''अैकि मापिंड'' िीषिक के अतं गित खंड 2(2) में अंजतम प रा के पश् चात जनम्न जलजखत नया प रा िो़ा ा िाएगा। 2क. िज िक सत्र 2021-22 स ेस्ट्थ ाजपत दकए िा रै ेमजे डकल कॉलिे के जलए 1. प्रत् यके मेजडकल कॉलेि म,ें कॉलेि/अस्ट् पताल के संकाय सिस्ट् य और अय य स्ट् ाफ क के जलए आवासीय िेत्र के साथ या के जबना, छात्र और सं नों के जलए मेजडकल कॉलेि, संबद्ध अस्ट्प ताल तथा छात्रावास िाजमल ैोगा। यै वांछनीय ै दक छात्र /सं नों के जलए मेजडकल कॉलेि, छात्रावास तथा अध् यापन अस्ट् पताल/संस्ट् थान एक एकात् मक पररसर म ेंैो। 5276 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 2. तथाजप, एक्स और वाई श्रणे ी के िैर म,ें पवितीय तथा पूवोत् तर रा्‍य और अजधसूजचत िनिातीय िेत्र म ें यै पररसर भूजम के िो भूखंड – एक अध् यापन अस्ट् पताल में जस्ट्थत और िसू रा छात्र और सं नों के जलए छात्रावास वाले मेजडकल कॉलेि में भी ैो सकता ै। 3. यदि पररसर भूजम के एक भूखंड से अजधक में जस्ट्थत ै तो सन भूखडं में से प्रत् येक के बीच की िरू ी 10 दकलोमी र से कम या 30 जमन के यात्रा समय से कम, सनमें से िो भी कम ैो, ैोनी चाजैए। 4. बिते दक िैां सरकारी जिला अस्ट् पताल के नाम पर दकसी मेजडकल कॉलेि के अध् यापन अस्ट् पताल के ूपप म ें सस्ट् तेमाल दकए िाने के जलए जवचार दकया िा रैा ै , जिला अस्ट् पताल के सभी संट क, चाै े वे भूजम के िो भूखंड पर ै,ैं के नाम पर संबद्ध अध् यापन अस्ट्प ताल के ूपप म ें जवचार दकया िाएगा, बिते दक मुख्य जिला अस्ट् पताल म ें कम से कम 300 जबस्ट् तर ै । 5. मेजडकल कॉलेि, सस अनुसूची के जवजभय न भाग में यथाजवजन्ि्‍ि अध् यापन और ग र-अध् यापन स्ट् ाफ क, छात्र प्रसुजवधाओं आदि के जलए जवजभय न अध् यापन िेत्र (कॉलेि और अध् यापन अस्ट्प ताल – िोन में), पुस्ट् तकालय, प्रिासजनक िेत्र , कमर को स्ट्थ ान िेन े के जलए पयाि‍ त जनर्मित स्ट् थान उपल‍ध कराएगा। 6. भवन और अय य जनर्मित अवसंरचना, भवन कोड तथा स्ट्थ ानीय भवन जनमािण उप-जवजधय के अनूपु प ैोन े चाजैए। 7. अध् यापन अस्ट् पताल का जनर्मित िेत्र य यूनतम जबस्ट्त र , अध्य ापन सुजवधाओं और सन जवजनयम में एमबीबीएस के छात्र की जवजभय न वार्षिक प्रवेि िमताओं के जलए जवजनधािररत अय य ितों पर जवचार करत े हुए रा्‍र ीय मापिंड और स्ट् थानीय भवन जनमािण उप-जवजधय के अनूपु प ैोना चाजैए। 8. ससके अलावा, मेजडकल कॉलेि की स्ट्थापना के जलए उपयोग की िा रैी भूखडं दकसी अयय कॉलेि / संस्ट्थान (ि से नर्सिंग कॉलेि, डें ल कॉलिे , संिीजनयररंग कॉलेि या दकसी अयय कॉलेि या छात्रावास या आवास) के जलए उपयोग नैीं दकया िाना चाजैये। 3. ''अैकि मापिंड'' िीषिक के अतं गित खंड 2(5) में अंजतम प रा के पश् चात जनम्न जलजखत नया प रा िो़ा ा िाएगा: 5(क) िज िक सत्र 2021-22 स े स्ट्थ ाजपत दकए िा रै े मजे डकल कॉलिे के जलए : दक व् यजतिय दकसी अध् यापन संस्ट्थ ान म ें जवकजसत दकए िाने में सिम आवश् यक अवसंरचनात् मक सुजवधाओं के साथ एक पणू ित: कायाित् मक य यनू तम 300 जबस्ट् तर वाले अस्ट् पताल के स्ट् वाजमत् व वाला ैो और उसका प्रबंधन करता ैो। बिते दक पूवोत् तर रा्‍य और पवितीय िेत्र म ेंआरंभण के समय जबस्ट् तर की अपेजित संख् या 250 ैो सकती ै। ऐसे सभी अस्ट् पताल में आपातकाजलक िेखभाल के जलए अजतररक्त 30 जबस्ट् तरे अजनवायि ूपप से ैोने चाजैए। ससके अलावा, यै अस्ट् पताल िो वष ि की य यूनतम अवजध के जलए पणू ित: कायाित् मक ैोना चाजैए। 4. (i) These Regulations may be called the “Establishment of Medical College Regulations, (Amendment), 2020. (ii) They shall come into force from the date of their publication in the Official Gazette. 2. In Clause 2(2) under the heading “QUALIFYING CRITERIA”, after the last para the following new para shall be added:- (2A) For Medical Colleges being established from Academic Session 2021-22: 1. Every medical college shall comprise of the Medical College, the attached Teaching hospital/(s), and the residential area for the students with or without the residential area for faculty and other staff of college/hospital. It is desirable that the medical college, residential complex for students/interns and the teaching hospital/institution be in a unitary campus. 