स्नातक जिककत्सा जिद्वान जनम्नजलजखत में सक्षम होंगे – 1. अजधकतम संभि सीमा तक सभी के जलए स्ट्िास्ट््य सुजनजित करने के जलए प्राप्त ज्ञान और कौिल का प्रयोग करना। 2. बीमाररयों के प्रोत्साहक, जनिारक, उपिारात्मक और पुनिाडस पहलुओं को िाजमल करते हुए जिककत्सा की समग्र प्रैजटटस म ेंदक्षता हाजसल करना। 3491 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3. िैज्ञाजनक सोि जिकजसत करना, पेि े म ें प्रिीणता के जलए जिक्षा का अनुभि प्राप्त करना और स्ट्िस्ट्थ िीिन को बढािा देना। 4. स्ट्िास्ट््य को प्रभाजित करन े िाले सामाजिक-मनोिैज्ञाजनक, सांस्ट्कृजतक, आर्वथक और पयािड रणीय कारकों को समझना और अपनी व्यािसाजयक जिम्मेदाररयों के जनिडहन करने में रोजगयों के प्रजत मानिीय दजृ िकोण जिकजसत करना। 5. जनरंतर स्ट्ियं सीखने के जलए] आगे की जििेषज्ञता प्राप्त करन े जिककत्सा, अनुसंधान और दस्ट्तािेिी कौिल के ककसी भी िुने हुए क्षेत्र में अनुसधं ान करने की अजभरुजि रखना। 6. स्ट्िास्ट््य देखभाल प्रदायगी, सामान्य अस्ट्पताल प्रबंधन, प्रमुख सूिी कौिल और परामि ड स े संबंजधत मानि संसाधन, सामग्री और संसाधन प्रबंधन म ेंबुजनयादी प्रबंधन कौिल प्राप्त करना। 7. स्ट्िास्ट््य पररियाड समूहों म ें एक प्रमुख भागीदार के रूप म ें काम करन े और संिार कौिल म ें दक्षता हाजसल करन े म ें सक्षम होना । 8. पेिेिर िीिन के जलए आिश्यक व्यजक्तगत जििेषताओं और अजभरुजि को जिकजसत करना िैसे कक व्यजक्तगत सत्यजनष्ठा, जिम्मेदारी की भािना और जनभरड ता और अन्य व्यजक्तयों से या उनकी चिताओं स ेसंबद्ध होना । 9. पेिेिर नैजतकता के उच्चतम मानकों का पालन करते हुए और राष्ट्रीय आकांक्षाओं को पूरा करने के जलए सामाजिक और पेिेिर दाजयत्िों को पूरा करने की कदिा में काम करके एक अनुकरणीय नागररक बनना। 10. जिककत्सा जिक्षा के जिकास का उद्देश्य इसे अपेक्षाकृत अजधक जिक्षाथी-केंकित (िक्षै जणक के बिाय), रोगी-केंकित, लैंजगक संिेदनिीलता, पररणाम-उन्मुख और पयाडिरण के अनुकूल बनाना ह।ै इसके पररणामस्ट्िरूप एक पररणाम-आधाररत पाठ्यक्रम ह ै िो िैजिक रुझानों के अनरूु प हो। जिषय-आधाररत जनदेि और मल्ू यांकन की क्षमता और आिश्यकता का सम्मान करते हुए क्षैजति और ऊध्िाडधर दोनों तरह के जिषयों के संरेखण और एकीकरण पर िोर कदया िाता ह।ै इसस े व्यापक सक्षमता के उपयोग की अपेक्षा इंड ऑण णेि जिषयक सक्षमता को अपनाने की आिश्यकता महसूस हुई ह।ै 11. अजभरुजि, नैजतकता और संिाद (एईटीसीओएम) सक्षमता के आधार पर अनुदध्ै य ड कायडक्रम के रूप म ें समर्वपत पाठ्यक्रम समय प्रदान करके नजै तक मूल्यों की महत्ता, रोगी की िरूरतों के प्रजत संिेदनिीलता और संिाद कौिल प्राप्त करन े को रेखांककत ककया गया ह।ै इसमें सहयोगी और अतं र-जिषयक टीमिकड, व्यािसाजयकता, परोपकाररता और जििार, सामाजिक और आर्वथक जस्ट्थजत और चलग संबंधी अंतर के प्रजत उजित संिेदनिीलता के साथ व्यािसाजयक संबंधों में सम्मान पर िोर कदया गया ह।ै 3. िबकक स्नातक जिककत्सा जिक्षा प्रदान करन े िाल े संस्ट्थान उच्चतर ज्ञान, उपयुक्त कौिल और आिश्यक त्रुरटहीन नैजतक मानकों के साथ प्रजिजक्षत िनिजक्त तैयार करने के जलए राष्ट्रीय लक्ष्यों के साथ संस्ट्थागत लक्ष्यों का तालमेल करने के जलए लगातार काम करेंगे। अध्याय I – प्रारंजभक 1. संजक्षप्त िीषकड - ये जिजनयम "स्नातक जिककत्सा जिक्षा जिजनयम, 2023" या इसके संजक्षप्त रूप म ें "िीएमईआर - 23" ह।ैं प्रारंभ –ये सभी जिजनयम रािपत्र में अजधसूिना के माध्यम से जिजधित प्रकािन के तरु ंत बाद प्रिृत्त होंगे। 2. पररभाषाए ँ - इन जिजनयमों म,ें िब तक कक संदभड में अन्यथा अपेजक्षत न हो, यहाँ पररभाजषत िब्दों का िही अथ ड होगा िो नीिे कदया गया ह ैऔर उनके सिातीय पद और जभन्नताओं का अथ डतदनुसार लगाया िाएगा - क "अजधजनयम" से राष्ट्रीय आयर्वु िज्ञान आयोग अजधजनयम, 2019 [2019 की अजधजनयम संख्या 30] अजभप्रेत होगा। ख स ेअजधजनयम की धारा 16 के तहत जिजधित गरठत स्नातक जिककत्सा जिक्षा बोडड अजभप्रेत होगा। ग "आयोग" स ेअजधजनयम की धारा 3 के तहत जिजधित स्ट्थाजपत राष्ट्रीय आयुर्विज्ञान आयोग अजभप्रेत होगा। घ "जिककत्सा सस्ट्ं थान" स े िह 'जिककत्सा संस्ट्थान' अजभप्रेत होगा जिसे राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 की धारा 2 (i) में पररभाजषत ककया गया ह;ै और इसके सामान्य रूप से समझे िाने िाले रूप में 'मेजडकल कॉलेि' भी िाजमल होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 ड- "एनईईटी-यिू ी" स े राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 की धारा 14 म ें 'राष्ट्रीय पात्रता-सह-प्रिेि परीक्षा'अजभप्रेत होगा। ि- "जििजिद्यालय" स े राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 