(ख) “प्रिासन, जर्त् त और ऄ्‍ य पद ” से आन जर्जनयम में संलग्न ऄनुसूची में समाजर्ष्ट पद ऄजभप्रेत हा; (ग) “जनयुजतिय प्राजधकारी’’ से समूह ‘क’ कमवचाररय के संबंध में महाजनदिे क और समूह ‘ख’ और समूह ‘ग’ के कमवचाररय के संबंध में ईपमहाजनदिे क ्प्रिासन) ऄजभप्रेत हा; (घ) “जनयम’’ से भारतीय मानक ब्यूरो जनयम, 2018 ऄजभप्रेत हा; (ङ) “ऄनुसूची’’ से आन जर्जनयम में संलग्न ऄनुसूची ऄजभप्रेत हा; 2784 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (च) “ऄनुसूजचत जाजतय ’’ और ‘’ऄनुसूजचत जनजाजतय ’’ के र्ही ऄथव ह गे, जो भारत के संजर्धान के ऄनुच् छेद 366 के क्मिः खंड ्24) और खंड ्25) में ईनके हैं; (छ) “छानबीन सजमजत’’ ्Screening Committee) से जर्जनयम 5 के ईप-जर्जनयम ्1) के खंड ्iv) ईपखंड ्क) के ऄधीन गरित सजमजत ऄजभप्रेत ह;ा ्ज) “चयन सजमजत” से जर्जनयम 9 के ऄधीन गरित सजमजत ऄजभप्रेत हा; (झ) ईन िब्द और पद के, जो आन जर्जनयम में प्रयुतिय हैं, दक्‍तु पररभाजषत नहीं दकए गए हैं, और ऄजधजनयम या जनयम में पररभाजषत ह;ैं र्ही ऄथव ह गे, जो ऄजधजनयम और जनयम में क्मिः ईनके हैं। 3. लाग ूहोना – ये जर्जनयम ऄनुसचू ी के स्ट्तंभ ्2) में ईजल्लजखत पद पर लागू ह गे: पर्‍तु तत्कालीन भारतीय मानक संस्ट् था में आन पद पर पदाजधकाररय द्वारा दी गइ जनयजमत सेर्ाएं आन जर्जनयम के प्रयोजन के जलए जगनी जाए। 4. भतती) की पद्धजत – पद की संख्या, र्ेतन माररक्स में स्ट्तर, ईतिय पद पर भतती) की पद्धजत, अय-ु सीमा, ऄहतव ाएँ और ईस से संबंजधत ऄ्‍य बातें र्े ह गी जो ऄनुसूची के स्ट्तंभ ्2) से स्ट्तंभ ्10) में जर्जनर्ददष्ट हैं: पर्‍तु प्रजतजनयुजतिय अधार पर जनयुजतिय के जलए ऄजधकतम अयु सीमा, पदार्जध और प्रजतजनयजु तिय भत् ता के्‍ द्रीय सरकार के मागवदिवक जसद्धांत के ऄनुसार ह गे। 5. सीधी भतती) – (1) जहां ऄनुसूची के स्ट्तंभ ्2) में जर्जनर्ददष्ट दकसी भी पद को सीधी भतती) द्वारा भरा जाना ऄपेजित ह,ा र्हां जनम्नजलजखत प्रदक्या का पालन दकया जाएगा, ऄथावत:्- (i) ररजतिययाँ, ररजतियय के संबंध में पूरी जानकारी, ऄनुसूजचत जाजतय , ऄनुसजू चत जनजाजतय , ददव्ांगजन तथा भूतपूर्व सजा नक और ऄ्‍य जर्िेष प्रर्गव के व्जतियय के जलए अरिण, जो के्‍द्रीय सरकार द्वारा समय समय पर जर्जनर्ददष्ट दकए जाएँ, जर्जहत ऄहतव ाएँ, अयु सीमा और ऄनुभर्, अदद की एम्पलॉयमेंट ्‍यूज, रोजगार समाचार, प्रमुख समाचार पत्र और ब्यूरो के र्ेबसाआट पर जर्ज्ञाजपत की जाएगी; (ii) जर्जहत ऄहतव ाएँ, ऄनुभर् और अयु सीमा र्ाले ऄभ्यथती) पद के जलए पात्र ह गे: पर्‍तु ब्यूरो के से ऄजधकाररय और कमवचाररय की दिा में और से प्रर्गव के व्जतियय की बाबत जो केंद्रीय सरकार द्वारा आस जनजमत्त समय समय पर ऄजधसूजचत जर्स्ट्तार तक और प्रत्येक श्रेणी की बाबत ऄजधसूजचत जर्स्ट्तार तक उपरी सीमा में जिजथल की जा सकती हःा पर्‍तु यह और दक से पद जजनके जलए जर्जहत अयु सीमा पचास र्षव से कम ह,ा जर्भागीय ऄभ्यथियथय के जलए उपरी अयु सीमा मे जिजथल करके पचास र्षव की अयु सीमा तक की जा सकती ह ा और से पद जजनके जलए जर्जहत अयु सीमा पचास र्षव या ऄजधक ह ापाँच र्षव तक जिजथल की जा सकती हा; (iii) सीधी भतती) के सभी पद जनम्नानुसार प्रजतयोजगता परीिा के माध्यम से भरा जाएगाः- (क) जलजखत या ऑनलाआन परीिा, जजसके ऄंतगवत ऄनुजलजप, टंकण और ऄ्‍य व्ार्हाररक परीिा भी ह,ा महाजनदिे क द्वारा जर्जनजित की जाने र्ाली तारीख और स्ट्थान पर ब्यूरो द्वारा जर्भागीय रूप से या दकसी व्ार्साजयक संस्ट्था ऄथर्ा एजेंसी के माध्यम से संचाजलत की जाएगी: (ख) समूह ‘क’ पद के जलए ऄभ्यथियथय का चयन जलजखत या ऑनलाआन परीिा में पचासी प्रजतित और सािात्कार के जलए पंद्रह प्रजतित को महत्त्र् ददया जाएगा और सािात्कार के दकए बुलाए जाने र्ाले ऄभ्यथियथय की संख्या में स े से ऄभ्यथियथय जज्‍ह ने जलजखत या ऑनलाआन परीिा में कम से कम पचास प्रजतित ऄंक प्राप्त कर जलया ह,ा योग्यता क्म से जर्ज्ञाजपत ररजतियय की संख्या से चार गुणा से ऄजधक नहीं होगीः पर्‍तु समूह ‘ख’ और समूह ‘ग’ पद के जलए जबना दकसी सािात्कार के चयन दकया जाएगा; और ्ग) समूह ‘ख’ और समूह ‘ग’ पद के जलए ऄभ्यथियथय का चयन जलजखत या ऑनलाआन परीिा में ऄजभप्राप्त ऄंक द्वारा यथा ऄर्धाररत योग्यता और जर्जहत ऄहकव कौिल परीिण ऄथातव ् अिुजलजप परीिण या टंकण गजत परीिण या व्ार्साजयक परीिण ऄथर्ा ईसके से सजम्मश्रण जजसका केर्ल ऄहवक परीिण दकया जाएगा, के अधार पर दकया जाएगा और कौिल परीिण के जलए बुलाए जाने र्ाले ऄभ्यथियथय की संख्या, जज्‍ह ने जलजखत या ऑनलाआन परीिण में कम से कम पचास प्रजतित ऄंक प्राप्त कर जलए हैं, योग्यता क्म से जर्ज्ञाजपत ररजतियय की संख्या से चार गुना से ऄजधक नहीं होगी;[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 3 (iv) ्क) सीधी भतती) [ईप जर्जनयम ्iii) में दी गइ पद्धजत से जभन्न] या प्रजतजनयुजतिय द्वारा भरे जाने र्ाले पद की दिा में प्राप्त अर्ेदन पर छानबीन सजमजत द्वारा छानबीन की जाएगी जजसमें ब्यूरो के तीन से ऄ्‍यून ऄजधकारी ह गे जो ईपजनदिे क की पंजतिय से नीचे के न ह और आनमें से र्ररष्ठतम सजमजत का ऄध्यि होगा जजसे महाजनदिे क द्वारा नामजनर्ददष्ट दकया जाएगाः पर्‍तु छानबीन में ईस पद की पंजतिय से उपर का एक सा ऄजधकारी होगा जजस पद के जलए चयन दकया जा रहा हो; ्ख) छानबीन सजमजत द्वारा संजिप्त सूचीबद्ध के रूप में ऄभ्यथियथय का चयन करने के जलए चयन सजमजत द्वारा जर्चार दकया जाएगा; (v) जहाँ ऄनुसूजचत जाजतय , ऄनसु ूजचत जनजाजतय , ददव्ांगजन , भूतपूर्व साजनक और ऄ्‍य जर्िेष प्रर्गव के व्जतियय के जलए अरजित पद को जर्जनयम ्iii) में ऄजधकजथत मानदडं के अधार पर नहीं भरा जाता ह ा र्हाँ से प्रर्गव से संबंजधत ऄभ्यथियथय को संबंद्ध पद पर चयन करने के जलए से ऄभ्यथियथय की ईपयुतियता जनधावरण करने के ऄधीन रहते हुए ईस अरजित कोटा में कमी को पूरा करने के जलए सरकार के मागवदिवक जसद्धांत के ऄनुसार जिजथलीकरण दते े हुए चयजनत दकया जा सकेगा; (vi) ररजतियय को भरने के जलए योग्यता क्म में सफल ऄभ्यथियथय की चयन सूची के ऄजतररतिय एक प्रतीिा सूची तायार की जाएगी जो सी सूची बनाइ जाने की तारीख से एक र्षव की ऄर्जध के जलए जर्जधमा्‍य होगीः पर्‍तु प्रतीिा सूची में ऄभ्यथियथय की संख्या जर्ज्ञाजपत पद की संख्या के पचास प्रजतित से ऄजधक नहीं होगी। ्2) ईप जर्जनयम ्1) के ऄधीन सीधी भतती) द्वारा जनयुतिय ऄभ्यथती) भारतीय मानक ब्यूरो ्कमवचाररय की सेर्ा जनबंधन एर्ं ितें) जर्जनयम, 2020 के ईपबंध के ऄनुसार दो र्षव की ऄर्जध के जलए पररर्ीिा पर रहगें े, सी ऄर्जध के दौरान ई्‍ह ें सा प्रजििण लेना अर्श्यक होगा या ई्‍ह ें से दाजयत्र् ददए जा सकते ह,ैं जज्‍ह ें जनयुतिय प्राजधकारी अर्श्यक समझे ऄथर्ा पररर्ीिा की ऄर्जध को सफलतापूर्वक पूरी करने के जलए जर्भागीय परीिा या परीिा ईत्तीणव करनी होगीः पर्‍तु प्रजििण का मापदंड, ददए जाने र्ाले दाजयत्र्, और पररर्ीिा की ऄर्जध को सफलतापूर्वक पूरी करने के जलए ईत्तीणव की जाने र्ाली जर्भागीय परीिा र्ही होगी जजसे जनयुजतिय प्राजधकारी द्वारा समय समय पर जसफाररि की गइ हो और जजसे महाजनदिे क द्वारा ऄनुमोददत की गइ होः पर्‍तु यह और दक जहाँ महाजनदिे क जनयुजतिय प्राजधकारी हो, र्हाँ कायवकारी सजमजत का ऄनुमोदन ऄजभप्राप्त करना होगा। 6. प्रजतजनयजु तिय - जहाँ ऄनुसूची के स्ट्तंभ ्2) में जर्जनर्ददष्ट दकसी पद को प्रजतजनयुजतिय द्वारा भरा जाना ह ार्हाँ से पद को भरने के जलए पद की संख्या, जर्जहत ऄहतव ाएँ, अयु-सीमा, जर्िेष जर्िेषज्ञ, यदद कोइ ऄपेजित हो, और से ऄनुभर् जो ऄनुसूची में जर्जनर्ददष्ट तथा ऄ्‍य जर्षय जो अर्श्यक हो, के बारे में पूरी जानकारी दते े हुए कम से कम दो प्रमुख समाचार पत्र में और ब्यूरो के र्ेबसाआट पर भी जर्ज्ञाजपत की जाएगीः पर्‍तु प्रजतजनयुजतिय के अधार पर जनयुजतिय के जलए ऄजधकतम अयु-सीमा अर्ेदन प्राप्त करने की ऄंजतम तारीख को छप्पन र्षव से ऄजधक नहीं होगीः पर्‍तु यह और दक सी प्रजतजनयुजतिय साधारणतया तीन र्षव से ऄजधक नहीं होगी और प्रजतजनयुजतिय की ऄजधकतम ऄर्जध पाँच र्षव की होगीः ्2) से ऄभ्यथियथय को, जो जर्जनर्ददष्ट ऄपेिाएँ पूरी करते हैं और जर्जनयम 5 के ईपजर्जनयम ्1) के खंड ्iv) के ईपखंड ्क) के ऄधीन गरित छानबीन सजमजत द्वारा सजं िप्त सूचीबद्ध ह ाचयन के जलए बुलाया जाएगा। 