जलए ऊिाा खपत मानिडं और मानक, प्ररूप, समय जिसके अधीन, तथा योिना की तैयारी और कायाान्दियन

(2) य े सरकारी रािपत्र में उनके प्रकािन की तारीख से लागू िोंगे।

अधीन, तथा योिना की तयै ारी और कायाान्दियन की पद्धजत, ऊिाा बचत प्रमाणपत्र िारी करने की प्रदिया और
खपत की गई ऊिाा के तेल समकक्ष का प्रजत मैठरक टन मूल् य) जनयम 2012 में, उप-जनयम (2) के बाि जनयम
16 में जनम्नजलजखत उप-जनयम िाजमल दकए िाएगं े, अथाात्:-
“(2क) इन जनयमों के उद्दश्ेय स ेखपत की िान ेिाली ऊिा ाके बराबर प्रजत मठैरक टन तले का मल्ूय िर् ा2018-
19 के जलए अिारि ििार चार सौ िो रुपए मात्र िोगा और बाि के िर्ों के जलए लक्ष्य इस प्रकार िोंग ेिसै ा दक
केन्द रीय सरकार द्वारा सरकारी रािपत्र म ेंअजधसचू ना द्वारा जिजनर्िष्टा दकए िाएगं।े"
स्ट्पष्टीकरण:- ऊिाा संरक्षण (अजभजित उपभोक्त ाओं के जलए ऊिाा खपत मानिडं और मानक प्ररूप समय जिसके
अधीन, तथा योिना की तयै ारी और कायाान्द ियन की पद्धजत, ऊिाा बचत प्रमाणपत्र िारी करने की प्रदिया और
जनयम, 2012 के जनयम 16, उप जनयम (2क) के प्रयोिन के जलए खपत की गई ऊिाा के तेल समकक्ष का प्रजत
मैठरक टन मूल् य) िर्ा 2018-2019 में खोिे गए तेल के एक मैठरक टन का मूल्य जनष्प ािन, उपलजब्ध और
व्यापार योिना के अधीन नए क्षेत्रों अथाात् पेरोजलयम ठरफाइनरी, रेलिे और जिद्युत जितरण कंपजनयों के
अजतठरक् त, संबंजधत ऊिाा जमश्रण में हुए पठरितान और अजधसूचना सा.का.जन.373 (अ.) तारीख 31 माचा,
2016के अनुसार मूल्य गणना पद्धजत को आगे और युजक् तसंगत बनाने पर आधाठरत ि।ै

NOTIFICATION
New Delhi, the 14th December, 2020
G.S.R. 779 (E).—In exercise of the powers conferred by clauses (f), (g), (k), (la) and (laa) of sub-section (2)
of section 56, read with clauses (g) and (o) of sub-section (i) section 14, sub section (1) of section 14 A and section
14B of the Energy Conservation Act, 2001 (52 of 2001), the Central Government, in consultation with Bureau, hereby
makes the following Rules further to amend the Energy Conservation (Energy Consumption Norms and Standards for
Designated Consumers, Form, Time within which, and Manner of Preparation and Implementation of Scheme,
Procedure for Issue of Energy Savings Certificate and Value of Per Metric Ton of Oil Equivalent of Energy
Consumed) Rules 2020, namely:—
1. Short title and commencement.—(1) These rule may be called the Energy Conservation (Energy Consumption
Norms and Standards for Designated Consumers, Form, Time within which, and Manner of Preparation and
Implementation of Scheme, Procedure for Issue of Energy Savings Certificate and Value of Per Metric Ton of Oil
Equivalent of Energy Consumed) Amendment Rules , 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Energy conservation (Energy Consumption Norms and Standards for Designated Consumers, Form, Time
within which, and Manner of Preparation and Implementation of Scheme, Procedure for Issue of Energy Savings
Certificate and Value of Per Metric Ton of Oil Equivalent of Energy Consumed), Rule 2012, in rule 16 after sub-rule
(2), the following sub-rule shall be inserted, namely:-
“(2A) The value of per metric tonne of oil equivalent of energy consumed for the purpose of these rules shall be
eighteen thousand four hundred and two rupees only for the year 2018-19 and for the succeeding target years
shall be such amount as may be specified by the Central Government, by notification in the Official Gazette.”
Explanation: For the purpose of the sub rule (2A) of rule 16 in the Energy Conservation (Energy Consumption Norms
and Standards for Designated Consumers, Form, Time within which, and Manner of Preparation and Implementation
of Scheme, Procedure for Issue of Energy Savings Certificate and Value of Per Metric Ton of Oil Equivalent of
Energy Consumed) Rules, 2012, the price of one metric tonne of oil equivalent discovered for the year 2018-2019 is
based on the changes in corresponding energy mix due to addition of new sectors viz. Petroleum Refinery, Railways
and Electricity Distribution companies under the Perform, Achieve and Trade Scheme and further streamlining of
price calculation methodology, as per notification G.S.R. 373 (E), dated the 31st March, 2016.