की धारा 2 की उप-धारा (ि) और (भ) में यथा पररभाजषत जििजिद्यालय अजभप्रेत होगा। अध्याय II - सामान्य जििार 4. सभी संबंजधत जििजिद्यालयों का यह कतडव्य होगा कक िे जनम्नजलजखत हते ु राष्ट्रीय आयुर्विज्ञान आयोग के साथ भागीदारी करें – क. छात्र को सक्षम मेजडजसन और सिडरी स्नातक बनाने के जलए उच्च गुणित्ता िाली और सस्ट्ती स्नातक जिककत्सा जिक्षा प्रदान करने के जलए समुजित पाठ्यक्रम लाग ूकरना। ख- योग्यता-आधाररत जिककत्सा जिक्षा सुजनजित करने के जलए सैद्धांजतक ज्ञान के साथ नैदाजनक और व्यािहाररक कौिल में प्रजिक्षण प्रदान करन,े अजभरुजि, नैजतकता और संिाद कौिल पर िोर दने ा। ग. छात्रों को स्ट्ि-जनदेजित जिक्षा के प्रजत प्रोत्साजहत करना, िो भारत म ें स्ट्िास्ट््य पररिया ड की स्ट्िदेिी प्रणाजलयों के ज्ञान सजहत मानि स्ट्िास्ट््य का पयाप्तड बुजनयादी ज्ञान प्रदान करेंगे; छात्रों के बीि सद्भाि, और िांजत जिकजसत करने, तनाि को दरू करन े और अिसाद को कम करने के जलए उनके प्रजिक्षण के दौरान योग और आध्याजत्मक पहलुओं को कायाडजन्ित ककया िाता ह।ै घ. छात्रों को जिषयों और अपनी पसंद के क्षेत्रों में कौिल प्रजिक्षण लेन े के जलए प्रोत्साजहत करें, िो उनकी तार्ककक और िैज्ञाजनक सोि, और सामुदाजयक स्ट्तर और व्यजक्तगत स्ट्तरों पर समस्ट्या-समाधान को प्रोत्साजहत करेगा। ड. छात्रों को प्रजिक्षण और पेि े में उच्चतम नैजतक मानकों को प्राप्त करन े और बनाए रखन े के जलए प्रोत्साजहत करना। ि. उच्चतम िैजिक मानकों को पूरा करन े के जलए देि भर में जिककत्सा संस्ट्थाओं द्वारा प्रदान की िा रही जिककत्सा जिक्षा का आिजधक और पारदिी मूल्यांकन प्रदान करना। छ. सभी स्ट्तरों पर आपात जस्ट्थजत और आपदाओं से जनपटने के जलए छात्रों में आत्मजििास पैदा करना। 5. उपयुडक्त के प्रजत पूिाग्रड ह के जबना, संबंजधत जििजिद्यालय और उनके अधीन जिककत्सा संस्ट्थान, यह सुजनजित करेंग े कक कायड के उजित ररकॉड ड रख ें िाए ताकक िे छात्रों के उद्देश्यपूणड, कुिल और पारदिी आतं ररक मल्ू यांकन का आधार बन सकें। बिते कक, इन अनुरजक्षत और अच्छी तरह से िगीकृत दस्ट्तािेिों को जििेष रूप से संबंजधत जििजिद्यालय या एनएमसी द्वारा मेजडकल कॉलिे के मल्ू यांकन के प्रयोिनों के जलए हर समय परामिड के जलए उपलब्ध कराया िाएगा। 6. संबंजधत जििजिद्यालय और उनके अधीन जिककत्सा संस्ट्थानों का यह सतत प्रयास रहगे ा कक छात्रों को जिजक्षत करते हुए छात्रों, संकाय और जिककत्सा जिक्षा जिभाग द्वारा जिकजसत प्रौद्योजगकी के इितम उपयोग के जलए लगातार रणनीजतयों को जिकजसत ककया िाए। अध्याय III - प्रििे , परामि,ड प्रिास आकद। 7- नीट-यिू ी का सिं ालन - राष्ट्रीय आयुर्विज्ञान आयोग नीट-यूिी आयोजित कर सकता ह ैअथिा नीट-यूिी आयोजित करन े के जलए ऐसी ककसी भी एिेंसी या प्राजधकरण िो भी इसका नाम हो, नाजमत कर सकता ह।ै बिते राष्ट्रीय आयुर्विज्ञान आयोग नीट-यूिी आयोजित करने के जलए कई एिेंजसयों या प्राजधकरणों को नाजमत कर सकता ह,ै यकद इस तरह की तैनाती समग्र उद्देश्य के अनुरूप हो। 8. अंडर ग्रेिुएट मेजडकल एिुकेिन बोड ड अजधसूिना के माध्यम स े नीट-यूिी आयोजित करन े की भाषा,तरीके और तौर- तरीकों आकद का जनधाडरण करेगा। बिते कक, अंडर ग्रेिुएट मेजडकल एिुकेिन बोडड नीट-यूिी के संिालन के संबंध में अपनी नीजतयों को बदलन े का जनणडय लेन े पर उजित समय सीमा के साथ सूजित करेगा ताकक इच्छुक छात्रों को नुकसान न हो। 9.पात्रता मानदंड - कोई भी छात्र नीट-यूिी परीक्षा म ें न्यनू तम पात्र अंक प्राप्त करन े के अलािा, भारत म ें या कहीं और स्नातक जिककत्सा जिक्षा प्राप्त करने के जलए पात्र नहीं होगा (यकद िे भारत में लौटना और प्रैजटटस करना िाहत ेह)ैं । बिते स्नातक जिककत्सा जिक्षा बोडड अजधसूिना द्वारा समय-समय पर पात्र छात्रों की सूिी की घोषणा करेगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 10.uhV&;wth eas leku vadks a dk foHkktu& uhV&;wth ds fy, mifLFkr gksus oky s Nk=ks a ds leku vadks a ds ekeys eas] uhV ;wth eas HkkSfrdh ds ckn jlk;u foKku vksj mlds ckn tho foKku es a izkIr lacaf/kr vadks a ij fopkj fd;k tk,xkA Ck'krZs ;fn vad cjkcj j[ks a tkus gS rks fdlh ekuo gLr{ksi ds fcuk dEI;Vw j ls ykV~l dk ड्रा fudkydj ik= mEehn~okjks a dk p;u fd;k tk,xkA 11. नीट-यिू ी करन ेहते ुपात्रता मानदंड आकांक्षी को नीट-यूिी करने की अनुमजत क. िब तक कक नीट-यूिी परीक्षा देने के जलए अभ् यथी न े उस िष ड 31 िनिरी को या उससे पहल े 17 िषड की आय ु पूरी न कर ली हो; और ख. उसने भौजतक जिज्ञान, रसायन जिज्ञान, िीि जिज्ञान/िैि प्रौद्योजगकी और अग्रं ेिी जिषयों के साथ 10+2 (अथिा इसके समकक्ष) उत् तीण ड कर जलया हो। 