## Policy Analysis Report: Amendment to Foreign Trade Policy 2015-2020
**1. Executive Summary:**
This report analyzes an amendment to the Foreign Trade Policy 2015-2020 (FTP), specifically focusing on changes to Para 2.96 b of the Handbook of Procedures (HBP) and ANF2C. The core purpose of this amendment is to reduce regulatory compliance burden for exporters. Key changes include the deletion of mandatory quarterly return details of exports of different commodities to concerned registering authority (except for status holders to FIEO) and the deletion of the requirement to submit monthly export returns (including NIL returns) to the registering authority. A revised format for ANF2C is also notified. These changes primarily affect exporters registered with relevant authorities under the FTP.
**2. Introduction:**
This report provides an informative analysis of a specific amendment to the Foreign Trade Policy 2015-2020, based solely on the provided official policy text. The analysis focuses on the changes introduced, their likely rationale, and potential implications for affected stakeholders.
**3. Policy Overview:**
* This document represents an amendment to the existing Foreign Trade Policy 2015-2020.
* **Core Objective:** Based on the text, the core objective of this amendment is to reduce the regulatory compliance burden for exporters ("reducing regulatory compliance burden-reg.").
**4. Background and Rationale:**
This amendment appears to be designed to alleviate the administrative burden on exporters related to reporting requirements. The removal of the need to submit quarterly and monthly export returns (in most cases) suggests that these requirements were deemed excessive or inefficient. The rationale is to streamline export procedures and make it easier for businesses to comply with trade regulations.
**5. Key Provisions / Changes:**
This amendment introduces the following key changes to the Foreign Trade Policy 2015-2020 and its associated Handbook of Procedures:
* **Deletion of Para 2.96 b of HBP 2015-2020:** This paragraph previously required exporters to furnish quarterly return details of their exports of different commodities to the concerned registering authority. This requirement is now deleted.
* **Exception to Deletion:** Status holders still need to send quarterly returns to FIEO in a format specified by FIEO.
* **Deletion of S. No 9d of ANF2C:** This section mandated the submission of monthly export returns, including NIL returns, to the Registering authority by the 15th day of the following month. This requirement is now deleted.
* **Revised Format for ANF2C:** A revised format for ANF2C (Application Form for Registration Cum Membership Certificate) is notified and annexed to the public notice. This new form likely reflects the changes in reporting requirements.
**Difference and Effect:**
The removal of the quarterly and monthly reporting obligations significantly reduces the administrative burden on exporters. This simplification could lead to cost savings for exporters and increased efficiency in the export process. The revised ANF2C form likely streamlines the registration process for new exporters. However, the exception for Status holders need to report to FIEO quarterly.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders for this amendment are:
* Exporters registered with various registering authorities under the Foreign Trade Policy.
* Status Holders
* Directorate General of Foreign Trade (DGFT).
* Federation of Indian Export Organisations (FIEO)
* Registering Authorities (responsible for registering exporters).
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Directorate General of Foreign Trade (DGFT) is responsible for implementing and overseeing the amended policy. Registering Authorities will need to adjust their procedures to reflect the removal of the reporting requirements.
* **Timelines/Procedures:** The amendment is effective from the date of the Public Notice (July 12, 2021). Exporters are no longer required to submit quarterly or monthly returns, as applicable, to the registering authority. They should adhere to the revised ANF2C format for new registrations or updates.
**8. Expected Outcomes / Impact of Changes:**
The intended outcomes of these amendments are likely to include:
* Reduced compliance costs for exporters.
* Simplified export procedures.
* Increased efficiency in the export process.
* Enhanced ease of doing business for exporters.
The amendment aims to create a more favorable regulatory environment for exporters, potentially leading to increased export activity.
**9. Conclusion:**
This amendment to the Foreign Trade Policy 2015-2020 represents a significant step towards reducing regulatory compliance burdens for exporters. By eliminating the requirement to submit frequent export returns and simplifying the ANF2C form, the government aims to streamline export procedures and promote trade. These changes are likely to have a positive impact on the competitiveness of Indian exporters in the global market.
