L.-33004/99 xxxGIDHxxx सी.जी.-डी.एxलx.x-GअID.-E0x1x0x 32023-244019 CG-DL-E-01032023-244019 असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 148] नई ददल्ली, बुधवार, माच व1, 2023/फाल्ग नु 10, 1944 No. 148] NEW DELHI, WEDNESDAY, MARCH 1, 2023/PHALGUNA 10, 1944 इंजडयन बकैं अजधसचू ना नई ददल्ली, 27 फरवरी,2023 फा. स.ं आईबी/िी-9/1/2022-23(ई).—बैंककारी कम्पनी (उपक्रमों का अजधग्रहण एवं अंतरण) अजधजनयम, 1970 (1970 का 5) की धारा 12 की उप-धारा (2) के साथ पठित धारा 19 के द्वारा प्रदत्त िजियों का प्रयोग करते हुए, इंजडयन बैंक का जनदिे क मडं ल भारतीय ठरज़व व बैंक के परामिव से और केन्द्र सरकार की पूवव मंिूरी स,े इंजडयन बैंक (अजधकारी) सेवा जवजनयमन, 1979 म ेंआगामी संिोधन करने हते ुजनम्नजलजखत जवजनयम बनाता ह,ै अथातव :- 1. संजिप्त नाम एवं प्रारंभ.— (1) इन जवजनयमों का नाम इंजडयन बैंक (अजधकारी) सेवा (संिोधन) जवजनयम, 2023ह।ै (2) ये जवजनयम आजधकाठरक रािपत्र में इनके प्रकािन की जतजथ स े प्रवृत्त होंगे। 2. इंजडयन बैंक (अजधकारी) सेवा जवजनयमन, 1979, (इसके बाद उि जवजनयम कहा िाएगा) म,ें जवजनयम 4 म,ेंउप- जवजनयम (8) के बाद, जनम्नजलजखत उप-जवजनयम िोड़ा िाएगा, अथावत:- “(9) िीर् व कायवपालक ग्रडे म ेंमख्ु य महाप्रबंधक के पद हते ु वेतनमान एवं जविेर् भत्ता जनम्नानुसार होंग े: (क) िीर् व काय व पालक ग्रेड स्ट्केल VIII = रु.1,66,350 – 4,400/4 – 1,83,950 (ख) जविेर् भत्ता वेतनमानVIII = मलू वेतन का 20% एवं उस पर लागू महगं ाई भत्ता : 1352 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] परन्द्त ु यह दक इस उप-जवजनयम में दकसी भी बात का यह आिय नहीं होगा दक बैंक में हर समय इसग्रेड में अजधकारी सेवारत होना अपेजित ह।ै नोट : उप-जवजनयम (9) म ें संदर्भभत जविेर् भत्ता और इस पर लाग ू महगं ाई भत्ता को सेवाजनवृजत्त लाभों की गणना हते ु, िैस े दक नई पिें न स्ट्कीम सजहत पिें न, भजवष्य जनजध और ग्रेच्युटी में िाजमल नहीं दकया िाएगा।”। 3. उि जवजनयम म,ें जवजनयम 5 म,ें उप-जवजनयम (3) म,ें खडं (एफ) के बाद, जनम्नजलजखत खंड को िोड़ा िाएगा, अथावत : - “(ि) अन्द्य तथ्य समान होने पर, िीर्व कायवपालक ग्रेड वेतनमान– VIII में मुख्य महाप्रबंधक के पद हते ु आवास दकराया भत् ता सजहत जनयत वैयजिक भत्ते, यदद कोई ह,ै जनम्न वत ताजलका में दी गई दरों पर होगा तथा परू ी सेवा अवजधके जलए अवरुद्ध रहगे ा : ताजलका वेतनवृजद्ध घटक वेतनवृजद्ध घटकों पर िहां बैंक द्वारा आवास प्रदान दकया गया ह ै वहााँ कुल जनयत वैयजिक भत्त े महगं ाई भत्ता (रु.) (रु.) (रु.) (1) (2) (3) 4,400 118 4518”. 4. उि जवजनयम म,ें जवजनयम 7 के जलए ; जनम्नजलजखत जवजनयम को प्रजतस्ट्थाजपत दकयािाएगा, अथावत :— “7. वगीकरण.—(1) जवजनयम 6 के प्रावधानों के अधीन, बैंक म ें अजधकाठरयों के पदों का वगीकरण जनमन्द्वत ताजलका के अनुसार होगा: ताजलका पद पदस्ट्थाजपत ग्रडे या स्ट्केल मुख्य महाप्रबंधक िीर्व कायवपालक ग्रडे स्ट्केल-VIII महाप्रबंधक िीर्व कायवपालक ग्रडे स्ट्केल-VII उप महाप्रबंधक िीर्व कायवपालक ग्रडे स्ट्केल-VI सहायक महाप्रबंधक वठरष्ठ प्रबंधन ग्रेड स्ट्केल-V मुख्य प्रबंधक वठरष्ठ प्रबंधन ग्रेड स्ट्केल-IV वठरष्ठ प्रबंधक मध्य प्रबंधन ग्रेड स्ट्केल-III प्रबंधक मध्य प्रबंधन ग्रेड स्ट्केल-II सहायक प्रबंधक कजनष्ठ प्रबंधन ग्रेड स्ट्केल-I (2) यदद उपरोि वगीकरण से कोई कठिनाई या जवसंगजत उत्पन्न होती है, तो उसे एक सजमजत को भेिा िाएगा िोदक प्रबंध जनदेिक और मुख्य कायवपालक अजधकारी और ऐसे अन्द्य व्यजि या व्यजियों स े जमलकर बनी होगी जिन्द्ह ें इस उद्देश्य के जलए, इसके जनणवय के जलए केंर सरकार द्वारा जनयिु दकया िा सकता ह।