12. कॉमन काउंजसचलग– ितडमान जिजनयमों अथिा एनएमसी जिजनयमों में दी गई ककसी भी बात पर प्रजतकूल प्रभाि डाल े जबना नीट-यूिी की मेररट सूिी के आधार पर भारत में सभी जिककत् सा संस्ट् थाओं में मेजडजसन में स्ट् नातक पाठ्यक्रम में प्रिेि लेन े के जलए कॉमन काउंजसचलग होगी। 13. यह परामि डपूणरूड प से राष्र ीय आयुर्विज्ञान आयोग द्वारा उपलब् ध कराए गए सीट मैररट स पर आधाररत होगा; gksxk A6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] NATIONAL MEDICAL COMMISSION (Under Graduate Medical Education Board, 2023) NOTIFICATION New Delhi the 2nd June, 2023 No U-14021-8-2023-UGMEB.—In exercise of overall powers conferred by the National Medical Commission Act, 2019 vis-à-vis medical education in general and specifically by sub-section (1) of section 24; and sub-section (h), (i), (j), (k), (o), (p), (p), (q), (r), (s) of sub-section (2) of section 57 of the said Act, the National Medical Commission makes the following Regulations – 1. (i). These Regulations may be called the “Graduate Medical Education Regulations, 2023” or “GMER-23” in its abbreviated form. (ii). These Regulations shall come into force from the date of their publication in the official Gazette. 2. WHEREAS the focus of undergraduate medical education is recognized by the fraternity as; the Graduating medical scholar shall be able to – 1) Apply the gained knowledge and skill to ensure health for all to the maximum extent possible. 2) Achieve competence in the holistic practice of medicine encompassing promotive, preventive, curative and rehabilitative aspects of common diseases. 3) Develop a scientific temper, acquire education experience for proficiency in the profession and promote healthy living. 4) Appreciate the socio-psychological, cultural, economic, and environmental factors affecting health and develop a humane attitude towards the patients in discharging one‟s professional responsibilities. 5) Possess the attitude for continued self-learning to seek further expertise and to pursue research in any chosen area of medicine, research, and documental skills. 6) Acquire basic management skills in human resources, materials and resource management related to health care delivery, general hospital management, principal inventory skills and counselling. 7) Able to work as a leading partner in healthcare teams and acquire proficiency in communication skills. 8) Develop personal characteristics and attitudes required for professional life such as personal integrity, sense of responsibility and dependability and ability to relate to or show concern for other individuals. 9) Become an exemplary citizen by observing the highest standards of professional ethics and working towards fulfilling social and professional obligations to respond to national aspirations. 10) Evolution of medical education is aimed at making it more learner-centric (rather than pedagogic), patient-centric, gender-sensitive, outcome -oriented and environment appropriate. The result is an outcome-driven curriculum which conforms to global trends. Emphasis is made on the alignment and integration of subjects both horizontally and vertically while respecting the strengths and necessity of subject-based instruction and assessment. This has necessitated a deviation from using “broad competencies” to end-of-phase subject (sub) competencies. 11) The importance of ethical values, responsiveness to the needs of the patient and acquisition of communication skills is underscored by providing dedicated curriculum time in the form of a longitudinal program based on Attitude, Ethics and Communication (AETCOM) competencies. Emphasis has been placed on collaborative and inter-disciplinary team work, professionalism, altruism and respect in professional relationships with due sensitivity to differences in thought, social and economic position and gender. 