall governance of forests in these regions.
