## Policy Analysis Report: Land Acquisition for National Highway No. 166 Expansion **1. Executive Summary:** This report analyzes a notification from the Ministry of Road Transport and Highways, Government of India, published on January 1, 2021. This notification declares the government's intention to acquire land in the Solapur district of Maharashtra for the four-laning, maintenance, management, and operation of National Highway No. 166 (Sangli-Solapur Section) between Km 248.600 and Km 331.200. The notification outlines the process for affected parties to raise objections and provides details on land parcel specifics. The key finding is the official initiation of land acquisition for the specified highway project, impacting landowners within the designated stretch. **2. Introduction:** This report provides an overview and analysis of a government notification regarding land acquisition for the expansion of National Highway No. 166 in Maharashtra. The analysis is based solely on the content of the provided notification. The purpose of the report is to inform affected industry stakeholders about the implications of this notification. **3. Policy Overview:** * This is a new policy action related to land acquisition under existing legislation (National Highways Act, 1956). * **Core Objective(s):** The core objective, as stated in the notification, is to facilitate the "building four-laning, maintenance, management and operation of National Highway No 166" in the Sangli-Solapur Section. This necessitates the acquisition of land along the specified route. **4. Background and Rationale:** * **New Policy:** The notification suggests that the current state of National Highway No. 166 (between Km 248.600 and Km 331.200) is insufficient for current or projected traffic needs. The policy addresses this issue by initiating the process for expanding the highway to four lanes. This aims to improve transportation efficiency, connectivity, and potentially stimulate economic development in the region. **5. Key Provisions / Changes:** * **Land Acquisition Declaration:** The Central Government formally declares its intention to acquire specific land parcels in the Solapur district for the highway expansion project. * **Land Details:** The notification provides a schedule listing survey numbers, plot numbers, land types (private, Gaothan, dry, wet), and areas (in hectares) of the land to be acquired. These details are crucial for landowners to determine if their property is affected. * **Objection Mechanism:** The notification outlines a process for landowners to object to the land acquisition. Affected individuals have 21 days from the date of publication of the notification (January 1, 2021) to submit their objections to the Sub-Divisional Officer, Mangalweda. * **Objection Review Process:** The competent authority (Sub-Divisional Officer) is required to provide objectors with an opportunity to be heard, either in person or through a legal practitioner. The authority will then review the objections and either allow or disallow them, with the final decision being binding. * **Land Plan Availability:** Interested parties can inspect the land plans and other relevant details at the office of the competent authority. **6. Target Audience and Stakeholders:** The primary target audience is landowners and other individuals or entities with an interest in land located within the specified stretch of National Highway No. 166 in the Solapur district of Maharashtra, specifically in the villages of Andhalgaon, Bramhapuri, Khupsangi and Mangalvedha. This also affects any business that relies on accessibility between Sangli and Solapur along this stretch of highway. Stakeholders include: * Landowners in the specified villages. * Residents of the affected villages. * Businesses operating in or near the highway corridor. * The National Highways Authority of India (NHAI). * The Ministry of Road Transport and Highways. * Contractors involved in the highway expansion project. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Ministry of Road Transport and Highways is the responsible body, with the National Highways Authority of India (NHAI) likely playing a key role in implementation. The Sub-Divisional Officer, Mangalweda, is designated as the "competent authority" for handling objections. * **Timeline:** The notification specifies a 21-day window for submitting objections, starting from the date of publication (January 1, 2021). Other timelines are not explicitly stated but can be inferred to include land valuation, compensation negotiation, and construction phases. * **Procedure:** The procedure involves: 1) Publication of the intention to acquire, 2) Submission of objections by affected parties, 3) Review of objections by the competent authority, 4) A hearing for objectors, 5) A final decision on the objections, and 6) Acquisition of the land. **8. Expected Outcomes / Impact of Changes:** The intended outcome is to acquire the necessary land to facilitate the four-laning of the specified section of National Highway No. 166. This expansion is expected to: * Improve traffic flow and reduce congestion. * Enhance road safety. * Reduce travel time between Sangli and Solapur. * Support economic development in the region by improving connectivity. * Potentially increase land values in the surrounding areas after the project is completed. **9. Conclusion:** The notification initiates the land acquisition process for the expansion of National Highway No. 166 in Maharashtra. It provides critical information for landowners within the designated area, outlining their rights and the procedure for raising objections. This policy is a significant step towards improving infrastructure and connectivity in the region, though it will undoubtedly have direct impacts on the affected landowners. The affected industries should be aware of potential disruptions during the highway's construction and the potential for increased economic activity and improved logistical efficiency once the project is completed.