3. WHEREAS the Institutions imparting graduate medical education shall continually work to synchronize the institutional goals with the national goals to produce the kind of trained manpower with higher knowledge, appropriate skills and impeccable ethical standards required. CHAPTER I – PRELIMINARY 1. Short title–These Regulations may be called the “Graduate Medical Education Regulations, 2023” or “GMER-23” in its abbreviated form. Commencement – These Regulations shall come into force from the date of their publication in the official Gazette. 2. Definitions – In these Regulations, unless the context otherwise requires the terms defined herein shall bear the meaning assigned to them below and their cognate expressions and variations shall be construed accordingly – a. ―Act‖ shall mean National Medical Commission Act, 2019 [Act No. 30 of 2019].[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 b. ―UGMEB‖ shall mean Undergraduate Medical Education Board, duly constituted under Section 16 of the Act. c. ―Commission” shall mean the National Medical Commission duly established under Section 3 of the Act. d. ―Medical Institution‖ shall mean ‘Medical Institution’ as defined in Section 2(i) of the National Medical Commission Act, 2019; and shall also include a „medical college‟ in its commonly understood form. e. ―NEET-UG‖ shall mean ‘National Eligibility-cum-Entrance Test’ in Section 14 of the National Medical Commission Act, 2019 f. ―University‖ shall mean the University as defined under sub-section (f) and (x) of Section 2 of the National Medical Commission Act, 2019. CHAPTER II – GENERAL CONSIDERATIONS 3. It shall be the duty of all concerned medical institutions/ Deemed to be Universities to partner with the National Medical Commission to – a. Implement an appropriate curriculum to provide high-quality and affordable undergraduate medical education to the student to make him a complete Bachelor of Medicine and Surgery, and a competent Physician of the first contact. b. To provide training in clinical and practical skills along with theoretical knowledge, an emphasis upon attitude, ethics, and communication skills to ensure imparting competency-based medical education. c. Encourage students towards self-directed learning, which will impart an adequate basic knowledge of human health, including the knowledge from indigenous systems of healthcare in India; Yoga and healthy living aspects are introduced during their training to develop harmony, and peace, relieve stress and alleviate depression amongst students. d. Encourage students to take up skill training in the subjects and areas of their choice, which shall stimulate their logical and scientific thinking, and problem-solving at the community level and individual levels. e. Encourage the students to achieve and maintain the highest ethical standards in training and profession. f. Provide periodic and transparent assessment of medical education being imparted by Medical Institutions across the nation to meet with highest global standards. g. Inspire confidence in the students to handle emergencies and calamities at all levels. 4. Without prejudice to the above, the concerned medical institutions/ Deemed to be Universities shall ensure that proper records of the work shall be maintained so that they form the basis of objective, efficient and transparent internal assessment of students; Provided further that, these maintained and well-classified documents shall be made available for consultation at all times, particularly for the purposes of assessment of the Medical College either by the concerned University or NMC. 6. The concerned University shall encourage the Medical Colleges to offer optimal number and variety of choice-based credit courses which shall traction the medical education in producing the outcomes of a medical graduate, as identified by these Regulations. CHAPTER III –ADMISSION, COUNSELLING, MIGRATION ETC. 7. Conduct of NEET-UG – Either the National Medical Commission may conduct the NEET-UG or may designate any such agency or authority by whatever name called, to cause the NEET-UG to be conducted; Provided National Medical Commission may designate multiple agencies or authorities, to conduct NEET-UG if such deployment suits the overall purpose. 