ऄपेक्षाओं को ऄजधसूजचत करती ि,ै ऄथावत,् -
1. सामान्य ितें- कुत्ते और जबल्ली के खाद्य ईत्सपादों की खेपों के अयात म ें जनम्नजलजखत ितों का पालन दकया
जाएगा, ऄथावत:्-
(i) खुदरा जबक्री के जलए कुत्ते और जबल्ली के खाद्य ईत्सपादों की खेपों का अयात जजसम ें भेड़ (ओिाइन) बकरा,
सूऄर, कुक्कुट, मछली के मांस स े ली गइ कच्ची सामग्री, ऄंडों और ऄंडों के ईत्सपाद एक ऄियि के रूप म ें िाजमल िोत े ि ैंऔर
जो खुदरा जबक्री के जलए रख े गए कुत्ते और जबल्ली के खाद्य ईत्सपादों स े संबंजधत अइटीसी-एचएस कोड 23091000 के

ऄंतगतव अते ि,ैं को का.ऄ.संख्याक 2666 (ऄ), तारीख 17 ऄक्टूबर, 2014 के द्वारा प्रकाजित भारत सरकार, कृजि मंत्रालय
की ऄजधसूचना म ें जनधावररत ितों के ऄनुसार जिजनयजमत दकया जाएगा।
(ii) कुत्ते और जबल्ली के खाद्य ईत्सपादों की अयजतत खेप के साथ जनम्नजलजखत घोिणाए ं और दस्ट्तािेज भी
ददए जाएंग,े ऄथावत्:-
(क) आस ऄजधसूचना के साथ संलग्न प्ररूप-। म ें जनधावररत दकए गए ऄनुसार एक िी जिमान, रेलिे बैगन, लॉरी
और समुरी जिाज म ें एक िी गन्तव्य स्ट्थान के जलए भेज े गए कुत्ते और जबल्ली के खाद्य ईत्सपादों की प्रत्सयेक खेप के जलए एक
ऄलग पिुजचदकत्ससा स्ट्िास्ट््य प्रमाणपत्र लगाया जाएगा और जजस खेप म ें एक स े ऄजधक कन्टेनर िों तो प्रमाणपत्र म ें बजै
नम्बरों के साथ-साथ कन्टेनर नम्बर भी िाजमल िोगा;
(ख) खंड (क) म ें जनर्ददष्ट प्रमाण पत्र खेप के साथ तब तक सलं ग्न रिगे ा जब तक यि भारत म ें सीमा जनरीक्षण
चौकी तक निीं पहुचं जाती ि;ै
(iii) जनमावता की ओर स े एक घोिणा प्रत्सयेक कंटेनर पर जनम्नजलजखत जििरण के साथ जचपकाइ जाएगी,
ऄथावत:् –
(क) बूचड़खानों तक स्रोत पिु (जानिरों की प्रजाजतयों का नाम) का पता लगाने की क्षमता (रेसजबजलटी)
ररकाडव को बनाए रखा गया गया ि ैजिां स े िसा युि मांस और पि ु प्रोटीन संसोजधत दकए गए थ;े
(ख) दक जजस ईत्सपाद दक जलए घोिणा लाग ू िोती ि ै पि ु स्ट्िास्ट््य प्रमाणपत्र म ें ईस ईत्सपाद का बैच नम्बर
ददया गया ि;ै
(ग) दक कुत्ते और जबल्ली के खाद्य ईत्सपादों में गोमांस की िसा िाजमल निीं ि ैया गोमांस स े ईत्सपन्न गोमांस का
स्ट्िाद निीं ि ैया गाय या ईसकी सन्तजत के िध स े ईत्सपन्न िोन े िाले दकसी भी प्रकार के उतक िाजमल निीं ि,ैं क्योंदक भारत
म ें दकसी भी रूप म ेंगोमांस के अयात पर प्रजतबंध ि;ै
(घ) दक कुत्ते और जबल्ली के खाद्य ईत्सपादों को जानिरों और समुरी ईत्सपादों के मांस का ईपयोग करके जनर्ममत
निीं दकया गया ि ैजो ऄतं राष्ट्रव ीय व्यापार के जलए दकसी भी भारतीय या ऄंतरावष्ट्रीय कानून द्वारा जनजिद्ध ि;ै
(ङ) यदद घोिणा के संबंध म ें कोइ संदेि ईत्सपन्न िोता ि ैतो जिजनमावण संयंत्र का भारत सरकार के ऄजधकाररयों
द्वारा सत्सयापन या जनरीक्षण दकया जा सकता ि।ै
रटप्पणः
(i) घोिणा के प्रत्सयेक जिपमेंट की जिदेिी बंदरगाि म ें कुत्त े और जबल्ली के खाद्य ईत्सपादों के लदान स े पिल े
प्रत्सयेक खेप के जलए परू ा दकया जाएगा और माजि की तारीख का ईल्लेख करत े हुए प्रमाण पत्र की िैधता आंजगत की जाएगी;
(ii) खेप को भारत म ें सील लगाए जबना कंटेनर म ें या कंटेनर म ें टूटी सील के साथ या जोजखम सामग्री के साथ
संदिू ण के प्रमाण के साथ या ऄपयावि प्रमाणीकरण के साथ अने की जस्ट्थजत म ेंऄनुमजत निीं दी जाएगी।
2. अयात के बाद सीमा जनकासी ऄपक्षे ाएः अयात के बाद की सीमा जनकाली ऄपक्षे ाए ं जनम्नानसु ार िोंगी:-
(i) भारत म ें अने पर, सीमािुल्क ऄजधकारी पिु सगं रोध और प्रमाणन सेिाओं को खेप का ईल्लेख करेगा और
प्रिेि के बंदरगाि पर क्षेत्रीय या संगरोध ऄजधकारी कुत्त े और जबल्ली के खाद्य ईत्सपादों की खेप जारी करन े के जलए ऄपनी
