जर्जनयम (1) (क) के जलए, जनम्न जलजखत प्रजतस्ट्थ ाजपत ककया िाएगा, नामत: - “कोई व्यजि िो पररषद ्द्वारा समय-समय पर यथा जर्जनजित परीक्षा देकर या छूट के माध्यम से परीक्षा में अर्हतव होता ह,ै र्ह संस्ट्थान के संबद्ध या अध्य ेता सदस्ट्य के रूप में अपना नाम रजिस्ट्टर में प्रजर्ष्ट करन े का हकदार ह”ै 4. उक्त जर्जनयम म,ें जर्जनयम 3 में, उप-जर्जनयम (2) (क) म,ें जनम्न जलजखत प्रजतस्ट् थाजपत ककया िाएगा, नामत: :- ''परीक्षा का आयोिन ऐसी रीजत से तथा ऐसे समय और स्ट्थान पर होगा िैसा पररषद ् द्वारा जर्जनश् चय ककया िाएगा अथर्ा पररषद ्द्वारा अजधकृत कोई सजमजत या व्यजियों का कोई समूह समय-समय पर जर्जनश् चय करेगा।" 5. उक्त जर्जनयम म,ें जर्जनयम 3 में, उप-जर्जनयम (2) (क) के जलए, ''अन सूची ि के प्ररूप ड़'' संपूणवत: हटा कदया िाएगा, और उप-जर्जनयम (3) (क) को जनम्न जलजखत से प्रजतस्ट् थाजपत ककया िाएगा : ''ककसी परीक्षा म ेंप्रर्ेि के जलए कोई आर्ेदन पररषद ्द्वारा समय समय पर यथा जर्जनजित प्ररूप म ेंककया िाएगा '' 6. उक्त जर्जनयम म,ें जर्जनयम 3 में, उप-जर्जनयम (3) (ख) के जलए ''अन सूची I का प्ररूप ट'' संपूणवत: हटा कदया िाएगा, और उप-जर्जनयम (3) (ख) को जनम्न जलजखत से प्रजतस्ट् थाजपत ककया िाएगा : “खण्ड (क) के अधीन प्रत्येक आर्ेदन के साथ जर्जनयमन 6 के उप-जर्जनयम (2) म ें जर्जनर्दवष्ट ऐसी फीस संलग्न होगी जिससे र्ह समय से और पररषद ् द्वारा समय - समय पर कदए गए जनदेिों के अन सार संस्ट्थान में पहुचं िाए और संस्ट् थान, परीक्षा में सजम्मजलत होने के जलए प्रत् येक अभ् यथी को पररषद ् द्वारा समय समय पर जर्जनश् चय ककए गए प्ररूप में परीक्षा प्रर्ेि पत्र िारी करेगा।” 7. उक्त जर्जनयम में, जर्जनयम 3 में, उप-जर्जनयम (7) के जलए, ''अन सूची क का प्ररूप च'' संपूणतव : हटा कदया िाएगा, और उप-जर्जनयम (7) को जनम्न जलजखत से प्रजतस्ट् थाजपत ककया िाएगा : ''प्रत् यके अभ् यथी को जिसने इस जर्जनयम के अधीन कोई परीक्षा उत् तीण की ह,ै को समय समय पर पररषद ् द्वारा यथा जर्जनजित प्ररूप में इस प्रभार् की पालन ररपोटव कदया िाएगाा'' 8. उक्त जर्जनयम म,ें जर्जनयम 4 में, उप-जर्जनयम (2) के जलए जनम्न जलजखत को प्रजतस्ट्थ ाजपत ककया िाएगा, नामत: :- ''संस्ट्थ ान की अध् येता सदस्ट् यता के जलए आर्ेदन की तारीख को व् यजि उस बीमांकक जनकाय का एक अध् येता सदस्ट् य होगा जिसका संस्ट् थान के साथ पारस्ट्प ररक मान्‍द यता करार (एमआरए) होगा। 9. उक्त जर्जनयम म,ें जर्जनयम 4 में, उप - जर्जनयम (2) (ख) के जलए, ''परंत पररषद ्की र्ेबसाइट पर ऐसे सभी संबंजधत बीमांकक जनकायों की जिनके साथ संस्ट्थ ान न ेपारस्ट् पररक मान्‍द यता करार ककया ह ैिानकारी उपलब् ध कराएगी'' के पश् चात् जनम्न जलजखत परंत क अतं :स्ट्थ ाजपत ककया िाएगा, नामत: :- ''परंत यह और कक यह सदस्ट् य पर जनभरव करेगा कक र्ह संस्ट्थ ान से सदस्ट् यता प्राप् त करन े के उपरांत उस बीमांककक जनकाय का सदस्ट् य बन े रहना चाहता/चाहती ह ैया नहीं जिसका संस्ट् थान के साथ पारस्ट् पररक मान्‍द यता करार ह।ै परंत यह और कक पररषद ् यह स जनजित करन े के जलए कक योग् यता मानक बनाए रखा गया है, भारतीय बीमांककक पेि े की संर्ृजद्ध और / या जर्षय की प्रासंजगकता के जहत म ें समय - समय पर ककसी ऐसे अन्‍द य बीमांकक जनकाय या ककसी िैक्षजणक संस्ट्थ ान या अन्‍द य पिे र्े र संस्ट्थ ान के साथ पारस्ट् पररक मान्‍द यता करार कर सकता ह ै या समझौता ज्ञापन पर हस्ट्त ाक्षर कर सकता ह।