L.-33004/99 सी.जी.-डी.एल.-अ.-25112023-250269 CG-DxLx-xEG-I2D5H1x1x2x0 23-250269 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 679] नई दिल्ली, बृहस्ट्पजतिार, निम्ब र 23, 2023/अग्रहायण 2, 1945 No. 679] NEW DELHI, THURSDAY, NOVEMBER 23, 2023/AGRAHAYANA 2, 1945 कार्मकि , लोक जिकायत तथा पिें न मत्रं ालय (कार्मिक और प्रजिक्षण जिभाग) अजधसचू ना नई दिल्ली, 23 निम् बर, 2023 सा.का.जन. 862(अ).—केन्‍द रीय सरकार, अजखल भारतीय सेिा अजधजनयम, 1951 (1951 का 61) की धारा 3 की उप-धारा (1) द्वारा प्रित्त िजियों का प्रयोग करते हुए और भारतीय िन सेिा (पररजिक्षक अंजतम परीक्षा) जिजनयम, 2016 उन बातों के जसिाय अजधक्ांत करते हुए, जिन्‍द ह ें ऐसे अजधक्मण से पूिि दकया गया ह ै या करने का लोप दकया गया ह,ै संबंजधत राज्य सरकारों के साथ परामि िके पश् चात्, जनम्नजलजखत जनयम बनाती ह,ै अथाित् :- 1. सजं क्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप् त नाम भारतीय िन सेिा (पररिीक्षाधीन प्रजिक्षण और मल्ू यांकन) जनयम, 2023 ह।ै (2) य ेरािपत्र म ेंउनके प्रकािन की तारीख को प्रिृत् त होंगे। 2. पररभाषाएं – (1) इन जनयमों म,ें िब तक दक सिं भ िस ेअन्‍दयथा अपजे क्षत न हो, - क. “अकािमी” स ेइंदिरा गााँधी राष्ट्रीय िन अकािमी अजभप्रेत ह;ै ख. “अकािमी पररषि” से जनयम 9 के अधीन गरित अकािमी पररषि ्अजभप्रते ह;ै ग. “जनिेिक” स ेअकािमी का जनििे क अजभप्रेत ह;ै 7326 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] घ. “आतंररक जनधारि ण” से पररजिक्षाधीन व्यजियों का सामान्‍दय अनुिासन और उनके व्यजित्ि के आधार पर अकािमी द्वारा दकये िान े िाला जनधािरण अजभप्रेत ह;ै और ङ. “अनुसूची” से इन जनयमों स ेसंलग्न अनुसची अजभप्रेत ह।ै (2) ऐसे िब्ि और अजभव्यजियां, जिनका इन जनयमों में प्रयोग हुआ ह ै और उनको पररभाजषत नहीं दकया गया ह ै ककंतु उन्‍दह ें भारतीय िन सेिा (पररिीक्षा), जनयम, 1968 में पररभाजषत दकया गया ह,ै का िही अथ ि होगा िो उनका उि जनयमों में ह।ै 3. प्रजिक्षण रूपजिधान, जिषय-िस्ट्त ु और पाठ्यक्म– (1) अकािमी में दिए िाने िाले प्रजिक्षण का रूपजिधान और उसकी जिषय-िस्ट्तु जनम्नजलजखत होगी, अथाित् : - चरण अिजध जिषय-िस्ट्त ु Iक तेरह महीन े अनुसूची में यथा जिजनर्ििष्ट अकािमी के पाठ्यक्म घटक Iख चार महीने काडर राज्यों और संघ-राज्य क्षत्रे ों में इंटनिजिप आन -िी -िॉब रेननंग के िौरान अनुसूची में यथा जिजनर्ििष्ट पाठ्यक्म घटक II तीन महीने अनुसूची में यथा जिजनर्ििष्ट अकािमी के पाठ्यक्म घटक योग बीस महीन े (2) प्रजिक्षण के पाठ्यक्म ढांचे में मुख्य पाठ्यक्म, िैकजल्पक पाठ्यक्म, इंटनिजिप पररयोिनाएं या स्ट्ितंत्र अध्ययन के पाठ्यक्म और अनुसूची के भाग I म ें जिजहत जिषय क्षेत्रों म ें ररपोटि कायि िाजमल होंगे, और साथ ही उसमें तत्स्ट् थानी समनुिेिन के अंक िर्णित होंगे; परंतु यह दक अकािमी पररषि समूह क, ख और ग में जिषय क्षत्रे ों के बीच अंकों के जितरण को उपांतररत कर सकती ह,ै िो एक समूह म ें अजधकतम बीस प्रजतित और एक से अजधक समूहों के बीच िस प्रजतित तक हो सकता है, जिससे दक यह सुजनजित हो सके दक प्रत् येक समूह के जलए अजधमान की सीमा इन समूहों के सकल के पच्चीस प्रजतित से लेकर चालीस प्रजतित तक रह।े (3) पूिि-व्यिजस्ट्थत जिषय क्षत्रे ों में जिषयों और प्रकरणों की व्यापक सूची के साथ मुख्य पाठ्यक्म और जिषय क्षेत्रों या अध्ययन से संबंजधत क्षेत्रों म ें िकै जल्पक पाठ्यक्मों और पररयोिनाओं या स्ट्ितंत्र अध्ययन के पाठ्यक्मों का आबंटन उसी प्रकार जिजनर्ििष्ट दकया िाएगा और इसके साथ प्रजिक्षण के चरणों के िौरान इस प्रकार व् यौहार दकया िाएगा िैस े क्म और रीजत में जनिेिक अकािमी पररषि ्की जसफाररिों के द्वारा अिधाररत करे। (4) पाठ्यक्मों में जिस्ट्तृत पाठ्य-सामग्री, जिषय-िस्ट्तु और इनपुट िही होंगे िो प्रजिक्षण कायिक्म के प्रारंभ में प्रत्येक बैच के जलए जनिेिक द्वारा अिधाररत दकए िाएं। (5) प्रजिक्षण इनपुट और संयोिन में सैद्ांजतक