जसफाररि करने स ेपिल े जनम्नजलजखत का सत्सयापन करेगाः-
(क) पिुपालन और डेयरी जिभाग, मत्सस्ट्यपालन, पिुपालन और डेयरी मंत्रालय, भारत सरकार द्वारा जारी
दकए गए स्ट्िच्छता अयात परजमट की िैध प्रजतजलजप;[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 3
(ख) जनयावत करन े िाल े दिे के ऄजधकाररक पिुजचदकत्ससक द्वारा जारी दकए गए प्ररूप-। म ें ददए गए
पिुजचदकत्ससा स्ट्िास्ट््य प्रमाणपत्र की मूल या प्रमाजणत प्रजतजलजप;
(ii) सत्सयापन के बाद, यदद अिश्यक िो, तो सीमा ऄजधकारी द्वारा क्षेत्रीय ऄजधकारी या संगरोध ऄजधकारी के
जनदेि के ऄनुसार प्ररूप-। में परै ा II के खंड (iv) म ें जनर्ददष्ट दकए गए ऄनुसार सूक्ष्म जीिजिज्ञान मानदडं ों के जलए सामग्री के
परीक्षण करन े के जलए यादजृ च्छक नमून े जलए जाएंगे।
(iii) दस्ट्तािेजों के संतोिजनक सत्सयापन के बाद क्षेत्रीय ऄजधकारी या संगरोध ऄजधकारी अयातक स े
जनम्नजलजखत घोिणा लने े के बाद खेप जारी करेंग,े ऄथावत्:-
(क) दक अयजतत ईत्सपाद के कुत्तों और जबजल्लयों को जखलाने के ऄलािा पिु खाद्य श्ृंखला म ें िाजमल िोने की
कोइ गुंजाआि निीं ि;ै
(ख) दक जजस ईत्सपाद को छोड़ ददया गया ि ै ईसका ठीक स ेजनपटान दकया जाएगा;
(ग) दक ईत्सपादों पर लेबल स्ट्थानीय या क्षेत्रीय भािा म ेंलगाए जाएंगे।

(iv) ऄियिों के जलए प्रमाणपत्र जारी करने िाला पि ु स्ट्िास्ट््य प्राजधकारी का नाम;
(v) प्रमाणपत्र को पष्ृ ांकन करने की जतजथ।
(घ) कुत्ते और जबल्ली के खाद्य ईत्सपादों को जनम्नजलजखत तापोपचार म ें स े दकसी एक पर प्रसंस्ट्कृत दकया गया
ि,ै-
(i) ऄंजतम ईत्सपाद को ऄपन े पदाथव के माध्यम स े90 जडग्री सेंटीग्रडे पर; ऄथिा
(ii) 1 सेकंड के जलए ऄपने पिुमूल सामग्री के 90 जडग्री सेंटीग्रेट पर तापोपचार के तित; ऄथिा
(iii) 30 जमनट के जलए 70 जडग्री सटें ीग्रेड; ऄथिा
(iv) 9 जमनट के जलए 80 जडग्री सेंटीग्रेड; ऄथिा
(v) 3.0 स े कम निीं एफओ मान प्राि करन े के जलए एक तापमान पर संसाजधत दकया गया ि;ै ऄथिा
(vi) 3.0 स े कम निीं एफसी मान प्राि करन े के जलए एक तापमान पर संसाजधत दकया गया ि।ै
(IV) भारत में कुत्त े और जबल्ली के खाद्य ईत्सपादों के िास्ट्तजिक प्रेिण स े पिल,े ईत्सपाद की जांच प्रसंस्ट्करण
संयंत्र म ें भंडारण के दौरान या बाद म ें दकए गए प्रत्सयेक संसाजधत बैच स े कम स े कम पांच नमूनों के यादजृ च्छक नमून े द्वारा
की गइ थी और परीक्षण के पररणाम स े पता चलता ि ैदक,-
(i) फैकलटेरटि एरोजबक सूक्ष्म जीि 5×103 प्रजत ग्राम या प्रजत जम.ली. नमून े स े कम ि;ै
(ii) 25 ग्रा. ऄथिा 25 जम.ली. नमनू े म ें कोइ साल्मोनेल्ला निीं,
(iii) सल्फाआट ररड्यस्ट्ू ड क्लोजस्ट्रजडयम प्रजत ग्राम ऄथिा जम.ली. नमून े का 5×103 स े ऄजधक निीं था
(जडब्बाबंद और नम भोजन के मामले में);
(iv) जनजवजलत ईत्सपादों म ें पानी की गजतजिजध 0.93 स े ऄजधक निीं िोनी चाजिए या उपर बताए गए

(V) स े ईत्सपादन निीं हुअ थाः-
(क) कृजि ईत्सपादन के जलए रखे गए पि ु जो मरे हुए एि ं पैदा न हुए पिओंु सजित तथा कल्याण के कारणों, फाम व
पिुओं ईनकी मौत रांजजट म ें िो गइ ि,ै के अपात िध के पिू ावग्रि के जबना मारे गए परन्त ु आनका िध निीं
दकया गया था;
(ख) पि ु जजन्ि ें सक्षम प्राजधकारी द्वारा या तो जनजश्चत फामव पर ऄथिा दकसी जगि रोग जनयंत्रण पैमानों के संदभ व

NOTIFICATION
New Delhi, the 22nd September, 2021
S.O. 3926(E).— In exercise of the powers conferred by section 3A of the Live-stock Importation Act, 1898
(9 of 1898), and in supersession of the Pet Food Products of Animal Origin (Import into India) Order, 2008, except as