7 ्1) प्रोन्नजत - प्रोन्नजत के प्रयोजन के जलए :- (i) कोइ पद चयन ऄथर्ा ऄचयन पद होगा जो आन जर्जनयम से संलग्न ऄनुसूची के स्ट्तंभ ्5) में ददया गया ह;ा (ii) दकसी चयन पद पर प्रोन्नजत ज्येष्ठता पर सम्यक ध्यान रखते हुए की जाएगी और कायवकारी सजमजत द्वारा समय समय पर ऄजधकजथत प्रदक्या के ऄनुसार समुजचत चयन सजमजत सेर्ा ऄजभलेख जजसके ऄंतगवत र्ाथियषक कायव जनष्पादन ररपोटव भी हा और ईस पद के जलए जसफाररि जजसमें ईनकी प्रोन्नजत की जा सकेगी को ध्यान में रखते हुए प्रोन्नजत के जलए जर्चार िेत्र के भीतर अने र्ाले कमवचाररय की ईपयुतिया का जनधावरण दकया जाएगा। (iii) ऄचयन पद पर प्रोन्नजत ऄनुपयुतिया के ऄस्ट्र्ीकार दकए जाने के ऄधीन रहते हुए ज्येष्ठता के अधार पर दकया जाएगा जो समजु चत चयन सजमजत द्वारा सेर्ा ऄजभलेख जजसके ऄंतगवत र्ाथियषक कायव जनष्पादन ररपोटव भी ह ासे ऄर्धाररत की जाएगी; ्2) आन जर्जनयम के ऄधीन संबंद्ध कमवचारी संिोजधत सुजनजित काररयर प्रोन्नयत ररपोटव के ऄधीन जर्त्तीय ईन्नयन के ऄनुदान के जलए हकदार ह गे जो केंद्रीय सरकार द्वारा समय समय पर ऄजधकजथत मागवदिवक जसद्धांत के ऄनुसार केंद्रीय सरकार के कमवचाररय के जलए ऄनुज्ञेय हो।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 8. जनयजु तिय प्राजधकारी– (1) सभी पद पर जनयुजतिय जर्जनयम 9 में दी गइ चयन सजमजत की जसफाररि पर जनयुजतिय प्राजधकारी द्वारा की जाएगी : पर्‍तु ईपमहाजनदिे क के स्ट्त र के सभी पद पर जनयुजतिय के्‍ द्रीय सरकार के ऄनुमोदन से की जाएगी: पर्‍तु यह और दक प्रजतजनयुजतिय अधार पर मुख्य सतकवता ऄजधकारी के पद पर जनयुजतिय, जजस के जलए के्‍ द्रीय सरकार के ऄनुमोदन की अर्श् यकता होगी, को चयन सजमजत को नहीं भेजा जाएगा। 9. चयन सजमजत की रचना– (1) पे माररक्स में लेर्ल 13 में र्ेतन र्ाले समूह ‘क’ और ईससे उपर के पद के जलए चयन सजमजत म ें जनम् नजलजखत सदस्ट् य ह गे :- ्i) महाजनदिे क, सजमजत का ऄध्य ि होगा; ्ii) ब्यूरो पर प्रिासजनक जनयंत्रण रखने र्ाले मंत्रालय का जर्त् तीय सलाहकार; (iii) ब् यूरो पर प्रिासजनक जनयंत्रण रखने र्ाले के्‍द्रीय सरकार के मंत्रालय ऄथर्ा जर्भाग का प्रजतजनजध; ्iv) महाजनदिे क द्वारा नामजनर्ददष्ट कायवकारी सजमजत के दो सदस्ट् य; और ्v) महाजनदिे क द्वारा नामजनर्ददष्ट ब् यूरो के एक या दो र्ररष्ठ ऄजधकारी। ्2) पे माररक्स में लेर्ल 10 से लेर्ल 12 तक के र्ेतन र्ाले समूह ‘क’ पद के जलए चयन सजमजत ‘क’ में जनम् नजलजखत सदस्ट् य ह गे :- ्i) महाजनदिे क, सजमजत का ऄध्य ि होगा; ्ii) ईपमहाजनदिे क ्प्रिासन); ्iii) महाजनदिे क द्वारा नामजनर्ददष्ट ब्यूरो का र्ाज्ञाजनक जी या र्ाज्ञाजनक एफ; (iv) ब् यूरो पर प्रिासजनक जनयंत्रण रखने र्ाले के्‍द्रीय सरकार के मंत्रालय ऄथर्ा जर्भाग का प्रजतजनजध; और (v) महाजनदिे क द्वारा नामजनर्ददष्ट ब् यूरो के एक या दो र्ररष्ठ ऄजधकारी । ्3) समूह ‘ख’ औऱ समूह ‘ग’ के पद के जलए चयन सजमजत ‘ख औऱ ग’ में जनम् नजलजखत सदस्ट् य ह गे:- ्i) ईपमहाजनदिे क ्प्रिासन), सजमजत का ऄध्य ि होगा; ्ii) महाजनदिे क द्वारा नामजनर्ददष्ट ब् यूरो में काथियमक कायव दखे ने र्ाला एक ऄजधकारी; (iii) महाजनदिे क द्वारा नामजनर्ददष्ट दो ऄ्‍ य ऄजधकारी; और ्iv) ब् यूरो के काथियमक कायव दखे ने र्ाले सहायक जनदिे क ऄथर्ा ईप जनदिे क। ्4) आन जर्जनयम के ऄधीन संिोजधत सुजनजित प्रोन्नयन स्ट्कीम तथा ऄकृजत्यक श्रेणी के ऄधीन ईन्नयन प्रदान करने के जलए मामल पर जर्चार करने और जसफाररि करने के जलए छानबीन सजमजत की संरचना र्ही होगी जासा दक संबंजधत चयन सजमजत में दी गइ हा; No. BS/11/08/2020.