2. However, in Category X and Y cities, Hilly areas, Northeastern states and notified tribal areas the campus could also be in 2 plots of land – one housing the teaching hospital and the other the medical college with hostels for students and interns. 3. If the campus is housed in more than 1 plot of land, the distance between each one of these plots should be less than 10 kms or less than of 30 mins travelling time, whichever is lesser. 4. Provided that where the Government District Hospital is being considered for use as the teaching hospital of a medical college, all constituents of the District Hospital, even if they are on two plots of land, will be considered as the affiliated teaching hospital, provided that the main District hospital has atleast 300 beds. 5. The medical college shall provide adequate built-up space to accommodate various teaching areas (both in the college and the teaching hospital), Library, administrative areas, rooms for teaching and non-teaching staff, student amenities, etc as specified in various sections of this schedule. 6. The building and other built up infrastructure must conform to building codes and local building bye-laws. 7. The built up area of the teaching hospital must conform to national norms and local building bye-laws having considered the minimum beds, teaching facilities and other requirements prescribed for the various annual intakes of MBBS students in these regulations.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 8. Further, the parcel of land being used for establishing the medical college is not to be used for any other college/institution (such as Nursing College, Dental College, Engineering College or any other College or Hostel or accommodation). 3. In Clause 2(5) under the heading “QUALIFYING CRITERIA”, after the last para the following new para shall be added:- (5A) For Medical Colleges being established from Academic Session 2021-22: That the person owns and manages a fully functional minimum 300 bedded Hospital with necessary infrastructural facilities capable of being developed into a teaching institution. Provided that in North-Eastern States and Hilly Areas, the bed strength required at the time of inception may be 250. An additional 30 beds for emergency care should be mandatory in all such Hospitals. Further the Hospital should be fully functional for a minimum period of two years. 4. In Clause 8 under the heading “GRANT OF PERMISSION” after the existing clause 8 (3) (1) the following new para shall be added:- 8(3) (1A) For Medical Colleges being established from Academic Session 2021-22: The permission to establish a Medical College and admit students may be granted initially for a period of one year and may be renewed on yearly basis subject to achievements of annual targets. Physical Verification of infrastructure, human resources and other facilities shall be carried out for first renewal, third renewal and until recognition of the MBBS qualification awarded by the Medical College is granted. It shall be the responsibility of the person to apply to the Medical Assessment and Rating Board of the National Medical Commission for the purpose of renewal in accordance with the prescribed time schedule. Further admissions shall not be made at any stage unless the requirements laid down in relevant Minimum Standard Requirement Regulations for Annual MBBS Admissions and Phasewise Requirements for grant of Permission under section 10A are fulfilled. Further, the proviso to Regulation 8 (3) (1) shall remain applicable to all Medical Colleges being established from academic session 2021-22 onwards. [Advt.III/4/Exty./323/2020-21] Dr. R.K.
