(v) (cid:17)े:ीय रेलवे/रेल इकाई से (cid:21)ाZत उ(cid:19)त िसफा<रश के आधार पर ए.ई.आई. क(cid:20) िनयुि(cid:19) त से संबंिधत (cid:21)3 ताव रेलवे बोड* के ई.ई.एम.
िनदेशालय से भेजा जाएगा। इसी (cid:21)कार, ई.आई. क(cid:20) िनयुि(cid:19) त के िलए (cid:21)3 ताव सीधे रेलवे बोड *के ई.ई.एम. िनदशे ालय से भेजा जाएगा।

(vi) य(cid:1)द (cid:17)े:ीय रेलवे के (cid:21)धान मु(cid:9)य िव(cid:13)तु इंजीिनयर के पास उिचत कारण हो (cid:1)क ई.आई. या ए.ई.आई. म . स े कोई भी ,य ि(cid:19)त
ई.आई. /ए.ई.आई. के -प म. अपेि(cid:17)त अह*ता, अनुभव और उपयु(cid:19) तता को पूरा नह_ कर रह ेह B तो उसके िलए यह अिनवाय* है (cid:1)क वह
रेल मं:ालय के मु(cid:9)य िव(cid:13)ुत िनरी(cid:17)क को ई.आई./ए.ई.आई. के -प म. (cid:1)कसी अ‘ य अिधकारी क(cid:20) िनयुि(cid:19) त का (cid:21)3 ताव भेजने के िलए
सूिचत कर.।
(vii) साथ ही, य(cid:1)द मु(cid:9)य िव(cid:13)ुत िनरी(cid:17)क का यह मानना ह ैया उ‘ ह .पता चलता ह ै(cid:1)क कोई िविशI ट पदािधकारी ई.आई./ए.ई.आई. के
पद के िलए उपयु(cid:19)त नह_ पाया गया ह ैतो वह त(cid:27) संबंधी यथोिचत (cid:21)ित3 थापन के िलए कार*वाई शु- कर.गे।
(viii) य(cid:1)द सी.ई.आई. का यह मानना ह ै(cid:1)क वह सी.ई.आई. के -प म. काय* करने के िलए अपेि(cid:17)त अहत* ा, अनुभव और उपयु(cid:19) तता को
पूरा नह_ कर रह े हB तो उनके िलए यह अिनवाय* है (cid:1)क वह उनके 3 थान पर सी.ई.आई. के -प म. काय* करने के िलए (cid:1)कसी अ‘ य
अिधकारी क(cid:20) िनयुि(cid:19)त के िलए त(cid:27)क ाल बोड* (सद3 य कष*ण) को सूिचत कर.।

NOTIFICATION
New Delhi, the 16th May, 2019
Sub: Procedure for appointment of Chief Electrical Inspector and Electrical Inspector of Railways.
S.O. 1765(E).—In exercise of the powers conferred by Section 162 of The Electricity Act 2003, the
appropriate Government hereby appoints duly qualified person to be Chief Electrical Inspector or Electrical Inspectors¹Hkkx IIµ[k.M 3(ii)] Hkkjr dk jkti=k % vlk/kj.k 3
and every such Inspector so appointed shall exercise powers and perform the function of Chief Electrical Inspector or
Electrical Inspector under The Electricity Act, 2003 (with latest amendments) covering all electrical installations of
Indian Railways.
Chief Electrical Inspector (CEI) or Electrical Inspector (EI) or Assistant Electrical Inspector (AEI) is based
on the designation of the Electrical officers available in Railway Board/ Zonal Railways. The rule regarding
qualification is contained in Qualification, Powers and Functions of Chief Electrical Inspector and Electrical
Inspectors Rules, 2006 with latest amendments.
In order to ensure that only duly qualified persons are in place for performing inspectorial role, following
procedure should be adopted for appointment of Chief Electrical Inspector or Electrical Inspector or Assistant
Electrical Inspector on Railway Board/Zonal Railways/Railway production units:
i) The appointment of CEI/EI/AEI should be strictly in accordance with Rule 4 and 5 as contained in
Qualification, Powers and Functions of Chief Electrical Inspector and Electrical Inspectors Rules, 2006 with
latest amendments.
ii) Additional Member (Electrical), Railway Board shall ordinarily be the CEI for Indian Railways, subject to
meeting other conditions as given in (i) above. He/she will continue to perform functions as CEI subject to stipulations
mentioned in (viii) and (ix) below.
iii) Appointment of Chief Electrical Inspector or Electrical Inspector or Assistant Electrical Inspector should be
made from the officer belonging to Electrical cadre subject to meeting necessary qualification, experience and
suitability as contained in aforesaid rules.
iv) The proposal regarding appointment or review of existing list of AEI should be initiated from the concerned
Principal Chief Electrical Engineer of the Zonal Railway or a Railway Unit available in that jurisdiction, as the case
may be. The proposal duly approved by Electrical Inspector should be forwarded to Electrical Energy Management
(EEM) Directorate of Railway Board.
v) Based on above recommendation received from Zonal Railway/Railway Unit, a proposal pertaining to
appointment of AEI will be initiated in the EEM Dte. of Railway Board. Similarly, appointment for EI shall be
initiated in EEM Dte of Railway Board directly. The proposal for appointment has to be personally examined by Chief
Electrical Inspector of Ministry of Railways for ensuring fulfillment of requirement of qualification, experience and
suitability as stipulated in Qualifications, powers and functions of Chief Electrical Inspector and Electrical Inspectors
Rule, 2006 with latest amendments. The proposal for issuance of notification should also be duly approved by the
concerned Railway Board Member i.e. Member Traction (MTR).
vi) In case, Principal Chief Electrical Engineer of Zonal Railways has reason to believe that either EI or AEI are not
meeting the requisite qualification, experience and suitability to work as EI/AEI, it will be incumbent upon him to
inform Chief Electrical Inspector, Ministry of Railways for initiating appointment of other officials as EI/AEI.
vii) Also, in case Chief Electrical Inspector is of the opinion or has come to his notice that a particular incumbent is
not found suitable for the post of EI/AEI, he/she may initiate process for making suitable replacement thereof.
viii) In case, CEI has reason to believe that he/she, himself/herself, is not meeting the requisite qualification,
experience and suitability to works as CEI, it will be incumbent upon him/her to inform Board (Member Traction)
immediately for appointment of other officials as CEI in his/her place.
ix) If Board (Member Traction) is of the opinion or has come to his notice that a particular incumbent is not found
suitable for the post of CEI/EI/AEI, he may direct to initiate process for making suitable replacement thereof.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
x) Electrical Energy Management Directorate of Railway Board shall from time to time review the qualification
and experience of occupant of the post for ensuring that the person so appointed are duly qualified and meeting the
condition as contained there in the Qualification, Powers and Functions of Chief Electrical Inspector and
Electrical Inspectors Rules, 2006 with latest amendments.
xi) The above procedure should be followed scrupulously and any violation of same should make such appointment
null and void.
