## Report on the Bhakra Beas Management Board Amendment Rules, 2021 **1. Executive Summary:** This report analyzes the Bhakra Beas Management Board Amendment Rules, 2021, as published in the Gazette of India on August 16, 2021. This amendment modifies the Bhakra Beas Management Board Rules, 1974, specifically concerning the salary structure of officials within the Board. The key change involves substituting the existing pay scale and grade pay with a monthly salary in the Higher Administrative Grade (HAG) pay band, including an annual increment. This report details the specific modifications, target audience, and likely implications of these changes based solely on the provided policy text. **2. Introduction:** The purpose of this report is to provide an informative analysis of the Bhakra Beas Management Board Amendment Rules, 2021, based on the official gazette notification. The report will focus on the specific changes introduced by the amendment and their potential impact. **3. Policy Overview:** * **Original Policy:** Bhakra Beas Management Board Rules, 1974. * **Core Objective(s) (Inferred):** The original policy likely establishes the rules and regulations for the operation and management of the Bhakra Beas Management Board. The amendment suggests a component of this policy deals with employee compensation. **4. Background and Rationale:** * **Reason for Amendment:** The amendment likely aims to update the salary structure of certain positions within the Bhakra Beas Management Board to align with current standards and practices. The change from a specific pay scale and grade pay to a Higher Administrative Grade (HAG) pay band with an annual increment suggests an effort to simplify and modernize the compensation system, potentially attracting and retaining qualified personnel. **5. Key Provisions / Changes:** This amendment focuses specifically on changes to the salary structure detailed in Rule 2 of the Bhakra Beas Management Board Rules, 1974, II 3i. * **Specific Part Changed:** Rule 2, clauses "i." and "ii." which are renumbered to "i" and "ii" respectively. Clause ii is further amended. * **New Rule/Provision:** The original wording "Rs. 37,400-67,000 with addl. Grade pay of Rs.12,000 w.e.f. 1.1.2006" is replaced with "monthly salary in the Pay BandScale Higher Administrative Grade HAG of Rs.67,000 annual increment at the rate of three percent-79000 with no grade pay". * **Difference/Effect of Change:** This change replaces a fixed pay scale with a grade pay with a HAG pay band. The new structure includes an annual increment of three percent, replacing the addl. Grade Pay. This likely results in a different salary progression and potentially higher earnings over time for the affected employees compared to the previous structure. The removal of a "grade pay" and move to an HAG pay band also likely reflects a change in the classification or seniority of the role. **6. Target Audience and Stakeholders:** Based on the text, the direct target audience is likely the employees of the Bhakra Beas Management Board who are or will be employed in the Higher Administrative Grade (HAG) position. The broader stakeholders include the Ministry of Power, the Bhakra Beas Management Board itself, and potentially the Government of Punjab and Haryana, given the Board's historical context. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Ministry of Power is responsible for issuing the notification and enacting the amendment. The Bhakra Beas Management Board is responsible for implementing the changes within its administrative structure. * **Timelines or Procedures:** The amendment comes into force on the date of its publication in the Official Gazette (August 16, 2021). Specific procedures for transitioning employees to the new salary structure are not detailed in the text but would likely be determined internally by the Board's administration. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of these changes is to provide a more competitive and modernized compensation package for key administrative personnel within the Bhakra Beas Management Board. This could lead to improved employee morale, increased retention of experienced staff, and enhanced ability to attract qualified candidates in the future. The simplified salary structure may also streamline administrative processes related to payroll and compensation. **9. Conclusion:** The Bhakra Beas Management Board Amendment Rules, 2021, represent a targeted update to the salary structure for employees in the Higher Administrative Grade. This adjustment is designed to modernize compensation practices, potentially improving employee satisfaction and attracting qualified individuals to the Board. The amendment reflects the ongoing efforts to maintain the efficiency and effectiveness of the Bhakra Beas Management Board through appropriate compensation strategies.