respect things done or omitted to be done before such supersession, the Central Government hereby notifies the
veterinary health certificate requirements for dog and cat food products (containing animal origin material) imported
into India as follows, namely,-
1. General Conditions.- The import of consignments of dog and cat food products shall comply with the
following conditions, namely:-[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 7
(i) the import of consignments of dog and cat food products for retail sale containing raw-materials sourced from
meat of ovine, caprine, swine, poultry fish, egg and egg products as one of the ingredients as such covered under
the ITC-HS Code 23091000 relating to dog and cat food products put up for retail sale shall be regulated as per the
conditions laid down in the notification of the Government of India in the Ministry of Agriculture published vide
number S.O. 2666 (E) dated the 17th October, 2014.
(ii) the imported consignment of the dog and cat food products shall be accompanied with the following
declarations and documents, namely:-
(a) a separate veterinary health certificate as prescribed in Form-I annexed to this notification shall be
accompanied with each consignment of dog and cat food products transported in the same aircraft,
railway wagon, lorry or ship for the same destination and where the consignment contains more than one
container, the certificate shall include the container number along with batch numbers;
(b) the certificate referred to in clause (a) shall accompany the consignment until it reaches the border
inspection post in India;
(iii) a declaration from the manufacturer shall be pasted on each container with following details, namely:-
(a) that the traceability records of the source animal (name of animal species) up to slaughter houses
has been maintained from where the meat, rendered fats and animal protein were processed;
(b) that the veterinary health certificate bears the batch number of the product, to which this declaration
applies;
(c) that the dog and cat food products does not contain beef or beef tallow or beef flavor originated from
beef or any kind of tissue originating from slaughtering of cow and its progeny in any form as import
of beef into India is prohibited;
(d) that the dog and cat food products has not been manufactured by using meat of animals and marine
products which are prohibited by any Indian or international law for international trade;
(e) that the manufacturing plant shall liable for verification or inspection by the officials of the Government
of India, if any, doubt arises in respect of the declaration.
Note:
(i) the declaration shall be completed for each consignment prior to loading of dog and cat food products in
the foreign port of shipment and validity of the certificate shall be indicated referring the date of expiry;
(ii) the consignment shall not be permitted into India in the event of the same arriving in the country either in
an unsealed container or in a container with broken seal or with evidence of contamination with risk
material or with inadequate certification.
