## Report on Notification Regarding Delhi Urban Art Commission
**1. Executive Summary:**
This report analyzes a notification (S.O. 1356) issued by the Ministry of Housing and Urban Affairs, Government of India, regarding appointments to the Delhi Urban Art Commission (DUAC). The notification appoints a new Chairman and several members to the DUAC for a term of three years, or until further orders. This notification supersedes previous notifications (S.O. 1539 and S.O. 58E), indicating a change in leadership and membership within the commission. The key finding is a complete change in at least the chairmanship and other member positions.
**2. Introduction:**
The purpose of this report is to provide an informative overview of a notification (S.O. 1356) related to the Delhi Urban Art Commission (DUAC). This analysis is based solely on the information presented in the provided text of the notification.
**3. Policy Overview:**
This notification serves as an amendment regarding the composition of the Delhi Urban Art Commission.
* **Original Policy Amended:** Previous notifications S.O. 1539 (dated 3.4.2018) and para 2 of S.O. 58E (dated 2.1.2020) are superseded.
* **Core Objective(s):** Based on the text, the core objective is to maintain a functioning Delhi Urban Art Commission by appointing qualified individuals to serve as Chairman and Members. This ensures the commission can fulfill its mandate as defined in the Delhi Urban Art Commission Act, 1973.
**4. Background and Rationale:**
The notification represents a periodic update or replacement of personnel within the Delhi Urban Art Commission. The supersession of previous notifications suggests that the terms of previously appointed members have either expired, or the government has chosen to appoint new individuals for other reasons. The rationale appears to be to ensure the commission remains staffed with qualified individuals to effectively perform its duties.
**5. Key Provisions / Changes:**
This notification details specific changes related to the membership of the Delhi Urban Art Commission.
* **Specific Part of Original Policy Changed:** This notification changes the individuals holding the positions of Chairman and Members within the DUAC, as established by the Delhi Urban Art Commission Act, 1973.
* **New Rule/Provision:**

* Prof Dr. Mandeep Singh, Shri Ashutosh Kumar Agarwal, Smt. Nivedita Pande and Shri Kamran Rizvi, Additional Secretary D in the Ministry of Housing and Urban Affairs are appointed as Members (Part Time).
* The term of these appointments is three years from April 3rd, 2021, or until further orders, whichever is earlier.
* **Difference/Effect of Change:** The primary effect is the replacement of individuals who previously held these positions with the newly appointed individuals. The new appointments bring potentially different perspectives and expertise to the commission. The supersession of previous notifications means that those previous appointments are no longer in effect from the date the new appointments are effective (April 3rd, 2021).
**6. Target Audience and Stakeholders:**
The direct target audience includes:
* The newly appointed Chairman and Members of the Delhi Urban Art Commission.
* The Ministry of Housing and Urban Affairs.

* Urban planners and developers operating within Delhi.
* Citizens of Delhi concerned with urban aesthetics and development.
* Any entities or individuals who interact with the Delhi Urban Art Commission.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Housing and Urban Affairs is the responsible agency, as indicated by the notification's origin. The Delhi Urban Art Commission itself is also responsible for incorporating the new members into its operations.
* **Timelines or Procedures:** The appointments are effective for three years from April 3rd, 2021, or until further orders. No other specific procedures are outlined in the text. The new Chairman and members will need to be integrated into the commission's existing procedures.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of these changes is likely to ensure the continued effective functioning of the Delhi Urban Art Commission with new leadership and perspectives. The impact of these changes will depend on the qualifications, expertise, and approaches of the newly appointed members. The change could lead to shifts in the commission's priorities or its approach to regulating urban development in Delhi.
**9. Conclusion:**
This notification signifies a change in leadership and membership within the Delhi Urban Art Commission. The appointment of a new Chairman and members is intended to ensure the ongoing operation and effectiveness of the commission. The specific impact of these changes will be determined by the actions and decisions of the newly appointed individuals in their roles within the DUAC. The industry should remain alert to any possible change in commission priorities or regulatory changes.