ै ”। 5. उि जवजनयम म,ें जवजनयम 41 में, उप-जवजनयम (4) म,ें खंड (ख) के जलए,जनम्नजलजखत खंड को िोड़ा िाएगा, अथावत :- “(ख) लॉजिग व्यय[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 जनम्नांदकत ताजलका के कॉलम(1) में जनर्ददष्ट ग्रेड या वते नमान के एक अजधकारी को भारत पयवटन जवकास जनगम के होटलों में कॉलम(2) म ें जनर्ददष्ट संबंजधत स्ट्टार श्रेणी के एकल कमरे के आवास िुल्क तक सीजमत वास्ट्तजवक होटल खचव की प्रजतपूर्भत की िा सकती ह,ै िैसा दक जनम्नांदकत ह ै: ताजलका अजधकाठरयों के ग्रडे /स्ट्केल आवास की पात्रता (1) (2) स्ट्केल – VI, VII एव ं VIII 4 स्ट्टार होटल स्ट्केल – IV एव ं V 3 स्ट्टार होटल स्ट्केल – II एवं III 2 स्ट्टार होटल (नॉन-एसी) स्ट्केल – I 1 स्ट्टार होटल (नॉन-एसी) परन्द्त ु यह दक बोडव केंर सरकार के ददिाजनदेिों के अनुसार, ऊपर जनर्ददष्ट सीमा से अजधक प्रजतपूर्भत की िाने वाली अजतठरि सीमा को जनर्ददष्ट कर सकता ह।ै “। श्री धनराि. टी, महाप्रबंधक (सीडीओ) [जवज्ञापन-III/4/असा./675/2022-23] नोट: मुख्य जवजनयमों को भारत के रािपत्र, भाग III, खंड 4 में प्रकाजित दकया गया था और तदनुसार जनम्नांदकत अजधसूचनाओं के माध्यम स ेसंिोजधत दकया गया, अथावत :- क्रम सख्ं या प्रकािन सख्ं या ददनांदकत प्रकािन की जतजथ 1. एसआरसी/17/97 12.05.1997 31.05.1997 2. एसआरसी/223/38 07.03.2000 16.03.2000 3. एसआरसी/223सी 07.08.2001 25.08.2001 4. 1 04.01.2003 04.01.2003 5. - 14.03.2006 01.05.2006 6. एस.ओ.02 07.10.2006 16.10.2006 7. आईआरसी/िी-9/2017-18 30.11.2017 11.01.2018 8. आईबी/िी-9/2020-21(ई.) 02.03.2022 16.03.2022 INDIAN BANK NOTIFICATION New Delhi, the 27th February, 2023 F. No. IB/G-9/1/2022-23(E).—In exercise of the powers conferred by section 19read with sub-section (2) of section 12 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 (5 of 1970), the Board of Directors of the Indian Bank in consultation with the Reserve Bank of India and with the previous sanction of the Central Government, hereby makes the following regulations further to amend the Indian Bank (Officers‘)Service Regulations, 1979, namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 1. Short title and commencement.— (1) These regulations may be called the Indian Bank (Officers‘)Service (Amendment) Regulations, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Indian Bank (Officers‘) Service Regulations, 1979, (hereinafter referred to as the said regulations), in regulation 4, after sub-regulation (8), the following sub-regulation shall be inserted, namely: - ―(9) The scales of pay and Special Allowance for the post of Chief General Manager in Top Executive Grade shall be as under: (A) Top Executive Grade Scale VIII = Rs.1,66,350 – 4,400/4-1,83,950 (B) Special Allowance Scale VIII = 20% of Basic Pay plus applicable Dearness Allowance thereon: Provided that nothing in this sub-regulation shall be construed as requiring the Bank to have at all times officers serving in this grade. Note: The Special Allowance referred to in sub-regulation (9) with applicable Dearness Allowance thereon shall not be reckoned for superannuation benefits, such as pension including New Pension Scheme, Provident Fund and Gratuity.