8. The UGMEB shall determine the language, manner and modalities etc., of conducting the NEET-UG by way of Notification; Provided that, the UGMEB shall notify with reasonable lead time when it decides to change its policies with regard to the conduct of NEET-UG so that aspiring students are not put to detriment. 9. Eligibility criteria –No student shall be eligible to pursue graduate medical education either in India or elsewhere (if they want to return and practice in India), except by scoring the minimum eligible score at the NEET- UG exam; Provided the UGMEB shall by notification announce the list of eligible students from time to time.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 10. Break of tie-in marks at NEET-UG– In case of tie-in marks of the students appearing for NEET-UG, the respective marks obtained in Physics followed by Chemistry and further followed by Biology in the NEET- UG shall be considered; Provided if the tie were to continue, then draw of lots by using the computer, with no human intervention, the eligible candidates shall be selected. 11. Eligibility criteria for taking NEET-UG–No aspirant shall be allowed to take NEET-UG a. unless he has completed the age of 17 years as on or before 31stJanuary of the year that the candidate shall be appearing for NEET- UG examination; and b. Has passed 10 +2 (or equivalent) with subjects of Physics, Chemistry Biology/ Biotechnology and English. 12. Common counselling – Without prejudice to anything stated in the present Regulations or other NMC Regulations, there shall be common counselling for admission to graduate courses in medicine for all Medical Institutions in India based on the merit list of the NEET-UG. 13. Counselling shall entirely be based on the seat matrix provided by National Medical Commission; Provided the common counseling may have multiple rounds as may be necessary. 14. Conduct of common counselling – the UGMEB shall publish guidelines for the conduct of common counselling, and the designated authority under section 17 below shall conduct the common counselling in conformity with such published guidelines. 15. Government to appoint a designated authority for common counselling – The Government of India will decide and notify the agency and method of counseling of all undergraduate seats. 16. The prohibition for any student seeking admission any other way than counselling – No medical institute shall admit any candidate to the Graduate Medical Education course in contravention of these regulations; Provided the Medical Institution granting admission to any student in contravention of these Regulations, shall be liable to be fined Rupees one crore or fee for the entire course duration, whichever is higher, per seat for the first time and for the second time of non-compliance, Rupees two crore or double the amount of fees for the entire course duration whichever is higher per seat, and for any subsequent non-compliance or continued contravention the Medical Institution shall be barred from granting admissions to any student from the next academic year; Provided further that such Student admitted in contravention of this mandate shall be discharged from the Medical College and double the number of seats shall be reduced for one or more years. 