और व्यािहाररक अध्ययन, अभ्यास, व्यािहाररक जिक्षण, पयिटन, भ्रमण, इंटनिजिप या जिजहत जिषय क्षत्रे ों से संबंजधत अजभरुजचयां िाजमल होंगी और इन्‍दह ें मुख्य पाठ्यक्मों, िैकजल्पक पाठ्यक्मों और पररयोिनाओं या स्ट्ितंत्र अध्ययन के पाठ्यक्म या अन्‍दय समान िैक्षजणक या प्रजिक्षण मॉड्यूल के अधीन पूरा दकया िाएगा िैसा अकािमी पररषि ्की जसफाररि पर जनिेिक द्वारा अिधाररत दकया िाए। (6) अभ्यास, पयिटन और भ्रमण उसी तरह से होंग ेिैसा दक अनुसूची के भाग 2 में जिजनर्ििष्ट दकया िाए। (7) अध्ययन-अध्यापन दक्याकलापों में कक्षा और प्रयोगिाला सत्र, समुनिेिन और अजभरूजचयां, अभ्यास, पयिटन और भ्रमण आयगें े िो दक अध्ययन सम्बन्‍दधी उन जिजभन्न साधनों का प्रयोग करके दकये िायेंगे जिन्‍द हें प्रजिक्षण कायिक्म के प्रारम्भ में प्रत्येक बैच के जलए जनिेिक के द्वारा अिधाररत दकया िाए। 4. अहति ा-जिषय और कौिल.-प्रत्यके पररिीक्षाधीन व् यजि स,े अनुसूची के भाग 3 में उजल्लजखत जिषयों और कौिल में िक्षता के ऐसे मानक अजभप्राप् त करना अपेजक्षत होगा। 5. मल्ू य ाकं न- (1) प्रत्येक पररिीक्षाधीन व् यजि का मूल् यांकन प्रजिक्षण के िौरान, इन जनयमों के अधीन जनम्नजलजखत सजहत जनधािरण की जिजभन्न पद्जतयों के माध्यम स ेदकया िाएगा :-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (क) जलजखत और व्यािहाररक परीक्षाएं; (ख) समनुिेिन और पररयोिना कायि; (ग) अभ्यास, कौिल, पयिटन और भ्रमण; (घ) अहति ा परीक्षण; और (ड.) आंतररक जनधािरण (2) उप-जनयम (1) के अधीन जनधािरण, अकािमी या अन्‍दय स्ट्थानों पर और ऐसी रीजत म ें दकया िाएगा िो जनििे क द्वारा उजचत समझी िाए। (3) जिजभन्न जनधािरण संचाजलत करन े का कायिक्म जनिेिक द्वारा जनयत दकया िाएगा। (4) अंकों के जनबंधनों के अनुसार प्रिििन का अंजतम जनधािरण जनम्न प्रकार से होगा: क्.स.ं मल्ू य ाकं न की मि अजधकतम अकं 1 (क) जनयम 3 में जिजहत और अनुसूची के भाग 1 और भाग 2 में उजल्लजखत जिषय क्षेत्रों म ें 1300 मुख्य पाठ्यक्म और अभ्यास, पयिटन और भ्रमण (ख) स्ट्ितंत्र अध्ययन की पररयोिनाएं या पाठ्यक्म, िैकजल्पक पाठ्यक्म और ऑन-िॉब- 400 रेननंग ररपोटि उप-योग 1700 2 आंतररक जनधािरण 300 3 कुल 2000 4 अहति ा परीक्षण 75 6. आतं ररक जनधारि ण - (1) चरण 1क और 2 म ें प्रजिक्षण के िौरान सामान्‍दय अनुिासन और व्यजित्ि जिकास के आधार पर अकािमी द्वारा अजधकतम िो सौ पचास अंक का आंतररक जनधािरण दकया िाएगा और उनका मल्ू यांकन अकािमी द्वारा अिधाररत मानकों के अनुसार दकया िाएगा। (2) प्रजिक्षण के चरण Iख के िौरान सामान्‍दय अनुिासन और व्यजित्ि जिकास पर पचास अकं ों का आंतररक जनधािरण उनके संबंजधत काडर राज्यों या संघ राज्य क्षेत्रों में संबद् अजभजहत प्राजधकारी द्वारा दिया िाएगा। 7. प्रजिक्षण कायक्ि म, अन्‍दय प्रजिक्षणों और पाठ्यक्मों आदि म ें उपजस्ट्थजत- प्रत्येक पररिीक्षाधीन व् यजि को प्रजिक्षण कायिक्म के सभी घटकों और इन जनयमों के अधीन जिजनर्ििष्ट मूल्यांकन के जलए सभी जनधािरण परीक्षणों और परीक्षाओं म ें भाग लने ा होगा और ऐसे अन्‍दय गरै - मल्ू यांकन प्रजिक्षण मिों या पाठ्यक्मों या संगिनों और संस्ट्थानों के साथ अजभरूजचयों में भी भाग लेना होगा, िैसा जनिेिक द्वारा जनणिय जलया िाए। 8. जनधारि ण या परीक्षाओं म ेंमल्ू य ाकं न के जलए न्‍दयनू तम उत्तीण िमानक और अहति ा परीक्षण के जलए मानक- (1) जनयम 5 के अधीन जिजहत मल्ू यांकन में, प्रत्येक पररिीक्षाधीन व् यजि को अध्ययन, अभ्यास और पयटि न के पाठ्यक्मों में जनधािरण या जलजखत और व्यािहाररक परीक्षाओं म ेंन्‍दयूनतम पचास प्रजतित अंक अजभप्राप् त करन े होंगे। (2) जनयम 4 के अधीन अहति ा परीक्षणों के जलए, पररिीक्षाधीन व् यजि को प्रिीणता के ऐसे मानक प्राप्त करने की आिश्यकता होगी िैसा अकािमी के जनिेिक अिधाररत करें। 