और, उि अजधसूचना की प्रजतयां, 24 िुलाई, 2026 को िनता को उपलब्ध करा िी गई थीं ; और, केंद्रीय सरकार द्वारा उि प्रारूप जनयमों के संबंध म ें िनता स े प्राि आिेपों एवं सुझावों पर जवचार दकया गया ह ै;

7886 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अतः, अब, केंद्रीय सरकार, मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा 64 और धारा 110 द्वारा प्रित्त िजियों का प्रयोग करते हुए, केंद्रीय मोटर यान जनयम, 1989 का और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथागत् :--

1. सजं िि नाम और प्रारंभ—(1) इन जनयमों का संजिि नाम केंद्रीय मोटर यान (तेरहवां संिोधन) जनयम, 2026 ह ै।

(2) इन जनयमों म ें अन्यथा उपबंजधत के जसवाय, य े रािपत्र म ें उनके अंजतम प्रकािन की तारीख स े प्रवृत् त होंगे ।

2. केंद्रीय मोटर यान जनयम, 1989 (जिसे इसम ें इसके पश्चात् उि जनयम कहा गया ह)ै के जनयम 62 के उपजनयम (1) म,ें --

(i) खंड (खक) के पश्चात्, जनम्नजलजखत खंड अंत:स्ट्थाजपत दकया िाएगा, अथागत् :— “(खख) िो पजहया सड़क एम्बुलेंस के सबं ंध म ें दिटनेस प्रमाण पत्र का नवीनीकरण िो वर्ग”;

(ii) पहले परंतुक के खंड (ii) की सारणी म,ें क्रम संखयांक 25 और उससे संबंजधत प्रजवजष्टयों के पश्चात,् जनम्नजलजखत क्रम संखयांक और प्रजवजष्टयााँ अंत:स्ट्थाजपत की िाएंगी अथागत् :— क्र .स.ं मि दिटटंग चेक मूल उपकरण जस्ट्थजत की काय-ग परीिण रटप्पजणयां करना अनुिंसाओं के िांच प्रणाली अनुसार चेक की िांच करना/ टाइप/रेटटंग आदि 1 2 3 4 5 6 7 8 “(26) िो पजहया हा ं हा ं हा ं हा ं नहीं एम्बुलेंस सहायक इकाई सड़क या रोगी वहन इकाई को एम्बुलेंस आधार यान पर सुरजित सहायक रूप स े लगाया िाना सामग्री/ चाजहए । सभी माउंटटंग रोगी ब्रैकेट, िास्ट्टनस,ग और इकाई संरचनात्मक सिस्ट्यों का सुरजित जनरीिण दकया िाना रूप स े चाजहए, जिससे यह स्ट्थाजपत सुजनजश्चत दकया िा सके दक कोई ढीला बोल्ट, िरार, जवरूपण या संरचनात्मक िजत के कोई संकेत नहीं ह,ैं िो संचालन के िौरान सुरिा को प्रभाजवत कर सकत े ह।ैं

(27) िो पजहया हा ं हा ं हा ं नहीं नहीं वाहन के टायर, पजहए सड़क और ररम, जिसम ें पार्श्-ग एम्बुलेंस माउंटेड एम्बुलेंस इकाई के टायर और[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 ररम) पार्श् ग टायर, पजहए और ररम भी इकाई िाजमल ह,ैं का जनरीिण सजहत( दकया िाएगा जिससे यह सुजनजश्चत दकया िा सके दक वे अच्छी जस्ट्थजत म ें ह ैं और कट, उभार, अत्यजधक जिसाव या िजत स ेमुि ह।ैं टायरों को सही ढंग स े दिट दकया िाना चाजहए और पयागि रूप स े हवा भरी िानी चाजहए जिससे यान की जस्ट्थरता सुजनजश्चत हो सके ।