17. Submission of the final list – The respective designated authorities (who have conducted the common counselling) shall submit the final list of students in the prescribed proforma to the UGMEB within one (01) week of the completion of the common counselling, which in turn shall publish that list in the NMC website. Provided each institution shall also submit the final list of students admitted, in the prescribed proforma as detailed in the MSR, to the UGMEB within one week of the last date of the joining course, declared by the UGMEB; Provided only those Medical Institutions that were permitted to admit the students prior to the date of Notification of common counselling are allowed to admit students, and the Medical Institutions getting requisite permission later to the date of Notification of common counselling shall participate in the next academic year‟s common counselling to admit students. Explanation: requisite permission shall also apply mutatis mutandis for the increase of seat strength in medical institutions already established. 18. Student migration -No student designated to a Medical Institution, notwithstanding anything stating in these regulations, shall seek migration to any other Medical Institution. CHAPTER IV –MINIMUM STANDARDS OF REQUIREMENTS (MSR) FOR MEDICAL EDUCATION 19. Medical Institutions shall follow the guidelines for minimum standards of requirements (MSR) for undergraduate medical education prescribed by the UGMEB of NMC from time to time. CHAPTER V: COMPETENCY BASED DYNAMIC CURRICULUM AT UNDERGRADUATE LEVEL 20. Curriculum – the UGMEB shall publish the model curriculum and the outcome objectives of the same from time to time on the NMC website, which shall form the base for the development of a detailed medical curriculum by the concerned Universities, along with the appropriate methodology to impart meaningful education. The details of the requirements shall conform to the prescribed standards. These standards are subject to modification from time to time with the changing healthcare scenario.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 21. Training period and maximum duration– Every student admitted in accordance with these Regulations, shall undergo training as per the guidelines published by the UGMEB of NMC and displayed on the NMC website from time to time; Provided under no circumstances the student shall be allowed more than four (04) attempts for first year (First Professional MBBS) and no student shall be allowed to continue undergraduate medical course after nine (09) years from the date of admission into the course. 22. Choice-based credit courses – There shall be a variety of choice-based credit courses of limited duration offered by the Medical Institutions in addition to the NMC curriculum and the curriculum prescribed by their respective University to their graduating students without hampering the medical graduate curriculum; Provided the meaningful imparting of these choice-based credit courses shall be given due weightage, while accreditation and rating of the Medical Institutions by the Medical Assessment and Rating Board of NMC. 23. Internship – The student admitted into a Graduate Medical Education Programme shall not be deemed to have completed his graduation until he completes his rotating medical internship as per Compulsory Rotating Medical Internship Regulations, 2021. CHAPTER VI – FACULTY DEVELOPMENT PROGRAM 24. The new curriculum training requires the teaching faculty to understand and apply the concepts of group dynamics in teaching students, team building exercises, and small group teachings, encourage the students towards self-directed learning and enhance their skills to become team leaders at the primary health care level. These training skills shall be imparted through various programmes as described in the guidelines to be notified from time to time. CHAPTER VII–STUDENT WELFARE 25. The student welfare is central to good learning atmosphere. The issues related to ragging disrupt student‟s well- being. Hence, students are expected to abide by Prevention and Prohibition of Ragging in Medical Colleges and Institutions Regulations, 2021; Provided that there shall be an elected student association and representation of students in decision making by the Medical College/ Institution affecting student welfare.
