## Report on the Indian Forest Service Fixation of Cadre Strength Amendment Regulations, 2025 **1. Executive Summary:** This report analyzes the Indian Forest Service (IFS) Fixation of Cadre Strength Amendment Regulations, 2025, based on the official notification provided. This amendment, effective upon publication in the Official Gazette, focuses on revising the cadre strength and distribution of positions within the Uttar Pradesh (UP) segment of the IFS. The key change involves substituting the existing cadre structure with a new listing of senior duty posts, reserves, and recruitment methods, ultimately altering the total authorized strength of the UP IFS cadre. This report details these changes and their potential impact on IFS officers in Uttar Pradesh. **2. Introduction:** This report aims to provide a comprehensive overview of the Indian Forest Service Fixation of Cadre Strength Amendment Regulations, 2025. The analysis is based solely on the provided official notification and focuses on understanding the purpose, key provisions, and potential impact of this amendment on the IFS cadre in Uttar Pradesh. **3. Policy Overview:** * **Amendment to:** Indian Forest Service Fixation of Cadre Strength Regulations, 1966. * **Core Objective(s):** Based on the provided text, the core objective is to revise and update the cadre strength and distribution of positions within the Uttar Pradesh segment of the Indian Forest Service. This involves modifying the allocation of senior duty posts, reserves, and recruitment methods. **4. Background and Rationale:** The provided text does not explicitly state the rationale for this amendment. However, it can be inferred that the existing cadre strength of the Uttar Pradesh IFS required adjustment to reflect changes in departmental needs, operational priorities, or administrative restructuring within the state. The amendment likely aims to optimize resource allocation, address imbalances in specific job functions, and ensure efficient management of forest resources in Uttar Pradesh. **5. Key Provisions / Changes:** This amendment specifically changes the "Schedule" of the Indian Forest Service Fixation of Cadre Strength Regulations, 1966, by substituting the heading "Uttar Pradesh" and all associated entries with a new set of regulations. The key changes introduced by this amendment are: * **Substitution of Cadre Structure:** The existing list of positions and cadre strength for Uttar Pradesh is entirely replaced with a new, detailed list. * **Revised Senior Duty Posts:** The amended text provides a comprehensive list of Senior Duty Posts under the State Government of Uttar Pradesh, totaling 134 positions. These positions range from Principal Chief Conservator of Forests (HoFF) to Conservator of Forests Territorial positions across various regions, and DCF positions for various roles. * **Allocation of Reserves:** The amendment specifies allocations for various reserves, including: * Central Deputation Reserve (not exceeding 20% of Item 1, totaling 26 positions) * State Deputation Reserve (not exceeding 25% of Item 1, totaling 33 positions) * Training Reserve (not exceeding 3.5% of Item 1, totaling 04 positions) * Leave Reserve and Junior Posts Reserve (not exceeding 16.5% of Item 1, totaling 22 positions) * **Direct Recruitment vs. Promotion:** The number of posts to be filled by promotion under Rule 9 of the Indian Forest Service Recruitment Rules 1966 is defined as exceeding 33 and being 13 of Item 1, 2, 3 and 4 above. * **Change in Total Authorized Strength:** The amendment results in a change in the Total Authorized Strength of the IFS cadre of Uttar Pradesh. The previous strength of 217 has been changed to a calculated total authorized strength of Item 1 to 6, which is 154 with a final total of 219. **Difference/Effect:** The substitution of the cadre structure directly alters the number and types of positions available within the Uttar Pradesh IFS. The new list of Senior Duty Posts specifies roles with greater clarity, potentially improving accountability and specialization. The reallocation of reserves (Central Deputation, State Deputation, Training, and Leave) impacts the availability of officers for various assignments. Ultimately, the amendment impacts the career progression of IFS officers and may shift the focus of forestry management within the state. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders are: * Indian Forest Service (IFS) officers currently serving or aspiring to serve in the Uttar Pradesh cadre. * The Government of Uttar Pradesh, particularly the Department of Forests, responsible for implementing the cadre structure. * The Central Government, specifically the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training), which oversees the IFS. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Uttar Pradesh Department of Forests is primarily responsible for implementing the revised cadre structure. The Central Government (Department of Personnel and Training) likely provides oversight and guidance. * **Timelines/Procedures:** The amendment comes into force on the date of its publication in the Official Gazette (May 23, 2025). Specific procedures for filling the newly defined positions are not detailed in the provided text but would likely follow established recruitment and promotion protocols within the IFS and the Uttar Pradesh government. The list of GSR Nos. and dates of publications provides a historical timeline of previous amendments. * **Amendment Specific Implementation:** The immediate implementation involves aligning the existing personnel with the new cadre structure. This may entail transfers, promotions, or re-designations based on the revised list of Senior Duty Posts. Careful attention will need to be paid to ensure that transitions are smooth and transparent, minimizing disruption to ongoing forestry operations. **8. Expected Outcomes / Impact of Changes:** The intended outcome of these changes is likely to create a more efficient and effective forest management system in Uttar Pradesh. The specific changes introduced by the amendment text are expected to: * **Optimize Resource Allocation:** By defining the number and types of positions, the amendment aims to better allocate IFS officers to critical areas of forestry management in Uttar Pradesh. * **Enhance Specialization:** The detailed list of Senior Duty Posts may encourage specialization within the cadre, allowing officers to develop expertise in specific areas such as wildlife management, forest conservation, or research and training. * **Improve Accountability:** The clearer definition of roles and responsibilities may enhance accountability within the Uttar Pradesh Department of Forests. **9. Conclusion:** The Indian Forest Service Fixation of Cadre Strength Amendment Regulations, 2025, represents a significant revision to the cadre structure of the IFS in Uttar Pradesh. By substituting the existing schedule with a new listing of senior duty posts, reserves, and recruitment methods, the amendment aims to optimize resource allocation, enhance specialization, and improve accountability. This amendment signifies the government's ongoing efforts to strengthen the Indian Forest Service and ensure effective management of the nation's forest resources. Further analysis, incorporating detailed implementation guidelines and stakeholder perspectives, would provide a more comprehensive understanding of the amendment's long-term impact.