ै '' 10. उक्त जर्जनयम म,ें जर्जनयम 4 में, उप-जर्जनयम (3) के जलए, ''अन सूची ग के प्ररूप घ'' को संपूणवतया हटा कदया िाएगा, और उप-जर्जनयम (3) को जनम्न जलजखत से प्रजतस्ट्थ ाजपत ककया िाएगा :[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 ''कोई व् यजि िो अध् यते ा सदस्ट् य के रूप में प्रर्ेि लेने की र्ांछा रखता है, अध् यते ा के रूप में प्रर्ेि के जलए अपनी पात्रता के बारे में दस्ट् तार्ेिी साक्ष्य और जर्जनयम 6 के उप-जर्जनयम (1) में जर्जनर्दवष् ट फीस के साथ पररषद ् द्वारा समय समय पर जर्जनश् चय ककए गए प्ररूप में संस्ट् थान को आर्ेदन करेगा परंत यह कक आर्ेदक ऐसी अन्‍द य िानकारी देगा जिसकी पररषद ् अपेक्षा करे।'' 11. उक्त जर्जनयम म,ें जर्जनयम 4 में, उप-जर्जनयम (4) के जलए, अन सूची छ का प्ररूप I'' को सपं ूणवत: हटा कदया िाएगा, और उप-जर्जनयम (4) को जनम्न जलजखत से प्रजतस्ट् थाजपत ककया िाएगा ''अध् यते ा सदस्ट् यता का प्रमाण-पत्र समय समय पर पररषद ्द्वारा जर्जनश् चय ककए गए प्ररूप में िारी ककया िाएगा।'' 12. उक्त जर्जनयम म,ें जर्जनयम 5 में, उप-जर्जनयम (2) के जलए, जनम्न जलजखत स ेप्रजतस्ट्थ ाजपत ककया िाएगा, नामत: :- ''ककसी ऐसे व् यजि की दिा म,ें जिसने ककसी अन्‍द य बीमांककक जनकाय या िैक्षजणक संस्ट् थान या अन्‍द य र्ृजिक संस्ट् थान स े संस्ट् थान की तत्स्ट् थानी परीक्षा के समत ल् य समझी िाने र्ाली ऐसी परीक्षा उत् तीण व की ह ै िैसे पररषद ्द्वारा समय - समय पर जनयत की िाए, जर्जनयम 3 म ेंजनर्दवष् ट परीक्षा से छूट / अजभमज ि दी िा सकेगी। परंत यह और कक पररषद ् यह स जनजित करन े के जलए कक योग्य ता मानक बनाए रखा गया ह,ै भारतीय बीमांककक पेिे की संर्ृजद्ध और / या जर्षय की प्रासंजगकता के जहत में समय - समय पर ककसी ऐसे अन्‍द य बीमांकक जनकाय या ककसी िैक्षजणक संस्ट् थान या अन्‍द य पेिेर्र संस्ट् थान के साथ पारस्ट्प ररक मान्‍द यता करार कर सकता ह ै या समझौता ज्ञापन पर हस्ट्त ाक्षर कर सकता ह।ै '' 13. उक्त जर्जनयम म,ें जर्जनयम 5 में, उप-जर्जनयम (3) के जलए, अन सूची ख का प्ररूप ख'' को संपूणवत: हटा कदया िाएगा, और उप-जर्जनयम (3) को जनम्न जलजखत से प्रजतस्ट् थाजपत ककया िाएगा : ''कोई व् यजि िो सहय क्त सदस्ट्य के रूप में प्रर्ेि लने े की र्ांछा रखता ह,ै पररषद ् द्वारा समय - समय पर जर्जनश् चय ककए गए प्रारूप म ें सदस्ट् यता के जलए अपनी पात्रता के बारे म ें दस्ट् तार्ेिी साक्ष्य और जर्जनयम 6 के उप-जर्जनयम (1) में जर्जनर्दवष् ट फीस के साथ आर्ेदन करेगा'' 14. उक्त जर्जनयम म,ें जर्जनयम 5 में, उप-जर्जनयम (4) के जलए, अन सूची ि का प्ररूप ि'' को सपं ूणवत: हटा कदया िाएगा, और उप-जर्जनयम (4) को जनम्न जलजखत से प्रजतस्ट् थाजपत ककया िाएगा : ''सहय क्त सदस्ट् यता का प्रमाण - पत्र समय समय पर पररषद ्द्वारा यथा जर्जनजित प्ररूप म ेंिारी ककया िाएगा'' 15. उक्त जर्जनयम म,ें जर्जनयम 6 में, उप-जर्जनयम (1) को जनम्न जलजखत से प्रजतस्ट्थ ाजपत ककया िाएगा, नामत: :- ''जर्जनयम 4 और जर्जनयम 5 के अधीन रजिस्ट् टर म ें नाम प्रजर्ष्ट करर्ाने के जलए प्रत् येक आर्ेदन के साथ पच् चास हिार रुपए से अनजधक राजि की ऐसी फीस संलग् न होगी िैसी पररषद ्द्वारा समय समय पर अर्धाररत की िाए।'' 16. उक्त जर्जनयम म,ें जर्जनयम 6 में, उप-जर्जनयम (4) को जनम्न जलजखत से प्रजतस्ट्थ ाजपत ककया िाएगा, नामत: :- ''पररषद ्पाठ्यक्रम सामग्ी, कोवचंग, काउंसवलंग, प्रजिक्षण और अन्‍द य प्रयोिनों के जलए फीस का अर्धारण करेगी : परंत ऐसी फीस, िो पररषद ्द्वारा समय - समय पर अर्धाररत की िाए प्रजत जर्षय एक लाख रुपए से अजधक नहीं होगी। परंत यह और कक ऐसे व् यजि जिनका पत्राचार का पता भारत के बाहर का है, प्रजत जर्षय दो लाख रुपए से अनजधक ऐसी फीस का संदाय करेंग ेिैसा पररषद ्समय - समय पर अर्धाररत करे।'' 