2. Post –import border clearance requirements.- The post-import border clearance requirements shall be as under:-
(i) on arrival into India, the Custom officer shall refer the consignment to the Animal Quarantine and Certification
Services and the Regional or Quarantine Officer at the port of entry shall verify the following before his
recommendation for release of the consignment of dog and cat food products, namely:-
(a) a valid copy of the Sanitary Import Permit issued by the Department of Animal Husbandry and Dairying,
Ministry of Fisheries, Animal Husbandry and Dairying, Government of India;
(b) Veterinary Health Certificate as in Form-I, in original or certified copy, issued by the official veterinarian of
the exporting country;
(ii) after verification, if necessary, random samples shall be drawn by the Custom officer as per the instruction of the
Regional Officer or Quarantine Officer for testing of the materials for microbiological criteria as specified in clause
(iv) of paragraph II in Form-I.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(iii) after satisfactory verification of the documents, the Regional Officer or Quarantine Officer shall release the
consignment after taking the following declaration from the importer, namely:-
(a) that the imported product shall not find way into animal food chain other than for feeding of dogs and
cats;
(b) that left over product shall be disposed of properly;
(c) that the labeling of the products shall be done in local or regional language.
3. Power of Central Government to relax conditions – The Central Government may, in public interest, relax any
of the conditions specified under this notification relating to the permit in relation to the import of dog and cat food
products of animal origin into India.
4. The notification shall come into force on the date of publication of this notification in the Gazette of India.

II. SANITARY INFORMATION
The undersigned official veterinarian certifies that the dog and cat food products described that:
(i) originates from:
(i) meat or meat products of healthy poultry;
(ii) meat or meat products of healthy lamb, sheep, goat and pig;
(iii) fish and fish products
(please tick appropriately).
(ii) originates from meat or meat products of animals and complies the following:
(i) the sourced animals have undergone ante-mortem and post-mortem examinations;
(ii) the meat has been obtained from healthy animals.
(iii) is the one with no ingredients of specific risk materials from ruminant origin as defined by Office
International des Epizooties have been incorporated (in the dog and cat food products of ruminant origin),
except for the following, namely:
(a) milk or milk products;
(b) protein-free tallow of ovine or caprine origin; and
(c) if the ovine or caprine materials or ingredients are included in the dog and cat food products that has to
be imported from countries free from Transmissible Spongiform Encephalopathy group of diseases and the
following information shall be provided,-
(i) details of origin of ovine and caprine ingredients;
(ii) certificate number;
(iii) country of origin;
(iv) name of Animal Health Authority issuing Certificate for ingredients; and
(v) date of endorsement of the Certificate.
(d) the dog and cat food products has been processed in any of the following heat treatment,-
(i) at ninety degree centigrade throughout its substance of the final product; or
(ii) under gone heat treatment at ninety degree centigrade of its animal origin materials for one second;
or
(iii) seventy degree centigrade for thirty minutes; or
(iv) eighty degrees centigrade for nine minutes; or
(v) have been processed at a temperature to attain Fo value not less than 3.0; or
(vi) have been processed at a temperature to attain F value not less than 3.0.
c
(iv) before actual dispatch of dog and cat food products into India the product was examined by a random
sampling of at least five samples from each processed batch taken during or after storage at the processing
plant, and test results shows that,-
(i) facultative aerobic micro-organisms are less than 5x103 per gram or per milliliter of sample;
(ii) no Salmonella in twenty five gram or twenty five ml of sample,
(iii) sulphite reduced clostridium per gram or per milliliter of sample was not more than 5x103 (in case
of canned and moist food);
(iv) activity of water in dehydrated products must not be higher than 0.93 or adequately dried to prevent
microbiological growth mentioned above (in case of dry food);
(v) was not produced from,-
(a) animals kept for agricultural production, which died but were not slaughtered, including stillborn
and unborn animals, and, without prejudice to instances of emergency slaughtering for reasons of
welfare, and farm animals that have died in transit;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(b) animals which were killed in the context of disease control measures either on the farm or in any other
place designated by the competent authority;
(c) animal waste, including blood originating from animals which showed, during veterinary
inspection carried out at the time of slaughtering, clinical signs of disease communicable to man or other
animals;
(d) those parts of animals slaughtered in the normal way which were not presented for post mortem
inspection, with the exception of hides, skins, hooves, feathers, wool, horn, blood and similar products;
(e) meat, poultry meat, fish and foodstuffs of animal origin which were spoiled;
(f) the dog and cat food products has been produced in sanitary conditions and contains no harmful
substances;
(g) fish or offal from fish which was excluded from human consumption because of clinical signs of an
infectious disease;
(h) was not produced from using meat of animals which are prohibited by any other law in the territory of
Union of India for international trade;
(i) processed animal protein derived from high risk material.
(vi) has undergone all precautions to avoid recontamination with pathogenic agents after treatment;
(vii) was packed in a new packaging material;
(viii) the containers of dog and cat food products are sealed properly.
