Executive Summary:** This report analyzes the Saurashtra Gramin Bank Officers and Employees Service Amendment Regulations, 2021, which amends the 2010 regulations. The core purpose of this amendment, as inferred from the text, is to redefine the "Competent Authority" for various employee levels within the bank, and to modify the associated appeal process. The key findings indicate a shift in authority and potentially streamlined decision-making processes. **2. Introduction:** This report provides an overview and analysis of the Saurashtra Gramin Bank Officers and Employees Service Amendment Regulations, 2021, based solely on the information provided in the official gazette notification. The aim is to inform stakeholders about the changes introduced by this amendment. **3. Policy Overview:** * This is an amendment to the Saurashtra Gramin Bank Officers and Employees Service Regulations, 2010. * **Core Objective(s):** Based on the provided text, the core objective of the amendment is to clarify and potentially re-delegate the powers of the “Competent Authority” within the bank and to modify the process for appeals. **4. Background and Rationale:** This amendment likely aims to streamline the bank's internal administrative processes by redefining the "Competent Authority" for different employee levels. It may also be intended to clarify reporting structures and decision-making hierarchies. The amendment also modifies the appeal process, likely to align it with the new Competent Authority assignments. **5. Key Provisions / Changes:** This amendment focuses on two main areas: defining "Competent Authority" and specifying the appeal process. * **Change 1: Definition of "Competent Authority" (Regulation 2):** * **Original Policy (inferred):** The text replaces the existing definition of "Competent Authority" in Regulation 2 of the 2010 regulations. * **New Rule:** The amendment specifies the "Competent Authority" as follows: * Chairman: Officer Scale III, IV, and V. * General Manager: Officer Scale I and II. * An Officer not below the rank of Scale IV (as decided by the Board): Employees in Group B (Office Assistant Multipurpose) and Group C (Office Attendant Multipurpose). * **Effect of Change:** This change centralizes authority for higher-level officers (Scale III and above) with the Chairman, while delegating authority for lower-level officers (Scale I and II) to the General Manager. Additionally, it gives the Board the authority to decide which Scale IV (or higher) officer can be the Competent Authority for Group B and C employees. * **Change 2: Appeal Process (Regulation 50):** * **Original Policy (inferred):** The text replaces the existing clauses i and ii of Regulation 50 of the 2010 regulations. * **New Rule:** The amendment establishes the following appeal process: * Board: Where the Chairman is the Competent Authority. * Chairman: Where the General Manager is the Competent Authority. * General Manager: Where the Competent Authority is decided by the Board under subclause iii of clause g of subregulation 1 of regulation 2. * **Effect of Change:** This change aligns the appeal process with the newly defined "Competent Authority." Appeals now go to the level above the designated "Competent Authority." **6. Target Audience and Stakeholders:** The direct target audience and stakeholders are: * Officers and employees of Saurashtra Gramin Bank, especially those in Officer Scales I, II, III, IV, and V, as well as Group B and C employees. * The Board of Directors of Saurashtra Gramin Bank. * The Chairman and General Manager of Saurashtra Gramin Bank. **7. No specific procedures are outlined in the provided text beyond the changes to the "Competent Authority" definitions and appeal process. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of these changes are: * **Clearer Lines of Authority:** Defining the "Competent Authority" for each employee level should reduce ambiguity and improve accountability. * **Streamlined Decision-Making:** By delegating authority to the General Manager for lower-level officers, the Chairman can focus on strategic decisions. * **Efficient Appeal Process:** The revised appeal process should ensure fair and efficient resolution of grievances. **9. Conclusion:** The Saurashtra Gramin Bank Officers and Employees Service Amendment Regulations, 2021, are significant as they redefine "Competent Authority" and adjust the appeal process within the bank. These changes likely aim to improve efficiency and clarify internal administrative processes. The changes highlight the commitment to adapting internal policies based on need.
