Every tubular fluorescent lamp with nominal dimension starting from 1100 mm and up to 1500mm length or the maximum nominal dimension as covered in IS 2418 (Part II),being manufactured, commercially purchased, sold or imported, as the case may be, in India shall,- (i) comply with the requirements contained in clauses7.1 to 7.4 of IS 2418 (Part I); (ii) comply with all the performance requirements as per the standard lamp data sheets for relevant lamps specified in IS 2418 (Part II); and (iii) carry BIS certification mark. 2. (1) Definitions.- In this notification, unless the context otherwise requires,- (a) “lumen maintenance” means the ratio of the luminous flux of an individual lamp after 2000 hours of operation, or 70 percent of its rated life, as appropriate, to that found in the rating test, or as specified in IS 2418 (Part I); (b) “luminous efficacy” means luminous flux of lamp per unit power consumed at rated voltage and frequency which shall be lumen per Watt (lm/W); (c) “luminous flux” means the light given by a light source or a luminaire or received by a surface irrespective of the directions in which it is distributed. The unit of the luminous flux is the lumen (lm). (d) “rated luminous flux” means the luminous flux marked on the lamp or declared by the supplier; (e) “rated wattage” means the wattage marked on the lamp; (f) “tubular fluorescent lamp” means a low pressure mercury discharge lamp of tubular form either straight or curved in which most of the light is emitted by a layer of fluorescent material excited by the ultra-violet radiation from the discharge. (g) “wattage” means the SI derived unit used to measure power. In terms of electricity, wattage is equal to current (in amperes) multiplied by voltage (in volts). (2) Words and expressions used herein and not defined, but defined in Act shall have meanings respectively assigned to them in the Act. 3. Star rating or star level plan.- (1) There shall be a label affixed on tubular fluorescent lamp which shall display a maximum of five stars with an interval of one star. (2) The tubular fluorescent lamp shall be rated from star one to star five based on their relative luminous efficacy and the one star tubular fluorescent lamp shall refer to energy consumption standard which complies with the performance requirements as laid down in clause (ii) of paragraph 1. Testing and tolerance.-(1) For the purposes of determining the star level, the tubular fluorescent lamp shall be tested as per the following test standards, namely:- Test Standard Section of the Test Standard IS 2418 (Part I) All tests covered under the following sub-headings under heading 6 – tests 6.1 Classification of tests 6.2 Conditions of tests 6.5 Insulation resistance test 6.6 Burning test 6.7 Testing of starting characteristics 6.8Test for electrical luminous and colour characteristics 6.9 Life test (2) The tolerance limits shall be applicable as per clauses 6.2.3 (lamp wattage), 6.2.5 (luminous flux and colour characteristics) and 6.9 (life test) of IS: 2418 (Part I).8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (3) There shall be no negative tolerance for the star rating levels and all tested lamp shall meet the minimum threshold limit for each star rating level. (4) The scope for manufacturing tolerance and other variations shall be accounted by the manufacturer when determining the star rating based on the following points for rounding off- (a) the value of power consumption (Watts), luminous flux (lumens), luminous efficacy (lm/W) shall be rounded off to nearest whole number up to one decimal places; (b) the value shall be rounded off to respective significant figures, as per IS 2:1960, reaffirmed 2000. (4) With effect from coming into force of revised star level from 1st July, 2018, every tubular fluorescent lamp at 2000 hours of operation and at 70percent. of declared life, including the ageing period of 0100 hours, shall not have lumen maintenance less than the value indicated in the relevant lamp data sheet as specified in IS 2418 (Part II). 5. Test report. -The result of the test shall be reported in the specified format in the Annexure A.