— In exercise of the powers conferred by section 39 of the Bureau of Indian Standards Act, 2016 (11 of 2016) and in supersession of the Bureau of Indian Standards (Recruitment to Administration, Finance and Other Posts) Regulations, 2007, except as respects things done or omitted to be done before such supersession, the Bureau of Indian Standards, with the previous approval of the Central Government, hereby makes the following regulations, namely: 1. Short title and commencement. – (1) These regulations may be called the Bureau of Indian Standards (Recruitment to Administration, Finance and Other Posts) Regulations, 2020. (2) These regulations shall come into force on the date of their publication in the Official Gazette. 2. Definitions. – In these regulations, unless the context otherwise requires - (a) ―Act‖ means the Bureau of Indian Standards Act, 2016 (11 of 2016); (b) ―Administration, Finance and Other Posts‖ means the posts included in the Schedule appended to these regulations; (c) ―Appointing Authority‖, in relation to Group ‗A‘ employees means, the Director General and in relation to Group ‗B‘ and Group ‗C‘ employees means the Deputy Director General (Administration); (d) ―rules‖ means the Bureau of Indian Standards Rules, 2018; (e) ―Schedule‖ means a Schedule appended to these regulations; (f) ―Scheduled Castes‖ and ―Scheduled Tribes‖ shall have the same meanings as are respectively assigned to them in clauses (24) and (25) of article 366 of the Constitution of India; (g) ―Screening Committee‖ means the Committee constituted under sub-clause (a) of clause (iv) of sub- regulation (1) of regulation 5; (h) ―Selection Committees‖ means the Committees constituted under regulation 9; (i) words and expressions used in these regulations, but not defined, and defined in the Act or the rules, shall have the meanings respectively assigned to them in the Act or the rules, as the case may be. 3. Application. – These regulations shall apply to posts mentioned in column (2) of the Schedule: Provided that the services rendered by the incumbents to these posts in the erstwhile Indian Standards Institution on a regular basis shall be counted for the purpose of these regulations. 4. Method of Recruitment. – The number of posts, the level in the pay matrix, the method of recruitment to the said posts, age-limit, qualifications and other matters connected therewith, shall be as specified in columns (2) to (10) of the Schedule. Provided that the maximum age-limit, tenure and deputation allowance for appointment on deputation basis shall be in accordance with the Central Government guidelines. 5. Direct recruitment. – (1) Where any posts specified in column (2) of the schedule is required to be filled by direct recruitment, the following procedure shall be followed, namely:- (i) vacancies shall be advertised in the Employment News, Rozgar Samachar, leading newspapers and on the website of the Bureau giving, among others, full information regarding number of vacancies, reservation for the Scheduled Castes, the Scheduled Tribes, Persons with Disability and ex-Servicemen and other special categories of persons as specified by the Central Government from time to time, prescribed qualifications, age-limit and experience, etc; (ii) candidates possessing the prescribed qualifications, experience and age-limit shall be eligible for the post: Provided that the upper age-limit may be relaxed in case of the officers and employees of the Bureau and in respect of such categories of persons as may, from time to time, be notified in this behalf by the Central Government to the extent and subject to the conditions notified in respect of each category:26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] Provided further