17. उक्त जर्जनयम म,ें जर्जनयम 8 में, उप-जर्जनयम (2) के जलए, ''अन सूची ड़ का प्ररूप ग'' संपणू वत: हटा कदया िाएगा, और उप-जर्जनयम (4) के जलए जनम्न जलजखत प्रजतस्ट् थाजपत ककया िाएगा : ''उप-जर्जनयम (1) म ें जनर्दवष् ट कोई व् यजि, िो संस्ट्थ ान के संबद्ध सदस्ट् य के रूप म ें भती होने की र्ांछा रखता है, संस्ट्थ ान को, पररषद ्द्वारा समय - समय पर जर्जनश् चय ककए गए प्ररूप में सदस्ट् यता के जलए अपनी पात्रता के बारे में दस्ट् तार्ेिी साक्ष्य के साथ और जर्जनयम 6 के उप-जर्जनयम (1) म ेंजर्जनर्दवष् ट फीस का संदाय करके आर्ेदन कर सकेगा: परंत संस्ट्थ ान के पास पारस्ट् पररक मान्‍द यता करार या पररषद ्द्वारा सम् यक् रूप स े प्राजधकृत र्ैसे ही करार पर हस्ट्त ाक्षररत ऐस े बीमांककक जनकाय के साथ व् यजतकारी करार होना चाजहए।'' 18. उक्त जर्जनयम म,ें जर्जनयम 9 में, उप-जर्जनयम (1) के जलए, जनम्न जलजखत प्रजतस्ट् थाजपत ककया िाएगा, नामत: :-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ''कोई व् यजि, जिसने 10र्ी या समत ल् य परीक्षा उत् तीण व की ह ैअजधजनयम की धारा 8 की उपधारा (3) के अधीन संस्ट्थ ान के जर्द्याथी सदस्ट् य के रूप म,ें भती होने का हकदार होगा। परंत यह कक पररषद ्को समय समय पर ऊपर उजल्लजखत प्रर्िे मानदडं को बदलन े का अजधकार रहगे ा।'' 19. उक्त जर्जनयम म,ें जर्जनयम 9 में, उप-जर्जनयम (2) के जलए, ''अन सूची घ का प्ररूप क'' संपणू वत: हटा कदया िाएगा, और उप-जर्जनयम (2) को जनम्न जलजखत से प्रजतस्ट् थाजपत ककया िाएगा : ''कोई व् यजि, िो स्ट् र्यं को संस्ट्थ ान के जर्द्याथी सदस्ट् य के रूप म ें भती होने र्ांछा रखता ह,ै संस्ट्थ ान को सदस्ट् यता हते अपनी पात्रता के संबंध में दस्ट् तार्ेिी साक्ष्य के साथ और जर्जनयम 6 के उप-जर्जनयम (1) में जर्जनर्दवष् ट फीस संलग् न करके संस्ट्थ ान द्वारा समय - समय पर यथा जर्जनजित प्ररूप म ेंआर्ेदन कर सकेगा।'' 20. उक्त जर्जनयम म,ें जर्जनयम 10 में, उप-जर्जनयम (2) के जलए, ''अन सूची ञ का प्ररूप च'' संपणू वत: हटा कदया िाएगा, और उप-जर्जनयम (2) को जनम्न जलजखत से प्रजतस्ट् थाजपत ककया िाएगा : ''व् यर्साय प्रमाण पत्र के जलए कोई आर्ेदन पररषद ् द्वारा समय - समय पर जर्जनश् चय ककए गए प्ररूप मे ककया िाएगा, उसके साथ ऐसी फीस संलग् न होगी िो पररषद ्द्वारा समय - समय पर अर्धाररत की िाए ककंत िो ककसी भी दिा में एक लाख रुपए से अजधक नहीं होगी।'' 21. उक्त जर्जनयम म,ें जर्जनयम 10 में, उप-जर्जनयम (4) के जलए, ''अन सूची ट का प्ररूप ञ'' संपणू वत: हटा कदया िाएगा, और उप-जर्जनयम (3) को जनम्न जलजखत से प्रजतस्ट् थाजपत ककया िाएगा : ''व् यर्साय प्रमाण पत्र समय - समय पर पररषद द्वारा जर्जनश् चय ककए गए प्ररूप म ेंिारी ककया िाएगा।'' 22. उक्त जर्जनयम म,ें जर्जनयम 11 में, उप-जर्जनयम (2) (ख) के बाद, जनम्न जलजखत परंत क अतं :स्ट्थ ाजपत ककया िाएगा, नामत: :- ''परंत यह कक उप-जर्जनयम (1) के खंड (iv) के अधीन आने र्ाले ककसी मामले में, यकद सीओपी धारक जनरस्ट्त ीकरण पार्ती की सूचना के अन सरण म ें1 अप्रलै की संसाधन समय-सीमा के उपरांत आर्ेदन दाजखल करता ह ैया नहीं करता है, यहॉं यथा उजल्लजखत िैसा भी मामला हो, और यकद र्ह र्तवमान सीओपी की समाजि की जतजथ से नर्ीकरण प्रभार्ी करना चाहता / चाहती ह,ै नर्ीकरण आर्ेदन और नर्ीकरण फीस 30 अप्रलै / उससे पहल े प्राप् त होना आर्श्य क होगा।'' प्रीति र्ंद्रशेखर, प्रेसीडेंट [जर्ज्ञापन-III/4/असा./06/2025-26] रटप्प ण : मलू जर्जनयम भारत के रािपत्र, भाग III, खंड - Short title and commencement — (1) These regulations may be called the Institute of Actuaries of India (Admission as Member and Issuance of Certificate of Practice) (Amendment) Regulations, 2024.