1. संजिप्त िाम और प्रारंभ
(i) यह जर्जियमार्ली जर्देिी मुद्रा प्रबधं (भारत म ें जिर्ासी व्यजि द्वारा जर्देिी मद्रु ा खाते) (सातर्ां संिोधि)
जर्जियमार्ली, 2025 कहलाएगी।
(ii) यह सरकारी रािपत्र म ेंइसके प्रकािि की तारीख से लाग ूहोगी।
2. मलू जर्जियमार्ली म,ें जर्जियम 2 म,ें खंड (iii) के पश्चात् जिम्नजलजखत को अंतर्र्वष्ट दकया िाएगा, यथा: -“(iii-ए)
“अंतरावष्ट्रीय जर्त्तीय सेर्ा केंद्र” या “आईएफएससी” का र्ही अथ व होगा िो अतं रावष्ट्रीय जर्त्तीय सेर्ा केंद्र प्राजधकरण
अजधजियम, 2019 (2019 का 50) की धारा 3 के खंड (छ) में ददया गया ह।ै "

3. मलू जर्जियमार्ली म,ें जर्जियम 5 म,ें उप जर्जियम (सीए) को जिम्नजलजखत से प्रजतस्ट्थाजपत दकया िाएगा, यथा:-
“(सीए). भारत में जिर्ासी व्यजि, िो दक एक जियावतक ह,ै माल और सेर्ाओं के जियावत के बदले जियावतक द्वारा प्राप्त दकए
गए पणू व जियावत मल्ू य तथा अजिम जर्प्रेषण की र्सूली के जलए भारत के बाहर दकसी बैंक में जर्देिी मुद्रा खाता खोल सकता
ह,ै धारण कर सकता ह ैऔर बिाए रख सकता ह।ै इस खाते म ेंप्राप्त जिजधयों का उपयोग प्राजप्त के माह से –
(ए) अंतरावष्ट्रीय जर्त्तीय सेर्ा केंद्र में बैंक म ेंरख ेगए खातों के मामले में तीि महीि:े या
(बी) अन्य सभी िेत्राजधकारों के जलए अगल ेमहीिे,
के अंत तक, जियावतक द्वारा भारत में अपि े आयातों के भगु ताि या भार्ी प्रजतबद्धताओं के समायोिि के बाद भारत म ें
प्रत्यार्तवि के उद्देश्य से दकया िा सकता है, बिते दक समय-समय पर यथा संिोजधत जर्देिी मुद्रा प्रबंध (माल और सेर्ाओं
का जियावत) जर्जियमार्ली, 2015, म ेंयथा जर्जिर्दवष्ट र्सूली और प्रत्यार्तवि संबंधी अपेिाए ँभी पूरी होती हों।”
4. मलू जर्जियमार्ली म,ें जर्जियम 5 के अंत में जिम्नजलजखत को अंतर्र्वष्ट दकया िाएगा, यथा: -
“स्ट्पष्टीकरण: - जर्जियम 5 के प्रयोिि के जलए, 'भारत के बाहर/जर्देि म'ें खोले िाि े र्ाले अिुमत जर्देिी मुद्रा खात े
अंतराष्ट्रव ीय जर्त्तीय सेर्ा केंद्र में भी खोले िा सकत े ह।ैं ”

Foreign Exchange Management (Foreign Currency Accounts by a person resident in India) (Seventh
Amendment) Regulations, 2025
F.No. FEMA 10(R)(7)/2025-RB— In exercise of the powers conferred by Section 9 and clause (e) of sub-
section (2) of section 47 of the Foreign Exchange Management Act, 1999 (42 of 1999), the Reserve Bank of India
makes the following amendments to the Foreign Exchange Management (Foreign Currency Accounts by a person
resident in India) Regulations, 2015 [Notification No. FEMA 10(R)/2015-RB dated January 21, 2016] (hereinafter
referred to as 'the principal regulations'), namely:
1. Short Title and Commencement: -
(i) These regulations may be called the Foreign Exchange Management (Foreign Currency Accounts by a person
resident in India) (Seventh Amendment) Regulations, 2025.
(ii) They shall come into force from the date of their publication in the Official Gazette.
2. In the principal regulations, in regulation 2, after clause (iii), the following shall be inserted namely:-
“(iii-a) ‘International Financial Services Centre’ or ‘IFSC’ shall have the same meaning as assigned to it in clause (g)
of section 3 of the International Financial Services Centres Authority Act, 2019 (50 of 2019).”[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3
3. In the principal regulations, in regulation 5, the sub-regulation (CA) shall be substituted by the following, namely:-
“(CA). A person resident in India, being an exporter, may open, hold and maintain a Foreign Currency Account with a
bank outside India, for realisation of full export value and advance remittance received by the exporter towards export
of goods or services. Funds in this account may be utilised by the exporter for paying for its imports into India or
repatriated into India within a period not exceeding the end of
(a) three months in case of accounts maintained with banks in an International Financial Services Centre; or
(b) next month for all other jurisdictions;
from the date of receipt of the funds after adjusting for forward commitments, provided that the realisation and
repatriation requirements as specified in the Foreign Exchange Management (Export of Goods and Services)
Regulations, 2015, as amended from time to time, are also met.”
4. In the principal regulations, at the end of regulation 5, the following shall be inserted namely:-
“Explanation: - For the purpose of regulation 5, the foreign currency accounts permitted to be opened ‘outside India/
abroad’ can also be opened in International Financial Services Centre.”