that the upper age-limit may be relaxed for Departmental candidates upto the age of fifty years for the posts for which the prescribed age-limit is less than fifty years, and by five years for posts for which the prescribed age-limit is fifty years or more; (iii) all posts of direct recruitment shall be filled through competitive examination as under:- (a) a written or online examination, including shorthand, typewriting and other practical tests, shall be conducted by the Bureau departmentally or through a professional institution or agency on dates and at places to be decided by the Director General; (b) for Group ‗A‘ posts, the candidates shall be selected by giving eighty-five per cent weightage to the written or online examination and fifteen per cent weightage to the interview and the number of candidates to be called for interview shall be not more than four times the number of vacancies advertised in the order of merit from among the candidates who have secured at least fifty percent marks in the written or online examination: Provided that for Group ‗B‘ and Group ‗C‘ posts, the selection shall be made without any interview; and (c) for Group ‗B‘ and Group ‗C‘ posts, the candidates shall be selected on the basis of merit as determined by the aggregate marks obtained in written or online examination and qualifying the prescribed Skill Test viz. Shorthand Test or Typing Speed Test or Trade Test or combination thereof, which shall be qualifying tests only and the number of candidates to be called for skill test shall be not more than four times the number of vacancies advertised, in the order of merit from among the candidates who have secured at least fifty percent marks in the aggregate in the written or online examination; (iv) (a) in the case of posts to be filled by direct recruitment [other than the method given in sub-regulation (iii)] or deputation, applications received shall be got screened by the Screening Committee consisting of not less than three officers of the Bureau not below the rank of Deputy Director and the senior-most amongst them shall be the Chairman of the committee, to be nominated by the Director General: Provided that at least one officer in the Screening Committee shall be above the rank of the post for which the selection is being made; (b) the candidates as shortlisted by the Screening Committee shall be considered by the Selection Committee for selection; (v) where posts reserved for the Scheduled Castes, the Scheduled Tribes, Persons with Disability, ex- Servicemen and other special categories of persons are not filled on the basis of the criteria laid down in sub- regulation (iii), the candidates belonging to such category may be selected by giving relaxation as per Government guidelines to make-up the deficiency in the reserved quota, subject to suitability of such candidates for selection to the post concerned; (vi) a waiting list, in addition to the select list of successful candidates, shall be drawn up in order of merit for filling up the vacancies, which shall remain valid for a period of one year from the date such list is drawn: Provided that the number of candidates in waiting list shall not exceed fifty per cent of the number of posts advertised. (2) The candidates appointed by direct recruitment under sub-regulation (1) shall be on probation for a period of two years in accordance with the provisions of