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In the Institute of Actuaries of India (Admission as member and issuance of Certificate of Practice) Regulations, 2017 (hereinafter referred to as the said regulation) in regulation 2, in sub-regulation (1) after (d) the following clause shall be inserted, namely: - “(e) ‘professional institute’ means any institute as may be constituted under an act of Parliament of India or a similar body as decided by the Council from time to time.” 3. In the said regulation, in regulation 3, for sub-regulation (1) (a), the following shall be substituted, namely: - “Any person who qualifies the examination as decided by the council from time to time either through taking exam or exemption shall be entitled to have his name entered in the register as an associate or a fellow member of the Institute” 4. In the said regulation, in regulation 3, for sub-regulation (2) (a), the following shall be substituted, namely: - “The examination shall be conducted in such manner and at such time and place as may be decided by the Council, or a committee or a group of persons authorised by the Council, may decide, from time to time.” 5. In the said regulation, in regulation 3, for sub-regulation (3) (a), “Form E of Schedule H" shall be deleted in its entirety, and sub-regulation (3) (a) shall be substituted with the following: “An application for admission to an examination shall be made in the format as decided by the Council from time to time.” 6. In the said regulation, in regulation 3, for sub-regulation (3) (b), the reference to "Form K of Schedule I" shall be deleted in its entirety, and sub-regulation (3)(b) shall be substituted with the following: “Every application under clause (a) shall be accompanied by such fees specified in sub-regulation (2) of regulation 6 so as to reach the Institute in time and in accordance with the directions given by the Council from time to time and the Institute shall issue an examination admit card in the format as decided by the Council from time to time.” 7. In the said regulation, in regulation 3, for sub-regulation (7), “Form G of Schedule A" shall be deleted in its entirety, and sub-regulation (7) shall be substituted with the following: “Every candidate who has passed an examination under this regulation shall be given a performance report to that effect in the format as decided by the Council from time to time” 8. In the said regulation, in regulation 4, for sub-regulation (2) (a), the following shall be substituted, namely: - “on the date of application for fellow membership of the Institute, the person is a Fellow member of the actuarial body which has the MRA with the Institute” 9. In the said regulation, in regulation 4, for sub-regulation (2) (b), the following provisos shall be inserted after “Provided that the Council shall provide the information of all concerned actuarial bodies with whom the Institute has entered in MRA on the website of the Institute”, namely: “Provided further that it is up to the member that whether he/she wants to continue as a Fellow member of the actuarial body which has the MRA with the Institute after receiving the Fellow membership from the Institute. Provided further that Council may time to time enter into Mutual Recognition Agreement or Memorandum of Understanding with such another actuarial body or an academic institution or other professional institute in the interest of Indian Actuarial profession’s growth and/ or relevance of subject to ensure qualification standard is maintained.” 