(28) िो पजहया हा ं हा ं हा ं हा ं नहीं आपातकालीन चते ावनी सड़क लाइट) लाइटें(, िैस े दक एम्बुलेंस यान पर प्रिान की गई आपात- बीकन लैंप या फ्लैशिंग कालीन लाइट, उजचत कामकाि चेतावनी के जलए िांच की िानी लाइटें चाजहए। चेतावनी लाइट सुरजित रूप स े स्ट्थाजपत की िानी चाजहए और िब यान का उपयोग आपातकालीन प्रजतदक्रया के जलए दकया िाता ह ैतो संचाजलत करन े म ें सिम होनी चाजहए।

(29) िो पजहया हा ं हा ं हा ं हा ं नहीं रोगी स्ट्रेचर यान पर सड़क जवद्यमान होना चाजहए एम्बुलेंस और यह सुजनजश्चत करन े रोगी के जलए इसका जनरीिण स्ट्रेचर दकया िाना चाजहए दक यह ठीक स े लगा हुआ ह ै और सरु जित रूप स े िंसा हुआ ह।ै स्ट्रेचर म ेंिजत या अजस्ट्थरता के कोई संकेत नहीं दिखन े चाजहए िो रोगी की सरु िा को खतरे म ें डाल सकते ह।ैं

(30) िो पजहया हा ं हा ं हा ं हा ं नहीं स्ट्रेचर के अंतवंधन तंत्र की सड़क िााँच की िानी चाजहए एम्बुलेंस जिससे यह सुजनजश्चत हो स्ट्रेचर सके दक यह सुरजित रूप अंतवंधन स े िुड़ता ह ै और रोगी के तंत्र पारगमन के िौरान स्ट्रेचर4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] की अनपेजित गजत को रोकता ह।ै

(31) िो पजहया हा ं हा ं हा ं हा ं नहीं स्ट्रेचर पर प्रिान की गई सड़क बेल्ट या परियों सजहत एम्बुलेंस रोगी अवरोध प्रणाली का रोगी जनरीिण यह सुजनजश्चत अवरोध करन े के जलए दकया िाना प्रणाली चाजहए दक वे जवद्यमान ह,ैं अिुण्ण ह ैं और कायागत्मक ह।ैं अवरोध यान की गजत के िौरान रोगी को सुरजित रूप स े रोकने म ें सिम होना चाजहए ।

(32) िो पजहया हा ं हा ं हा ं हा ं नहीं रोगी स्ट्रेचर के जलए सड़क लिाई और उतराई एम्बुलेंस प्रणाली को सुचारू लिाई/ संचालन के जलए िांचा उतराई िाना चाजहए। रोगी को प्रणाली लािने और उतारते समय कोई िैशमंग, अत्यजधक बल की आव‍यकता या अजस्ट्थरता नहीं होनी चाजहए।

(33) िो पजहया हा ं हा ं हा ं हा ं नहीं यान उपयुि प्रकार के सड़क अजििामक यंत्र स े एम्बुलेंस सुसजित होना चाजहए। अजि- अजििामक यंत्र सुरजित िामक रूप स े लगाया िाना चाजहए, आसानी स ेसलु भ होना चाजहए और जनरीिण के समय इसकी वैधता अवजध के भीतर होना चाजहए ;

(iii) िसू रे परंतुक म,ें सारणी का लोप दकया िाएगा ।

3. उि जनयमों के जनयम 108 म,ें उपजनयम (7) के पश्चात,् जनम्नजलजखत उपजनयम अंत:स्ट्थाजपत दकया िाएगा, अथागत ् :-- "(8) 1 िनवरी, 2027 को और उसके पश्चात,् िो पजहया सड़क एम्बुलेंस पर लगी िीर्ग लाइटें, समय-समय पर यथासंिोजधत, एआईएस:209 (भाग 1) - 2026 के अनुसार होंगी ।”

4. उि जनयमों के जनयम 112 म,ें उपजनयम (9) के पश्चात,् जनम्नजलजखत उपजनयम अंत:स्ट्थाजपत दकया िाएगा, अथागत ् :-- "(10) 1 अक्टूबर, 2027 को और उसके पश्चात,् एल2 श्रणे ी की िो पजहया सड़क एम्बलु ेंस, समय-समय पर यथासंिोजधत, एआईएस:209 (भाग 1):2026 के अनुसार होगी :[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 परंतु ऐसी िो पजहया सड़क एम्बुलेंस राज्य सरकार द्वारा तय दकए गए ित्रे म ें चलने के जलए पंिीकृत की िाएगी ।”।

