This notification, issued by the Ministry of Road Transport and Highways on January 4, 2016, rescinds notification number S.O. 1542(E) dated June 24, 2009. The original notification had authorized the Government of Himachal Pradesh, through its Chief Engineer, Public Works (National Highways), to collect fees from mechanical vehicles using the Kullu bypass section (Km 258.270 to 270.450, including bridges) on National Highway No. 21 within Himachal Pradesh. The rescission is based on the determination that the monthly revenue generated from user fee collection would be less than the monthly expenditure required for collection, rendering the user fee collection unviable. The notification is issued under the authority of Section 7 of the National Highways Act, 1956, read with Rule 3 of the National Highways Determination of the Rates and Collection Rules, 2008. The file number for this notification is RWNH-12018/88/2009-HP-NH-1, and it is signed by Niraj Verma, Joint Secretary.