9. अकािमी पररषि - (1) अकािमी पररषि इन जनयमों के अधीन अिधाररत पररिीक्षाधीन व् यजियों के प्रजिक्षण का संचालन करेगी और उच्च मानकों को सुजनजित करने के जलए मॉनीटरी, पनु र्ििलोकन, अद्यतन और सुधार कायि करेगी। (2) अकािमी पररषि में जनम्नजलजखत सिस्ट्य होंगे, अथाित ् :-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1 जनिेिक, इंदिरा गांधी राष्ट्रीय िन अकािमी - अध्यक्ष; 2 अपर महाजनिेिक िन, पयाििरण, िन एि ं िलिाय ु पररितिन मंत्रालय, सिस्ट्य भारत सरकार 3 अपर जनिेिक, इंदिरा गांधी राष्ट्रीय िन अकािमी सिस्ट्य; 4 इंदिरा गांधी राष्‍टर ीय िन अकािमी के तीन संकाय के सिस्ट् य, जनम्न ानुसार सिस्ट्य; ह:ैं प्रोफेसर (प्रभारी, सेिाकालीन प्रजिक्षण), अपर प्रोफेसर एि ंपरीक्षा जनयत्रं क, सहायक प्रोफेसर, जिसे जनिेिक के द्वारा नामजनिेजित, 5 जनिेिक, िाजनकी जिक्षा जनिेिालय, िेहरािनू सिस्ट्य; 6 संयुि सजचि (प्रजिक्षण), कार्मकि एिं प्रजिक्षण जिभाग, भारत सरकार सिस्ट्य; 7 िन महाजनरीक्षक/संयुि सजचि, भारतीय िन सेिा प्रभाग, पयाििरण, िन सिस्ट्य; और िलिायु पररितिन मंत्रालय, भारत सरकार 8 महाजनिेिक, भारतीय िाजनकी अनुसंधान और जिक्षा पररषि या सिस्ट्य; महाजनिेिक, भारतीय िाजनकी अनुसंधान और जिक्षा पररषि द्वारा नामजनर्ििष्‍ट ट एक अजधकारी, िो उप-महाजनिेिक के नीचे की पंजि का न हो, 9 जनिेिक, भारतीय िन्‍दयिीि संस्ट्थान या जनििे क, भारतीय िन्‍दयिीि सिस्ट्य; संस्ट्थान द्वारा नामजनर्ििष्‍ट ट एक अजधकारी िो िैज्ञाजनक 'एफ' पंजि स े नीच े का न हो- 10 महाजनिेिक, भारतीय िन सिक्षे ण या महाजनिेिक, भारतीय िन सिेक्षण सिस्ट्य; द्वारा नामजनर्ििष्‍ट ट एक अजधकारी िो संयिु जनिेिक की पंजि से नीच े का न हो; 11 जनिेिक, भारतीय िन प्रबंधन संस्ट्थान या जनििे क, भारतीय िन प्रबंधन सिस्ट्य; संस्ट्थान द्वारा नामजनर्ििष्‍ट ट एक अजधकारी िो प्रोफेसर की पंजि से का न हो 12 जनिेिक, इंदिरा गांधी राष्ट्रीय िन अकािमी द्वारा नामजनर्ििष्‍टट सिस्ट्य सिस्ट्य; और उच्चतर जिक्षा या प्रजिक्षण के क्षेत्र में कायिक्मों का संचलन करने िाल े अग्रणी संस्ट्थानों या संगिनों के या सरकारी या गैर-सरकारी सेक्ट र म ें िाजनकी,िन्‍दय-िीिन, प्राकृजतक संसाधन प्रबंधन, पयाििरण संरक्षण, प्रिासन या अन्‍दय सुसंगत क्षेत्रों में संलग्न संगिनों से तीन ज्य ेष्‍टि संकाय सिस्ट् याजधकारी; िाजनकी, िन्‍दय िीिन, प्राकृजतक संसाधन प्रबंधन, पयाििरण, प्रिासन या संसुगत क्षेत्रों स ेिो प्रजतजित व्यजि। प्रधान मुख्य िन संरक्षक और राज्य या संघ राज्य क्षेत्रों के िन बल के प्रमुख या जनिेिक, इंदिरा गांधी राष्ट्रीय िन अकािमी द्वारा रोटेिन के आधार पर नामजनर्ििष्‍ट ट उनके प्रजतजनजध 13 प्रोफेसर (जिक्षाजिि), इंदिरा गांधी राष्ट्रीय िन अकािमी सिस्ट्य-सजचि (3) अकािमी पररषि के कायों म ेंजनम्नजलजखत िाजमल होंगे, अथाति ् : - (i) प्रत्येक बैच के जलए प्रजिक्षण कायिक्म को जनम्नानुसार संचाजलत, जिजनयजमत और मागििर्िित करना :[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (क) जनयम 3 के अधीन और अनुसूची के भाग 1 म ें उजल्लजखत जिषय क्षेत्रों के अधीन जिषयों और प्रकरणों की सूची के साथ पाठ्यक्मों का अिधारण करना; (ख) प्रजिक्षण कायिक्म के चरण 1क और चरण 2 के िौरान जनबंधनों की संख्या और अिजध और पाठ्यक्मों की अिजध-िार अनुसूची के साथ पाठ्यक्म ढांचे की जसफाररि या अनुमोिन करना; (ग) प्रजिक्षण बैचों के जलए अकािमी संकाय द्वारा दकए िाने िाले पाठ्यक्मों के जडिाइन, जिषय िस्ट् तु सेटटंग और पाठ्यजििरण, जिषयों, प्रकणों और उनके जििरण के जििेचन के जलए मागििििन प्रिान करना और अनुसूची के भाग 1 में उजल्लजखत जिषय क्षेत्रों के बीच अंकों के जितरण में पररितिन की जसफाररि करना; (घ) जनधारि ण और मूल्यांकन की पद्जतयों को जिजनर्ििष्ट या अनुमोदित करना और जनरंतर जनधािरण के समुजचत घटक का सुझाि सजहत उसमें अंकन करना; (ड.) भारतीय िन सेिा (पररिीक्षा) जनयम 1968 के उपबंधों के अधीन रहते हुए प्रजिक्षण कायिक्म की बेंच मार्किंग के जलए समकालीन िृजत्तकों और िैक्षजणक प्रथाओं के अनुरूप पाठ्यक्म ढांचे म ेंआिश्यक अनुकूलन की जसफाररि करना। (ii) प्रजिक्षण कायिक्म की मॉनीटरी, फीडबैक और पुनर्िलि ोकन