## Report on the Life Insurance Corporation of India Recruitment of Apprentice Development Officers Amendment Regulations, 2021 **1. Executive Summary:** This report analyzes the Life Insurance Corporation of India (LIC) Recruitment of Apprentice Development Officers Amendment Regulations, 2021, as published in the Gazette of India. This amendment modifies the 1998 regulations by substituting the word "Chairman" with "Chief Executive" in paragraph 12. The core purpose of this amendment appears to be to align the regulations with current organizational structure and terminology within LIC. The key finding is that the change is a minor but potentially important administrative update clarifying roles and responsibilities. **2. Introduction:** This report aims to provide a concise overview of the Life Insurance Corporation of India Recruitment of Apprentice Development Officers Amendment Regulations, 2021, based solely on the information presented in the provided policy text. It focuses on understanding the amendment's objectives, key changes, and potential impact on the affected industry. **3. Policy Overview:** * **Original Policy Being Amended:** Life Insurance Corporation of India Recruitment of Apprentice Development Officers Regulations, 1998. * **Core Objective(s) (Inferred):** Based on the original title and the amendment itself, the core objective of the original policy is to establish and regulate the recruitment process for Apprentice Development Officers within the Life Insurance Corporation of India. **4. Background and Rationale:** * **Amendment Rationale:** The likely reason for this specific amendment is to update the terminology used in the 1998 regulations to reflect current organizational structure and job titles within LIC. The substitution of "Chairman" with "Chief Executive" suggests a change in the leadership structure or a renaming of the position responsible for the function detailed in paragraph 12 of the original regulations. It is possible that the Chairman's responsibilities related to Apprentice Development Officers were transferred or redefined under the purview of the Chief Executive. **5. Key Provisions / Changes:** * **Specific Part of Original Policy Being Changed:** Paragraph 12 of the Life Insurance Corporation of India Recruitment of Apprentice Development Officers Regulations, 1998. * **New Rule/Provision:** The word "Chairman" is replaced with the words "Chief Executive." * **Difference/Effect of Change:** The change reassigns or clarifies the responsibility mentioned in paragraph 12 from the "Chairman" to the "Chief Executive." The specific context of paragraph 12 (which is not provided) would determine the exact impact, but it likely involves approvals, oversight, or some other function related to the recruitment process of Apprentice Development Officers. The change provides clarity about who holds that responsibility moving forward. **6. Target Audience and Stakeholders:** Based on the provided text, the primary target audience and stakeholders affected by this amendment are: * **Life Insurance Corporation of India (LIC):** The amendment directly affects the internal administration and procedures of LIC. * **Apprentice Development Officers (Existing and Prospective):** The changes, though seemingly minor, have the potential to alter the chain of command and approval processes related to their recruitment and potentially their roles. * **LIC's Recruitment Department/HR:** This department will be directly responsible for implementing the change in terminology. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Board of the Life Insurance Corporation of India, with the previous approval of the Central Government, is responsible for implementing the regulations. * **Timelines or Procedures:** The amendment came into force from the date of its publication in the Official Gazette, July 22, 2021. Specific procedures for implementation are not detailed within the provided text, however it is expected that LIC's internal processes will be updated to reflect the change in terminology regarding "Chairman" to "Chief Executive" in relevant documentation. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of this specific change is to: * **Clarify Roles and Responsibilities:** By explicitly stating "Chief Executive" instead of "Chairman", the amendment aims to eliminate ambiguity and ensure accountability for the responsibilities outlined in paragraph 12. * **Streamline Administrative Processes:** The change aims to align the regulations with the current organizational structure, potentially leading to more efficient decision-making processes related to the recruitment of Apprentice Development Officers. * **Modernize Regulatory Language:** The amendment brings the 1998 regulations up-to-date with current terminology used within LIC. **9. Conclusion:** The Life Insurance Corporation of India Recruitment of Apprentice Development Officers Amendment Regulations, 2021, represents a minor but potentially important administrative update. By replacing "Chairman" with "Chief Executive" in paragraph 12 of the 1998 regulations, the amendment aims to clarify roles, streamline processes, and modernize the regulatory language. This change ensures alignment with the current organizational structure of LIC and contributes to the efficient management of the Apprentice Development Officer recruitment process. It is imperative that LIC internal documentation is updated promptly to reflect this amendment and ensure smooth implementation.
