का.आ.4165(अ).— केंद्रीय सरकार, चीिी (जियंत्रण) आदेि, 2025 के खंड 7 और खंड 16 के साथ पठित,
आर्श्यक र्स्ट्त ु अजधजियम, 1955 (1955 का 10) की धारा 3 द्वारा प्रदत्त िजक्तयों का प्रयोग करते हुए, जिदेZि देती
ह ै दक चीिी का कोई भी डीलर ऐस े स्ट्टॉक की प्राजि की तारीख स े तीस ददि स े अिजधक अर्जध के जलए दकसी स्ट्टॉक
का भंडारण िहीं करेगा और देि भर म ें दकसी भी समय पर और दकसी भी स्ट्थाि म ें 4000 क्वंटल स े अजधक चीिी का
स्ट्टॉक िहीं रखेगा;
परंतु दक इस आदेि की कोई भी बात, चीिी के स्ट्टॉक के भंडारण या उसे रखिे को लेकर,-
(i) सरकारी खाते पर लागू िहीं होगी; या
(ii) राज्य सरकार द्वारा िामजिर्दवष्ट डीलरों या उसके द्वारा प्राजधकृत अजधकारी के माध्यम से सार्विजिक जर्तरण
प्रणाली के अधीि उजचत कीमत की दकु ािों के माध्यम से जर्तरण के जलए स्ट्टॉक के भंडारण पर लागू िहीं होगी।
2. राज्य सरकारें या सघं राज्यक्षेत्र प्रिासि, इस ितव के अधीि रहते हुए दक स्ट्टॉक के भडं ारण की सीमा तथा आर्त व
अर्जध इसमें जर्जिर्दवष्ट अिुसार सीमा या अर्जध स े उच्चतर िहीं होगी, उिके अपि े राज्यों या सघं राज्यक्षत्रे ों के
प्रिासिों मे स्ट्टॉक के भंडारण तथा आर्तव सीमाओं को जियत करेंगी |

ORDER
New Delhi, the 28th July 2026
S.O. 4165(E).— In exercise of the powers conferred by section 3 of the Essential Commodities Act, 1955
(10 of 1955) read with clauses 7 and 16 of the Sugar (Control) Order, 2025, the Central Government hereby directs
that no dealer of sugar shall hold any stock for a period exceeding thirty days from the date of receipt of such stock
and shall not keep sugar in stock at any time and in any place throughout the country in excess of 4000 quintals;
Provided that nothing in this order shall apply to the holding or keeping of stock of sugar, -
(i) on Government account; or
(ii) by the dealers nominated by the State Government or an officer authorised by it to hold stock for distribution
through fair price shops under the Public Distribution System.
2. The State Governments or Union territory Administrations shall fix the stock holding and turn over limits in
their respective States or Union territories Administrations subject to the condition that the stock holding limit
and the turn over period shall not be higher than the limit or period as specified herein.
Explanation. —For the purpose of this notification for counting the period of holding of the stock, the date on which
any stock is received by the dealer shall be included.
3. It shall be mandatory for all dealers to declare and regularly update the stock position of sugar on the portal
i.e. https://foodstock.dfpd.gov.in/ of the Department of Food and Public Distribution.
4. This Order shall come into force with effect on the 1st day of August, 2026 and shall remain in force upto the
30th day of November, 2026.