करना; (iii) पररिीक्षाधीन व् यजियों को दिए गए प्रजिक्षण की प्रभाििीलता के जनधािरण के जलए प्रधान मुख्य िन संरक्षकों और सिस्ट्यों की िार्षिक कायििाला संचाजलत करना और जनयजमत आधार पर सुधार के उपाय तैयार करना; (iv) जत्रिार्षिक आधार पर योग्यता-आधाररत प्रजिक्षण आिश्यकताओं के आिजधक जनधािरण सजहत क्षेत्र और अन्‍दय पणधाररयों से फीडबैक अजभप्राप् त करना; (v) प्रत् यके तीन िष ि म ें पाठ्यक्म ढांचे और मूल् यांकन की पद्जतयों का समग्र पनु र्ििलोकन करना और इन जनयमों के उपबंधों के भीतर समुजचत समझे िाने िाले उपांतरणों की जसफाररि करना; (vi) प्रजिक्षण और संबंजधत िैक्षजणक दक्याकलापों पर अनुसंधान दक्याकलापों का मागिि ििन करना; (vii) संकाय जिकास कायिक्म का मागििििन करना; (viii) नई प्रौद्योजगदकयों को िाजमल करने, िाजनकी, पयाििरण, िन्‍दय िीिन और मानि संसाधन क्षमता जनमािण के क्षेत्र म ें राष्ट्रीय और अंतरािष्ट्रीय संगिनों के साथ संस्ट्थागत गििोड़ के जलए तंत्र जिकजसत करन े के जलए जििेष जनकायों और सस्ट्ं थाओं से परामिि करना; (4) अकािमी पररषि की बैिक िष ि में कम स े कम िो बार होगी और बैिक के जलए कोरम पररषि की सिस्ट्यता का एक जतहाई होगा। (5) अकािमी पररषि, इन जनयमों के उपबंधों के कायािन्‍दियन के क्म में दकसी भी आनुषंजगक मामले को भारतीय िन सेिा (पररिीक्षा) जनयम, 1968 के उपबंधों के अनुसार हल करेगी। अनसु चू ी भाग 1 I. समूह क: जिषय क्षेत्र जनिान 1. अिलोकन - िाजनकी, िन्‍दयिीि संरक्षण और पयाििरण संरक्षण; Short title and commencement – (1) These regulations may be called the Indian Forest Service (Probationers’ Training and Evaluation) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. – (1) In these Rules, unless the context otherwise requires- (a) “Academy” means the Indira Gandhi National Forest Academy; (b) “Academic Council” means the Academic Council constituted under Rule 9; (c) “Director” means the Director of the Academy; (d) “internal assessment” means the assessment of the probationers based on general discipline and personality by the Academy; and (e) “Schedule” means Schedule appended to these rules. (2) The words and expressions used in these rules and not defined herein but defined in the Indian Forest Service (Probation) Rules, 1968 shall have the same meaning as assigned to them in the said rules. 3. Training format, content and curriculum: - (1) The format and contents of the training at the Academy shall be as follows, namely: Phase Duration Contents IA Thirteen months Curriculum components at Academy as specified in the Schedule IB Four months Curriculum components as specified in the Schedule during Internship On-the-Job Training in cadre States and Union territories II Three months Curriculum components at Academy as specified in the Schedule Total Twenty months (2) The curriculum framework of the training may comprise of core courses, elective courses, internship projects or courses of independent studies and report work in the subject areas prescribed in Part I of the Schedule with the corresponding assignment of marks mentioned therein; Provided that the Academic Council may modify the distribution of marks among the subject areas in the groups A, B and C subject to maximum of twenty percentage in a group and ten percentage among the groups ensuring that the weightage for each group remains in the range of twenty-five percentage to forty percentage of the aggregate of these groups. (3) The core courses with broad listing of topics and themes in the pre-arranged subject areas and the allocation of elective courses and projects