10. In the said regulation, in regulation 4, for sub-regulation (3), “Form D of Schedule C" shall be deleted in its entirety, and sub-regulation (3) shall be substituted with the following: “A person who desires to be admitted as a fellow member shall make an application to the Institute in the format as decided by the Council from time to time together with documentary evidence as to his eligibility for admission as a fellow and the fee specified in sub-regulation (1) of regulation 6 Provided that the applicant shall provide such other information as the Council may require.” 11. In the said regulation, in regulation 4, for sub-regulation (4), “Form I of Schedule G" shall be deleted in its entirety, and sub-regulation (4) shall be substituted with the following “A certificate of fellow membership shall be issued in the format as decided by the Council from time to time” 12. In the said regulation, in regulation 5, for sub-regulation (2), the following shall be substituted, namely: -6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “The examination referred to in regulation 3 may be exempted/ dispensed with in the case of a person who has passed such examination as stipulated by the Council from time to time from another actuarial body or an academic institution or other professional institute deemed to be equivalent to the corresponding examination of the Institute. Provided that Council may time to time enter into Mutual Recognition Agreement or Memorandum of Understanding with such another actuarial body or an academic institution or other professional institute in the interest of Indian Actuarial profession’s growth and/ or relevance of subject to ensure qualification standard is maintained.” 13. In the said regulation, in regulation 5, for sub-regulation (3), “Form B of Schedule B" shall be deleted in its entirety, and sub-regulation (3) shall be substituted with the following: “A person who desires to be admitted as an associate member shall make an application to the Institute in the format as decided by Council from time to time together with documentary evidence as to his eligibility for membership and the fee specified in sub-regulation (1) of regulation 6” 14. In the said regulation, in regulation 5, for sub-regulation (4), “Form H of Schedule F" shall be deleted in its entirety, and sub-regulation (4) shall be substituted with the following: “A Certificate of an associate membership shall be issued in the format as decided by the Council from time to time” 15. In the said regulation, in regulation 6, for sub-regulation (1), the following shall be substituted, namely: - “Every application for entry of names in the register under regulation 4 and regulation 5 shall be accompanied with a fee of an amount not exceeding fifty thousand rupees, as the Council may determine