‖. 3. In the said regulations, inregulation 5, in sub-regulation (3), after clause (f), the following clause shall be inserted, namely: - ―(g) Other things being equal, the fixed personal pay together with House Rent Allowance, if any, for the post of Chief General Manager in Top Executive Grade Scale-VIII shall be at the rates given in the table below and shall remain frozen for the entire period of service: TABLE Increment Component Dearness Allowance on the Total Fixed Personal Pay payable increment components where bank‗s accommodation is provided (Rs.) (Rs.) (Rs.) (1) (2) (3) 4,400 118 4518‖. 4. In the said regulations, for regulation 7, the following regulation shall be substituted, namely:— ―7. Categorisation.— (1) Subject to the provisions of regulation 6, the posts of officers in the Bank shall be categorised as specified in the table below: TABLE POSTS GRADE or SCALE IN WHICH PLACED Chief General Manager Top Executive Grade Scale-VIII General Manager Top Executive Grade Scale-VII Deputy General Manager Top Executive Grade Scale-VI Assistant General Manager Senior Management Grade Scale-V Chief Manager Senior Management Grade Scale-IV Senior Manager Middle Management Grade Scale-III Manager Middle Management Grade Scale-II Assistant Manager Junior Management Grade Scale-I (2) If any difficulty or anomaly arises out of the above categorisation, the same shall be referred to a Committee consisting of the Managing Director and Chief Executive Officer and such other person or persons as may be appointed by the Central Government for this purpose, for its decision.‖ . 5. In the said regulations, in regulation 41, in sub-regulation (4), for clause (b), the following clause shall be substituted, namely:– ―(b) Lodging Expenses[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 An officer in the Grade or Scalespecified in column (1) of the table below may be reimbursed the actual hotel expenses restricting to single room accommodation charges in India Tourism Development Corporation hotels of the corresponding star category specified in column (2) thereof, as under: TABLE GRADES / SCALES OF OFFICERS ELIGIBILITY TO STAY (1) (2) Scale – VI, VII and VIII 4 Star Hotel Scale – IV and V 3 Star Hotel Scale – II and III 2 Star Hotel (Non-AC) Scale – I 1 Star Hotel (Non-AC) Provided that the Board may specify the additional limit to be reimbursed in excess of the limits specified above, in accordance with the guidelines of the Central Government.‖.
