(2) सजचि (जिद्युत) – सदस्ट्य; (3) जिद्युत मंत्रालय, भारत सरकार द्वारा जिद्युत क्षत्रे के एक जििेषज्ञ सदस्ट्य को नाजमत दकया जाएगा; (4) पजश्चमी बंगाल राज्य सरकार (सजचि स्ट्तर ऄथिा समतल्ु य) का प्रजतजनजध – सदस्ट्य; (5) झारखंड राज्य सरकार (सजचि स्ट्तर ऄथिा समतुल्य) का प्रजतजनजध – सदस्ट्य।’’ 3. ईि जनयमों म,ें जनयम 4 के स्ट्थान पर, जनम्नजलजखत जनयम को रखा जाएगा ऄथाात ् : — "4. िते न:—ऄध्यक्ष को औद्योजगक मंहगाइ भत्त े सजहत 2,00,000-3,70,000 रुपए का िते नमान संदत्त दकया जाएगा, सदस्ट्यों और सदस्ट्य-सजचि को औद्योजगक मंहगाइ भत्त े सजहत 1,80,000-3,40,000 रुपए का िेतनमान संदत्त दकया जाएगा।" 4. ईि जनयमों म ेंजनयम 6 म ें ईप-जनयम (2) के स्ट्थान पर जनम्नजलजखत रखा जाएगा ऄथाात् : - "(2) ऄहता ा और ऄनभु ि : (i) ऄध्यक्ष – (क) िेतन मैठरक्स म ें स्ट्तर -15(182200-224100/- रूपय)े म ें सरकारी ऄजधकारी ऄथिा िेतन मैठरक्स म ें समतल्ु य स्ट्तर म ेंऄजधकारी, ऄथिा (ख) दो िषों की सेिा सजहत औद्योजगक मंहगाइ भत्त े के साथ 1,50,000- 3,00,000 रुपए ऄथिा केन्द्रीय मंहगाइ भत्त े के साथ िेतन मैठरक्स म ें स्ट्तर – 15 (182200-224100/- रूपय)े म ें केन्द्रीय पजललक सक्े टर के कायापालक का पद धारण करता हो ऄथिा (ग) दामोदर घाटी जनगम के ऄजधकारी जजन्द्होंने िेतन मैठरक्स म ें स्ट्तर–15 (182200-224100/- रूपये) म ें एक िष ा की सेिा की हो। ठटप्पण : ऄजधकारी जिद्युत क्षत्रे , प्रबंधन और जित्त म ेंऄनुभि रखता हो और एमबीए की ऄहता ा िांछनीय ह।ै (ii) सदस्ट्य:-(क) भारत सरकार म ें िेतन मैठरक्स म ें स्ट्तर-14 (144200-218200) म ें सरकारी ऄजधकारी पद धारण करता हो ऄथिा िेतन मैठरक्स म ें समतुल्य स्ट्तर के ऄजधकारी; ऄथिा (ख) दो िषा की सेिा सजहत औद्योजगक महगं ाइ भत्त े के साथ 1,20,000-2,80,000 रुपय े के िेतनमान ऄथिा केन्द्रीय महगं ाइ भत्त े के साथ िेतन मैठरक्स म ें स्ट्तर-14 (144200-218200) म ें केन्द्रीय पजललक सेक्टर के कायाकारी का पद धारण करता हो; ऄथिा (ग) एक िषा की सेिा सजहत िेतन मैठरक्स मेंस्ट्तर -14 (144200-218200) म ें दामोदर घाटी जनगम के ऄजधकारी का पद धारण करता हो। (घ) सदस्ट्य (तकनीकी):- अिेदक ससचाइ, जल अपूर्तत तथा जिद्युत ईत्पादन म ें काय ा ऄनुभि रखता हो ऄथिा दकसी मान्द्यताप्राप्त जिश्वजिद्यालय/संस्ट्था स े िरीयतः आलेजक्रकल ऄथिा मैकेजनकल आंजीजनयरी में स्नातक होना चाजहए। (ङ) सदस्ट्य (जित्त):- अिेदक दकसी प्रख्यात संगंिन म ें लागत और बजटीय जनयंत्रण, सस्ट्ं थागत जित्त, कायािील पूंजी प्रबंधन सजहत दकसी कॉरपोरेट जित्तीय प्रबंधन एि ं लेखांकन म ें िठरष्ठ स्ट्तर पर काय ा ऄनुभि के साथ दकसी मान्द्यता प्राप्त जिश्वजिद्यालय/संस्ट्था से लागत लेखाकार/चाटाड ा एकाईंटेंट/जित्त म ें जििेषज्ञता सजहत एमबीए होना चाजहए। (iii) सदस्ट्य सजचिः-(क) भारत सरकार म ें िेतन मैठरक्स मेंस्ट्तर -14 (144200-218200) के सरकारी ऄजधकारी का पद धारण करता हो ऄथिा िेतन मैठरक्स म ें समतल्ु य स्ट्तर का ऄजधकारी हो, ऄथिा[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 3 (ख) दो िषा की सेिा सजहत औद्योजगक महगं ाइ भत्त े के साथ 1,20,000-2,80,000 रुपय े के िेतनमान ऄथिा केन्द्रीय महगं ाइ भत्त े के साथ िेतन मैठरक्स मेंस्ट्तर-14 (144200-218200) म ें केन्द्रीय पजललक सेक्टर के कायाकारी का पद धारण करता हो, ऄथिा (ग) िेतन मैठरक्स के स्ट्तर-14 (144200-218200) म ें दामोदर घाटी जनगम के ऄजधकारी का पद धारण करता हो जजन्द्होंने एक िषा की सेिा की हो । (घ) अिेदक िरीयतः मानि ससं ाधन (एचअर) ऄथिा औद्योजगक संबंध (अइअर) म ें जििेषज्ञता सजहत स्नातकोत्तर होना चाजहए। अिेदक को व्यािहाठरक जिज्ञान, संगिन संरचना, सामग्री प्रबंधन और जित्तीय योजना तथा आसके जनयंत्रण के साथ-साथ साधारण प्रिासन का ज्ञान होना चाजहए। ईसे दकसी बृहत ् संगिन में िठरष्ठ स्ट्तर पर काय ा करन े का ऄनुभि भी होना चाजहए।" [फा. सं .01/02/2018-डीिीसी] जििेक कुमार देिांगन, संयुि सजचि ठटप्पण: मूल जनयम सा.का.जन. 802 (ऄ) तारीख 27 ददसम्बर, 2013 द्वारा भारत के राजपत्र में प्रकाजित दकए गए थे। MINISTRY OF POWER NOTIFICATION New Delhi, the 11th February, 2020 G.S.R. 106(E).—In exercise of the powers conferred by sections 5, 6 and sub-section (1) of section 59 of the Damodar Valley Corporation Act, 1948, the Central Government hereby makes the following rules to amend the Damodar Valley Corporation (salaries, allowances and other conditions of service of the Chairman, Members and Member-Secretary of the Corporation) Rules, 2013, namely:— 1. Short title and commencement:- (1) These rules may be called the Damodar Valley Corporation (salaries, allowances and other conditions of service of the Chairman, Members and Member-Secretary of the Corporation) (Amendment) Rules, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Damodar Valley Corporation (salaries, allowances and other conditions of service of the Chairman, Members and Member-Secretary of the Corporation) Rules, 2013 (hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely:— "3. Method of recruitment:- The posts of Chairman, Member-Secretary, Member (Finance) and Member (Technical) of the Damodar Valley Corporation shall be filled on deputation basis through a Search-cum-Selection Committee duly constituted in consultation with the concerned State Governments. The composition of Search-cum- Selection Committee shall be as under: (1) Cabinet Secretary – Chairperson; (2) Secretary (Power) – Member; (3) One Expert Member in the field of power sector to be nominated by the Ministry of Power, Government of India; (4) Representative of the State Government of West Bengal (Secretary level or equivalent) – Member; (5) Representative of the State Government of Jharkhand (Secretary level or equivalent) – Member.‖. 3. in the said rules, for rule 4, the following rule shall be substituted, namely:- "4. Salaries:—The Chairman shall be paid a salary in the scale of rupees 2,00,000-3,70,000 on Industrial Dearness Allowance, Members and Member-Secretary shall be paid a salary in the scale of rupees 1,80,000 – 3,40,000 on Industrial Dearness Allowance.".4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. in the said rules, in rule 6, for sub-rule (2), the following rule shall be substituted, namely:— ―(2) Qualification and Experience: – (i) Chairman:- (a) Government Officers holding post in the level-15 (Rs 182200-224100/-) in the pay matrix or officers in equivalent level in the pay matrix, or (b) Central Public Sector Executive holding post in the scale of rupees 1,50,000-3,00,000 with Industrial Dearness Allowance or level-15 (Rs 182200-224100/-) in the pay matrix with Central Dearness Allowance with two years of service, or (c) Officers of Damodar Valley Corporation holding post in level-15 (Rs 182200-224100/-) in the pay matrix with one year of service. Note: The officer having experience in Power Sector, Management and Finance with qualification of Master of Business Administration is desirable. (ii) Member:— (a) Government Officers holding post in level-14 (Rs 144200-218200/-) in the pay matrix in the Government of India or officers in equivalent level in the pay matrix; or (b) Central Public Sector Executive holding post in the scale of rupees 1,20,000-2,80,000 with Industrial Dearness Allowance or level-14 (Rs 144200-218200/-) in the pay matrix with Central Dearness Allowance with two years of service; or (c) Officers of Damodar Valley Corporation holding post in level-14 (Rs 144200-218200/-) in the pay matrix with one year of service. (d) Member (Technical): — The applicant shall be a graduate in Engineering preferably in Electrical or Mechanical from a recognised University or Institution having experience of working in irrigation, water supply and power generation. (e) Member (Finance):- The applicant shall be a Cost Accountant or Chartered Accountant or Master of Business Administration with specialisation in Finance from a recognised University or Institution having experience of working at a senior level in Corporate Financial Management and Accounts including costs and Budgetary Control, Institutional Finance, Working Capital Management in an organisation of repute. (iii) Member–Secretary:— (a) Government officers holding post in level-14 (Rs 144200-218200/-) in the pay matrix in the Government of India or officers in equivalent level in the pay matrix, or (b) Central Public Sector Executive holding post in the scale of rupees 1,20,000-2,80,000 with Industrial Dearness Allowance or level-14 (Rs 144200-218200/-) in the pay matrix with Central Dearness Allowance with two years of service, or (c) Officers of Damodar Valley Corporation holding post in level-14 (Rs 144200-218200/-) in the pay matrix with one year of service. (d) The applicant shall be a post graduate, preferably with specialisation in Human Resources (HR) or Industrial Relation (IR). The applicant should have knowledge of Behavioral Science, Organization Structural, Material Management and knowledge of the Financial Planning and its control as well as general administration.