or courses of independent studies in the subject areas or related fields of study shall be as specified and shall be dealt with during the training phases in the order and manner as may be determined by the Director on the recommendation of the Academic Council. (4) The detailed syllabus, contents and inputs in the courses shall be as may be determined by the Director for each batch at the commencement of the training program. (5) The training inputs and engagements shall consist of theoretical and practical studies, exercises, hands-on learning, tours, excursions, internship or attachments related to the prescribed subject areas and shall be dealt with in the core courses, elective courses and projects or courses of independent studies or other similar academic or training module as may be determined by the Director on the recommendation of the Academic Council. (6) The exercises, tours and excursions shall be as specified in Part II of the Schedule. (7) The teaching-learning activities shall comprise of class-room and laboratory sessions, assignments and attachments, exercises, tours and excursions utilizing various modes of learning engagements as may be determined by the Director for each batch at the commencement of the training program. 4. Qualifying subjects and skills: - Every probationer shall be required to obtain such standards of proficiency in the subjects and skills mentioned in Part III of the Schedule. 5. Evaluation: - (1) Every probationer shall be evaluated during the training, subject to these rules through various methods of assessment including the following: (a) written and practical examinations;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (b) assignments and project work; (c) exercises, skills, tours and excursions; (d) qualifying tests; and (e) internal assessment. (2) The evaluation under sub-rule (1) shall be held at the Academy or at other places and in such manner as may be deemed fit by the Director. (3) The schedule for conducting various evaluations shall be fixed by the Director. (4) Final evaluation of performance in terms of marks shall be as follows: S. No. Item of evaluation Marks 1. Qualifying tests 75 (6) Internal assessment: - (1) The maximum internal assessment of two-hundred fifty marks shall be awarded by the Academy based on general discipline and personality development during the training in Phase 1A and II and evaluated as per the standards determined by the Academy. (2) The internal assessment of fifty marks on general discipline and personality development during Phase IB of the training shall be awarded by the concerned designated authority in their respective Cadre States or Union territories. 7. Attendance in the training programme, other trainings and courses etc.– Every probationer shall attend and participate in all components of the training programme and all assessment tests and examinations for evaluations specified under these rules and attend such other non-evaluated training items or courses or attachments with organisations and institutions as may be decided by the Director. 8. Minimum pass standards for evaluations in the assessments or examinations and standards for qualifying tests: - (1) Every probationer shall obtain a minimum of fifty percentage of marks in assessments or written and practical examinations in the courses of studies, exercises and tours, to pass in the evaluation prescribed under rule 5. (2) For the qualifying tests under rule 4, the probationer shall be required to attain such standards of proficiency as the Director of the Academy may determine. 