5. उि जनयमों म,ें जनयम 125च को उपजनयम (1) के रूप म ें पुनः संखयांदकत दकया िाएगा और इस प्रकार पुन:संखयांदकत उपजनयम (1) के पश्चात,् जनम्नजलजखत उपजनयम अंत:स्ट्थाजपत दकया िाएगा, अथागत् :-- “(2) 1 अक्टूबर, 2027 को और उसके पश्चात ् जनर्मतग एल 2 श्रेजणयों की िो पजहया सड़क एम्बुलेंस, समय- समय पर यथासंिोजधत, एआईएस:209 (भाग 1):2026 के अनुसार होंगी :

परंत ु ऐसी िो पजहया सड़क एम्बुलेंस को केवल राज्य सरकार द्वारा तय दकए गए ित्रे म ें चलन े के जलए पंिीकृत दकया िाएगा ।”। [िा. स.ं आर.टी.-11036/191/2025 –एम.वी.एल.] महमूि अहमि, अपर सजचव रटप्पण : मुखय जनयम भारत के रािपत्र, असाधारण, भाग 2, खंड 3, उपखंड (i) में सा.का.जन. 590(अ), तारीख 2 िून, 1989 के अधीन प्रकाजित दकए गए थ ेऔर उनमें अंजतम संिोधन सा.का.जन. 712 (अ), तारीख 28 िुलाई, 2026 द्वारा दकया गया था । MINISTRY OF ROAD TRANSPORT AND HIGHWAYS

NOTIFICATION New Delhi, the 13th October, 2026 G.S.R. 879(E).—Whereas, the draft rules further to amend the Central Motor Vehicles Rules, 1989 were published, as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide

notification of the Government of India in the Ministry of Road Transport and Highways vide number G.S.R 663(E), dated the 23rd July, 2026, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i) dated 24th July, 2026, inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date of which copies of the Gazette containing the said notification were made available to the public;

And whereas, copies of the said Gazette notification were made available to the public on 24th July, 2026;

And whereas, the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government.

Now, therefore, in exercise of the powers conferred by section 64 and section 110 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules to further amend the Central Motor Vehicles Rules, 1989, namely:—

1. Short title and commencement.- (1) These rules may be called the Central Motor Vehicles (Thirteenth Amendment) Rules, 2026.

(2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the Official Gazette.

2. In the Central Motor Vehicles Rules, 1989 (hereafter referred as the said rules), in rule 62, in sub-rule (1),

(i) In the Table, after item (ba), The following item shall be inserted, namely:- “(bb) Renewal of certificate of fitness in respect of two wheeled road ambulance Two Years”;

(ii) In the first proviso in clause (ii), in the Table, after serial number 25 and the entries relating thereto, the

(iii) In the Second proviso, Table shall be omitted.

3. In the said rules, in rule 108, after sub-rule (7), the following new sub-rule shall be inserted, namely:- “(8) On and after the 1st January, 2027, the top lights fitted on two wheeled road ambulances shall be in accordance

with AIS:209 (Part 1) – 2026 as amended from time to time.”.

4. In the said rules, in rule 112, after sub-rule (9), the following sub-rule shall be inserted, namely:- “(10) On and after the 1st October 2027, two wheeled road ambulance of L2 category shall be in accordance with

AIS:209 ( Part 1):2026 as amended from time to time;

Provided that such two wheeled road ambulance shall be registered to ply in an area as decided by the State Government”.

5. In the said rules, rule 125-F, shall be renumbered as sub-rule (1) and after sub-rule (1) as so renumbered, the following sub-rule shall be inserted, namely:- “(2) Two Wheeled Road Ambulances of L2 categories manufactured on and after the 1st October, 2027, shall be in

accordance with AIS:209 (Part 1):2026 as amended from time to time;
