2. सीमेंट उद्योग के जलए जवकास पररषद ्के काय:ध
(i) अपजिष्ट पदाथों को नष्ट करने, अजधकतम उत्पादन प्राप्त करने, गुणवत्ता में सुधार और लागत को कम करने के
मद्देनिर दक्षता के मानदडं ों का सुझाव दने ा।
(ii) स्ट्थाजपत क्षमता का पूरा उपयोग करने और उद्योग, जविेष रूप से कम कुिल इकाइयों, के कामकाि में सुधार के
जलए उपायों की जसफाररि करना।
(iii) उत्पादों के मानकीकरण को बढ़ावा दने ा।
(iv) नई सामग्री, उपकरण और जवजधयों की खोि और जवकास और पहले से उपयोग में आने वाले तरीकों के सुधारों
सजहत सामजग्रयों और उपकरणों तथा उत्पादन, प्रबंधन और श्रम उपयोग के तरीकों के संबंध में िांच संवधधन तथा
िांच िुरु करना, जवजभन्न जवकल्पों के फायदों का मूल् यांकन और व्यावसाजयक स्ट्तर पर प्रयोगात्मक प्रजतष्ठानों और
परीक्षणों का संचालन।
(v) उद्योग में कायधरत अथवा प्रस्ट्ताजवत व्यजियों के प्रजिक्षण और तकनीकी या इसके संगत कलात्मक जवषयों में उनके
जिक्षण को प्रोत् साजहत करना।
(vi) उद्योग से िुड़े या छंटनी दकए गए कर्मधयों के वैकजल्पक व्यवसायों में बन े रहने को बढ़ावा दने ा।
(vii) वैज्ञाजनक और औद्योजगक अनुसंधान, औद्योजगक मनोजवज्ञान को प्रभाजवत करने वाले मामलों पर अनुसंधान और
उद्योग द्वारा आपूर्तध की गई वस्ट्तुओं एव ं सेवाओं के उपयोग या उपभोग तथा उत् पादन से संबंजधत मामलों में
अनुसंधान को बढ़ावा दने ा या िुरु करना।
(viii) लेखांकन और लागत जवजधयों एवं अभ्यास संबंधी सुधारों तथा मानकीकरण को बढ़ावा दने ा।
(ix) ला ु और कुटीर उद्योगों को प्रोत्साजहत करने के मद्देनिर, उत्पादन के चरणों तथा प्रदियाओं के जवकेन्द्रीकरण की
संभावनाओं का पता लगाना।
(x) श्रजमकों के जलए बेहतर सुजवधाओं तथा प्रोत्साहनों के प्रावधान एवं सुरजक्षत और बेहतर कामकािी पररजस्ट्थजतयों
को सुजनजित करने के उपायों सजहत श्रजमकों की उत्पादकता बढ़ाने के उपायों को अपनाने को प्रोत् साजहत करना।
(xi) उद्योग से संबंजधत दकसी भी मामले (वेतन और रोिगार की ितों के अलावा) पर सलाह दने ा जिसका केंद्र सरकार
जवकास पररषद ् से सलाह के जलए अनुरोध करे और जवकास पररषद ् को सलाह के जलए सक्षम बनाने के प्रयोिन से
िांच करना।
3. सीमेंट उद्योग के जलए जवकास पररषद ्का उपयुधक् त गिन, इस ितध के अध् यधीन ह ै दक यह न्यायालयों एवं भारतीय
प्रजतस्ट्पधाध आयोग (सीसीआई) और अन्य िीषध न्याजयक जनकायों के दकसी आदिे के प्रजतकूल नहीं होगा।

2. Functions of the Development Council for Cement Industry:-
(i) Suggesting norms of efficiency with a view to eliminating waste, obtaining maximum production, improving
quality and reducing costs;
(ii) Recommending measures for securing the fuller utilization of the installed capacity and for improving the
working of the industry, particularly of the less efficient units;
(iii) Promoting standardization of products;
(iv) Promoting or undertaking inquiry as to materials and equipment and as to methods of production,
management and labour utilization, including the discovery and development of new materials, equipment
and methods and of improvements in those already in use, the assessment of the advantages of different
alternatives and the conduct of experimental establishments and of tests on a commercial scale;
(v) Promoting the training of persons engaged or proposing engagement in the industry and their education in
technical or artistic subjects relevant thereto;
(vi) Promoting the retaining in alternative occupations of personnel engaged in or retrenched from the industry;
(vii) Promoting or undertaking scientific and industrial research, research into matters affecting industrial
psychology and research into matters relating to production and to the consumption or use of goods and
services supplied by the industry;
(viii) Promoting improvements and standardization of accounting and costing methods and practice;
(ix) Investigating possibilities of decentralizing stages and processes of production with a view to encouraging
the growth of allied small scale and cottage industries;
(x) Promoting the adoption of measures for increasing the productivity of labour, including measures for
securing safer and better working conditions and the provision and improvement of amenities and
incentives for workers; and
(xi) Advising on any matters relating to the industry (other than remuneration and conditions of employment as to
which the Central Government may request the Development Council to advice and undertaking inquiries
for the purpose of enabling the Development Council so to advise.
III. The Constitution of Development Council for Cement Industry is subject to condition that it will not
contravene any orders of the Hon’ble Courts or Competition Commission of India (CCI) and other Apex Judicial
Bodies.