9. Academic Council: - (1) The Academic Council shall steer the training of the Probationers determined under these rules and undertake monitoring, reviewing, updating and improvement works for ensuring high standards. (2) The Academic Council shall consist of the following members, namely.- 1. Director, Indira Gandhi National Forest Academy Chairperson; 2. Additional Director General of Forests, Ministry of Environment, Forests and Member; Climate Change, Government of India 3. Additional Director, Indira Gandhi National Forest Academy Member; 4. Two eminent persons from the field of forestry, wildlife, natural resource management, environment, administration or relevant fields. iii. Principal Chief Conservator of Forest and the Head of Forest Force of the State/ Union territories or his representative nominated by the Director Indira Gandhi National Forest Academy on rotation basis. 13. Professor (Academics), Indira Gandhi National Forest Academy Member Secretary. (3) The functions of the Academic Council shall include the following, namely: - (i) Steer, regulate and guide the training programme for each batch as under: (a) to determine the courses along with the listing of topics and themes under the subject areas under rule 3 and mentioned in Part I of the Schedule; (b) to recommend or approve curriculum framework with the number and duration of terms during Phase IA and Phase II of the training programme and the term-wise scheduling of the courses.; (c) to provide guidance for the design of courses, content setting and treatment of the syllabus, topics, themes and detailing thereof to be done by the Academy faculty for the training batches and to recommend alteration in distribution of marks among the subject areas as mentioned in the Part I of the Schedule; (d) to specify or approve the methods of evaluation and assessment and marking therein including suggestion appropriate component of continuous evaluation; (e) to recommend the necessary adaptations in the curriculum framework in consonance with contemporary professional and academic practices for bench marking of the training programme subject to the provisions of the Indian Forest Service (Probation) Rules 1968. (ii) to undertake monitoring, feedback and review of the training program. (iii) conduct annual workshop of the Principal Chief Conservators of Forests and Members for assessment of the effectiveness of training imparted to the probationers and formulate measures for improvement on regular basis; (iv) obtain feedback from the field and other stakeholders including periodic conduct of competency-based training needs assessment on triennial basis;12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (v) undertake overall review of curriculum framework and methods of evaluation every three years and recommend modifications as deemed appropriate within the provisions of these rules; (vi) to guide research activities on training and related academic activities; (vii) to guide the faculty development programme; (viii) to consult specialised bodies and institutions for infusing new technologies, developing mechanism for