This Public Notice, No. 33/2015-2020, issued by the Directorate General of Foreign Trade (DGFT), Department of Commerce, on September 23, 2016, announces an amendment to ANF5A (Aayat Niryat Forms) of the Foreign Trade Policy (FTP) 2015-2020. The amendment incorporates guidelines for designating/certifying a Common Service Provider (CSP) under Para 5.02(b) of the FTP 2015-2020.
The notice, issued in exercise of powers conferred under paragraph 1.03 of the FTP 2015-2020, details the documents required for designating/certifying a CSP. These include:
* IEC (Import Export Code)
* RCMC (Registration-cum-Membership Certificate)
* A brief description of the common service to be provided
* A list of at least six potential users, including their names and IECs
* The name of the Town of Export Excellence (TEE) where the applicant unit is located
* The product category to be serviced
* Proof of registration with relevant indirect tax authorities prior to export
The designating/certifying authority is DGFT, Department of Commerce or State Industrial Infrastructure Corporation in a Town of Export Excellence. The public notice takes effect immediately upon issuance.

Subject: Amendment in ANF-5A [Application for issue of EPCG Authorisation] incorporating
the guidelines for designating/certifying a Common Service Provider (CSP) under
Para 5.02 (b) of FTP 2015-20 – reg.
F. No. 18/03/AM-17/PC-5 .— In exercise of powers conferred under paragraph 1.03 of the Foreign Trade
Policy, 2015-20, the Director General of Foreign Trade hereby notifies the guidelines for designating/certifying a
Common Service Provider under Para 5.02 (b) of FTP 2015-20 with immediate effect.
Guidelines for designating/certifying a CSP as per Para 5.02(b) of FTP are being notified. Accordingly, a new
Paragraph at Sl. No. 4 under the guidelines of ANF 5 A is inserted which shall read as under:
“4. Guidelines for designating/certifying of CSP under Para 5.02(b) of FTP 2015-20
The designating/certifying authority should call for the following documents:-
a. IEC
b. RCMC
c. Common service to be provided (in brief)
d. List of minimum six potential users (Name and IEC)
e. Name of the TEE where the applicant unit is located
f. Product category to be serviced
g. The unit should be duly registered with relevant indirect tax authorities prior to export.”
Effect of the Public Notice: ANF 5A of Aayat Niryat Forms of FTP 2015-20 has been amended to include guidelines
for designating/certifying a Common Service Provider by DGFT, Department of Commerce or State Industrial
Infrastructure Corporation in a Town of Export Excellence under Para 5.02 (b) FTP 2015-20.