the Bureau of Indian Standards (Terms and Conditions of Service of Employees) Regulations, 2020, during which period, they may be required to undergo such training or may be given such responsibilities as may be deemed necessary by the Appointing Authority or may be required to pass departmental examination or examination for successful completion of probation: Provided that the module of the training, responsibilities to be given and the departmental examination to be passed for successful completion of probation shall be such as may be recommended by the Appointing Authority and approved by the Director General from time to time: Provided further that where the Director General is the Appointing Authority, approval of the Executive Committee shall be obtained. 6. Deputation. – (1) Where any posts specified in column (2) of the schedule is required to be filled up by deputation, such posts shall be advertised in at least two leading newspapers and also on the website of the Bureau giving full information regarding number of posts, prescribed qualifications, age-limit, special expertise, if any, required and the experience as specified in the schedule and such other matter as may be necessary:[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 27 Provided that the maximum age-limit for appointment on deputation basis shall not exceed fifty-six years on the closing date of the receipt of the application: Provided further that the period of such deputation shall not ordinarily exceed three years and the maximum period of deputation shall be five years; (2) The candidates who fulfill the prescribed requirements and are shortlisted by the Screening Committee constituted under sub-clause (a) of clause (iv) of sub-regulation (1) of regulation 5 shall be called for selection. 7. Promotions. - (1) For the purpose of promotion, - (i) a post shall be either a selection or a non-selection post as given in the column (5) of the Schedule appended to these regulations; (ii) promotion to a selection post shall be with due regard to seniority and the appropriate Selection Committee shall judge the suitability of eligible employees within the zone of consideration in accordance with the procedure laid down by the Executive Committee from time to time, for promotion taking into account the record of service including Annual Performance Appraisal Reports and recommend the order in which promotions may be made; (iii) promotion to a non-selection post shall be made, on the basis of seniority subject to rejection of unfit as determined from the record of service including Annual Performance Appraisal Reports, by the appropriate Selection Committee; (2) The employees concerned under these regulations shall be entitled to the grant of financial up-gradations under the Modified Assured Career Progression Scheme as admissible to the employees of the Central Government, as per the guidelines laid down by Central Government from time to time. 8. Appointing Authority. - (1) Appointments to all posts shall be made by the Appointing Authority on the recommendations of the Selection Committees as given in regulation 9: Provided that appointments to all posts of the level of Deputy Director General shall be made with the approval of the Central Government: Provided further that the appointment to the post of Chief Vigilance Officer on deputation basis requiring approval of the Central