from time to time.” 16. In the said regulation, in regulation 6, for sub-regulation (4), the following shall be substituted, namely: - “The Council shall determine fees for course material, coaching, counselling, training and other purposes: Provided that such fee shall not exceed one lakh rupees per subject, as the Council may determine from time to time. Provided further that persons with address for correspondence outside India shall pay such fees not exceeding two lakhs rupees per subject, as the Council may determine from time to time. Provided further that fees for any certification course (other than examination referred in regulation 3 to 5) can be decided by the council from time to time.” 17. In the said regulation, in regulation 8, for sub-regulation (2), “Form C of Schedule E" shall be deleted in its entirety, and sub-regulation (2) shall be substituted with the following: “Any person referred to in sub-regulation (1) who desires to be admitted as an affiliate member of the Institute shall make an application to the Institute in the format as decided by the Council from time to time together with documentary evidence about his eligibility for membership and on payment of a fee specified in sub-regulation (1) of regulation 6: Provided that the Institute has a reciprocity agreement with such actuarial body through the signing of a mutual recognition agreement or the like as duly authorised by the Council.” 18. In the said regulation, in regulation 9, for sub-regulation (1), the following shall be substituted, namely: - “Any person who has passed 10 or equivalent shall be entitled to be admitted as a student member of the Institute under sub-section (3) of section 8 of the Act. Provided that the Council shall have the power to change the admission criterion mentioned above from time to time.” 19. In the said regulation, in regulation 9, for sub-regulation (2), “Form A of Schedule D" shall be deleted in its entirety, and sub-regulation (2) shall be substituted with the following: “Any person who desires to enroll himself as a student member of the Institute shall make an application to the Institute in the format as decided by the Council from time to time together with documentary evidence as to his eligibility for membership and accompanied by a fee specified in sub-regulation (1) of regulation 6.” 20. In the said regulation, in regulation 10, for sub-regulation (2), “Form F of Schedule J" shall be deleted in its entirety, and sub-regulation (2) shall be substituted with the following: “An Application for certificate of practice shall be made in the format as decided by the Council from time to time accompanied by such fee as may be determined by the Council from time to time but which shall not exceed one lakh rupees in any case.”[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 21. In the said regulation, in regulation 10, for sub-regulation (4), “Form J of Schedule K" shall be deleted in its entirety, and sub-regulation (3) shall be substituted with the following: “A certificate of practice shall be issued in the format as decided by the Council from time to time” 22.
