1. सजं िप्त नाम और प्रारंभ:-

(i) इन जर्जनयमार्ली को जर्दिे ी मुद्रा प्रबंध (माल और सेर्ाओं का जनयावत तथा आयात) (संिोधन) जर्जनयमार्ली, 2026 कहा िाएगा।

(ii) यह जर्जनयमार्ली 1 अिूबर 2026 से लागू होगी।

2. जर्जनयम 5 म ेंसिं ोधन: मूल जर्जनयमार्ली के जर्जनयम 5 के उप-जर्जनयम (1) के - (क) उप-जनयम (ए) और (बी) में, 'पंद्रह महीन'े िब्दों के स्ट्थान पर ‘नौ महीने' िब्दों को प्रजतस्ट्थाजपत दकया िाएगा; (ख) पहली ित व म,ें 'अठारह महीने' िब्दों के स्ट्थान पर ‘बारह महीने’ िब्दों को प्रजतस्ट्थाजपत दकया िाएगा।

3. मलू जर्जनयमार्ली म,ें जर्जनयम 13 के अंत में, जनम्नजलजखत को िोडा िाएगा, अथावत् — “बित ेदक 30 जसतंबर 2026 तक, जर्देिी मुद्रा प्रबंध (माल और सेर्ाओं का जनयावत) जर्जनयमार्ली, 2015 के जर्जनयम 16 के तहत ररज़र्व बैंक द्वारा िारी आदेि के अनुसार, सतकवता सूची में िाजमल जनयावतक, उस आदेि के तहत तब तक िाजसत होते रहगें े िब तक जनयावतक को सतकवता सूची से हटा नहीं ददया िाता।”

4. मलू जर्जनयमार्ली म,ें जर्जनयम 19 के अंत में, जनम्नजलजखत को िोडा िाएगा, अथावत् — “20. प्राजधकृत व्यापाररयों को अजधकार: प्राजधकृत व्यापारी, 1 अक्टूबर 2026 स ेपहल े दकए गए माल और सेर्ाओं के जनयावत और आयात से संबंजधत लेनदने , साथ ही साथ मचंटटंग व्यापार, को संभालगें े, जिसके जलए अब तक जर्देिी मुद्रा प्रबंध (माल और सेर्ाओं का जनयावत) जर्जनयमार्ली, 2015, मास्ट्टर जनदिे – माल और सेर्ाओं का जनयावत (जर्मुजर् मास्ट्टर जनदिे सं. 16/2015-16, ददनांक 01 िनर्री 2016 को िारी और 17 िलु ाई 2026 तक अद्यतन) और मास्ट्टर जनदेि – माल और सेर्ाओं का आयात (जर्मुजर् मास्ट्टर जनदेि संख्या 17/2016-17, ददनांक 01 िनर्री 2016 को िारी और 12 िनर्री 2026 तक अद्यतन) के तहत भारतीय ररज़र्व बैंक की मंिूरी की आर्श्यकता थी।“ एन. सेंजथल कुमार, मुख्य महाप्रबंधक [जर्ज्ञापन-III/4/असा./337/2026-27] पाद रटप्पणी: मूल जर्जनयमार्ली, अजधसूचना सं. फेमा. 23(आर)/2026-आरबी ददनांक 13 िनर्री 2026, भारत सरकार के सरकारी रािपत्र- असाधारण – भाग-III, खण्ड 4, उप-खण्ड (i) ददनांक 15 िनर्री 2026 में प्रकाजित की गयी थी।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 RESERVE BANK OF INDIA (Foreign Exchange Department) (CENTRAL OFFICE)

NOTIFICATION Mumbai, the 22nd September, 2026 Foreign Exchange Management (Export and Import of Goods and Services) (Amendment) Regulations, 2026 No. FEMA 23(R)/(1)/2026-RB.—In exercise of the powers conferred by Section 7, Section 8, sub-section (6) of Section 10 and sub-section (2) of Section 47 of the Foreign Exchange Management Act, 1999 (42 of 1999), the Reserve Bank of India makes the following amendments to the Foreign Exchange Management (Export and Import of Goods and Services) Regulations, 2026 [Notification No. FEMA 23(R)/2026-RB dated January 13, 2026] (hereinafter referred to as 'the principal regulations'), namely:

1. Short title and commencement -

(1) These regulations may be called the Foreign Exchange Management (Export and Import of Goods and Services)

(Amendment) Regulations, 2026.

(2) They shall come into force from October 01, 2026.

2. Amendment to regulation 5 - In the principal regulations, in regulation 5, in sub-regulation (1) -

(a) in clauses (a) and (b), for the words ‘fifteen months’, the words ‘nine months’ shall be substituted;

(b) in the first proviso, for the words ‘eighteen months’, the words ‘twelve months’ shall be substituted.

3. In the principal regulations, at the end of regulation 13, following shall be inserted, namely:- “Provided that the exporters in the Caution List, as on September 30, 2026, as per orders issued by the Reserve Bank under Regulation 16 of the Foreign Exchange Management (Export of Goods & Services) Regulations, 2015, shall continue to be governed by the said order till such time the exporter is removed from the Caution List.”

4. In the principal regulations, after regulation 19, the following shall be inserted, namely:- “20. Powers to Authorised Dealers: Authorised Dealers shall handle transactions related to the export and import of goods and services, as well as merchanting trade, undertaken prior to October 01, 2026, which hitherto required approval of the Reserve Bank of India, under the Foreign Exchange Management (Export of Goods and Services) Regulations, 2015, Master Direction – Export of Goods and Services (FED Master Direction No. 16/2015-16, dated, January 01, 2016 as updated till July 17, 2026), and Master Direction – Import of Goods and Services (FED Master Direction No. 17/2016-17, dated, January 01, 2016 as updated till January 12, 2026).” N.