Government shall not be referred to the Selection Committee; 9. Composition of Selection Committees. – (1) The Selection Committee for Group ‗A‘ Posts with the pay in the level-13 in the pay matrix and above shall consist of the following members, namely:- (i) Director General, who shall be the Chairman of the Committee; (ii) Financial Advisor of the ministry having administrative control of the Bureau; (iii) A representative of the Ministry or Department of the Central Government having administrative control of the Bureau; (iv) Two members of the Executive Committee to be nominated by Director General; and (v) One or two senior officer of Bureau to be nominated by the Director General. (2) The Selection Committee ‗A‘ for Group ‗A‘ Posts with the pay in the level-10 to level-12 in the pay matrix posts shall consist of the following members, namely: - (i) Director General, who shall be the Chairman of the Committee; (ii) Deputy Director General (Administration); (iii) Scientist G or Scientist F of the Bureau nominated by the Director General; (iv) A nominee of the Ministry or Department of the Central Government having administrative control of the Bureau; and (v) One or two senior officers to be nominated by the Director General. (3) Selection Committee ‗B and C‘ for posts in Groups ‗B‘ and ‗C‘ shall consist of the following members, namely: (i) Deputy Director General (Administration), who shall be the Chairman; (ii) One officer dealing with personnel functions to be nominated by Director General; (iii) Two other officers to be nominated by the Director General; and (iv) Assistant Director or Deputy Director dealing with Personnel functions in the Bureau.28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (4) The composition of Screening Committee for the purpose of considering and recommending the cases for grant of financial up-gradations under Modified Assured Career Progression Scheme and Non-Functional Grade under these regulations shall be the same as respective Selection Committee; (5) The recommendations of respective Selection Committees shall be submitted to the Director General for approval. Provided that the Selection Committee given at sub-regulation (2) and (3) shall consist of two members belonging to the Scheduled Caste or the Scheduled Tribe or the Other Backward Classes or a Minority community or Women, of whom one shall be from the Scheduled Caste or the Scheduled Tribe. 10. Categories of posts and their authorised strength. - The categories of posts and their authorized strength shall be such as may, from time to time, be determined by the Executive Committee with the approval of the Central Government. 11. Power to relax. - Where the Bureau is of the opinion that it is necessary or expedient so to do, it may, for reasons to be recorded in writing, relax any of the provisions of these regulations in respect of any class or category of persons: Provided that the approval of Central Government shall be taken for such relaxation before it is implemented. 12. Savings. - Nothing in these regulations shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- servicemen, Persons with Disability and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. 13. Interpretation. – If any question arises relating to the interpretation of these regulations, it shall be decided by the Executive Committee with the approval of the Central Government.
