िारीख स ेदो वष ध की अवणध के णलए उि पररषद का सदस्य णनयिु करिी ह।ै I. डीसीसीआई के काय:ध 1. अपणशष्ट पदाथों को नष्ट करन,े अणधकिम उत्पादन प्राप्त करन,े गुिवत्ता म ें सुधार और लागि को कम करन े के मद्देनजर दक्षिा के मानदंडों का सुझाव दने ा। 2. स्थाणपि क्षमिा का परू ा उपयोग हाणसल करन े और उद्योग, णवशेष रूप से कम कुशल इकाइयों के कामकाज में सुधार के णलए उपायों की णसफाररश करना। 3. उत्पादों के मानकीकरि को बढावा देना। 4. नई सामग्री, उपकरि और णवणधयों की खोज और णवकास और पहल े से उपयोग म ें आन े वाले िरीकों के सुधारों सणहि सामणग्रयों और उपकरिों िथा उत्पादन, प्रबंधन और श्रम उपयोग के िरीकों के संबंध म ें जांच संवधधन िथा इसका कायाधन्वयन, णवणभन्न णवकल्पों के फायदों का मूल् यांकन और व्यावसाणयक स्िर पर प्रयोगात्मक प्रणिष्ठानों और परीक्षिों का संचालन। 5. उद्योग म ें कायधरि अथवा प्रस्िाणवि व्यणियों के प्रणशक्षि और िकनीकी या इसके संगि कलात्मक णवषयों म ें उनके णशक्षि को प्रोत् साणहि करना। 6. उद्योग से जुडे या छंटनी दकए गए कर्ममयों के वैकणल्पक व्यवसायों में बने रहन े को बढावा देना। 3885 GI/2017 (1)2 सेवाओं के उपयोग या उपभोग िथा उत् पादन स ेसंबंणधि मामलों में अनुसंधान को बढावा दने ा या शुरु करना। 8. लेखांकन और लागि णवणधयों एवं अभ्यास संबंधी सुधारों िथा मानकीकरि को बढावा देना। 9. लघु और कुटीर उद्योगों को प्रोत्साणहि करन े के मद्देनजर, उत्पादन के चरिों िथा प्रदियाओं के णवकेन्द्रीकरि संबंधी संभावनाओं पर णवचार करना। 10. श्रणमकों के णलए बेहिर सुणवधाओं िथा प्रोत्साहनों के प्रावधान एव ं सुरणक्षि और बहे िर कामकाजी पररणस्थणियों को सणु नणिि करन े के उपायों सणहि श्रणमकों की उत्पादकिा बढाने के उपायों को अपनान े को प्रोत् साणहि करना। 11. उद्योग से संबंणधि दकसी भी मामले (वेिन और रोजगार की शिों के Regulation) Act, 1951 (65 of 1951), read with Rules 3, 4 and 5 of the Development Councils (Procedural) Rules, 1952, the Central Government hereby establishes a Development Council for Cement Industry (DCCI) and appoints the persons as listed below to be Members of the said Council, for a period of two years with effect from the date of publication of this Order in the Official Gazette. I. Functions of the DCCI: 1. Suggesting norms of efficiency with a view to eliminating waste, obtaining maximum production, improving quality and reducing costs. 2. Recommending measures for securing the fuller utilization of the installed capacity and for improving the working of the industry, particularly of the less efficient units. 3. Promoting standardization of products. 4. Promoting or undertaking inquiry as to materials and equipment and as to methods of production, management and labour utilization, including the discovery and development of new materials, equipment and methods and of improvements in those already in use, the assessment of the advantages of different alternatives and the conduct of experimental establishments and of tests on a commercial scale. 5. Promoting the training of persons engaged or proposing engagement in the industry and their education in technical or artistic subjects relevant thereto. 6. Promoting the retaining in alternative occupations of personnel engaged in or retrenched from the industry. 7. Promoting or undertaking scientific and industrial research, research into matters affecting industrial psychology and research into matters relating to production and to the consumption or use of goods and services supplied by the industry. 8. Promoting improvements and standardization of accounting and costing methods and practice. 9. Investigating possibilities of decentralizing stages and processes of production with a view to encouraging the growth of allied small scale and cottage industries. 10. Promoting the adoption of measures for increasing the productivity of labour, including measures for securing safer and better working conditions and the provision and improvement of amenities and incentives for workers. 11.