institutional tie-up with national and international organisations in the field of the forestry, environment, wildlife, and human resource capacity building.; (4) The Academic Council shall meet at least twice in a year and the quorum for the meetings shall be one third of the council membership. (5) The Academic Council shall resolve any incidental matters in course of implementation of the provisions of these rules, in accordance with the provisions of the Indian Forest Service (Probation) Rules, 1968. Part II EXERCISES, TOURS AND EXCURSIONS The exercises, tours and excursions assigned from the following shall be performed and undertaken as per instructions for each training batch to be tutored by the Director based on curriculum, detailed content and design of the relevant courses, and the recommendations of the Academic Council. A. Exercises: - (a) Field Methods and Techniques in Ecology and Conservation Science and Management; (b) Forest Fire Mapping; (c) Land Survey Techniques, Forest Mensuration, Forest Biometry/Inventory; (d) Soil and Water Conservation Measures and Watershed Management; (e) Wildlife Techniques; Forests and Wildlife Crime Detection; (f) Management Planning - Formulation of Forest Working Plan, Forest Restoration Plan, Plantation Exploitation & Renewal / Reafforestation Scheme for non-forest landscapes; (g) Protected Area Management Plan, Species Recovery Plan; and (h) Project planning and formulation, Contract Management and Procurement Processing. Marks: - Total marks shall be determined by the Academic Council subject to minimum and maximum of 10% and 12.5% respectively of sum of full marks in subject areas of Groups A, B and C and the allocation of marks among the exercises shall be done by the Director of the Academy for the training course of each batch. B. Tours and Excursions:- (a) Introductory Tour for familiarisation with features and characteristics of forests and associated landscapes, forest vegetation and fauna; and acquaintance with different forestry operations and practices and associated factors etc. (b) There shall be normally three tours in different regions or landforms in the country broadly covering the themes or topics in the subject areas and complementing and supplementing the inputs in the courses. (c) Excursions: Local excursions for observational, experiential and other activity - based learning engagements related to inputs in the courses as assigned, directed or organised by the Academy (d) Special exposure to overseas forestry practices in selected foreign countries to study the forest and natural resource management practices, research and development initiatives and the best practices. Marks: - Total marks shall be determined by Academic Council subject to minimum and maximum of 15% and 17.5% respectively of sum of full marks in subject areas of Groups A, B and C and allocation of marks among the tours and excursions shall be done by the Director for the training course of each batch. The number of tours and excursions may be varied or may be conducted in combined form as decided by the Director in case of exigencies or for other operational reasons. Part III Qualifying Subjects and Skills (a) Regional Language: The probationer shall be examined in the language specified against the allotted State /Union territory cadre as mentioned in the following table.
